The economic fabric of the province is made up of many companies, mainly of small and middle size, which show a good propensity to internationalization. T In 2008, the added value of the province of Parma (an aggregate which allows to properly assess the growth of the economic system, in terms of new goods and services provided by the community for final uses), amounted to million euros, recording an increase of 3,3% at current prices in relation to the previous year. Such an increase is higher than the percentage variation in Emilia Romagna (+2,8%) and in Italy overall (+2,3%). The growth of Parma added value is determined by the industrial and services sectors, the added value of which grew between 2007 and 2008 by 4,9% and 1,7%, respectively. Also the agricultural sector showed a remarkable increase in the added value (the 2008/2007 variation was +23,5%). As to the contribution of each sector to the composition of the added value, it can be noted that at a national level the greatest share is provided by services, followed by industry and agriculture. Data on 2008 concerning the province of Parma recorded, once again, a trend that was the opposite of the national scenario. The share of the province industry in the overall added value was 8,8% higher than the national average (36,3% in Parma against 27,5% in Italy). Services, contrariwise, showed a gap, compared to the national average, of 8,8% (61,6% in Parma against 70,4% in Italy). The agricultural sector had a 2,1% share both at provincial and national level. 47

The international crisis in 2009 had a great impact on employment. According to the survey carried out by Istat on the labour forces in 2009, the province of Parma recorded a labour force share of 71,8%, in the overall population of working age against a national average of 62,4%. The employment rate recorded a 2% decrease compared to 2008 reaching 69,0%, higher than the national average (57,5%) and in line with the regional average (68,5%). The unemployment rate rose to 3,8% but was still 4% lower than the national average (7,8%). By analysing the composition of employed people, persons worked in the services sector ( Other activities ), in industry, in building and in the agricultural sector. 49

10 PRODUCTIVE STRUCTURE REGISTERED COMPANIES IN THE PROVINCE OF PARMA IN THE PERIOD As of , the overall number of companies registered in the Register of the Chamber of Commerce of Parma was , of which were active. Companies of Parma decreased by 786 units in one year. Between January and December 2009, companies were set up, with a birth rate of 5,6%, against companies that shut down, with a death rate of 7,3%. The registration/suspension flow therefore generated a negative balance of trade equal to 828 units, thus recording a 1,6% greater decrease in entrepreneurial growth rate than that of the Emilia Romagna region (-0,6%) and in countertrend compared to the growth rate in Italy (+0,3%). If we look at the sectors detail, trade is confirmed as the most important sector, with 21,2% of registered companies, followed by the building sector (18,4% of all the companies). In terms of enterprises numbers, an important role was still played by agriculture (15,1%), followed by manufacturing activities and the sector of services to the companies, representing, respectively, 14,5% and 12,3% of all the province companies. In terms of variations compared to the previous year, the building sector (-3,1%), manufacturing activities (- 3,0%) and agriculture sector (-1,5%) were the sectors that most greatly felt the effects of the international crisis. In contrast, the sector of services to companies recorded an increase in growth (+1,0%) The analysis of the legal nature of companies underlines how the entrepreneurial fabric of the province was characterized, even in 2009, by a strong presence of one-man companies (54,6% of total). These were followed by joint-stock companies (22,8%), private partnerships (19,9%) and other legal forms (2,7%). Joint-stock companies growth was confirmed, +1,4% compared to December A decrease was recorded by one-man companies (-2,1%) and private partnerships (-4,2%). The other forms (including cooperations) recorded a decrease equal to 3,1%. 13 AGRICULTURE Parma Agriculture in 2009 generated a gross saleable production of 426 million and 331 thousand euros. These data highlight the leading role played by zootechnical productions (representing 78% of the province GSP total) and, in particular, of milk (with a 58% share of the province agricultural production total). Vegetable cultivations account for 22% of 2009 GSP. Among vegetable cultivations, tomato, wheat, forages, and maize have a dominant position. At the end of 2009, the entrepreneurial base of the agricultural sector was made up of registered companies (namely 15,1% of all the province companies). 15 MANUFACTURING INDUSTRY As of , manufacturing companies of the province amounted to units. The most numerous sectors were the engineering sector (48,5% of all Parma manufacturing companies) and the food sector (22,8%), followed by companies of the fashion system (textile, clothing, footwear, leather and hide), accounting for 6,1% of the whole province manufacturing sector. Taking into account the share of each sector in the corresponding regional aggregates, the key role played by the food sector was confirmed, the industries of which accounted for 14,9% of the food companies of Emilia-Romagna. The shares of the engineering sector (11,9%) and of the wood sector (11,9%) were equally good. Quite scarce was the share of the textile/clothing sector (5,1% of the region sector total). The number of companies in the province manufacturing sector showed a slight increase (2009/2008 variation of -3,0%). A reduction of the entrepreneurial base was recorded in all sectors. This decrease was particularly intense for companies of the fashion system (textile-clothing -3,7% and footwear -9,2%), engineering (-4,0%) and non-metalliferous minerals (-4,6%). 16 Emilia-Romagna, in cooperation with the Unioncamere Surveys Centre, the negative trend of cyclical development was confirmed. The industry sector, in its most narrow definition was hit hard by the effects of the world crisis ended recording an average 10,5% reduction of the average provincial turnover value compared to the previous year. Industry production decreased by 9,9% a great deal higher than the average decrease of 1,0% in It can however, be considered as a decrease of less impact compared to that recorded in Emilia-Romagna (-14,4%) and in Italy (-13,6%). 17 BUILDING INDUSTRY parmainfigures As of 31/12/2009, the building sector in the province of Parma included companies, 18,4% of all Parma companies. Compared with the previous year, the sector decreased by 3,1% therefore bringing the expansive trend, that had been seen for several years, to a standstill. The presence of small business was very widespread (6.586), representing 75,5% of the whole sector. By analysing this sector in detail one can note that building companies (2.898) represented the greatest share, followed by companies performing other buildings completion works. Companies installing services within buildings were (818 electricians and 631 plumbers). 18 DOMESTIC TRADE As of 31/12/2009, the province trade sector included companies. Compared with the previous year, the sector decreased by 1,4% at a provincial level against a 0,4% decrease at regional and national levels. In Parma, the share of retail trade in the total of trade companies (48,0%) was basically in line with the regional level (48,9%), but lower than the national value (55,1%). Compared with 2008, all the provincial sectors decreased their units. 19 By analysing the retail trade sector, it can be noted that 46,6% of shops belonged to the Non-food sector, 11,6% to the food sector and 7,0% to the mixed sector. Shops with a sales surface smaller than 50 sq.mt represented alone, 39,3% of the total, while only 6,5% exceeded 150 sq.mt. In the food sector 79,3% of shops were small-sized (1-50 sq. mt.). Supermarkets of the province had a uniform share in terms of number, surface and personnel. The share of department stores in the regional value was 7,1% in terms of units, but only 5,9% in terms of surface and 7,8% in terms of personnel. The share of large specialised stores in the regional total was 11,3% in terms of units and more than 15% in terms of surface and personnel. The share of minimarkets was 6% of the regional total. In 2009 Parma export recorded a 12,0% decrease This standstill in Parma export was considerable in itself, but withstood well if one compares the situation recorded in e territorial areas of reference. This decrease was greater in Emilia-Romagna (-23,5%) and in Italy (-21,2%). One must in any case consider that this came about in the context of a 0,6% decrease in the global GDP, according to data from the IFM that translated into a general 11,3% decrease in global trade (goods and services). 60

The engineering sector was followed by the food sector representing more than 25% of total export, a fast growth compared to the previous year when it was equal to 21,4%. In third position, as far as impact on total export is concerned one finds the pharmaceutical and chemical industry that in 2009 recorded a considerable increase (+45,7%) with an 8,7% share, on the increase compared to the previous year (5,3%). These three sectors (engineering, food and pharmaceutical industries) represented more than 79% of the Parma export total. Of relevance in the region was the impact of Parma export of food and pharmaceutical products respectively of 32% and 53% of the export total of each single sector. 61

The second export area was Asia with 14,4%, followed by America with 9,3% and Africa (6,6%). The continent absorbing the lowest percentage of Parma export was Oceania. By comparing the 2009 results to 2008, one can see that a decrease in export was not recorded in all destination areas. In particular export to Asia increased by 6,9% and especially to countries like China (+10,7%) and Japan (+58,6%) with shares of Parma s export total that increased respectively to 3% and 2, 3%. Export to Africa (+3,5%) was also on the increase. In contrast exports to America (-21,2%) as well as to European countries (-15,1%) greatly decreased. 62

This indicator, measuring the degree of productive capacity targeted at international markets, was in Parma 33,2% (on the increase, compared with 28,2% in 2000), higher than the national, North-East area and Emilia-Romagna region values. Most tourism flows of the province of Parma are targeted at spa towns and the main city. In 2009, according to data collected by the Province Administration, spa towns and the main city accounted for 77,7% of tourists and 74,5% of total arrivals. The remaining tourists and arrivals were distributed among cities of art (7,9% of total tourists; 10,9% of total arrivals), hill towns (8,0% of total tourists; 9,1% of total arrivals), mountain towns (5,1% of total tourists; 4,6% of total arrivals) and the remaining towns (1,4% of total tourists; 0,8% of total arrivals). By considering the touristic flows of 2009, on the basis of data relating to arrivals and tourists in hotels and other accommodation facilities, a negative trend emerges with a decrease in arrivals (-4,3) and tourists (- 6,3%). Also the province of Parma felt the effects of the economic crisis and subsequent reduced consumption due to less family spending power. Parma main city recorded an increase of arrivals (4,8%) and tourists (11,2%) and a similar result was recorded by cities of art (-6,2% for arrivals; -1,4% tourists) and spa towns (-5,3% both of arrivals and tourists). Hill towns recorded an increase in arrivals (+3,1%) against a decrease of tourists (-3,1%). Mountain towns on the other hand recorded and increase both in arrivals (+4,5%) and in tourists (+6,2%). 65

The largest share, in terms of number of beds, of the extra-hotel sector offer is represented by camping sites (3.078 beds; 43% of the extra-hotel total) and other accommodating facilities (2.182 beds; 30,2%), essentially made up of bed & breakfast facilities, hostels, mountain huts and private accommodation. The remaining beds are distributed among rooms for rent run by small businesses (residences, rooms for rent, holiday houses and apartments) with beds and farmhouse accommodations (771). As to the number of accommodating facilities in the province, in 2009 the number of hotels amounted to 242, twenty less compared with The decrease was seen mainly in three-star hotels (-11 hotels in one year) and two-star hotels (-10). Five-star hotels remained stable as did tourist-hotel residences. Only fourstar hotels increased in number, from 32 in 2008 to 33 in The drop of two-star hotels is part of a longterm phenomenon. In 2009 they represented 12% of beds in the hotel structures of the province. In 2007 they represented around 20%. In 1984, the first year of implementation of hotel classification by stars, their percentage was almost 60%, dropping to 33,0% by

27 TRANSPORTS parmainfigures The road transport sector in the province of Parma includes companies. The sector s share in the total province companies was 2,3%, lower than the value recorded at a regional (3,2%) and national level (2,4%). Within air transport, the G.Verdi airport of Parma ended the year 2009 with a negative balance. Passenger traffic decreased by 10,4% compared to the year On the one hand this decrease was due to the general economic crisis, on the other hand to the decision to use smaller aircraft on the Rome route, as well as to Ryanair reducing connections with London through to October. From November a positive trend returned, thanks to an increase in weekly Ryanair flights to London from two to four return flights. All traffic segments showed a downward trend. Scheduled flights transporting the majority of passengers recorded a 9,7% decrease of passengers whereas, charter flights recorded an even greater drop equal to 35,2%. Taxi and general aviation flights also recorded a drop even though not as big (-2,2%). 33 SMALL BUSINESS SMALL BUSINESS REGISTERED IN THE PROVINCE OF PARMA IN THE Small businesses incorporated in the Chamber Registry Office as of were They accounted for 31,6% of all the companies of the province, with activities mainly grouped in the building sector (44,1%), manufacturing sector (28,3%), other public, social and personal services (8,8%), transport (5,7%) and car and motorcycle repair, personal and household goods (5,7%). Data provided by the Business Register indicates that, between January and December 2009, 865 companies were set up, with a birth rate of 5,6%, against shut down companies, with a death rate of 9,0%. The incorporation/suspension flow therefore generated a negative balance of 520 units, determining a business decrease rate of -3,4%. Growth rate started to slow down in 2007 with a dip in 2009, where problems due to the world economic crisis had a bigger impact on small business compared to regional (-2,1%) and national (-1,4%) levels. With the exception of real-estate, leasing and IT companies, growth rate reduction was generalised. A greater impact was recorded in the manufacturing and building sectors (-4,3% each) and less so in the services sector (-0,9).
