4 INTRODUCTION 4 th United Nations Conference on The Least Developed Countries 4 The Least Developed Countries (LDCs) are currently suffering from the decrease in demand for goods, reduction in export revenues and the fall in the prices as a result of the economic vulnerability and uncertainty triggered by the global economic crisis. As an emerging donor country, Turkey has proved to be one of the leading actors of the international community by increasing its assistance to the LDCs. In line with the growing interest and determination of Turkey towards the global issues and the LDCs, Turkey continues to extend its support to the technical assistance projects carried by United Nations Conference on Trade and Development (UNCTAD) through Turkish International Cooperation and Development Agency (TICA), in addition to Official Development Assistance (ODA) and private sector investments to LDCs. Turkey has also hosted the last Ministerial Conference on Making Globalization Work for the LDCs, in Istanbul, on 9-10 July In the Conference, Turkey has pledged to contribute 1 million US Dollars to the Enhanced Integrated Framework Fund established to help the LDCs to enhance their trade capacity and promote the inclusion of trade issues in their national development strategies. From that time on, the support of Turkey to the LDCs has been maintained with an increasing pace. Moreover, High-level Workshop for African Least Developed Countries has been organized in Izmir, on 4-5 March 2008 and High-level Workshop for Asian, Caribbean and Pacific LDCs on New Development Partnership has been organized in Ankara, on 4-5 December 2008, with the cooperation of UNCTAD. In the UN General Assembly held on 1 December 2009, it has been decided that the Fourth United Nations Conference on the Least Developed Countries (LDC-IV) would be held in Turkey. 5 INFORMATION ON THE LEAST DEVELOPED COUNTRIES Latin America 1 Africa 33 Asia and Pacific 14 Since 1971, the United Nations has recognized the Least Developed Countries (LDCs) as the poorest and weakest segment of the international community. Extreme poverty, the structural weaknesses of their economies and the lack of capacities related to growth, often compounded by structural handicaps, hamper the efforts of these countries to improve the quality of life of their people. These countries are also characterized by their acute susceptibility to external economic shocks, natural and man-made disasters and communicable diseases. The criteria to identify LDCs 1. Low-income, measured by an average income per person over three years. An average income less than $745 per person per year is considered for inclusion, and above $900 for graduation; 5

6 2. Weak human resources, as measured by indicators of nutrition, mortality of children aged five years or under; secondary school enrolment; and adult literacy rate; 3. High economic vulnerability, measured by population size; remoteness; diversity of goods exported, share of agriculture, forestry and fisheries in the economy; instability of agricultural production; instability of exports of goods and services; and homelessness owing to natural disasters. Asia and the Pacific (14) : Afghanistan, Bangladesh, Bhutan, Cambodia, Kiribati, Lao People s Democratic Republic, Myanmar, Nepal, Samoa, Salomon Islands, Timor-Leste, Tuvalu, Vanuatu and Yemen. Latin America and the Caribbean (1): Haiti. *Cape Verde graduated from the list at the end of 2007 and Maldives on 1 January

8 Conference TRACKS Intergovernmental Track The Conference is intended to review the implementation of the expiring Brussels Programme of Action for the LDCs and adopt Istanbul Program of Action for the decade. Istanbul Program of Action will set a partnership between the LDCs and their development partners with a view to find collective responses to the development challenges, which the LDCs have been facing. Parliamentarian Track Recognizing the important contribution of parliaments and parliamentarians in LDCs development, the parliamentary track is designed to facilitate the contribution of parliaments to the substantive consultations at all levels national, regional and global, as appropriate to the outcome document of the conference; encourage the participation of members of parliaments in the conference and in parliamentary consultations before and during the conference; promote the outcome document of LDC IV among parliamentarians and help raise their awareness of the new commitments in order to facilitate the implementation of the new programme of action for the LDCs for the next decade. 8

9 Civil Society Track Civil society plays a vital role in representing and giving voice to the needs and aspirations of ordinary people in the Least Developed Countries. With its community-level presence, civil society is able to bring the experiences, concerns and priorities of ordinary citizens to the policy making process. Similarly, it is well placed to sensitize people about government policies and the opportunities they entail. It plays an important role in mobilizing and empowering the population to participate in the development process. Private Sector Track The purpose of the private sector track is to enhance the contribution and active engagement of private sector representatives, in particular with a view to helping identify concrete, action-oriented proposals addressing LDC-specific problems and challenges in the area of investment, enterprise development and finance. The three main events of the private sector track will be Global Business Partnership Forum (9-13 May 2011), High-Level Meeting on Investment and Partnerships (9 May 2011) and Trade Fair (9-13 May 2011). The Intellectuals Forum The Intellectuals Forum brings together prominent academics, experts, activists and opinion leaders focusing on various issues related to the LDCs. It is a novel concept for the LDC Conference introduced by the Turkish Foreign Ministry following a series of consultations with prominent figures in related fields. It aims to raise a conscientious voice through an intellectual approach as well as to influence the decisions of the official leg of the conference in line with the interests and true needs of the peoples of the LDCs. 9

10 Registration And Accreditation Access to the conference site and conference rooms will be granted upon presentation of a valid United Nations conference pass or a VIP pass issued by the United Nations. To receive a conference pass or a VIP pass, all participants need to be formally registered and accredited. Pre-accreditation will be accepted for processing at the Protocol and Liaison Service in New York until 27 April From 28 April 2011 onwards, all accreditation requests must be submitted to the United Nations Protocol Accreditation Unit in Istanbul by fax at or via at protocolconference@un.org copying the Turkish Ministry of Foreign Affairs at ldc4-accreditation@mfa.gov.tr. The on-site accreditation of delegates of Member States/Observers, intergovernmental organizations OFFICE HOURS and specialized agencies will begin in Istanbul on Wednesday the 4 th May 2011 by the Protocol Accreditation Unit at the Accreditation Center located at the Harbiye Cultural Center (for location see page 51). 11 Conference SITE 4 th United Nations Conference on The Least Developed Countries The Conference Valley The conference will take place in a compound ideally located in the heart of Istanbul s business and cultural center consisting of the Lütfi Kırdar Convention and Exhibition Center, the Istanbul Congress Center, the HarbiyeCultural Center and the Hilton Congress and Convention Center 11

12 Lütfi Kırdar Convention and Exhibition Center (ICEC) Address: Harbiye /Istanbul Tel: Fax: Lütfi Kırdar Convention and Exhibition Center (ICEC) which is the largest congress center of Turkey will be the main venue for intergovernmental and parliamentarian track meetings. It will also host some of the side events. All Plenary Meetings will be held in the Anadolu Auditorium. Meetings of the Committee of the Whole and the High-Level Interactive Thematic Debates will be held in the Rumeli Upper Level. Bilateral Meeting Booths for the Heads of State and Government are in Dolmabahçe 1 Hall. The UN should be contacted to reserve these booths and the group meetings rooms. Harbiye Cultural Site where the Accreditation Center and Side Event Halls is located. Hilton Convention and Exhibition Center Address: Cumhuriyet Caddesi Harbiye/Istanbul Hilton Convention and Exhibition Center, hosting the Media Center, will be available for the exclusive use of accredited correspondents. The Media Center is equipped with appropriate electrical power outlets for personal laptops, telephones, fax facilities, closed-circuit television and a press documentation counter. Lunch, hot and cold beverages will be served to the members of press. TRT and Anatolian News Agency will be official media distributors of the conference. 14

15 TENTATIVE ROGRAMME The programme of meetings will be printed in the daily journal, giving details on daily activities and information such as titles, time and locations of meetings, agenda items to be considered and relevant documentation. 22 Seating Arrangements The inaugural ceremony of the conference is tentatively scheduled to take place on Monday 9 May 2011 at 9.00 a.m. in the Anadolu Auditorium. For the opening, each government will be assigned four seats, two at the table and two adviser seats. Specifically identified seating will be available for other participants in the conference. The Committee of the Whole will start in Rumeli A on 9 May 2011 in the afternoon. Overflow rooms with web cast and live cast will be made available for the opening of the conference. In the committee rooms, each member state will have one seat at table. 22

24 Security Arrangements Extensive security measures will be implemented in a vast area including the airport, transport routes, conference locations and hotels during the conference. All participants are expected to fully comply with the security measures to ensure the efficient functioning of the conference in an atmosphere of security and tranquility. It should be borne in mind that only participants with proper accreditation will be allowed to enter or stay in the vicinity of the conference locations. It is therefore of primary importance for all participants to wear their conference badges all the time to avoid any inconvenience. Delegates holding a conference pass will be subject to security screening at the main entrance of the Lütfi Kırdar International Convention and Exhibition Center. VIPs and VVIPs will be entering the conference building through the designated entrance and be exempt from security screening. The accompanying staff for the VIPs and VVIPs, however, will be subject to security screening. 24

25 TRANSPORTATION Arrival Istanbul Atatürk Airport is the main hub for international flights. A reception and information desk will be set up both at Istanbul Atatürk Airport and Istanbul Sabiha Gökçen Airport. VVIP and VIP facilities will be available for dignitaries. Transfer service for all accredited delegation members from the airport to their respective hotels will be provided. Shuttles will be available every hour at the airports. Departure Shuttle buses to the airports will be provided for departures between 05:00 18:00 every hour. *(Participants are kindly recommended to take the shuttle, which leaves at least 4 hours before their flight) To and From the Congress Valley During the conference week shuttle bus service will be provided between hotel zones and the Congress Valley for delegation members. 31 Public Transportation and Taxi Istanbul s public transport network, on bothland and sea, will be available for all conference participants free of charge. Please note that this will cover only the services given by the Istanbul Metropolitan Municipality. Participants may use the municipal network by showing their conference badges. Day and night taxicabs, can be hailed on the street or found at taxi ranks. All taxis are required to have digital meters (taximeter). The meter will always show an initial charge as soon as it is turned on, and will add to the fare as the taxi heads to your destination. Tipping is optional. Please note that if you plan to take a taxi to the Conference Valley, the driver will have to drop you off at the border of the security zone. 32 HOSPITALITY AND ACCOMMODATION The Government of the Republic of Turkey will extend hospitality to the LDC delegations in the format of; 1+4 if delegation is headed by heads of state or government 1+3 if delegation is headed by ministers or others 1 member of national parliament 2 private sector representatives 2 civil society representatives 1 media representative The hospitality extended by the Government of Turkey covers travel expenses, accommodation and daily subsistence allowance rate. Travel and accommodation expenses of the Permanent Representatives of the LDCs at the UN will also be covered. Liaison Officers High level delegations will be provided with one liaison officer. Liaison officers will act as protocol officers and will be seated in the protocol car or traffic escort car. 40 FACILITIES AND SERVICES Communication Wi-fi is available and free of charge throughout the Lütfi Kırdar Convention and Conference Center (ICEC), the Istanbul Congress Center (ICC) and the Harbiye Cultural Center. There will be a delegates lounge with a limited number of PC s available with access to the internet at the ICEC on Rumeli Floor and at the ICC on B5 Floor. Network name: ICC Password: A post office service will be available at the Lütfi Kırdar Convention and Exhibition Center for postal and related services. Telephones operated by both card and cash will be placed on site. All of the above services are for each delegate s own account. ( For communication services see floor plans; page 53 ) First-Aid and Medical Services The Main Health Coordination Center will be set up in the Istanbul Congress Center. This center, coordinating the medical services for the participants, will guide the patients to the hospitals designated on duty during the conference. An on-site service at the Lütfi Kırdar Convention and Exhibition Center will also provide all first-aid facilities. Health points will be present at main hotels. 41 Interpretation Statements made in the Plenary and the Committee of the Whole will be interpreted in the six official languages of the conference, namely Arabic, Chinese, English, French, Russian and Spanish. English and French languages will be provided for the Interactive High-Level Dialogues and for press conferences. Interpretation services in Turkish for the General Debate will be provided by Turkey. The Host Committee will assist in arranging the necessary interpretation services for the side events. Documentation The official documentation of the conference will be issued in Arabic, Chinese, English, French, Russian and Spanish. The main documents counter for delegations will be located outside the Anadolu Auditorium. Each delegation will be assigned an individual box. Delegations are reminded that the document boxes are exclusively for the distribution of official documents. A documents counter will also be located at the entrance of the Rumeli Hall. Each delegation is requested to advise the Meetings Services Assistants at the counter of its daily requirements regarding the number of copies it wishes to receive and the language desired. Distribution of Statements Delivered in the General Debate Delegations wishing to have their statements distributed are requested to deliver 350 copies to the Meetings Services Assistants at the distribution counter outside the Anadolu Auditorium prior to the start of the meeting. Delegations who wish to have written statements distributed to the media are requested to deliver 300 copies to the media documents counter located in the basement floor of the Rumeli Hall. Delegations who wish to have statements posted on the internet are requested to provide, in advance, an electronic copy in any of the official languages, on CD-ROM to the UN webcast room located in the basement floor of the Rumeli Hall or by to: webcast@un.org. 41

42 OTHER USEFUL INFORMATION Time Zone and Changes Turkey is 2 hours ahead of Greenwich Mean Time (GMT+2). On the last Saturday of March clocks are set forward one hour for daylight saving time. Clocks are set back again at the end of October. Climate and Clothing The weather in May in Istanbul is mostly sunny with a slight possibility of rain. It may be cool at night. Medium-weight clothing is sufficient. Average highest temperature 20 C (69 F) Average lowest temperature 12 C (54 F) Electrical Appliances Turkey operates on 220 volts, 50 Hz, with round-prong European-style plugs that fit into recessed wall sockets/ points. Four- and five-star hotels often provide North American-style 120 volts, 60 Hz flush-mounted sockets (points) for North American flat-prong plugs. Banking and Currency The monetary unit of the Republic of Turkey is the Turkish Lira (officially abbreviated TL) made up of 100 Kurus. Notes are issued in denominations of 1, 5, 10, 20, 50, 100 and 200 Liras and coins 1, 5, 10, 25, 50 Kurus. 1 US Dollar is equivalent to approximately 1.50 TL and 1 Euro is equivalent to approximately 2.20 TL. Major credit cards can be used for most purchases in Istanbul. Banking facilities will be available in Istanbul Congress Center and Lütfi Kırdar Convention and Exhibition Center. A branch of Ziraat Bank will function in Istanbul Congress Center during the conference. 42

43 Four automatic teller machines (ATM) will be placed in Lütfi Kırdar Congress Center and three in Istanbul Congress Center to enable the participants to withdraw and deposit money from and to their bank accounts. 47 Dolmabahçe Palace Dolmabahçe Palace (Dolmabahçe Sarayı), was commissioned by Sultan Abdülmecit in Dolmabahçe, Istanbul s first European-style palace is an opulent one, excessive in size and filled with gold and crystal. The Palace has the largest collection of Bohemian and Baccarat crystal chandeliers in the world. The world s largest Bohemian crystal chandelier is at the center hall. Hours: Open daily between 9:00-4:00 p.m. except Mondays & Thursdays Address: Dolmabahçe, Beşiktaş Beylerbeyi Palace Beylerbeyi was initially the residence of the Ottoman Governor in charge of Anatolia. It has a great view of the Bosphorus and its European shores, and exquisite grounds with terraced gardens. Hours: Open daily between 9:00-5:00 p.m. except Mondays & Thursdays Address: Abdullahağa Caddesi Beylerbeyi-Üsküdar The Golden Horn The Golden Horn is a horn-shaped fjord on the European side of Istanbul. It is a natural harbor where Byzantine and Ottoman fleet and commercial ships were anchored. Today, it s surrounded by parks and promenades with ancient sites around it. Some of these ancient sites such as Pierre Loti, Balat, Feshane, Grand Bazaar, Spice Bazaar, Sultanahmet, Galata Tower are located in the Golden Horn. 47

48 Sultan Ahmet Mosque (Blue Mosque) The Blue Mosque which takes its name from the mainly blue Iznik tilework decorating its interior was built by Sultan Ahmet I between in the square carrying his name in Istanbul. With its six minarets and a great cascade of domes, the Blue Mosque is the masterwork of Ottoman architect Sedefkâr Mehmet Ağa. Hours: Open daily from 8:30 am. to 6:15 pm. Except for pray hours Address: Sultanahmet Cami, Eminönü, Haghia Sophia (Aya Sofya) Museum Hagia Sophia built by Justinian between AD, is among the world s greatest architectural achievements. More than 1400 years old, it stands as a testament to the sophistication of the 6 th century Byzantine capital. Hagia Sophia, converted to a mosque in mid-15 th century, is a museum today in which you can admire both Christian and Islamic art. Hours: Open daily between 09:30-16:30 except Mondays. Address: Sultanahmet Meydanı Ortaköy Ortaköy, formerly a small village, is today a nice neighbourhood at the foot of the Bosphorus Bridge. Its thriving bars and cafés help the district become one of the lively centers of Istanbul s night life especially in summer. Mecidiye Mosque, built in 1855 and located on the water front is the most impressive landmark in Ortaköy. 48

49 Archaeological museum This complex was built by the end of 19 th century by the architect Vallaury thanks to great efforts of famous Turkish painter Osman Hamdi Bey. The Sarcophagus of Alexander the Great, Sarcophagus of Mourning Ladies and various objects found in the Sidon excavation are among its most interesting pieces. Military Museum The Military Museum, one of the leading museums of its kind is located in Harbiye within the Congress Valley. Its 336 columns are arranged in 12 rows of 28 each. The cistern measures 140 by 70 meter with its capacity of 80,000 cubic meters of water which was supplied from Belgrade Forest, 20 km to the north of Istanbul.
