Mlamleli, Member of the Executive Council of the Province responsible for Cooperative Governance, Traditional Affairs and Human Settlements, have amended the Town Planning Scheme of Bainsvlei as set out in the Schedule, and that a copy of such amendment will be open for inspection during office hours at the offices of the townships Board and Mangaung Metro Municipality. MLAMLELI LID VAN DIE UITVOERENDE RAAD: SAMEWERKENDE REGERING, TRADISIONELE SAKE EN MENSLIKE NEDERSETTINGS BYLAE (a) Amend Clause 1 of the town-planning Scheme by the insertion of the following definition: a) Wysig klousule 1 van die Dorpsaanlegskema deur die invoeging van die volgende definisie: Student Dwelling: A dwelling or part or of a dwelling used for accommodation of a maximum of 10 students on a site with a maximum size of m² a maximum of 12 students on a site that varies between 1101m² m² and a maximum of 14 students on a site bigger than 1 500m², receiving instruction at a place of instruction or adult instruction, subject to the provisions of clause 10(1). A second dwelling can be permitted on the premises on condition that no restrictive conditions are registered in the relevant title deed that prohibits the development of a second dwelling on the site. In the case of two dwellings on one erf the maximum accommodation allowed will be for a total of 14 students (depending on the size of the erf). Cognisance must be taken that no detached rooms will be permitted on the premises. Mlamleli, Member of the Executive Council of the Province responsible for Cooperative Governance, Traditional Affairs and Human Settlements hereby declare the area represented by General Plan S.G. No 993/2012 as approved by the Surveyor General on 25 June 2013 to be an approved township under the name Intabazwe, Extension 1, subject to the conditions as set out in the Schedule. MLAMLELI LID VAN DIE UITVOERENDE RAAD: SAMEWERKENDE REGERING, TRADISIONELE SAKE EN MENSLIKE NEDERSETTINGS SCHEDULE CONDITIONS OF ESTABLISHMENT The township INTABAZWE Extension 1 situated on portion 199 of the farm Dorpsgronden of Harrismith 131, Administrative District Harrismith consisting of Erven numbers 794 to 1503 as indicated on General Plan SG No. 993/2012. A. CONDITIONS OF ESTABLISHMENT A.1 Subject to (1), (2), (3) and (4) hereunder no building, structure, shrub, tree or any other obstacle within the boundaries of the township will be permitted to extend above the approach-; transitional-, or the horizontal surface, where:- (1) The horizontal surface is an imaginary horizontal surface 45 metres above the average height of the landing surface. STIGTINGSVOORWAARDES: A.1 Onderhewig aan (1), (2), (3) en (4) hierna gemeld sal geen gebou, struktuur, struik of boom of enige ander hindernis binne die grense vandie dorp toegelaat word om bokant die naderingsoorgangs-, of horisontale vlakke uit te steek nie, waar: (1) Die horisontale vlak n denkbeeldige horisontale vlak is 45m bokant die gemiddelde hoogte van die landingsterrein.

(3) The approach surface is an imaginary surface with a slope of 1 : 25 that borders on the end of the landing strip with the following sides as boundaries: - an inner edge with a length of 80m square on the extended centre line of the runway, 60m from the threshold. - An outer edge with a length of 580m parallel to and 2 500m from the inner edge. - The two sides that connects the inner and outer edges. (3) The landing surface 80m wide that run parallel with the runway and stop way and placed symmetrical with the centre line of the runway. A.2 All streetlights and outside light must be effectively protected so that air traffic from the airport will not be affected by them. A.3 The owners of erven adjoining the aerodrome and the Local Government, must erect and maintain a fence between the adjoining properties and the aerodrome in such a state that no unauthorised persons, vehicles or animals can gain access to the aerodrome. A.4 Since this land is subject to unfavourable foundation conditions, foundations for houses should be designed by a Professional Civil Engineer as prescribed by the National Building Regulations and such Engineer must pay attention to the Geological Engineers Report with reference to the soil conditions of the township which report is available at the Municipal offices of Harrismith.
