The Royal Commissioner Sir Patrick Keenan finished his report in When his report about Education was published it caused a great ferment in Malta. Sigismondo Savona formed a political party which he called the Reformists, which was in favour of Keenan s suggestions about the language and education. A few months later in 1880 the Governor removed Paolo Pullicino from inspector of Primary schools. His post was taken by the same Savona as the first Director of Education. 5 of the lawyer Fortunato Mizzi formed the Anti-Reformista Party to safeguard the Italian language. In the general election of 1883 the Anti Reformists won 7 out of 8 chairs in the Government Council. (14 Marks) In the second half of the 19 th century new means of transport were introduced in Malta which changed the way of life of the Maltese. In 1857 the omnibus made its appearance. This was a type of elongated karozzin that could carry 16 passengers. In 1883 the railway started running from Valletta to Mdina. A few years later the tram started to function from Valletta to Cottonera and to other towns near the ports like Birkirkara and Tas-Slieama. By the end of the century Page 9 of 12
