4 PORTSIDE NOTES Supply chain advantages for retailers The Port of Halifax promoted its international supply chain advantages at the Retail Industry Leaders Association s Logistics 2013 Retail Supply Chain Conference in Orlando, Florida in February. Specifically, the Port is focused on showcasing its benefits for inbound cargo from Asia, which include a quicker overall transit time than any other east coast North American port. RILA s Logistics 2013 conference offers the invaluable opportunity to meet face-to-face with many of the world s leaders in the retail industry, said Rob McInnes, economic-development manager with the Halifax Port Authority. We ll have the chance to demon- strate how routing via Halifax can keep costs down and improve efficiency to key organizational decision makers specializing in inventory management, distribution, international logistics and transportation. The four-day event included panel discussions, keynote addresses, networking sessions, sponsor exhibits and a trade show. Logistics 2013 is the largest event of its kind in North America. More than 130 international retailers were represented at the annual conference, which ran from February 17 to 20. Q Halifax port authority welcomes new director The Halifax Port Authority recently welcomed Lantz Siteman to its board of directors. Federal transportation minister Denis Lebel appointed him as a Port User nominee. We are very pleased to have Siteman joining the Port Authority board of directors, said Geoff Machum, chair of the Halifax Port Authority board of directors. He brings with him extensive business experience including many years spent in the financial industry which will serve him well in carrying out his duties as a director. Siteman was Canada Trust Company s district vice-president and regional manager for Atlantic Canada until retirment in As part of the executive team, he contributed to the planning and merger of the two national companies in the 1980s, coordinating operations in the Atlantic Provinces. He has served on a range of boards as well as being involved in community ventures since his retirement. These include currently serving on the board of the Certified General Accountants Association of Nova Scotia and previously as vice chair of the Association for the Eastern Shore Industrial Development Corporation, committee chair of the United Way of Halifax and director of the Eastern Shore Tourist Association. 5 By Trevor J. Adams Seeing the forest Naval spinoffs Ottawa recently announced a substantial contract for a key Port of Halifax business. Ultra Electronics Marine Systems Inc., of Dartmouth, landed the $6.9-million, three-year contract for maintenance work on the towed-array sonars on Canada s fleet of four Victoria-class submarines. We continue to invest in the technologies that benefit the Canadian Armed Forces, says defence minister Peter MacKay. The contract also supports technical jobs at Ultra Electronics Marine Systems Inc., which employs 147 people. Victoria-class submarines perform a wide range of roles, including surveillance, support to maritime law enforcement, maintenance of fleet skills, as well as domestic and international operations. Canada s submarine fleet will reach steady state in 2013, with the completion of the ongoing Extended Docking Work Period for HMCS Chicoutimi. Steady state means Canada will have three of the four submarines available for operations. One submarine will be taking its turn in the rotation for extended maintenance. Q The ports of Halifax and Sheet Harbour recently showcased their abilities at the 79th annual Forest Products Association of Nova Scotia (FPANS) Annual General Meeting. Forest products are an important export from our region, says Patrick Bohan, business-development manager with the Halifax Port Authority. A wide variety of types of forest products are shipped out of the Ports of Halifax and Sheet Harbour including lumber, pulp and paper products, Christmas trees and wood chips to countries around the world. The Annual General Meeting featured meetings and sessions including one on European Export Markets. Forest products continue to be in demand in many markets around the globe, Bohan says. Having a presence at this event allows us to connect directly with producers in Nova Scotia and provide them with information on how we can connect them to the top markets. 6 PORTSIDE NOTES Go West The Port of Halifax promoted its ability to handle grain and pulse products at Saskatchewan Pulse Days and the Western Canadian Crop Production Show. Pulses, which include special crops such as peas, beans, lentils and various seed products, have become a multibillion dollar export from Canada. The Port of Halifax has the right combination of infrastructure and connections to important emerging markets to handle these products, says Patrick Bohan, business-development manager with the Halifax Port Authority. Participating in these two shows provided us with the opportunity to connect with shippers directly and to promote Halifax s ability to connect shippers to the top markets for these products. The production of pulse products has increased in Canada and has grown approximately fivefold in the past 20 years. In 2011, Canada exported an estimated 4.3 million tonnes of pulse products worth approximately $5 billion. Products are exported to countries in Europe, the Middle East, the Indian sub-continent and South America. Canada B4C 4C5 Steamship Agents and Logistics Specialists Tel: (902) / Fax: (902) operations@atshipservices.com Cleaner waters Denis Lebel, federal transport minister, recently announced that Transport Canada, in collaboration with the Canadian Coast Guard and Environment Canada, is commissioning a pan-canadian risk assessment study on readiness to respond to shipsource spills in Canadian waters. Canada depends on marine shipping for jobs, economic growth and long-term prosperity, Lebel says. It is essential that we have a system in place that can meet future needs. Building on previously conducted risk assessments, this study will analyze and evaluate the risk of oil or chemical spills occurring in Canadian waters as a result of incidents involving ships or oil handling facilities. The first phase will examine the likelihood and potential impacts of oil spills in Canadian waters, including the Arctic. The second phase will look at the risks associated with chemical spills. The study will focus on different types of incidents including collisions, fire, explosions, structural failure and loading/ off loading operations. Action to strengthen safety systems is an important part of this government s commitment to responsible resource development, says Lebel. In order to retain marine and risk experts, a request for proposals was posted on the Government Electronic Tendering Service ( The contracting process is managed by Public Works and Government Services Canada. The contract award is expected to be announced in early spring. Q Spring

10 PORTSIDE NOTES Pilotage update Photos: Steve Farmer Late last year, the federal government reappointed Tom Calkin of Falmouth, Nova Scotia, to the board of directors of the Atlantic Pilotage Authority for a two-year term. This is his third term chairing the authority. He holds an MBA from the University of Pennsylvania and a Bachelor of Science in Civil Engineering from the University of New Brunswick. He is a certified management consultant and a member of the Nova Scotia Association of Professional Engineers. Since 1988, he s been president and CEO of Duncan Thomas & Associates, a company that specializes in corporate restructuring and merchant banking services. His extensive board experience includes a term as Chair of the Nova Scotia Enterprise Development Board. 12 Photos: Submitted CARRIER SPOTLIGHT Full steam ahead Saudi Arabian shipping line Bahri has a new name, new fleet and new business in the Port of Halifax By Suzanne Rent Bahri, the national shipping company of Saudi Arabia, is continuing to expand its company, with some of its recent changes directly affecting Halifax. Formed by a royal decree in 1979, Bahri has expanded from a small national shipping line to one of the biggest shipping companies in the world. In April 2012, the company underwent a rebranding, changing its name from the National Shipping Company of Saudia Arabia to Bahri. Bahri CEO Saleh Al-Jasser says it fits well with the company s goal of expanding and diversifying across sectors and being a total logistics solutions provider. It s been calling on Halifax since the company s early days, with its fleet of Ro/Ro ships, which handle various cargoes. Over the years, the company has diversified, now shipping general cargo, crude oil, chemical, liquefied petroleum gas and dry bulk. 12 Port of Halifax According to Charlie Atkinson, national sales manager with Bahri, Halifax was chosen as a port of call because of its location and strong intermodal links to the rest of the country. Halifax has always been an integral part of Bahri s North America port rotation since the service included the Abha Class vessels in the 80s, Atkinson says. With its location, Halifax offers and immediate gateway for customers in Canada. Bahri owns and operates 17 Very Large Crude Carriers (VLCC) and four fully owned multipurpose vessels, which are used on the Arabian Gulf-Indian Subcontinent- Mediterranean-U.S./Canada East Coast route. The line is one of the largest VLCC owners in the world. The company also owns a fleet of 23 chemical carriers via its subsidiary National Chemical Carriers, which was established in 1990 in partnership with SABIC. Bahri has a joint venture agreement with Odfjell of Norway to operate chemical tankers in a pool. A new tanker is currently under construction and will join Bahri s fleet this year. It s also one of the few lines to ship Ro/Ro cargo through Halifax. There are four Ro/Ro vessels in Bahri s fleet that have been serving Halifax since the 1980s. Bob Betts with Protos, Bahri s agent in Halifax, believes that the line s success in the Port is due to its flexibility. They can take all kinds of cargo, he says, adding Protos has a very strong working relationship with Bahri. He also says Bahri fits well into the Port of Halifax s operations because the Port offers access with rail and truck service, plus an ice-free harbour. The flexibility of the Port,

13 says Betts, mirrors the flexibility of Bahri s fleet. Anything the ship can handle, the Port can handle, he adds. But these vessels in Bahri s aging class fleet will soon be replaced with new ships. Through 2013, Bahri will expand its fleet with six modern Ro/Ro container ships, designed by Knud E. Hansen of Denmark and built by Hyundai MIPO of South Korea. These vessels are replacing the current Abha class vessels that were launched in 1983/84, Atkinson says. With the new vessel orders, Bahri will have a complete fleet of six Ro/Con type vessels in the service. This will eventually provide a 14- to 16-day frequency from most of our North American ports, which include Halifax. According to a press release from Knud E. Hansen, the ships were designed with attention to flexibility between Ro/Ro cargo and container cargo, and with a focus on low fuel consumption. The vessels are 220 metres in length and 32.3 metres in breadth, with a maximum draught of 9.5 metres. Each ship is equipped with heavy lift cranes and have a deadweight tonnage of approximately 26,000 tonnes. The vessels were also designed with good maneuverability and optimized cargo decks, which will help with turn-around time in port. The first of the ships was launched in February and is expected to be in North American rotation by mid April. One of the remaining new vessels will be launched every three months. Atkinson says the new vessels in the fleet give Halifax a connection to other ports and customers. With the design of the new vessels, Bahri offers a variety of service aspects in moving the customers cargoes. We are the only carrier offering direct service to the Middle East and India Sub-Continent Areas, he says. The four ships being retired, Saudi Abha, Saudi Diriyah, Saudi Tabuk and Saudi Hofuf, were all built in the early 1980s and have been serving Bahri and the Port of Halifax since. Saudi Abha was sold for scrap in January. The remaining three will be sold as the new ships are delivered. Beyond the new Ro/Ro vessels, Bahri has also placed an order for five dry-bulk careers, the delivery of which is expected to take place over the next year. 16 Photo: Steve Farmer AROUND THE PORT Shore investments From cruise infrastructure to cargo terminal upgrades, the Port of Halifax is building its business capacity By Tom Peters The Port of Halifax is greening with the implementation of shore power, an important piece of infrastructure that will help visiting cruise ships cut marine diesel air emissions. Halifax is the first port in Eastern Canada to install this green connection, which will be ready for the fall 2014 cruise season. Shore power allows ships to shut down their engines while in port and connect to the electrical grid to obtain the necessary power they require while at the berth. The $10-million project will decrease ship idling by seven per cent, which translates into an annual decrease of approximately 16 Port of Halifax 123,000 litres of fuel and 370,000 kilograms of greenhouse gas and air pollutant emissions. Transport Canada will contribute $5 million and the Halifax Port Authority is kicking in $2.5 million. The province of Nova Scotia will contribute $2.5 million. We are very proud to be the first port on the East Coast of Canada to be installing shore power, says Cathy McGrail, the Halifax Port Authority s manager of cruise development. The Port of Halifax is a marquee port of call on the Canada-New England itinerary and having shore power will benefit our environment. Last year, Halifax saw increases in both vessel calls, up 9.8 per cent to 134 in 2012 from 122 in 2011, and up 3.8 per cent in passengers to 252,847 from 243,577 in The cruise sector has an estimated economic impact of $50 million. The federal money was provided under the government s Clean Transportation Initiatives. These initiatives focus on aligning Canadian regulations with those in the United States and with international standards. They will help Canada achieve its economy wide target of reducing greenhouse gas emissions by 17 per cent from 2005 levels by 2020, says a HPA release. As the Port works to create a cleaner

17 Photo: Steve Farmer Photo: HPA environment, other infrastructure projects that will make Halifax a more competitive place to do business continue forward. A $73-million investment in Richmond Terminals will expand Halifax s breakbulk and general cargo capabilities. The construction was completed as scheduled, but has been given a one-year extension to give the infill materials a chance to consolidate. Greg Baker, HPA s senior manager of engineering and infrastructure, says the extension was required to give the newly constructed 14 massive concrete cribs, which are the basis for the extended pier, a chance to properly settle. The cribs are surveyed every three weeks to measure movement. That movement has been showing signs of slowing, says Baker, so it s possible a tender call for the cope wall may be issued later this year. The cribs are approximately 110 feet long, 48 feet wide and 53 feet high. Completion date for the project has been moved to January Meanwhile, work on other aspects of the project continues. Baker says that this year, when the ground thaws, a rolling program on the recent infilled section of Pier 9C, will be carried out to drive that new material downward and move the cribs as much as we can before we build the cope wall. The cribs are not all in perfect alignment, so a cope wall is built on top of the cribs which gives the pier a straight wall. In addition, says Baker, service work will be completed in the old section of Piers 9D and 9C; this work includes installing new power and lighting, a sanitary sewer line, VERSACOLD LOGISTICS CANADA INC. Workers will extend the cargo shed at 9B as far north as they can to give more storage capacity. They ll also add four new truck docks to the shed as part of the expansion. When the project is completed (most likely before January 2015, depending on weather, says Baker), Richmond Terminals will have a 550-metre pier with three railway tracks, expanded laydown area and highway access. At the South End Container Terminal, the new truck marshalling yard and truck gate is nearing completion and the gate is expected to be turned over to terminal operator Halterm this spring. Baker says an optical character reader system (OCR) is being installed as the last major item. This system reads information on containers as they pass by on trucks. There is a computer software program that analyzes the information. After the OCR is installed, testing of the system will be done. When it s complete, Halterm will determine when they will switch over to the new gate 18 Port of Halifax

19 operation. They are going to have their own training period and Halterm will determine when it will go live, says Baker. The new marshalling yard will have a capacity of 120 trucks. Technical work on the extension to the South End pier, a major part of the overall $35-million upgrade at the terminal, continues as well, says Baker. Such items as underwater corrosion protection for the wharf piles, new electrical outlets for two new super post-panamax cranes expected in July, refurbishing of old electrical feeds to the older cranes, plus other associated work will be completed over the next several months. The crane rail has already been extended to the new pier extension. The HPA took over the operation of the Sheet Harbour general cargo terminal in mid-2012 and, in addition to promoting the facility at several trade shows, has been carrying out a number of physical upgrades. 20 AROUND THE PORT EVEN THE MOST COMPLICATED PROJECTS BEGIN WITH SOMETHING SIMPLE Every EastPoint Engineering project begins with a good client relationship. For EastPoint engineers, it s a handshake. lighting systems, plus renovations to existing office space are items either completed or on the books for this year. The new development at Richmond Terminals and improvements at Sheet Harbour are timely, as general cargo (breakbulk, Ro/Ro) had the greatest increase in 2012, according to annual cargo figures released by the HPA. Overall, the Port handled 9,490,961 tonnes of cargo, an increase of.05 per cent over 2011 with the biggest yearly increase in general cargo, up 13.6 per cent to 444,494 tonnes from 391,126 in The 13.6 per cent increase in general cargo certainly fits with what we have been seeing over the past few years, and that is a bright spot where we see further growth potential, says HPA spokesperson Michele Peveril. Those figures just reflect Halifax but we know with the addition of Sheet Harbour in July [2012] that gives us some extra ability to market Nova Scotia or Halifax based breakbulk terminals. Ocean Terminals, the Port s main general cargo facility, was busy throughout the year handling bagged nickel sulphide, wind turbine components, oversized vehicles, heavy machinery and telephone poles. Containerized cargo continued a strong upward trend in the fourth quarter with a 28.2 per cent increase in TEUs (twenty-foot equivalent units) over the fourth quarter of 2011 and a 29.4 per cent tonnage increase also over the last quarter in Hurricane Sandy, which hit the U.S. East Coast hard in late October, diverted approximately 90,000 tonnes of additional cargo to Halifax terminals that had been destined for U.S. ports, thus helping boost the Q4 stats. Overall, the Port handled 416,572 TEUs in 2012 compared to 410,649 in 2011, an increase of 1.4 per cent. Bulk cargo declined 3.4 per cent year-over-year, down to 5,586,734 tonnes in 2012 from 5,786,281 in 2011, mainly due to a decline in petroleum products. Q 20 Port of Halifax

22 Photos: HPA IN FOCUS Casting a wide net With demand strong around the world, seafood exports remain a busy (and profitable) market for the Port of Halifax By Paula Bugden The Port of Halifax is a leader in the seafood exports industry, and it s putting its capabilities on the map in more ways than one. For the past five years the Port has participated in the annual International Boston Seafood Show. Port officials are gearing up to attend this year s event, being held March 10 to 12 at the Boston Convention and Exhibition Center. For Patrick Bohan, Halifax Port Authority s manager of business-development, it s a prime opportunity for the Port to network with companies from around the globe. The show is a key gathering in the seafood trade, he says. Essentially, Atlantic Canada exporters of seafood products of all kinds are there in large numbers, as are 22 Port of Halifax the providers to them in industries such as transportation and logistics, and every other manner of thing you can imagine relating to seafood processing. According to the International Boston Seafood Show website, last year s event had more than 19,000 people attend, from suppliers to buyers, and roughly 1,000 exhibits were showcased. The Port of Halifax was one of them. From here in Atlantic Canada, a lot of our Port partners are at the event, Bohan says. So, it s a great place for us to connect with major users of the Port. He lists off companies such as Clearwater Seafoods Limited Partnership, Louisbourg Seafoods Ltd. and High Liner Foods, which ship through the Port. And pretty much all of our major lines like Hapag-Lloyd, NYK, Zim and others are also at the show, he says. There s lots of different, kind of informal, gatherings where we get to discuss what s new with Halifax, and bring people up-to-date on some of the things we ve done here, says Bohan. With that in mind, the International Boston Seafood Show is a chance for the Port to showcase its capabilities in seafood exporting to industry leaders. ACS (Associated Cargo Specialists) Logistics will also be attending this year s International Boston Seafood Show. Robin Shaw, Halifax s ACS key account manager and JoAnna Green, ACS manager for the Atlantic Region, also consider it a great

23 opportunity. It s always a good place to network and re-establish connections with existing clients, says Green, and also meet people that we work with from overseas that we would never normally have the chance to meet. Three years ago, ACS Logistics expanded by adding a Halifax office; the company itself was first established in 1986 and has a head office in Montreal. It also has branch offices in Toronto, Vancouver, New Jersey and Chateauguay. While it specializes in containerized temperature-controlled cargo, the company hasn t always focused on seafood. We ve only been really exporting seafood ourselves probably to any large degree in the last two years, says Green. We were looking to grow our business here in Nova Scotia, well in the Maritimes, and that was a logical step, a logical progression. ACS in Halifax also handles other exports, she says, including potatoes and french fries. We re sort of an extension of the exporter, Shaw says. So we re like the traffic department of the exporter in a lot of ways. As for how many major cargo carriers they deal with at the Port of Halifax, it ranges between eight to nine on a weekly basis. With some of the Port s major seafood exports going to places like Japan, European countries such as France and Belgium, and the Caribbean, Bohan says some of Halifax s leading seafood exports include snow crab, herring and mackerel, to name just a few. According to the Port s most recent statistics on its seafood exports, it handled more than 15,000 TEUs (20-foot equivalent units) in seafood exports in 2011, making up 9.1 per cent of its total containerized export tonnage. When compared to other containerized exports, seafood ranked third out of the top five in a Port 2011 statistics chart; newsprint and paper placed first, followed by wood pulp, seafood, manufactured goods, and vegetables. 24 IN FOCUS reefers, says Bohan. In total, the Port has 1,000 reefer plugs half located at the South End Container Terminal and the other half at Fairview Cove Terminal and roughly 15 regular cargo carriers. The market for seafood exports stayed steady in The catch on a certain species can really be up and down, right, Bohan says. There are some uncertainties around this trade. So we sort of made the choice a few years ago to gear up so that we can deal with the high-catch years when things are moving, because we didn t want to be caught short-handed, you know. Seafood remains a lucrative niche for the Port of Halifax. It s a key local trade for us, says Bohan. So much around here has been driven by seafood trade over the years. This is something that s very core to our Atlantic economy. Dan Lynch, an associate business professor at Dalhousie University and director of the Centre for International Trade and Transportation, offers another reason the industry is still going strong. There s a trend to try to have people eat healthier around the word, and that s a huge benefit 24 Port of Halifax

25 to the seafood industry, he says. I think that helps us tremendously. Lynch specializes in global supply chain relationships and strategies. The bottom line is, whatever business you re in, it s a global business and it s a global supply chain, he says. I think the really kind of critical thing for this area is that people understand the value of logistics and supply chain, whether it s shipping via the Port, air, rail or road transportation. The collaboration and communication taking place in Halifax s shipping industry impresses Lynch. He feels that real-time information flow and technology are keys to success, along with up-to-date infrastructure. I think the Port is always working very hard to do the best job they can, he says. On a provincial level, Export Development Canada (EDC) forecasts that Nova Scotia s overall export growth will rank at the top in Canada for An EDC report from last November predicts that agri-food exports in the province will increase by five per cent in Nova Scotia exports depend on the fish and fish products, motor vehicle parts and forestry sectors, which together account for two thirds of total international sales, it says. Due to higher shipments of lobster, crab and shrimp, the report predicts the province s seafood exports will continue to rise. The aquaculture sector will continue to boost agri-food exports, with more investments driving up capacity, says EDC chief economist Peter Hall. Nova Scotia s focus on sustainable seafood products is creating lucrative global opportunities and has the potential to command premium prices. In 2010, Nova Scotia was the country s second largest exporter of seafood, according to a Fisheries and Oceans Canada report, Provincial and Territorial Statistics on Canada s Fish and Seafood Exports, released in March We re well connected to these markets, with numerous services to the Far East and to Europe as well, says Bohan.
