1 Outcome of the Workshop on sewage from ships within the framework of the HELCOM Cooperation Platform on Port Reception Facilities (PRFs) in the Baltic Sea 25 November 201, Szczecin, Poland 1. General The workshop on sewage from ships, which was organized within the framework of the HELCOM Cooperation Platform on Port Reception Facilities (PRFs) in the Baltic Sea, took place on 25 November 2013 in Szczecin, Poland (see programme in attachment 1). The workshop was organized by HELCOM 1 and hosted by the Maritime Office in Szczecin. The 43 participants (attachment 2) of the workshop represented country administrations, ports, ship owners, municipal waste water treatment representatives as well as international organizations. The outcome of the workshop was submitted to the 13th Meeting of the HELCOM Maritime Group (HELCOM MARITIME 13/2013) on November 2013 in Szczecin, Poland. The aim of the workshop was to contribute to a common information basis on the status of sewage PRFs in the Baltic Sea region and to discuss the open issues identified in the HELCOM Interim guidance on technical and operational aspects of delivery of sewage by passenger ships to port reception facilities. The guidance was endorsed by the 2013 HELCOM Ministerial Meeting in Copenhagen, Denmark. Further, the aim of the workshop was to speed up the process of updating PRFs in the Baltic Sea through discussions around a number of case studies and their concrete challenges. 2. General discussion points In order to focus future work within the platform the meeting agreed to remove a number of points from the list of outstanding issues included in the interim Guidance (see table under part 3. Presentations below). The draft 2013 HELCOM overview on port reception facilities for sewage in the Baltic Sea area and related trends in passenger traffic was considered a valuable compilation of recent information on the status of PRF developments in the region. 1 The Helsinki Commission (HELCOM) is an intergovernmental organization of the nine Baltic Sea coastal countries, the EU Commission and a number of observer organisations (maritime industry, environmental NGOs, other stakeholders). HELCOM was established in 1980 to oversee the implementation of a regional treaty called the Helsinki Convention signed by the coastal countries in 1974, ratified in 1980 and revised in This piece of international law covers explicitly the pollution from ships in the Baltic Sea (Article 8, Annex IV). To implement this part of the Convention, the Contracting Parties cooperate within the targeted HELCOM MARITIME group, i.a., to ensure the effective and harmonized implementation of rules adopted by the International Maritime Organization (IMO) in the Baltic Sea region (Helsinki Convention Annex IV, Regulation 1). 2 Some participants pointed out that in addition to the existing categories the document could contain information on the sewage receiving capacity aimed to be reached by proposed new investments, the capacity to handle sewage sludge, plans for financing of new developments and whether these will increase port fees. Further events to be organized in 2014 and 2015 within the framework of the HELCOM Cooperation Platform could specifically target issues of adequacy, malfunctions of PRFs and financing of PRF improvements and the No Special Fee. 3. Presentations Ms. Agniezka Zaplatka, Ministry of Transport, Construction and Maritime Economy, Poland, opened the workshop and welcomed all participants to the workshop and to the premises of the Maritime Office. Ms. Zaplatka highlighted the overall goal of a clean and healthy Baltic Sea and wished the participants a fruitful meeting. Ms. Stina Paulin, Swedish Transport Agency, moderator of the workshop, welcomed the participants and introduced the agenda of the day. Part I: Status Quo Intro to the 2013 PRF Guidance and open issues: sewage composition and other practical challenges Ms. Stina Paulin shortly briefed on the background for the HELCOM Cooperation Platform on Port Reception Facilities in the Baltic Sea, established in The work the Cooperation Platform has resulted in an HELCOM Interim guidance, which was adopted by the HELCOM Ministerial Meeting on 3 October 2013 in Copenhagen. The guidance includes a number of outstanding issues. Some are to be solved by national administrations while others require information from the shipping industry, ports or the municipal sewage plants. Concerning these outstanding issues outlined in the HELCOM Interim Guidance the workshop agreed on the following recommendations: Outstanding issues from the HELCOM Interim guidance Collect and make available information on cruise ships operating in the Baltic sea and their sewage treatment technologies, including any needs to discharge sewage sludge or bio-residue to PRF Baltic-wide and port-wise information on the capacity to receive sewage (flow and total volume) which would enable sewage discharge planning by ships. Sewage composition and treatment Recommendation from PRF day 25 Nov If HELCOM can provide an online reporting system on desired and actual sewage PRF discharges the industry can provide information through such system. The HELCOM Overview is a good start. More comments on developing the overview are included in the overall discussion section of this PRF workshop report. Page 2 of 12

3 Compatibility between municipal waste water treatment demands on sewage composition and the composition of sewage from ships should be studied in more detail. [, if feasible on a port-by-port basis.] Agreement on unified sampling methodology and parameters for ship sewage composition. A need to provide best practice regarding compatibility between international discharge/receive regulation of shipping and the water treatment regulation which is of national, or even sub-national level. Municipal treatment plants are designed to receive sewage from households and primary for reducing nutrients. Solutions to the treatment of sewage containing atypical substances should be sought for in cooperation between shipping, ports and municipal treatment plants. Drawing up technical descriptions and best practices on how and where to monitor the H2S levels (other sewage components) onboard ships. The cruise and ferry industry are willing to provide additional information on the sludge and sewage output of different commonly used wastewater treatment plant configurations aboard ships. The reference to port-by port basis in this outstanding issue can be removed. MWWT Szczecin will share experiences on treating ships sewage including the composition of sewage and sludge received. Other treatments plants receiving sewage from ships are invited to share their experiences in a similar manner. Remove from the outstanding issues Knowledge on this issue is available and this is not considered as a major problem and thus the recommendation from the workshop is to remove this issue from the outstanding issues. Contamination of sewage on board cruise ships occur occasionally (approximately once a year for all cruise ships in the Baltic Sea). Ports need to be aware of this as this cannot be dealt with on board. However, the ship industry recognizes that not all ports need to be able to take care of contaminated sewage. 4 Outstanding technical issues related to sewage delivery including malfunctions: Clarify which technological solutions that are needed in the ports to receive sewage sludge/bio-residue. Malfunctioning PRFs Outstanding issues related to fees: Defining characteristics of sewage which ports are obliged to receive under the No- Special-Fee. Defining characteristics of sewage which can be charged separately. Other outstanding work: Identify ports with space limitations hindering fixed arrangements and exchange experiences on different solutions for sewage reception facilities in narrow ports. Define through port-shipping company cooperation, on port-by-port basis, the needs of regularly visiting ships in terms of anticipated quantities (min-max) and qualities of waste water. Task for the shipping industry to clarify the amounts and technical solutions for receiving sludge/bio-residue. Ms. Paulin pointed also out that a key aim of this workshop is to amend the Draft 2013 HELCOM overview on port reception facilities for sewage in the Baltic Sea area and related trends in passenger traffic with a view of finalising the document by end of The availability of such information is one of the open issues included in the guidance document. Mr. Hermanni Backer, Professional Secretary of the HELCOM, briefly presented the data collection procedure and contents of the Draft 2013 HELCOM overview on port reception facilities for sewage in the Baltic Sea area and related trends in passenger traffic. The document uses the categories first priority port, second priority port according to the 2010 HELCOM Roadmap for updating PRFs in the Baltic Sea adopted at the 2010 HELCOM Moscow Ministerial meeting. 5 Part II: Ongoing work The current status and perspectives of sewage in the Port of Gdynia Ms. Daria Mróz, Port of Gdynia, Poland, provided information on the plans for new sewer system for receiving sewage from ships calling at the Port of Gdynia. Three inlets are planned, each with pipeline connected to the municipal waste water treatment plant. The remaining challenges include e.g. costs of building the fixed link sewage PRF system, the uncertainties related to acceptance of sewage at the municipal wastewater treatment facilities, the construction of a pipe system that goes from the port to the municipal treatment facility and the building up a of port sewage storage facility. Ms Mróz commented on the need to collaborate on the issue and wondered about the possibility of a step by step implementation of the PRF upgrading by Port reception facilities for passenger vessels in Port of Gdańsk challenges and future perspective Ms. Magdalena Korpalska, Port of Gdansk Authority S.A, briefed on the IMO regulation Annex IV MARPOL areas, commenting on the two options available, to treat the sewage on board or to discharge it to PRFs onshore and raised some concerns related to the regulation. She presented the existing infrastructure of the Port of Gdansk, with around 30 vessel calls per year with passengers from May to September. The port is planning construction of PRF starting 2014, which can be finalised by The amount of cruise ships is not expected to increase in the following years, and it is not sure that all ships will use the facilities of the port. Regarding the composition of sewage, it is assumed that the sewage from ships is the same as that in municipal waste water treatment facilities. Ship generated waste management, PRF system Ms. Merily Must, Ministry of Economic Affairs and Communications, Estonia, informed on the status of the PRFs in the Old City harbour in Tallinn, which is the main passenger port in Estonia, and the Saaremaa harbour, a small countryside pier. The Old City harbour is located in the old town of Tallinn. Investments for fixed link in the Old City harbour quays and will start in 2014.Saarema harbour is a remote port located in a nature reserve area, which limits the number of ships berths and the construction of facilities. In the port of Saaremaa, only trucks will be available in the coming years. Possibly the trucks might be changed to barges. Recent information on sewage PRF developments in Finnish ports Mr. Jorma Kämäräinen, Finnish Transport Safety Agency (TraFi), provided the workshop with up to date information on the Helsinki and Turku ports which can be found in the overview document. Cruise industry experiences and plans related to advanced waste water treatment (no presentation) Mr. Richard Catt, P&O Cruises and Mr. Robet Ashdown, Cruise Lines International Association Europe (CLIA Europe) pointed out the big size of the treatment systems meeting the strict standards under Annex IV special area. These systems cannot be retrofitted Page 5 of 12

6 because they are likely to be twice the size of the current ones. Besides, they pointed out that that there is no type approved ship scale installation able to fulfill the special area requirements at the moment. Many ships, especially small ships, will have to rely on the availability of PRFs on shore. There is also a need to collect information on volumes of sewage that ships wanted to leave onshore, not only on the actual volumes left ashore, as ships currently discharge volumes adjusted to the receiving capacity of the ports. A web portal for uploading such information could facilitate such collection. They pointed also out that the Baltic Sea special area regulations will have an effect earliest in 2018 since this is the earliest time when new ships with construction year 2016 will be launched into operation. Some other participants pointed out that according to another possible view it is important to make a notification early as for investment planning it will be important to know well in advance on when the regulations come into effect.
