1 HELSINKI COMMISSION HELCOM TRANSIT ROUTE EWG 13/2008 Expert Working Group on Transit Routeing 13th Meeting Helsinki, Finland, 7-8 October 2008 Agenda Item 2 Overview of the current situation/follow up of TRANSIT ROUTE EWG Document code: 2/1/Rev.1 Date: Submitted by: Secretariat DRAFT STATUS REPORT OF THE ACTIVITIES BY HELCOM TRANSIT ROUTE EWG In accordance with the Declaration on the Safety of Navigation and Emergency Capacity in the Baltic Sea Area (HELCOM Copenhagen Declaration), adopted on 10 September 2001 by the HELCOM Extraordinary Ministerial Meeting, it was agreed to improve routing measures in the Baltic Sea Area (the relevant extract from the Copenhagen Declaration is contained in Attachment 1). The Expert Working Group on Transit Routeing (EWG TRANSIT ROUETING) was established in 2003 by HELCOM HOD 11/2003 in order to look into the need and possibility to establish a deep-water route throughout the Baltic Sea area, for ships carrying oil and other hazardous substances, with Germany acting as Lead Country. Since the establishment of the Expert Working Group on Transit Routeing the group met 13 times. The Meetings are held twice per year (spring and autumn). The list of contact addresses of the Group is attached as Attachment 2. The group has been successful in discussing proposals improving existing and developing new routeing measures in the Baltic Sea area such as: New TSS North of Rügen, new TSS Bornholmsgat, new TSSs and new deep-water routes for the Åland Sea, extended DW Route off Gotland, amended TSS In the Sound, amended TSS In the Gulf of Gdansk (putting into official IMO TSS), amended TSS Off Porkkala Lighthouse. Furthermore the group developed a mariners routeing guide for the Baltic Sea titled the HELCOM Transit Guide for the Baltic Sea, which has been released on by the Helsinki Commission in August 2006 and is available either as printed version or on Internet. Among many other things the group provides an excellent platform to exchange views on proposals for routing measures in Baltic Sea Area including improvements for ships reporting systems, supports the co-operation and coordination of related research and development projects, encourage and enhance support national initiatives through the responsible national Administration which are submitted to IMO by member states. To this end group provides also an opportunity for participating Member States of European Community and European Commission to co-operate in above mentioned fields in the framework of the Vessel Traffic Monitoring directive 2002/59/EC. In this context the group considers all related matters which contribute to an effective work also in the IMO. In 2007/2008 the group considered especially: National reports on the statistical information, FSA analyses Information about effects of new traffic separation schemes in the Baltic Sea
2 Needs and possibilities for further routeing measures in the Baltic Sea, provide advice and input to new and planned traffic measures and support the preparation of IMO proposals of common interest Co-operation towards improved and compatible reporting systems Maintaining and updating of the HELCOM Transit Guide for the Baltic Sea paper version, which 3 rd edition was released in April 2008 HELCOM Transit Guide for the Baltic Sea web-solution, which was launched on 15 August 2008 via HELCOM home page and is available at Discussion on guidelines to determine under-keel clearance for open seas for a joint submission to IMO Due to the fact that most of the items on the agenda are continuing tasks, such as maintaining and updating the Transit Guide, it is hardly possible to produce a priority or sequences list of open questions. In view of its expert s opinion the Group agrees that it is highly advisable and desirable to continue the on-going work on the above listed subjects with the aim to further enhance safety of navigation and protection of the marine environment of the Baltic Sea. 3 Attachment 1 Extract from the Declaration on the Safety of Navigation and Emergency Capacity in the Baltic Sea Area (HELCOM Copenhagen Declaration) (adopted on 10 September 2001 in Copenhagen by the HELCOM Extraordinary Ministerial Meeting) I To improve existing routeing measures in the Baltic Sea Area a) Deep-water route North East of Gedser (DW 17m) - by having supported the extension of the deep-water route North East of Gedser (DW 17 m) five nautical miles into the Traffic Separation Scheme (TSS) South of Gedser, as jointly proposed to the International Maritime Organization (IMO) by Denmark and Germany and having received the endorsement by the IMO Sub-Committee on Safety of Navigation at its 47th Session of a de facto early implementation hereof in January 2002 (cf. IMO SN/Circ. 218); - by requesting the 75th session of the IMO Maritime Safety Committee (May 2002) to adopt the above mentioned proposal, as approved by the IMO Sub-Committee on Safety of Navigation at its 47th session; and - by expressing its appreciation to the Governments of Denmark and Germany for their joint arrangement as regards aids to navigation and AIS monitoring to increase the safety of navigation in the Kadetrenden. b) Routeing measures in the eastern part of the Gulf of Finland - by supporting amendments to the Traffic Separation Schemes and the establishment of a new deep water route in the eastern part of the Gulf of Finland, as proposed to IMO by Russia following the construction of the new oil terminal in Primorsk, Russia; and - by requesting the 75th session of the IMO Maritime Safety Committee (May 2002) to adopt the above mentioned proposal, as approved by the IMO Sub-Committee on Safety of Navigation at its 47th session. c) New routeing measures in the Baltic - by declaring the preparedness to support joint submissions to IMO with regard to: - the need to move traffic with, in particular, deep draught ships, especially tankers westbound, from the traffic separation scheme off the island of Gotland; - the need to recommend a new route for deep draught ships south of the present traffic separation schemes; and - the need to consider a traffic separation scheme or other means between the island of Bornholm and the Swedish mainland. d New routeing and reporting measures in the Gulf of Finland - by declaring the preparedness to support a joint submission to IMO by Estonia, Finland and Russia with regard to: - the need to extend the existing routeing system in the Gulf of Finland; and - the need for a new mandatory routeing and reporting system in the Gulf of Finland, including the establishment of a new VTMIS system.
