2 Report from MINI CEPCO SOUTH 2016 dated 17 May According to the decision of the Informal Working Group on Aerial Surveillance HELCOM IWGAS which was carried on on 7-8 March 2016in Sopot, and Helcom RESPONSE group under Agenda Item 9.1 Aerial surveillance 9.5 Poland had the honor and pleasure to arrange the MINI CEPCO South 2016 operation in place of CEPCO SOUTH due to the lack of countries that were able to participate in CEPCO South operation in the given date. Poland prepared the proposal of the route and invited Sweden to participate in this operation. The MINI CEPCO SOUTH 2016 was carried out over international waters between Poland and Sweden on 17 th May Weather conditions: In east part of CEPCO s route was cloudy. The flights were carried in different and dynamically changing weather conditions. 4 Satellite Service Satellite pictures delivered by EMSA during the operation: :13 UTC, ID: , RADARSAT :39 UTC, ID: , RADARSAT-2 Case study During the SP-MBA flight (Maritime Office in Gdynia) the operator was given an information from VTS Zatoka concerning a discharge from a ship that was seen on satellite pictures (pictures 2, 3); an alert was send from CleanSeaNet at 17:03 UTC. Ships name : NORDIC SUND Flag: Norway IMO: Port of origin: Haugsund position of the ship in time of satellite picture 55 05`00 N, `43`` E, discharge seen on pictures : 5 km long, width 0,8 km. VTS Zatoka has contacted by radio with a vessel indicated in the report as a culprit which confirmed the discharge of cargo washing residues according to MARPOL Annex II (the ship was transporting FAME product). Information on the alert along with the position of ship were given to aircraft crew, which was coming back from the patrol flight. The aircraft flew over the indicated position and confirmed the other substance presence. 6 Picture 5. Photography of the other substance made by the SP-MBA crew. Summary and remarks Four planes took part in the operation and endurance of the flights was 11 hours 36 minutes. No oil spills were observed during the operation. Even though only two countries were able to take part in the MINI CEPCO operation proceeding with constant monitoring of given area. The results of operation are confirming the opinion that typical oils spills on the Baltic sea are seen sporadically. Detected by satellites and aircraft crews substances are mostly legal discharges of leftovers after cargo clean ups performed according to MARPOL Annex II. Organizers would also like to make few remarks on the operation. 1. Contracting parties should consider organizing MINI CEPCO s instead of CEPCO due to the less efforts and costs that has to be undertaken in order to organize the operation (with similar effects) 2. Aircrafts with higher cursing speed should perform their flight during the whole planed time and stay over the planned route in order to ensure the continuity of operation.
