3 1. Location Porto Sudeste do Brasil is located in Ilha da Madeira, Sepetiba s bay, municipality of Itaguaí, State of Rio de Janeiro Brazil, at Rua Felix Lopes Coelho, n 222. It is situated to the northeast by Serra do Mar to the north of Serra de Madureira, southeast by Maciço da Pedra Branca, and the South of Restinga da Marambaia. The terminal has one pier with two berths in the following coordinates: Berth 1: Lat.: S and Long.: W Berth 2: Lat.: S and Long.: W Porto Sudeste is located approximately 10 kilometers from Itaguí city and 80 (eighty) kilometers from Rio de Janeiro city, connected by BR101 highway. The following nautical charts shall be used to enter into Sepetiba s Bay and to approach Porto Sudeste: Brazilian Nautical Charts: 1621 Baia da Ilha Grande Parte Leste, 1622 Baia de Sepetiba, 1623 Porto de Itaguaí, 4 th edition, 3970 General chart: Rio de Janeiro to São Sebastião, 431 Porto Sudeste approaches. PIER 2. Waterway Access The waterway access to the port is by sea and has its entrance located between Ponta dos Castelhanos in Ilha Grande, and Ponta Grossa in Restinga da Marambaia. The ships sail 16 kilometers from Ponta dos Castelhanos until Ilha da Guaiba, over 22 kilometers, by the main channel with 180 meters wide dredged to meters, by the existence of a rocky outcrop between the floats BL 05 and BL 06, and the Channel of Ilha das Cabras, an access Channel to Porto Sudeste, 206 and 19,60 meters deep. 3

4 The draft authorized by the Maritime Authority to traffic in the main channel and access channel to Porto Sudeste is meters, referred to the hydrographic zero of Hydrography and Navigation Directory (HND) of the Brazilian s Navy. Navigation must be done in one flow and a ship takes about 2.5 hours to enter or leave the port. Empty iron ore vessels keep waiting for berth alongside the anchorage area and/or outer roads and begin the maneuver at the exit of the loaded ships. Note: The vessels destined to Porto Sudeste shall follow a schedule previously established by the Port Authority together with the Port Operation and Shipping Agents. The line-up is respected according to the Terminal necessity. Anchorage Areas There are 11 internal anchorages on Sepetiba s bay, organized in six areas, as it can be noted below: Note below the maximum draft allowed by the Port Authority in such anchorage areas: Area A: meters Area B: meters Area C: meters Area D: meters Area E: meters 4

5 Area F: meters Channel Access Canal da Ilha das Cabras After crossing the main channel, the access to Porto Sudeste starts from the BL (Float) 14, in the south-west direction. The channel is 3.5 kilometers long, 206 meters wide and 19.6 meters deep. The maximum speed in the access channels is 1.6 knots (from low tide to high tide - Flood) to 1.5 knots (high tide to low tide - EBB). Note: Ships are forbidden to cross the main and/or access the channel while berthing and unberthing maneuver is occurring. Evolution Basin The evolution basin to the Pier is meters deep and has a diameter of 600 meters, according to the following coordinates: 3. The following figure illustrates the main roads to the port. 5

6 4. Terminal Facilities 4.1 Port s Equipment. Discharge Operation. Two ranges of rotaries car dumpers (Manufacturer: Thyssenkrupp), with a dumping angle: 160 normal / 180 max, given that each car dumper discharges two wagons simultaneously, into a 90 seconds cycle. The Car Dumpers are connected with two railroads access with capacity to receive trains with up to 160 wagons (type GDT/GDU) from MRS Logistic S/A. The complete system of each car dumper was designed to discharge 8,880 tons per hour. CD 01 CD O2 Storage Areas. Storage s area of m² (two stockyards), allowing a stock operational capacity up to 2,5 millions of tons. (Stockyard nº 06: 83,486 m² / 1,670 Kt - Stockyard nº 32: 62,110 m² / 1,230 Kt). 7 Stockyard s Equipment. Four stackers-reclaimers (Manufacturer: Taim Weser); two for each stockyard, with following capacities: Stockpiling: 10,000 t/h, Reclaiming: 12,000 t/h. SR 301 SR 302 SR 602 SR 601 Loading System. Two ship loaders (Manufacturer: ZPMC), and two conveyor belt s systems, with a rate capacity of 12,000 t/h, each one. SHIPLOADERS 7

8 Sampling System Porto Sudeste owns a laboratory for physical analysis of iron ore samples (TML, Moisture, Granulometry and Bulk Density). The laboratory for chemical analysis of iron ore is foreseen to start in 2019, completing the project for Total Management of the quality of the products received and shipped by Porto Sudeste. The sampling towers (Manufacturer: Taim Weser) are located on the discharge system, one in each loading system route, allowing them to collect samples during the operations. Electrical Distribution Porto Sudeste is powered by the Electrical Distributor named "Light". There is a transmission line with a voltage level of 138 kv at the Principal Substation, where the voltage is reduced to the level of 13.8 KV, and is transmitted to the six secondary substations responsible for feeding the port equipment and its facilities. 5. Berths Characteristics and Equipment Description Legend: A - Minimum Free Board: 5.40 m; B - Maximum Air draft: m; C - Horizontal Reach of Boom: m (max) / m (min); D m; E 6.50 m (Tide: 0.00m); F - Depth: 19.6 m; Tide Variation: From 0,00 m up to 1,80 m. 8

9 The pier and the iron ore loading system were dimensioned to serve bulk carriers in the range of 60,000 DWT to 210,000 DWT (loading of vessels less than 60,000 DWT only upon previous inquiry). Pier: The berthing pier has a total length of 766 meters (two berths) equipped with 27 fenders (Sumitomo), spaced 28.8 meters from one another. Mooring Equipment: The pier has 27 moorage points, containing 12 mooring bollard (2000 kn), 14 points with 03 quick release mooring hooks (3x600 kn), and in the middle of the pier 01 point with 04 quick release mooring hooks (4x450kN), both equipped with electrical winch to pull messenger ropes tied to a mooring cable. 10 Pier and Berths dimensions: The pier has a total length of 766 meters, with 02 berths, each one with 383 meters length, meters wide and 19.6 meters deep. Considering the tide equal to 0.00m, the height from the water line up to the shelf of the pier is 6.50 meters. Conditions to vessel acceptance: Maximum LOA: 300 meters; Maximum Beam: 50 meters; Minimum Beam: 32 meters; Maximum Air draft: meters (High Tide until: 1.8 meters); Minimum Freeboard: 5,40 meters; Tide Variation: 0,00 m up to 1,80 m. Present draft restrictions at Porto Sudeste: Maximum sailing draft presently allowed by the Maritime Authority: meters. 10

11 6. Tariffs The tariffs of pilotage services will be negotiated between Ship owners/agents and the Pilot s Association of Rio de Janeiro. The tariffs of tugs will be defined between Ship owners and Agents. The berthing and unberthing teams, and one auxiliary boat used in maneuvers support shall be provided by Porto Sudeste. The tariffs applicable to these services must be paid by Ship owners and Maritime Agents to Porto Sudeste per vessel considering berthing and unberthing maneuvers. Additional boats used to support the maneuvers or other services (for example: ship chandlers, tugboats, maritime supports etc.) at Porto Sudeste, shall be supplied by the Maritime Agencies. Besides that, those boats must fully comply with ANTAQ and Maritime regulations. The usage of terminal Infrastructures shall be paid by the Ship owner/agent to Porto Sudeste for the maintenance of the pier, port area and evolution basin of Porto Sudeste. To calculate the tariff, it shall be considered the DWT of the vessel multiplied by the estimated price from Porto Sudeste, taking into consideration the values published on Porto Sudeste s website. 7. Sea Water Density kg/m³ up to kg/m³. 8. Pilotage Pilotage is compulsory for all ships on the access channel to Porto Sudeste for berthing or unberthing maneuvers, since duly authorized by the Brazilian Maritime Authorities and located at the operational base of Pilot Station in Mangaratiba-Rio de Janeiro. Ships intending to berth at Porto Sudeste shall wait for the pilot at the position S - 044º04 36 W with Castelhanos lighthouse towards 212º at 1.6 miles range. Pilot's base is located at Mangaratiba city and may be contacted through VHF radio on channel 16 / Mhz. and also: (55+21) ; (55+21) ; (55+21) ; (55+21) / atalaiamangaratiba@praticagem-rj.org.br. These communication means are available 24h per day and 07 days per week. Each Pilot request shall be preceded by at least 03h00 before the maneuver. Pilot boats may be recognized at night by white and red lights over the hull and red and white on the superstructure at daylight. 11

12 Vessels shall provide the pilot with a ladder according to the Maritime Authority Regulations. The Terminal has life buoys tied at a line of 60 meters along the pier, and which are ready to be used whenever necessary. For further details check Attachment nº 1 or visit IMPA International Maritime Pilots Association site at: Porto Sudeste requires all vessels to be berthed to the Port side in order to improve the safe conditions for unberthing maneuver. 9. Tugboats The usage of tugboats is mandatory and they are available at Sepetiba s Bay in order to attend all terminals within a ray of 12 kilometers according to the ship s agencies requirement. 10. Weather Conditions The climate is tropical with an average humidity of 77%, average atmospheric pressure of Mb, average temperature of 23.5 Celsius. During Summer season the maximum may reach above 40 Celsius and the minimum on Winter reaches 10 Celsius. Average rainfall on Summer is 200 mm monthly and 10 rainy days per month. On Winter average rainfall is 100 mm and 08 rainy days per month. The prevailing winds during Spring and Summer are NE, NW and SW during Autumn. The velocity range is between 06 to 14 knots. Wind s Gust may occur reaching 17 knots on summer and 35 knots on Winter, mainly at dawn. Fog may occur on Winter season during dawn and morning. The table below indicates the impacts of winds on Guaíba Island: 12

13 11. Terminal Rules To protect the terminal and its performance, facilities and people against fire, oil, smoke and sea water pollution, vessels older than 18 years shall be inspected by a classification society, according to the Brazilian Maritime rules before berthing at Porto Sudeste. (DPC Inspection). After the inspection, a certificate entitled DPC Inspection will be emitted. After the issuance, the certificate must be approved by the Port Captain/Loading Master of Porto Sudeste, or by a substitute that Porto Sudeste indicates, that will determine the conditions of acceptance of NOR. All boats used to support Porto Sudeste operations shall fully comply with ANTAQ and Maritime regulations. The ships intending to berth at Porto Sudeste are subject to the items described below, without prejudice to others listed in the Brazilian Government Regulations: LOADING RATE: All vessel berthed at Porto Sudeste shall be able to receive its cargo at a desirable peak rate of tones per hour. SMOKING: Smoking on board of ships moored at the terminal is allowed only in the areas and chambers indicated by the Captain. The lanterns and communication equipment shall be Explosion Proof. MOORING: All the cables shall be in safe conditions and a messenger rope of 1 (one) of diameter and 30 meters long tied to the mooring equipment is mandatory. Mooring shall be made conveniently according to the instruction received from the terminal/pilot. The animal s protection shall be fitted on all mooring cables whilst berthed at Porto Sudeste. SHOOT BLOWING, RUST REMOVAL and HULL PAINTING: It is forbidden on vessels moored at Porto Sudeste. EMERGENCY UNBERTHING: The ship shall have conditions for immediate unberthing in cases of emergency, bearing in mind that the tugboat support is mandatory. It is not allowed to carry out repairs on the ship driving system or any other repair that may hinder the emergency unberthing maneuver. In case of emergency repairs, Porto Sudeste and Port Authorities shall be previous advised. Porto Sudeste does not have authorization to perform shipyard activities. REPAIRS ON DECK AND NEIGHBOUR AREAS: It s not allowed to make repairs that may endanger the loading operation or affect the environment or that are not foreseen on Porto Sudeste s authorizations and licenses. DEBALLASTING: It is strictly forbidden to discharge water ballast. Noncompliance with this rule shall be subject to heavy fines and the penalties of Brazilian Laws enforcing environmental protection and port operations. Deballasting over the Pier is not allowed in order to avoid damages on electrical equipment. 13

14 FIREFIGHTING: The firefighting system on board must be ready to be used at all times. DEGASSING: All the vessels shall have the holds and side tanks in a gas free condition. To receive the cargo, the atmosphere inside the holds of O/O and OBO ships must be equipped with degassing system. A certificate, issued by an independent surveyor attesting that the air in the ship is in a gas free and/or inert condition at the loading time, must be given to the Foreman of Porto Sudeste before the loading operation starts. The degassing operation cannot be carried out whilst the ship is moored or in the port neighborhood considered dangerous by Port Authorities. POLLUTION: The emission of any pollutants by the ships is subject to heavy penalties stated on Brazilian Laws enforcing environmental protection. Note: It shall not be considered Porto Sudeste s responsibility the cleaning of decks, hatch coamings, holds or other places of the vessel during loading operation or while the vessel is berthed. 12. Working Hours The Terminal operates 24 hours per day and all year long. 13. Safety and Occupational Requirements During loading operation any person on deck must always wear the Personal Protective Equipment (PPE). 14. Free Pratique, Customs and Health Authorities Free pratique shall be requested 72 hours before the ship arrival to the Port. The sanitary/health certificate must be prepared to be submitted to health authorities together with the following documents: Vaccination certificates of all crewmembers and passengers. Seaman s book or passports; Updated list of crewmembers; List of passengers in transit or disembarking; List of crew belongings; List of materials and stuffs on board the ship; Desratization certificate. 14

15 Masters shall present the documents issued by Health Authorities from the last port of call. 15. Permission to Go On Board, Customs and Immigration Authorities Ships arriving at Porto Sudeste shall be prepared to be inspected by any authorities at all times. No one is allowed to go on board or leave the ship before the authorities authorization, but the Pilots. Crew members and passengers shall not be allowed ashore until permission is granted by Customs and Immigration Authorities. In case of disease, lack of foodstuff or other urgent request, exception will be made with special permission by the port authorities. 16. Visitors Only the persons duly authorized by Port Authorities shall go on board. 17. Environmental Considerations Brazil is signatory of MARPOL convention. Law enforces the environmental protection and special attention must be given to Federal Law nº 9605/98 and 9966/00 with heavy penalties punishing environmental crimes. All costs arising from contamination caused by the vessel will be the responsibility of the vessel, master, owners and/or agents. Garbage and Solid Wastes: Porto Sudeste is not equipped to receive such material. Waste Water from Holding Tanks: Porto Sudeste is not equipped to receive them. Ballast Water: Water ballast exchange must follow the international convention and country rules, not existing any responsibilities from Porto Sudeste. Refer to IMO Resolution 868(20): Guidelines for Control and Management of Ships Ballast to Minimize the Transfer of Harmful Aquatic Organism and Pathogens (1998 edition). Brazilian Norman 20 which recommends keeping a detailed register of this ballast water program. 18. 17 The provision delivery service shall be provided by portside and it is ship chandler s responsibility and expenses. During the receiving of provision, all the crew and persons involved must be careful with the loading operation and the Pier equipment s handling. Any and every damage or accidents occurred during this service will be on vessel s account and responsibility. 22. Water and Fuel supply Not applicable at the Terminal. 23. Fumigation and Desratization Not applicable by the Terminal. 24. Repairs and Dry Docks Not applicable at Terminal. 25. Fire Fighting The terminal is not equipped to fight fire onboard ships. 26. Communication of Arrival (ETA) Vessels shall communicate through their agents to Porto Sudeste operational team their ETA according to the following sequence: 10 days before arrival; 07 days before arrival; 05 days before arrival; 04 days before arrival; 03 days before arrival; 02 days before arrival; 01 day before arrival. 27. Notice of Readiness (NOR) For this purpose it shall be considered the precise time at which the vessel has concluded its navigation with the Master declaring that the vessel is ready to berth alongside/start loading, once the vessel has been cleared by the Port authorities (Health, Marine, Federal Police and Custom), and period of Lay Can. Depending only on the maneuvers booking. 17

18 28. Opening of Hatches Vessels shall be moored with closed hatches, less the first one of the loading sequence. After draft survey, ship crew shall open all hatches for holds inspection by the terminal s foreman. In case of heavy rains the terminal foreman will instruct the shipmaster on the operational procedures to be adopted. 29. Hatch shifting The hatch shifting time for the ship loader boom is within the time span of 3 to 5 minutes. It is mandatory for crewmembers to stay out of the reach of the ship loader boom during shifting and loading. All stoppages occurred during the loading operation with the reason of awaiting the opening and/or closing hatches shall be put on vessel s account. 30. Ship s Clearance Authorities shall be onboard for clearance at inner/outer anchorage. 31. Draft verification There shall be carried out 03(Three) draft surveys calculation: Initial survey with closed hatches, unless the first cargo hold of the loading sequence, with vessels just moored, carried out by the Foreman/Draft Surveyor of Porto Sudeste; Intermediate draft survey carried out by ship s representative and Foreman/Draft Surveyor during the loading for trimming purposes; Final draft survey carried out by Foreman/Draft Surveyor and ship s representative. All draft survey requested by Vessel shall be inputted as ship s account. 32. Loading Plan and Loading Sequence It shall be transmitted at least 48 hours before arrival; with the load quantity per hold and loading sequence, considering the moment of the stoppage for trimming calculation. 33. Trimming Loading plan must present the stoppage for trimming calculation. Further trimming stop request only upon a master s signed and stamped letter addressed to the terminal foreman in charge. Captain must be mindful that the minimum extra quantity for trimming to be loaded by the iron ore handling equipment is 700 tons. 18

19 34. Berthing and Unberthing Maneuver Vessel crew shall handle onboard mooring lines. Ashore it shall be handled by the mooring team of the Terminal, and radio communications must be held on VHF Channel 13 or 14, following pilot s instruction. All boats used to support Porto Sudeste operations shall fully comply with ANTAQ and Maritime regulations. 35. Deballasting It shall be carried out at the same loading rate. Whether the deballasting rate is not enough to reach on the loading rate, the Terminal Operation foreman in charge must be advised in advance. Vessels shall keep a close watch on deballasting performance. All stoppages and/or delays during loading operation due to insufficient ballast pump capacity in relation to loading rate shall be on ship s responsibility. 36. Communications during the Loading operation For this purpose the terminal shall provide a Radio and a battery to be used during the loading operation, which must be returned at the end of the loading operation. The terminal shall also provide a Term of Use, to be known and signed by the captain or ship s representative. The communication can also be done on VHF radio, channel Problem s Register All the problems during the stay shall be addressed to the responsible for the loading operation. 38. General Provisions Not observing the rules foreseen on this instrument may subject the violators to civil, criminal and/or administrative liability, either by Porto Sudeste or by the duly competent authorities. 19
