2 I General data of the Port. 1. Business form of the Port Authority. The owner and the keeper of Port of Miiduranna is AS Miiduranna Sadam. Address: Miiduranna tee 53, Viimsi vald, Harju maakond. Registry code: Telephone: Fax: Location of the Port, determination of the land and water area of the Port Port of Miiduranna is situated in the Bay of Tallinn, on the west coast of Viimsi peninsula, 1 km South-East from Miiduranna cape, on the territory of Viimsi rural municipality, Harju county. The geographic coordinates of the port are φ = N ja λ = E. The area of the Port of Miiduranna is 46,855 m 2. The water area of the Port of Miiduranna is 852,000 m 2. The depth scale map of the water area of the port is 2M2089 or newer, which indicates the port s water and land area. 3. Scheme of the Port and layout of aids for navigation and signs. The port s scheme and the layout of navigation aids for navigation and signs is indicated on the scale map 2M2089 or newer and its extract. The map is available at any time in the the port control office. 4. Technical data of the Port. The water area of the Port consists of two pools: south basin and north basin. Light beacon No 235, white metal pillar, light QR, has been fixed to the mole end of the south basin of the port. The end of the breakwater of quay No 10 is equipped with light beacon No 237, red metal pillar, light F1 W 3s. Leading lights No 233, green radiation Fl(2) G 3s, and No 234, green radiation Oc G 5s with a direction 224,3-44,3 have been installed by the north basin and tanker (oil products) quay No 10. In the direction of the leading lights, the channel is 900 m long and 110 m wide and with the depth of 13 m. Lateral system buoys may have be installed to the left side of the channel (database No 236 and No 240). West spar buoy No 1031 has been installed west from quay No 4. The spar buoy facilitates the manoeuvring of ships near quay No 4. There are 10 quays in the port, the scheme of the quays is on a scale map 2M2089 or newer. 3 (Jetty in total:225m) 13.0 The depths have been given according to the zero level of Kronstadt measuring bar. The maximal fluctuation of water level in the port is from +120 cm to 90 cm. The width of the dredged channel for the tanker quay nr 10 is 110 m. The quays covering is from concrete and with permitted load 1.5 t/m 2. Partly the permitted loading ability is unknown. The quay height mark is averagely +2.2 m from Kronstadt zero. The quays are equipped with utility lines (water, electricity). 5. Dimension limits of the vessels. If necessary and pursuant to the requirements of legal acts or special water usage permit requirements, the harbour master may issue an order for installing booms in the water around tanker. When loading wood chips on the ship, a closed transporter is used in order to substantially lessen the wood dust and chips getting into the sea. A ship-generated waste reception and handling plan has been established. An elimination plan of possible petroleum pollution has been established. 7. Working hours of the port. The port is in operation 24/7. 8. Navigation season of the port. 3

4 The port is working all year round. 9. Local time difference from UTC. +3 hours from the last Sunday of March. +2 hours from the last Sunday of October. 10. General data about the companies active in the port. Information about the companies in port can be obtained from the port control officer by calling , and from the address II Procedures for vessels arriving to, standing in and departing from the port. 1. Notifying about an intention to arrive to or depart from the port. The agent of the ship sends a written notice to the port control officer about the arrival or departure of the ship pursuant to the procedures provided in the agency contract. Fishing vessels must notify the port control officer about the arrival or departure of the ship orally via VHF radio, following the good maritime practice. Contractual small boats do not have to notify the port about their arrival, but must notify the port control officer about their departure via telephone. The port control officerhelps the ships to determine their position in port and enters the ship s data into a port Daily Logbook. 2. Issuing the arrival and departure permit. The harbour master or the port control officer gives his/her approval for the arrival or departure permit. 3. Proceedings of the arrival and departure application and required information. The arrival and departure application must include: 1) name of the ship and main dimensions, including the draft on arrival and departure; 2) ship owner and the owner s data; 3) arrival and departure dates and ETA; 4) reason of entry and details of the loading operation; 5) business name of the ship s agent and requisites; 6) quay number; 7) information required pursuant to the provisions of ISPS; 8) information about the threat of infectious diseases, if any; 9) list of crew members and information about the crew change; 10) information about waste and intention to give waste away according to types of waste; 11) information about repair works and works with open fire. 4

5 4. Arrangement of entry formalities and required documents pursuant to quarantine, customs and border guard regimes.. The entry procedures will be arranged by the owner or agent of the ship. For fishing vessels the formalities will be arranged by the owner of the vessel. For small vessels the formalities will be arranged by the vessel s captain. The Port Authority will notify the ship owners and agents about the epidemic prevention rules. 5. Quarantine, customs and border guard formalities and preparation of documents The formalities and the document administration will be performed pursuant to legal acts and the orders of the respective office. The port authority will not formalise nor arrange such formalities. 6. Organizing communication with vessels during arrival, standing in the port and departing from the port. Channel No 10 will be used for VHF communication. Call sign Miiduranna. The port control officer also answers the callings from channel No 16. Requirements for docking vessels (prohibitions, obligations, restrictions and other conditions: deck works, welding works and works with open fire, off-board works and diver works, launching boats and rafts, washing tanks, repairs of main engine). 1) A permission must be asked for ship repair works; 2) A special permit must be obtained for works involving open fire and the requirements of the permit must be met; 3) It is forbidden to perform painting or other works that create duct or noise; 4) For fishing vessels, a permission must be obtained for repair works of fishing gear; 5) Waste must only be put in special containers; 6) Means of transportation may be parked in the parking lots or on quay, if a respective permit has been acquired; 7) Fishing vessels may give fish to quays only in agreed places; 8) Small vessels may only stand at a quay specially determined for them and move around in port with low speed, in order not to create waves; 9) Diving works may only be performed upon the permission of the port control officer; 10) Giving away ship-generated waste may only be conducted pursuant to the rules established by the port authority. III Organizing shipping traffic in the port water area. 5

6 1. Trafficking of vessels in the port water area under normal and special conditions: fog, strong wind, ice etc. 1) The rearrangement of ships in port may only be done with the permission of the harbour master or the port control officer. The permission will be registered in the port Daily Logbook; 2) If necessary, a tug is used to relocate a ship; 3) Pursuant to AS Eesti Loots (Estonian Pilot Service) rules and legal acts, a pilot must be called to relocate a ship; 4) Ships are forbidden to drop an anchor in the channel of the water area and at the entrances of basin; 5) In case of restricted visibility, additional safety measures will be guaranteed: the movement of other ships will be forbidden, an additional visual and radio surveillance will be used etc; 6) If a tanker moves in the port water area, a free zone of at least 20 m must be kept around the tanker; 7) In case of icy conditions, the port authority will assure favourable conditions for the ship before docking, by using an ordered tug or other suitable ship; 8) The harbour master may forbid the manoeuvring of the ship in port due to strong wind. The prohibition may be cancelled in case of implementation of additional safety measures, for instance, using a tug. 2. Docking. 1) For receiving docking ropes, the port authority will provide a team of quay sailors, whose work will be coordinated by port control officer; 2) Damages caused by docking of a ship will be marked in the port daily logbook, a respective act will be prepared and the harbour master will be informed about the situation. 3) The work of tugs will be managed by a pilot or the captain of the ship. 3. Towing. 1) The harbour master, the pilot and the captain of the ship decide about the necessity and the number of tugs. When deciding about the number of tugs, the proposal of the person who suggests the safest option will be taken into consideration. 2) Towing under these rules will be deemed completed, if the ship has docked at a quay, drops an anchor or has left the port water area. 4. Trafficking in icy conditions, ordering an icebreaker. 1) The port authority will assure ice breaking on port water area; 2) In difficult ice conditions, the port control officer will inform the pilot about the necessity to clean the area around the quay from ice by using the force of ship s propellers; 3) In agreement with the captain of the ship, the departure from the port in icy conditions is commenced only after the ice breaking service has also been assured outside the port water area; 4) The ice breaking service will be ordered by the ship s agent; 6

7 5) If the ship lacks an ice class that corresponds to current ice conditions, the further activities will be coordinated with the Maritime Administration. 5. Special requirements as regards to the class of the vessel, nature of the cargo etc. 1) The ship s agent will organize all necessary formalities that derive from international safety codes, including the international requirements regulating the safety of the bulk cargo; 2) In case of simultaneous entrance and departure of vessels, the priority is given to the ship that moves according to the schedule and then to the ship departing from the port, except in cases of an emergency. IV Rendered port services, associated services and procedures of their provision. 1. Loading, unloading, storing and depositing cargoes (including dangerous cargoes. 1) Loading and unloading processes will be performed pursuant to the information presented in the ship s entrance application. 2) Special storeyards have been provided for storing cargoes in the territory of the port. The port does not have any closed or roofed storage facilities. 3) Storage of cargoes, including dangerous cargoes is subject to the provisions of the respective storage contract. The contract provides, among other things, the obligation to inform about dangerous cargo and the requirements for marking it. 2. Stevedore works. 1) Stevedore works will be performed by Milstrand Oil Terminal (oil products) AS PL Trans (general cargo) or other contractual stevedore company; 2) The port port authority does not have any equipment for loading goods. The cargo handling facilities will be acquired by the stevedore company. 3. Water supply. 1) Ships can acquire fresh water only when docking at quay No 5. Other quays do not have the water utility line, thus, in order to provide fresh water supply for the ship, the owner of the ship or the agent will order fresh water with road tankers from Tallinna Vesi AS; 2) The port keeper will provide the ships with fresh water quality certificate. 4. Reception of ship-generated waste and cargo residue. 1) The reception of ship-generated waste is organized by the port authority (port control officer) or, pursuant to the agency contract, by the ship s agent; 2) Reception of cargo residue is organized by the ship s agent; 7

8 3) A ship-generated waste reception and handling plan has been established in the port. 5. Fuel and lubricants supply. 1) The supply of fuel and lubricants for ships is organized by the ship s agent in coordination with the harbour master; 2) The harbour master may forbid the bunkering of the ship, if safety cannot be guaranteed due to weather conditions; 3) Bunkering may be performed from bunker ships or a road tankers; 4) The port control officer marks the circumstances related to bunkering into the port Daily Logbook. 6. Diving works. A permit for diving works must be acquired from the harbour master. The location of diving works as well as commencement and termination time will be marked in the port aily Logbook. 7. Repair and painting works. 1) The port does not provide repair services; 2) The ship s body repair works in the port area can only be provided by the port s contractual partners. 8. Connecting a vessel to communication, energy and other shore systems. 1) All the port quays are equipped with electrical switchboards and the energy supply corresponds to international regular requirements; 2) Connecting to communication systems is not possible; 3) Fresh water can only be supplied from quay No 5; 4) The quays are not equipped with stationary bunkering system. 9. Other services provided by the port. is 60 tons. The port has a ramp for towing smaller ships to the shore slip. Towing capacity V Passenger servicing procedures in the port. Not regulated. VI Provision of medical aid in the port. 1) The port does not have qualified medical aid point. 2) First aid is given by a specially trained specialist, further information is available from port surveillance. 3) The nearest hospital is Viimsi Hospital. 4) Epidemic prevention rules have been established in the port. 9 VII Fire safety requirements in the port and organization of rescue works. 1. Fire safety on a ship in the port. 1) A pollution control plan has been established in the port; 2) For welding works and works that involve open flame, the ship must acquire a fire-related works permit; 3) The harbour master is entitled to forbid all works that involve open flame, if a tanker in the port facility; 4) Informing and involving the different rescue organizations will be organized by the harbour master. 2. Layout of rescue and fire fighting equipment. 1) There are safety posts on quays that are equipped with a boathook, lifebuoy and throwing line; 2) Quays No 4 and 10 are equipped with ready-to-use oil restraining booms; 3) Quay No 10 is equipped with a main water and also fome pipeline for fire fighting; 4) The port surveillance room is equipped with l powder extinguishers. 3. Port s pollution control plan. A pollution control plan has been established in the port.
