3 3 1 Participation in vessel traffic services Vessels with an overall length of 24 metres or more are obliged to participate in the vessel traffic services by reporting to Archipelago VTS, by listening to VHF channel 71 and by observing the provisions concerning traffic in the VTS area. The master must notify the VTS authority of the following events taking place in the VTS area or its vicinity: any incidents or accidents affecting the vessel s safety any incidents or accidents endangering the safety of navigation any circumstances that may cause pollution of waters or the coast any pollutant spills and containers or packages drifting in the sea The operational hours of Archipelago VTS are 24 hours/day all year round. 2 VTS area The VTS area covers all shipping lanes in the Archipelago Sea. The area also covers the administration areas of Port of Turku and Port of Naantali. The outer limits of the VTS area at sea: 1) 12 nm from Utö island (59º46.8 N 21º22.1 E) 2) 12 nm from Isokari (60º43.1 N 21º00.7 E) 3) 4 nm from Marhällan island (60º01.85 N 19º52.3 E) 4) 4 nm from Nyhamn (59º57.6 N 19º57.3 E) To the east the VTS area borders on Fläckgrundet (59º52.4 N 22º50.2 E) and to the north, in the archipelago channel, on Hylkkari (60º57.2 N 21º09.5 E). See annex 1 for a map of the area.

4 3 Reporting procedures 4 The working channel of Archipelago VTS is VHF 71. Reports should include the following information: Name of the vessel Name of reporting point Destination Intended route. If an alternative route is selected, this must be reported. 3.1 Required reports Vessels are required to report upon entry into the VTS area. Vessels must report before anchoring and when leaving an anchorage. Vessels must report after berthing. Vessels must submit a departure report before leaving port. The permission to depart issued by the VTS is valid for 20 minutes, during which time the vessel must get underway. If the vessel s departure is delayed, it will have to request a new permission to depart. This does not apply for departures from the Aura River; see item 7.2 Port of Turku. East of Kihti lighthouse (60º04.6 N 21º08.3 E), commuter and archipelago ferries with an operational automatic identification system (AIS) in use are only required to report when the visibility is less than 1 nm Vessels navigating in the VTS area: Vessels are required to report 20 minutes before passing the following reporting points: 1. Knivskär 2. Fagerholm 3. Lövskär 4. Smörgrund 5. Kungsholm 6. Kivikari 7. Hylkkari 8. Ljungö, westbound vessels report their selected route 9. Ledsund or S of Ledskär, eastbound vessels report their selected route 10. Fläckgrund 11. Järngrynnan 12. Askgrund 13. Marhällan or Korsö, on arrival to the VTS area Vessels must also report when passing the following reporting points: 14. Orhisaari, only westbound vessels report their selected route 15. Ykskari, southbound vessels report their selected route Vessels are required to report 10 minutes before entering, departing or crossing a VTS channel. Commuter and archipelago ferries with an operational automatic identification system (AIS) in use are only required to report entry, departure and crossings when the visibility is less than 1 nm or on request by the VTS authority. More detailed information about the services provided in the harbour areas and the information required of vessels can be found in item 7.

5 4 Vessel traffic services provided 5 Information, navigational assistance and traffic organization services are provided in the Archipelago VTS area as follows: Information services are provided in all channel sections. Traffic organization in the channels where meeting and overtaking is prohibited, as well as separation of traffic in terms of time or distance if the traffic situation so requires. The procedure regarding permission to depart is applied to departures from Port of Naantali and Port of Turku. Navigational assistance can be provided at open sea, from the open sea to the vicinity of pilot boarding places and to outer anchorages. The services provided by the VTS centres are described in more detail in the general description of the VTS operations. 5 Areas where passing and overtaking is prohibited In the Archipelago VTS area passing and overtaking is permanently prohibited: 1. At Lövskär between the longitudes 21º 43.3 E and 21º 45.2 E, in the 15.3 m channel. 2. At Ledsund between the longitudes 20º09.7 E and 20º10.6 E, in the 7.0 m channel. 3. At Ljungö between the longitudes 20º40.7 E and 20º42.0 E, in the 8.2 m channel. 4. At Hjulgrund between the longitudes 20º22.2 E and 20º23.2 E, in the 7.0 m channel. 5. At Rönngrund between the latitudes 60º17.3 N and 60º 16.3 N, in the 10 m channel. - Prohibitions 1-5 are not applied to passing and overtaking situations in which at least one of the parties is a tug or a vessel whose size is comparable to a tug 6. Kuuva light (60º24.4 N 22º07.5 E) Jänissaari light (60º25.3 N 22º10.9 E) - The prohibition is not applied to meetings between small commuter ferries; ferry boats; charter vessels, police, customs and fireboats; buoy tenders; oil-combatting vessels; fishing vessels or harbour tugs. Small craft must however not hamper the passage of larger vessels. 7. Jänissaari light Port of Turku: - The prohibition does not apply to cargo vessels which due to their size are able to meet safely. In addition, cargo vessels are required to agree between themselves on meeting. 8. Pansio channel, the channel section from the western limit of the Turku harbour area to Pansio oil and ferry harbour: - Meeting prohibited for large tankers. 9. Additionally in the Port of Turku area: - Meeting prohibited for all vessels in the Late channel - Meeting prohibited for all vessels in the channel to Perno Shipyard 10. In addition, the VTS authority recommends that vessels should avoid meeting or overtaking between Nordlingsgrund and Saaronniemi.

Tallholm Hallonholm 22 km/h 7 Harbour areas See annex 2 for a map of the harbour areas. 7.1 Naantali Port surveillance, contact information: phone portcontrol@naantali.fi VHF channel 11 Vessels are required to maintain a listening watch on VHF channel 11 in the harbour area. When passing Neste Oil s oil harbour, vessels must keep a safe distance to the harbour (marked on the map). A temporary crossing of the border is allowed for safety reasons with the approval of Archipelago VTS or by their recommendation. Vessels shall always report the crossing to the VTS. Vessels operating according to a regular timetable in liner service have the right of way. Anchoring in the Ajonpää anchorage area: Only one vessel at a time is allowed in the anchorage area Permission to anchor is granted by Archipelago VTS The anchorage area is mainly intended for short-term anchoring, maximum 12 hours. In order to exceed the 12-hour limit, a new permission to anchor is required. Vessels must request permission to leave anchorage 20 minutes prior to weighing anchor. Vessels at anchor must ensure that the vessel under no circumstances starts drifting into the fairway area The anchorage must not be used if the wind speed exceeds 15 m/s The port regulations of the city of Naantali and the port instructions must be followed in the area. Ship services are ordered from Port of Naantali.

7 7 7.2 Turku Contact information to the port 24 h: phone portcontrol@turku.fi VHF channel 12 (not monitored continuously, only during mooring and unmooring) Vessels are required to report to Port of Turku two hours prior to arrival at the port. Vessels operating according to a regular timetable in liner service have the right of way. Vessels with an overall length of 24 metres or more are required to submit a departure report to Archipelago VTS on channel 71. All other radio traffic in the harbour area will primarily be conducted on channel 12. In the harbour area permission to use anchor, change berths or turn at the quay must be requested from the Port of Turku. The port regulations of the city of Turku and the port instructions must be followed in the area. Ship services are ordered from Port of Turku. 8 Pilotage For enforcement referred to in the Pilotage Act, the VTS can enquire about the name of the master or the number of the Pilot Exemption Certificate/exemption. The vessel should be prepared to provide this information on request. 8.1 Compulsory pilotage Compulsory pilotage applies to a vessel, integrated tug/barge combination or non-rigid combination which: carries oil, liquefied gas, noxious liquid substances or dangerous goods in solid form in bulk; carries INF cargo; or has a maximum length of more than 70 metres or a maximum width of more than 14 metres or a maximum authorised summer load draught in saline water of more than 4.5 metres when operating in Finnish territorial waters and a maximum length of more than 25 metres in the Saimaa waterways or the Saimaa Canal. 8.2 Pilotage order Pilot orders are placed at Finnpilot s Pilot Order Centre. pilotorder.west@finnpilot.fi.
