Leadership Standards: According to Boy Scouts of America Youth Protection Policy, two-deep leadership is required for all activities, one leader who is at least 21 years of age and a second who is 18 years of age or older. Youth Protection Guidelines must be followed. This includes no adults can say in a tent with any scout unless it is a parent. There are no exceptions. To adhere to National Camp Standards, we require 2 adult leaders for a maximum of 8 Cub Scouts and one additional adult for every four boys. We understand that leaders often have busy schedules and cannot stay the entire week. It is acceptable to swap out leaders during the week, if two deep leadership is maintained always. Unit leaders will notify the Camp Director when such a situation exists. Leadership Incentives: Leaders/ Den Chiefs receive a discounted camp rate of $95. To help encourage more scouts to come to camp, free adult registrations are awarded to patrols for bringing larger groups. 5-9 scouts = 1 free leader scouts = 2 free leaders 15 or more = 3 free leaders Discounts are also available to patrol leaders that volunteer to add several Provisional Scouts (Provo) to their patrols. Please ask our Camp Director or the Program Director about this unique opportunity. Den Chiefs may accompany your patrol; however, they will be counted in your scout to adult ratio. Den Chiefs may not be left alone with scouts as sole supervision at any time while at camp. 2 deep leadership standards apply always. Provisional Scouts: (Provo) Provo is for any scout, Buddy pair, or patrol who can only come with one adult. Each unit MUST send one adult for each patrol they are sending to camp. If you or your scouts can attend alone we will pair you up with other leaders and scouts who are also in camp for the week alone. You will camp with them, eat with them, and travel from session to session throughout the day. This is a great option for any Patrol who may not all be attending or any scout or family who wants to attend without their patrol. Please find more info on our website, or if you have any questions please contact our Camp Director. 6 P a g e

(Stay on time) Serve as an extra pair of hands for activities and games, especially crafts. Serve as a lookout at the Aquatics area and assist the Aquatic staff in watching and controlling your patrol. Keep the patrol together always. (Use the buddy system & take head counts) Maintain control and reward Scout-like behavior. (let him carry the flag) Calmly report problems to the Camp Director quietly and promptly. Build patrol spirit. (Songs, yells, etc.) Encourage drinking water between every session. If First Aid is needed, escort to the First Aid Station only after the rest of your patrol has been turned over to another responsible adult. You oversee your patrol always and responsible for its discipline and organization. It is never the camp staff s task to take over your role as leader of your unit. 7 P a g e

THE PROGRAM Adventure Camp provides an excellent opportunity for your Webelos Leaders to expose your Patrol to the great outdoors. It will help to set the stage for your new Webelos and ease the transition of your Arrow of Light scouts into Boy Scouting. Please remember that this adventure is recommended for Webelos /AOL Scouts and Leaders ONLY. The Staff of the Joseph A. Citta Scout Reservation is here to offer a quality program through instruction and guidance to earn Webelos advancement. Throw us a challenge, go beyond the program that s offered, and then give us the opportunity to meet it. All skills taught will reflect requirements from the newest program changes available to Webelos. It will be up to you as the Pack Leadership to determine where credit will be given. This will ensure that an element of control over the advancement process is still maintained by the Pack. Each day, the Patrols will rotate through the 6 sessions chosen by their patrol prior to arrival at camp. Your entire patrol must select the same sessions unless your Unit can provide proper supervision for other arrangements. Scouts must be escorted to every session by an Adult. Webelos I and Arrow of Light Scouts may be in the same patrol and have 2 different schedules. But leadership standards must be met. Please speak with the Program Director with any concerns. WAC session choices can be found on page of this guide or on-line when you register your scouts. There will be opportunities during each day for free time that you may schedule as you wish, this will usually account for no more than one or two program areas in camp. You can hold an activity in your site or take advantage of a program area in camp. See your Program Director when you arrive, he or she has plenty of great ideas for you and your boys. Each evening the scouts will have some down time to enjoy time around a campfire or to finally relax. Scouts will sleep 2 scouts to every 1 canvas tent. Each tent has 2 cots provided for maximum comfort. Personal belongings and trunks fit best under each cot for the best utilization of available space. As always, never hesitate to contact any member of the Camp Staff if there is some way that we can make your stay with us more enjoyable! 9 P a g e

Camp Safety Policy: To ensure the safety of all campers we have the following policies in place, please review them with your scouts. Wristbands: All scouts and leaders will receive a wristband upon arrival to camp. Please be sure to wear your wristband always. If it should get lost or fall off, please alert any member of our camp staff so we may get you a replacement wristband immediately. Wristbands let our camp staff know you belong at camp. Anyone without a wristband will immediately be approached by our camp staff and be escorted to the Camp office. Camp Staff ID Badges: All Camp Staff are required to wear their official Camp Staff badge in plain sight always. If anyone approaches you and claims to represent a member of staff, please ask for their ID badge. Visitors: Although we ask that you refrain from visiting your scout at camp, occasionally we have special guest or visitors at camp. All visitors must sign in at the Camp Office and be given a Visitors pass. Anyone found on camp property without any of the above listed forms of ID are considered unauthorized and MUST be reported immediately. If an unauthorized person is suspected please notify the Camp Administration as soon as possible; do not confront the person. That is the job of the Camp Administration. Once informed, the Camp Administration will proceed and question the individual. If the person flees, or contact is made, an incident report is filled out by the Camp Director. Camp Program continues unless the situation warrants a camp-wide assembly. The Camp Administration determines the status of the situation. An assessment is made to determine the severity of the situation and the need to call the police and/or Scout Executive will be determined by the Camp Director. Visitor Policy: Three days of Adventure camp is fun and moves fast. We understand that family and friends would like to see what they re doing but we ask that you refrain from doing so as not to cause any homesickness and so they can have a more engaged time with their fellow scouts while at camp. Leaving Camp: A sign in/out log is kept in the office and MUST be used and not just for when you leave but also when you arrive. Scouts are not allowed to leave camp without written permission from their Unit Leader. We ask that you accompany them to sign them out and provide a copy of your license. 12 P a g e

General Information: Program Areas: While we much prefer to focus on what your Scouts can do in an area rather than on what they can t, there are some basic courtesies and rules which need to be watched. Each Area Director will explain to your boys the rules they have, which are there to prevent injuries and ensure fair use of the area. Meals: Meals are served cafeteria style three times daily and are well balanced nutritious meals that meet all the rules of the USDA Child Nutrition program. Any dietary restrictions or request (for health reasons only) should be noted on the Medical form and brought to the Camp Staff s attention upon arrival. Telephone Service: EMERGENCY CALLS: In case of an emergency, the office phone is monitored 24 hours a day. The number is (609) A message will be taken and delivered to the individual as quickly as is practical. Do not expect to speak with a person immediately. Injuries and Illnesses: All injuries and illnesses must be reported immediately to the Camp Health Officer. A Unit leader should accompany anyone sent to the Health Lodge. If necessary, the scout/leader will be transported to Southern Ocean County Medical Center. Parking: While the parking lot seems large it does fill quickly and more cars mean less room for program. We strongly encourage carpooling. No Vehicles are permitted beyond the parking lot. Lost and Found: The camp lost and found box is located at the Camp Office. Please remind each Scout to mark his personal gear and to remember to take of and safeguard his property. Lost and found items are kept at camp for one month, then donated to a local charity. 13 P a g e

Joseph A. Citta Scout Reservation Three Strikes Policy: Your son s time at camp will be a fun filled, memorable learning experience. Meeting new Scouts and making new friends, while having fun in the outdoors, is a central goal of Scout day camp. It is our goal as a staff that each Scout has a chance to enjoy this opportunity. One factor, which may create difficulty for boys to fully enjoy their camping experience, is poor discipline. Unfortunately, this is an issue that we must address in camp. As a camp staff, we do not want a week of camp to have a negative impact on any Scout. Therefore, we would like to outline our discipline policy for you to review with your son. It should be noted that if your son takes a bus, camp starts as soon as your son steps on the bus. For this reason, any infraction on the bus will be made known to the Camp Director. Should an infraction occur, we act on a three-strike rule. The first strike involves a staff member explaining the broken rule and why it is important for that rule to be followed. The second strike involves the Camp Director and the Scout discussing the rule infraction. Should inappropriate behavior continue, the third strike is notification of the Scout s parents. If this situation should occur the Camp Director and Scout s parents will work together to decide on the next step. This step may be another chance or immediate dismissal from camp. Any further actions necessary at that time will also be discussed between the Camp Director and parent. Should your son be sent home, Jersey Shore Council will not refund any remaining fees for that week. Although few cases ever reach the third strike it is important to have this policy in place. All discipline actions are presented in a positive manner and are aimed at helping the Scout grow. If you review these guidelines with your son, together we can make Scout camp a most positive experience. CUT HERE AND BRING TO CAMP AT ORIENTATION OR FIRST DAY OF CAMP We have read and discussed the camps Three Strikes Rule and agree to abide by it.
