9 SECURITY POLICY OF THE SHENANDOAH AREA COUNCIL AND CAMP ROCK ENON Early Release (Please read carefully and in its entirety) Frequently, the request for an early release will be made as a result of an emergency situation in a Scout's family or due to an illness or an activity outside of camp. In any event, there could be a certain amount of anxiety and tension on the part of the legal parent or guardian. This individual may not understand or appreciate any delay in the release of the Scout and adherence to the camp security policy. Because of the legal parent or guardian's trust in the camp, we ensure the utmost care and well-being of the Scout. Only the Camp Director, Health Officer or Program Director may process an application for early release. In the event, an individual reports to camp and requests the early release of a camper for whatever reason, the following steps MUST be followed to ensure the entrusted well-being of the youth in our care. Verification must be made to assure that the person requesting release is acting as the legal parent or guardian or under the direction of the legal parent or guardian. Verification may be done by the following: a. Approval of the Scoutmaster or unit leader in charge. b. Presentation of proper identification matched with the name listed as the legal parent or guardian on the Scout's medical form. c. Contact via telephone with the legal parent or guardian. The telephone number used may be supplied by the Scoutmaster or obtained from the medical form. d. Previous arrangements made with the Scoutmaster and camp director by the legal parent or guardian. It is understood that any person who requests the early release of a Scout will abide by the policy set forth above and completes the early release form prior to the release of the Scout. It is understood that a Scout will never be released to another youth less than 18 years of age without verified permission from the legal parent or guardian. If the parent is an adult leader attending camp an early release form must be submitted at time of check-in if leaving early with their child. The acting Scoutmaster or unit leader in charge must escort the camper to admin for final release. **The Scoutmaster or unit leader in charge has final say** The basis for this policy is from the National Council's Health and Safety Guide, Security Section. Day Camper Release: Each day camp participant must sign in each morning at the Health Office on the roster provided. At the end of each day, the parent or legal guardian MUST meet the day camper to provide a signature for leaving camp with the day camper. Only those persons listed on the Annual Health and Medical Record and day camper release form as having permission to pick up the day camper may sign him or her out. If the person picking up the day camper is not on the list, the verification procedure listed above will be initiated. Under no circumstances is the Day Camper to go to the parking lot to meet their ride without first checking out at the health office. You can find a copy of the Day Camper / Early Release Form in the forms section of this guide.

20 THE PURPOSE OF SUMMER CAMP Why do our youth join Scouting? To have fun! Where do youth go to have fun? The outdoors! Where s the best place to be in the Outdoors? Camp Rock Enon Summer Camp! Six key elements: Adventure Fun Service Ideals Outdoor skills Advancement Program is the cumulative total of all that a Scout does, sees, and learns during summer camp. It is the job of the camp staff, troop leaders and parents to see that their experience involves some of all of the six key elements listed above. If we push only advancement and leave the rest to chance, we are doing a disservice to the young men and women we are trying to help. Our responsibility as Scout leaders is to be aware of the importance of all six elements of the program. We must also convey to parents and others that these are important parts of Scouting. While we encourage each Scout to work toward advancing by earning merit badges and fulfilling rank requirements, we must, however guard against this becoming the primary purpose of camp. Instead, we need to work together to: Strengthen youth leadership. Build troop and patrol spirit. Help each individual scout To have fun To learn, and To develop character. The program at Camp Rock Enon consists of experiences and activities that benefit four basic groups of Scouts. Youth: As a staff, we believe that each youth comes to camp mainly to have fun. For that reason, we rely on games, activities, and hands on experiences when teaching skills. We stress learning for the sake of gaining experience and mastering scout skills, rather than as a stepping-stone to a badge or an award. Above all, we try to help each youth reach their goals during their week at camp. Buddies: For safety reasons, scouts should always travel in a group of at least two. To promote this idea, we will offer several activities during the week, which encourage the scouting duo to work together, to learn together, and have fun together. Patrol: Baden-Powell once said that the patrol was the secret of the success of scouting. Summer camp thrives on strengthening patrols through the use of the Patrol Method. We will encourage each patrol in camp to live as a patrol, to show patrol spirit, and to operate according to the patrol method. Troop: You will have the opportunity to compete with other troops in demonstrating your troop spirit. At the same time, we will encourage you to join together for skill competitions, games, and campfires. We believe that you can have a lot of fun with your fellow scouts and scouters, and that you ll gain several new ideas to take home with you. We will consider our programming successful here at Camp Rock Enon; if we can help your scouts experience growth within each of these four areas.

38 CAMP ROCK ENON EQUESTRIAN ADVENTURE The Shenandoah Area Council and Camp Rock Enon (CRE) are proud to offer a unique summer camp experience this year. This is much more than just the Horsemanship merit badge. This is a 15-hour equestrian program offered at a private stable nestled in the Shenandoah Valley. You will spend the week at CRE with your unit or a provisional unit. Monday-Friday morning you will be at Wagon Wheel Ranch for three hours of instruction and riding, and then return to CRE to participate in other merit badge programs and evening activities. Wagon Wheel Ranch is owned and operated by Ms. Sam Snapp, member Woman s Professional Rodeo Association, member American Quarter Association, and a nationally ranked barrel racer. Three hours a day at the stable is far more than the hour or hour and a half per day sessions offered in other Horsemanship merit badge classes. You will cover all the requirements necessary to earn Horsemanship merit badge. Most Horsemanship programs offer 5-7 ½ hours of instruction with 2-3 hours of actual riding time. Equestrian Adventure offers participants 15 hours of instruction with approximately 10 hours actual saddle time*. You will receive daily instruction from the staff of Wagon Wheel Ranch. From the first day you will be saddling up and riding. * Trail rides will skirt the Opequon Creek and follow terrain once used as Union and Confederate camps. It is recommended that Equestrian Adventure participants be 14 years of age or older. Those 13 and under desiring to participate should contact the CRE Camp Director. You must be physically fit, weigh less than 200 pounds, and be able to lift 25 pounds above your shoulders. No prior riding experience is needed as long as you are comfortable being around horses. 39 Man Virginia Rendezvous Mountain In the 18 th century, the mountains that are now our camp were trapped and hunted by settlers who spent months at a time in the wilderness. This area held families of lean, tough immigrants who cut timber, cleared farms, and fed their families with the game they hunted. A black powder rifle and tomahawks were the trusted tools for hunting and defense. Step back in time and enter a world on the mountain men! Program Goals: To provide a living history experience for those Scouts 13 or older by the time of camp. Gain an appreciation of the settler s life by practicing their life-skills Learn to cook all of your meals as a patrol & cook most meals over open fire Learn to build fire using flint and steel Build a sheath knife and sheath Leatherworking projects Shooting sports, tomahawks, archery Prepare for Your Week: Pack your personal gear so that you can carry it 1.0miles into the out- post. Bring gear of an early style, wear earth-tone pants (khakis or dockers are fine). Do not wear camouflage. Shorts are discouraged and not allowed at the blacksmithing area. We ll provide you with a mountain man frontier shirt Get some experience in cooking and cleaning up over an open fire. leaders may have Scouts from other troops without leaders in their campsites (provisional Scouts). If this is the case, those adults will be asked to serve as leader for all Scouts in that campsite for the week. Participants who have special diets should bring their own food. We will accommodate vegetarians but may not be able to handle special conditions such as gluten allergy. If a Scout or leader has an allergy to foods or materials (such as latex gloves), we need to be aware. It takes special accommodations to do this, but we are glad to do it for those who have a serious need.
