1 The annual meeting of all members of the SCOA was convened on July15, 2017 at 7 pm at Lead Country Club. A supper catered by David Brueckner preceded the meeting. 101 people were in attendance. The registrars determined that a quorum was achieved with 49 out of 203 memberships present. Bylaws state a 10% requirement. Dave Palmer, Harry Matti and Ray Rossi were thanked for hauling tables and chairs to the venue from the Spearfish Canyon Fire Department. The minutes from the 2016 annual meeting were presented in printed form. Gerry Bennet moved and Judy Rossi seconded the motion to accept the minutes. It passed. Pam Haugland presented the financial report. Total funds held by SCOA are $106, There are about still SCOA cookbooks still available for sale. They are available by mail or on sale at Cheyenne Crossing Store. Several cookbooks were given away as door prizes. See details in the treasurer s report attached to these minutes. There are no past due accounts or liens in process. Many dues are still owing at this time. Gerry Bennett moved and Charles Castellani seconded a motion to accept the financial reports. The motion passed. Committee Reports: Firewise: Harry Matti reported that August 19 at 8 am will be Firewise Day in the canyon, when volunteers can haul loads of yard debris to the dump. More information will be supplied to members by postcard. Matti also has a schedule of cabin inspections for the committee to perform this summer in order to keep our Firewise designation. Architectural Review: Ralph Reausaw presented a written report attached to these minutes. There were 8 building permits approved by the committee and one item currently pending. Environmental: by Dave Palmer. Canadian Thistle is becoming quite prolific in Spearfish Canyon and is a concern of many homeowners. He has obtained, with SCOA funds, the recommended Canadian Thistle spray and has it available to give away at Men s coffee hours on Mondays and Fridays at 9 a.m. at the Fire Hall. Fire Department Report: Fire chief Gerry Bennett stated that people can sign up for notifications sent out by the Lawrence County Office of Emergency Management. The information is available on the Lawrence County Website. He informed people that the new ISO rating of 7 for the fire department may lower residents insurance premiums. The monthly meeting of the Spearfish Canyon Fire Protection District is the last Monday of each month. In the summer, it starts at 5:30 with a potluck supper and everyone is welcome. One of his items of concern is the dead bug trees flanking US Highway 14A in Spearfish Canyon. He stated that they will eventually fall over, creating a hazard to travelers. The Department of Transportation is responsible for them, but our fire department will help with an occurrence. Another big concern is that hundreds of people are flocking to hike Devil s Bathtub at the entrance to Cleopatra Lane. The traffic and parked cars are creating a safety hazard as well as blocking residents entrance to their homes. The board of directors will start a letter-writing campaign to all entities which could be involved including the US Forest Service (USFS), Department of Energy and Natural Resources (DENR), Bureau of Land Management (BLM), US Geological Survey (USGS), South Dakota Highway Patrol, Lawrence County Sheriff and a local land owner who has property on or near the hiking destination. Nominating: President Dave Johnson reported that the 3-year terms of Steve Fox, Dave Johnson, and Bob Morcom are over. He stated that he and Fox are willing to serve another term. A slate of nominees was presented for 3-year terms. There were 1

2 no nominations from the floor. Nominees were Johnson, Fox, and Judy Rossi. Gerry Bennet moved that nominations cease. Ralph Reausaw seconded the motion and it carried. The new board members were elected unanimously. Dave Palmer has tendered his resignation for his last year of his current threeyear term. President Johnson appointed Charles Castellani to fill this position. Newsletter: Carol Reausaw reported that Dee Sleep of Chicken Creek Communications published the newsletters. Members are urged to submit pictures and articles for publication. Old Business: Johnson reported that nothing new has developed with the application of the Deadwood Standard Mine to extract ore from above the rim of the canyon. Former president and BOD Emeritus Jim Nelson commented that the attempt by the governor to establish Spearfish Canyon Park is stalled at this time. New Business: A plaque was presented to Bob Morcom for his three years of service on the SCOA board of directors. Comments from the floor indicated that members would like to see SCOA paper records digitized for archival purposes. The board will seek out a company for hire to do this work. Mary Hendriks stated that her cabin was broken into last winter. Since then she has installed a system called Ring. She highly recommends it. The date for the 2018 annual meeting was set for July 14, Since the attendance at this event put the current venue at, or above capacity, another venue may be sought. The meeting was adjourned. Present were Carol Reausaw, Pam Haugland, Doug Hendriks, Dave Johnson, Tom Gallagher, Cindi Knapp, Judy Rossi and Charles Castellani. Absent was Steve Fox who was out-of-town. Judi Rossi stated her opinion that a member of the board should chair each committee. The group agreed to do so when it is feasible. Elected as officers and appointed as committee members are as follows: President- Dave Johnson Vice-President-Tom Gallagher Treasurer-Pam Haugland Secretary-Carol Reausaw Executive Committee member-judy Rossi 2

6 SCOA ARC Committee Report July, July 15, 2017 No improvements, alterations, repairs, excavation, grading, landscaping or other work which in any way alters the exterior appearance of any property within Spearfish Canyon, or the improvements located thereon, from its natural or improved state existing on the date a Tract Declaration for such property was first recorded shall be made or done without prior approval of the ARC. Approved Projects: 1. Dana Cole, Elmore Road: replace deck and replace windows. Lawrence Pierson and Linda Lillibridge, Hagman Lane: replace roof with dull red metal with brown gutters and downspouts. 2. Beth Tappin, Elmore Road: new septic, shore up foundation, replace deck, install well house, dig new well, use green and brown colors. 3. Whitney and Laurie Driscoll, US Hwy. 85: demolish old cabin and outhouse. Enclose existing carport. 4. John and Tammy Roelofsen, Hwy. 14A: install new windows and doors. 5. Joseph Vorderbruggen, Hanna Road: Addition of master bedroom, laundry room and 2 car garage. Colors in dark grey or dark green metal roofing. 6. Steve Hauff, Highway 14A: dirt work to raise level of parking area. 7. Craig Cooksley, US Hwy 14A: poured driveway, stamped concrete path, storage building. 8. Kathleen Adam Bykowski, Long Valley Lane: replace roof with steel roofing in a grey Hickory color. Items pending, in formal or informal grievance process: Dave and Pat Simpson, Highway 14A, informal grievance concerning silver metal roofing installed in Reminder: Owners, realtors, and vacation rental businesses need to be informed that SCOA covenants restrict rental use of homes in the Spearfish Canyon Owners Association. No lot or dwelling Unit shall be rented to non-family members for more than 14 days during any calendar year. Owners are obligated to assure compliance by Renters with Declaration and all Spearfish Canyon rules. The ARC also wishes to emphasize that homes in the Canyon are to be used as single-family dwellings and the ARC will not approve bathroom or kitchen facilities in secondary structures.
