2 president s Corner By Gene de Bullet Dear Members and Families, Summertime is always a difficult time for all your Board of Directors to get together at the same time. Some issues and matters that we deal with are so very important and potentially costly that a full Board is advantageous. On the front burner now is the matter of an allocation that may exceed $50, to commence work on our airport wide drainage system. The plumbers have tentatively outlined a French drain system with easterly connecting drains that will run underground and eventually off the airport and combining the drainage problem; several other matters fix themselves. Keep in mind that the original topography with this airport goes back several decades and those of us dealing with it had no say in the original design. Other projects that are on-going include taxiway repair, some septic concerns and damage done by members trying to fix their own problems without leave of our architectural committee. Keep in mind that in some cases members who design and carry out their own capital improvements do so at their own risk. In closing we are meeting with both contractors and engineers as I dictate this letter and plan to schedule a Board Meeting when we have a final plan and estimate to share with you. In the meantime have a nice day and hot summer. Gene debullet Attorney/Mediator Law Office of Gene debullet, P.C N. 3 July editorial By Mike Bruno This month s editorial begins with some tragic news: two of our own were recently involved in a serious crash. Dennis Gartman and Jerry Baker were flying Dennis s VL3 when it crashed in the woods southwest of Boyd. While the investigation is ongoing, Jerry and Dennis are recovering from critical injuries. We will keep them both in our thoughts and prayers. The hobbies that many of us here at Hicks enjoy, whether it be airplanes, fast cars, motorcycles, balloons, or large power tools, tend to increase our chances of injury or worse. Please take the time to ensure your equipment, your fitness, and your plan are ready to go before you do. On a lighter note, Ron and Melana Sinclair pulled off another wildly successful Kids Fly Day on May 22. This event grows every year and, as well as bringing some great PR to Hicks, it may just add a pilot or two to the future of aviation. You can imagine trying to herd kids, parents, pilots, and airplanes into the same place at the same time. Read about it on page 4. Lastly, please remember, the number of kids, dogs, bicycles, semis, and even airplanes moving around Hicks Field seem to increase daily as we get into summer, so please be careful! Mike Submittal Policy: The deadline for submission of articles, advertisements, minutes, and reports will be the 15th of the month. This should provide sufficient time to edit the layout of the newsletter so that it can be mailed & posted to by the first of the following month. Please provide input in MS Word format, if possible. Flappings will be available online on or about the first of every month. All ads should be submitted in writing to flappingseditor@yahoo.com. Board of Directors July Meeting: Thursday, July 8th Hangar 111 6:30 PM To have your concern placed on the agenda please contact your local board member. VOLUME 25 ISSUE 7 Page 3

4 Kids Fly Day 2010 By Melana Sinclair On May 22 Ron & I hosted the third annual Kids Fly Day. We started this event in 2008 by taking the children of a few friends up in our Cessna 172. We had 12 kids that first year. Last year expanded to about 40 children, with 8 airplanes and a few volunteers. This year we were shooting for about 50 kids, and enlisted the help of more volunteers. Then we decided to make it a Young Eagles Event, and enjoy the sponsorship and support of our local EAA Chapter. Once we did that, we gained 3 more pilots, and I just kept taking reservations. We ended up with 63 children scheduled to fly, using 12 aircraft, 13 pilots, and a handful of ground crew volunteers. And, as an added fun feature- John, Nate, Jeff & Barb Abel brought out their balloon for display. When we opened up the hangar at about 6 am it was cloudy with a pretty good breeze from the Southwest. The forecast indicated it would clear up and be a nice day, so we forged on. By 7:45 our first Future Pilots and parents began to arrive. By 8:15 it probably seemed a bit chaotic to some folks, but to Diane Surles and myself it was organized chaos! We launched our first flight at about 8:15, and just kept going. About 9:30 or so the clouds were getting a bit lower than I would have liked, and we considered shutting down. I decided to leave it up to the pilots, and play it by ear. Fortunately, it opened back up and we were able to complete the event without a hitch. Of the 63 children pre-booked, only 2 were unable to join us, but we gained a family from the area that was having breakfast at the Rio Concho and stopped by to see what was going on, and then another family showed up that we had not expected- so we ended up with 65 kids in all. Several of the kids are truly interested in being pilots so I made a special effort to get them up in more than 1 aircraft. We actually launched 71 sorties in all. Two very lucky young men were taken up in Mike Bruno s Yak 52- they both came back very psyched up & ready to go join the Air Force! At the end of the day we were all pretty beat. I was actually thinking that this would be the last one we would do- it was just so exhausting and stressful but then as we sat around in a circle in the hangar for the official volunteer de-brief, and we all shared our stories, I realized there is just no way that we can not do this year after year. The smiles on the kids faces really says it all and makes it worth it. The s and thank you notes we receive and the pictures posted to the Shutterfly site- it all adds up to one big fantastic feeling of a job well done. It will be interesting to see if any of these kids do go on to get their ticket, and if any will take the extra step and become professional pilots- either corporate, airline, or military. I can t wait to see! I would like to thank our wonderful volunteers- without them this never would have been possible. Many thanks to EAA Young Eagles, North Texas Pilot Shop, Lockheed Martin, & EuroCopter for their donations. 5 Flying Safety This month: A recent NASA ASRS Report Narrative: I ACCIDENTALLY FLEW INTO THE P49 TEMPORARY FLT RESTR NEAR CRAWFORD, TX. MY FLT PLANNING WAS THE PROB. THE ENTIRE TIME I WAS PLANNING MY FLT, I WAS TRANSPOS- ING THE TEMPLE VOR (TPL) FOR THE WACO VOR (ACT). I'M NOT SURE WHY OR HOW THIS ERROR CREPT INTO MY THINKING. I WAS PLANNING THE TRIP THE NIGHT BEFORE AND WAS ACTUALLY LOCATING THE TFR ON THE CHART WHILE THE NOTAM WAS BEING DIS- PLAYED ON MY COMPUTER VIA DUATS. DREW A 10 NM SQUARE ON THE CHART WHERE THE TFR EXISTS. THE RTE I PROGRAMMED INTO MY GPS AND THE RTE I FILED WITH THE FSS WAS STRAIGHT THROUGH THE TFR. ON THE MORNING OF THE FLT, I PULLED UP MY SAVED FLT PLAN, READ THE NOTAMS AGAIN AND PRINTED THEM. I FILED MY FLT PLAN VIA THE DUATS WEBSITE. I CALLED THE FSS AND I REQUESTED THAT MY FLT PLAN BE ACTIVATED. THE OPERATOR AT THE FSS ASKED 'ARE YOU AWARE OF THE TEMPORARY FLT RESTRS?' I REPLIED, 'YES I AM.' AND WONDERED WHY HE ASKED ME AS MY FILED RTE WAS TAKING ME AROUND THE TFR. (I THOUGHT). HE SAID OK AND GAVE ME THE LOCAL ALTIMETER SET- TING. NOW I THINK BACK AND REALIZE HE COULD HAVE TOLD ME THAT MY RTE WAS TAK- ING ME THROUGH THE TFR AS HE PROBABLY REALIZED IT WHEN HE LOOKED AT MY FLT PLAN. I WAS AT 5500 FEET MSL AND TRACKING THE TPL VOR. WHEN I WAS OVER TOP OF THE TPL VOR WAS THE FIRST TIME THINGS DIDN'T LOOK RIGHT, THE VOR STATION DIDN'T LOOK QUITE RIGHT IN RELATION TO THE BODY OF WATER (I WAS LOOKING AT THE ACT VOR ON THE CHART, BUT WAS OVER TPL VOR). I HAD OVER A 30 MPH TAILWIND AT THAT TIME. I WAS LOOKING AT THE CHART AND TRYING TO IDENTIFY LANDMARKS. NOTHING SEEMED TO LOOK RIGHT. AS SOON AS I REALIZED MY PLANNING ERROR, I TURNED DUE E HOPING THAT I HAD NOT YET ENTERED THE TFR AIRSPACE. I IMMEDIATELY TUNED IN THE ACT VOR AND SET 360 IN THE OBS. WHEN I INTERCEPTED THE RADIAL I TURNED N AND TUNED IN THE TWR FREQ. THE TWR CALLED AND ASKED IF I KNEW THAT I HAD FLOWN INTO THE TFR. I SAID I WASN'T SURE AND HE SAID THAT I DID. THE TWR OPERATOR GAVE ME A NUMBER TO CALL WHEN I LANDED. Synopsis SMA PLT FLEW INTO P49 AFTER MAKING A NAVIGATIONAL PLANNING ERROR AND USING THE WRONG VOR THAN THE ONE INTENDED. HE WAS ADVISED BY TWR AND GIVEN A TELE- PHONE NUMBER TO CALL AFTER LNDG. There are many restricted areas, MOAs, military installations, and controlled airports within 1 tank of gas of Hicks field. And of course, we have Alliance, Meacham, and JRB traffic flying over and around us. In addition, Texas Motor Speedway is a TFR several times a year. We need to check our route of flight carefully, stay oriented, and avoid blindly flying GPS direct. Fortunately, this pilot was not intercepted or worse, and he was wise enough to file a NASA report, which may have saved his certificate. Ed. VOLUME 25 ISSUE 7 Page 5

8 HICK S AIRFIELD PILOTS ASSOCIATION Minutes for Board Meeting May 13, 2010 A regular meeting of the Hicks Airfield Pilots Association Board of Directors was held on May 13, A quorum being present, the meeting was called to order at 6:37 p.m. and announced ready by President Gene debullet. Board members present were President Gene debullet, Ted Kelso, Bob Avery, Jim Usher, Jerry Kinman, Bill Freckman and Coy Surles. Other members of the Association were also present as observers. The motion to approve the Treasurer s Report was passed. The motion to approve the minutes of the April board meeting was passed. Mike Bruno has volunteered to take over as editor of the Flappings newsletter. President debullet reported there has been some progress on plans to solve drainage issues as the board is moving forward with the plan to install underground drains. President debullet also reported that efforts to secure the north end of the airport are being hampered due to county property lines being the same as real property lines in some cases. Tarrant County prohibits anyone from putting a fence on county property making it necessary to obtain some sort of easement from affected property owners. Member Don Browning requested that the board continue to try to secure the north end of the airport. He also has installed reset switches on all three north gates. These switches can be reset if the gate stays open. They are located underneath a plate on the under side of the box. The switch should be pointing north when in the active position. Ted Jezek discussed a violation and the board agreed to a 30 day review of the matter. Carol Moran reported that parking violations and un-mowed lots continue to be a problem. If anyone sees a violation of the CCR s, it can be reported to Carol at Principal Management Group at cmoran@principal-mgmt.com or (817) x205. Unfinished Business The tractor owned by HAPA will be sold in August. Carol Moran at Principal Mgmt. Group will be accepting sealed bids. Information will be available in Flappings. New Business The front (south) gate is being worked on; the sign will be attached to the stationary part of the gate in an effort to alleviate wind damage. Mike Olson reported that the taxiways have been patched, swept and weed killer has been put down. Bryan Martin is working with DFW Paving and is currently testing an overlay product called Gripflex in test patches on the third taxiway. This product is in use at Stephenville s airport. Oncor will be cutting power to some hangars on May 19 for three hours to string electric lines; affected hangars will be notified by Oncor. The motion to adjourn the meeting passed at 7:12 p.m. Anne Goczalk Secretary Hicks Airfield Pilots Association VOLUME 25 ISSUE 7 Page 8
