2 president s Corner By Gene de Bullet Dear Members and Family, We had our HAPA December Board Meeting on the 6 th day of December, 2011 and the following matters were discussed and/or voted on: Drainage Project Report Architectural Committee Repetitions Violators CCR s Elections/Candidates/Proxy s ( ) Shooting/Firearms on airport Budget 2011 Formal passage The drainage project work, undertaken to provide safety to your property and to the members, is going quite well. That project started on the East fence line with the track running due west to a T between the first taxiway and the runway. There were limbs that will be fed by secondary drains between the primary drains and the out pipe on our east fence line. Brian Martin who chairs taxiways repairs is in charge of contouring the taxiway environment to divert as much water as possible to the drainage system. All and all we expect a substantial gain as to rainwater drainage on the mid section of the field. Your patience and cooperation has been superb and with the good weather we ve had recently, we should beat the spring rains. Recently we have had some hangar development and site preparation which was not submitted to the Architectural Control Committee. Our CCR s clearly require that improvements and their plans be submitted on a worksheet provided by the management company including grades, building plans and schedules. A committee of three look at the information submitted and may or may not submit it to our airport engineer (depending on the complexity) then an okay or modification can be expected within a reasonable time. Anyone who operates or builds an improvement outside of these rules does so at their own risk. I look forward to seeing you each at the election and take this opportunity to wish you a Merry Christmas and Happy Holidays!! 3 january editorial By Mike Bruno 2011 has arrived.i can t believe we re into the second decade of the new century already! The world situation hasn t changed much. Ironically, the world is still a more dangerous place since the demise of the Great Satan, the former Soviet Union. We are increasingly having to deal with enemies we don t know nearly as well, and the Soviets haven t really gone away, either. Let s hope our President and the new Congress can deal with the military and economic threats while not finally doing in the US Treasury in the process. I wish them lots of wisdom and some good luck. Congratulations to Bob Avery, Gene DeBullet, and Jim Usher who were elected to another term on the HAPA Board, and especially to Lee Burgin, who will be serving for the first time. Let s give them our support as they work to keep Hicks a great place to live, work, and play. Unfortunately, we ve been experiencing another rash of burglaries. See page 5 for the details of one such event. My feeling is that the bad guys are casing out the place during the day. Perhaps they are just wandering around like they would any neighborhood, or, even worse, they may be here in the course of working or doing business. I choose to believe that a resident or tenant couldn t do such things. In any case, keep an eye out, challenge or report any suspicious activity, and beef up your security. I would like to see these perps brought to justice. As I write this, a blizzard is occurring in the Northeast. It looks like major airports in New York and Pennsylvania will be at least partially closed during the cleanup. If it had been just a few degrees cooler here in the metroplex, we would have had an even bigger snow event than we did last Christmas Holiday. It was in the fifties in Miami the other day, and on the same day in San Juan, PR, it didn t even reach 80! Good thing we have global warming, or it would really be cold. Well, it s been six months since I started editing the newsletter. While it s more work than I thought, it has been rewarding. I d like to thank those who act as my unofficial editorial board, and those who have sent me articles and photos. Keep them coming! Happy New Year! Mike Page3

Due to increased advertising and submission of articles, I have determined that 16 pages are necessary. In addition, the introduction of color on the centerfold has turned out to be quite popular. Despite the modest increase in the cost of publishing, I feel that it is now a better product for the membership. Please keep those cards and letters coming! Also, I have received several comments about the new color pictures appearing on the outside cover. My initial feeling was that there should be no title or comments associated with them, but popular opinion has proven otherwise. Therefore, there will now be a caption or commentary associated with the outside cover photos. 5 How safe is your hangar????? By HAPA board member Bill Freckman Saturday I came out to the airport to do a little work on my plane. I drove up to my hangar and my heart sank.the stainless lockbox and lock on the hangar doors were gone. The two steel lock stubs had been cut like hot butter apparently using large bolt cutters. I shoved the sliding door open and just wondered if I d see an empty space where my plane, RV trailer and the accumulation of tools, work benches, refrigerator and many miscellaneous articles had been for many years. At first it looked like all was ok, then the big let down, my 2-piece Craftsman tool chest was gone. Just rolled out between the plane wing and the rv trailer and out the door. I ve built three planes and worked on many others with these tools. A collection built over 20 years and worth well over $6,000 was simply gone. Other than a few small scrapes and dents on the trailer and scrapes on the plane wingtip, there was apparently nothing else missing. I am insured, but there is the deductible and after the fact, sadly, I had more tools than insurance.. Back to the point, if you re in a T and only have the two steel locking stubs to attach a lock to, you are easy pickings! It doesn t matter what kind of lock you have. The weak spot is the steel stubs. They are easily cut with typical bolt cutters. And there are more things to worry about. My hangar had a custom-built, heavy-duty stainless steel lockcovering box. The lock had been almost cut off twice last year, and I had the heavy duty stainless box built to keep anyone from getting at the lock. Apparently it only takes a big pry bar to break and peel open the box and then rather than cutting the carbon steel lock shackle as was tried before, they simply cut the steel stubs. The only problem they had after this was how heavy the two tool chests were. I hope, whomever they are they have hemorrhoids and strained backs! MY PLAN..By the time you read this I should have a flush, internal, hidden-style lock box installed on my hangar. I m not totally sure this can keep out the thieves, but it seems like the current, best alternative. I would highly recommend anyone with the steel lock stubs (and even ones with lock covering boxes), that you consider installing the flush, hidden-style lock box. ONE MORE SOUR NOTE.In my top tool box I had two Flight Log Books! The thieves took them, obviously not knowing they were there. After they were found, I ll bet they have little idea what they are or mean. THE PLEA.If these log books were dumped or just thrown away on the airport, I really would appreciate getting them back. If you were to find them, there will be no questions asked, just slip them between my hangar doors (Hangar 343). Page5

7 Flying Safety On December 1, 2010, about 1130 Pacific standard time, the propeller of a Taylorcraft BC-65, N23619, and the aft portion of the empennage of a Cessna 185A, N1699Z, came in contact with each other while both aircraft were on a visual flight rules (VFR) final approach to runway 16 at Madras Municipal Airport, Madras, Oregon. The certified flight instructor (CFI) and his student in the Taylorcraft, which was not radio equipped, were not injured, but the airplane, which was owned and operated by Berg Air, sustained substantial damage to the forward part of its fuselage. The commercial pilot and his passenger in the Cessna were also uninjured, but the Cessna, which was owned and operated by the passenger, sustained substantial damage to its empennage and aft fuselage. The occupants of the Taylorcraft were on a 14 Code of Federal Regulation Part 91 local instructional flight, and the occupants of the Cessna were on a 14 Code of Federal Regulations personal pleasure flight. The pilot of the Cessna was on his second circuit of the VFR pattern to runway 16. The occupants of the Taylorcraft were on their first circuit of the VFR pattern to runway 16, after returning from a training flight in the local area and entering the pattern via a standard 45 degree entry to the downwind. Neither aircraft was on a flight plan. According to the flight instructor in the Taylorcraft, who was flying the airplane at the time of the accident, neither occupant had seen the Cessna until the empennage of the Cessna suddenly appeared underneath and very close to the left wing of his airplane while he was on short final. He said that at the precise moment that he noticed the Cessna, it seemed to slow, and as it did, its nose lowered and its tail pitched up. The CFI therefore immediately tried to bank to the right to avoid contact, but the propeller of the Taylorcraft came in contact with the Cessna before he could gain separation. After impacting the Cessna, the Taylorcraft's propeller stopped turning, and therefore the CFI made a power-off landing in the extended 1,800-foot paved stop-way of the old military runway. According to the pilot of the Cessna, who had announced his position on the common traffic advisory frequency (CTAF) on each segment of the traffic pattern, neither he nor his passenger ever saw the Taylorcraft, but while on short final he heard a loud bang come from the aft end of the airplane. Immediately after he heard the bang, the airplane pitched down and rolled to the right, but the pilot was able to regain control and continue flying straight ahead. Because he was unaware that the airplane had come in contact with another airplane, and because he thought the airplane had either impacted a large bird or experienced some sort of mechanical failure, he elected to climb straight ahead and land at the airplane's home airport, which was about 10 minutes away. It was not until after landing at the airplane's home airport and inspecting the airplane that the pilot of the Cessna realized there had been a mid-air collision. Both pilots had flown standard VFR left hand patterns for runway 16. The pilot of the Cessna entered the downwind from the crosswind after completing his first touch-and-go landing. The pilot of the Taylorcraft entered the downwind near mid-field from a 45 degree entry leg. The pilot of the Cessna was making position/intention radio calls at each segment of the pattern. The Taylorcraft was not radio-equipped, nor was it required to be. Therefore the pilot of the Taylorcraft was unable to announce his position/intentions, nor was he able to hear the transitions of the pilot of the Cessna. Neither occupant of either airplane noticed that there was another airplane in the VFR pattern at the same time as they were. At the time of the accident, there were broken clouds about 6,500 feet above ground level (AGL), and a visibility of more than 10 miles. Neither pilot reported any pre-impact anomalies or malfunctions associated with his airplane. excerpt from an NTSB factual report Think this could happen at Hicks? Of course. Both of these airplanes happened to be high-wings, but high and low wings each have their advantages and disadvantages when operating in the pattern or sight-seeing. Low wings can t see much of the ground or aircraft beneath them in level flight, but in turns their visibility is excellent. Conversely, a high wing pilot has excellent visibility in level flight, but must take extra measures to keep the traffic pattern in sight during turns. ed. Page7

8 Above: The Boeing 757/767 Fleet gets an avionics upgrade, which brings it a little closer to capabilities in newer GA aircraft. Not quite up to par with airplanes such as Larry Fenwick s Columbia/Corvalis, but an improvement over the original 70s technology nonetheless. Curiously, the ancient electromechanical ASA (Autoland Status Annunciator, located above the right hand flat panel), which indicates whether the aircraft systems are properly configured for an automatic landing, has not been integrated into the new displays. This instrument, which works like an old pinball machine with electromagnetic solenoids and levers, must be a nightmare to maintain. As seen on the right hand Navigation Display, we are over the Bahamas approaching south Florida, flying a 304 degree magnetic course at FL360 and loafing along at.795 mach. The landmass on the left is Cuba. The terrain display, which shows terrain below us in green, also indicates the highest and lowest terrain elevations. (In green on the upper right of the Nav Display.) The terrain would show as yellow or red if it were level with or above us. The system is now showing the lower elevations at 400 feet and the highest obstacle at 14,000 feet. But what in south Florida or the Bahamas would be at 14,000 feet? Yes, Cuba has mountains, but they are all below 7,000 feet. The 14,000 foot elevation is the tethered aerostat at Cudjoe Key, FL, which transmits TV Marti into Cuba for the US Information Agency, as well as providing radar service for drug interdiction. This facility is part of a system installed on our southern border and in the Caribbean. The upper photo is Miami, FL, taken in the morning from about 10,000 feet looking northeast. The lower photo is San Juan, Puerto Rico, in the afternoon on the same day. The camera is at about 3000 feet, looking east. Old San Juan is on the left, and the runway at Fernando Luis Ribas Dominicci airport is visible in the center of the picture. Although this airport has been mistaken for San Juan s much larger Luis Munoz Marin Intl. airport, the International airport is barely visible at the top of the picture. It is interesting how similar the geography of the two cities is, although the island of Puerto Rico is quite mountainous. Page13
