1 Silverton Police Department Briefing Log Date: (Monday) 1106 Trespass Safeway I made contact a named male and gave him a verbal trespass warning for one year from Safeway in Silverton Parking Violation 800 block E. Main St. Caller reported a tan GMC Envoy parked in the grass in his front yard on the city street side. The vehicle had not moved in a week and he had been mowing around it. I located the owners of the vehicle nearby. They advised it was broke down. I explained they could not leave vehicles on the road longer than 72 hours. They said they would push it to their driveway. The caller was happy and requested I not tag the vehicle Suspicious 500 block Liberty St. Units responded to what was reported as a possible verbal disturbance at this location. The anonymous caller reported hearing a male yelling and thought he was doing so at his girlfriend. I contacted the male, who denied any sort of disturbance going on at the house. He told me he discovered his dog had chewed up one of his shoes and said he was yelling at the dog. We spoke with his girlfriend, who also denied any sort of disturbance occurred. No suspicious/criminal activity observed Disturbance 500 block Norway St. Complainant called moments after Police left. The male neighbor, from the previous call, confronted complainant about calling the Police and they started yelling at each other. We arrived and everyone was calm and separated. They both accused the other one of name calling. I told both parties they need to avoid each other and keep the peace. I explained if the fighting continues, anyone yelling would be arrested for Disorderly Conduct. Both advised they understood and apologized. Peace Restored Theft 400 block Koons St. Complainant reported the theft of several pieces of miscellaneous camping and fishing equipment, two mowers, garden power tools and implements. The items were taken sometime between Saturday evening and Sunday morning. Total value of the stolen items is estimated at about $10,000. Complainant had already talked with his neighbors and no one saw anything. There are no suspect leads at this time Intoxicated Subject 300 block E. Main St. An employee called in with concerns about an intoxicated male sitting on a bench in front of their store who had twice fallen against their store windows. We contacted the male at the location, who was intoxicated to the point that he could barely stand on his feet. He admitted drinking today. He said he went to the liquor store after he got off work. I offered to call someone to come get him. He agreed to let me call his wife, but did not have a phone number for her. He eventually declined to talk further with me and walked off. Dispatch later located a

2 phone number for his wife. I called his wife and explained the situation. She told me she had been trying to call him, but he was not answering his phone. She said she would come to Silverton to try and locate him. I told her I would call back if I was able to find his current location Intoxicated Subject 400 block N. Water St. I found the intoxicated male passed out on the lawn at this location. The complainant said he was told someone witnessed him fall down, but he had no injuries or complaint of pain so medics were cancelled. His wife, who I had previously called after my earlier contact with him, was in Silverton to look for him and came to the location to drive him home. The wife returned to the location a short time later and told me he had gotten out of the car over by the Rite-Aid and refused to get back in. She said he was last seen walking on McClaine Street. I explained I did not have the authority to take him to a detox facility to sober up. She said she understood and would try to find him again to take him home. I located him at TNT Market where he had just purchased a large can of beer. After realizing he was intoxicated, the store took the beer back. I told him that if I got a report he was staggering in and out of traffic, I would arrest him for Disorderly Conduct. He said he understood. His wife was called again, but she was already headed home to Salem and refused to come get him Suspicious Tillicum Dr. / Reserve St. Bus Barn reported one of the bus drivers was dropping a child off at Tillicum and Reserve with the lights activated when a male in a Blazer sped around the bus. The bus driver honked and the male parked his vehicle and yelled at the driver. He called in a complaint and gave them his name. They wanted to pass the info, but requested no contact with the male until they could view their bus video first DUII S. First St. / Jersey St. Arrested: Hayley Corbin Ms. Corbin was stopped for observed traffic violations and found to be DUII. She failed SFST and later tested at.20% BAC. Cited and released. Her vehicle was parked off Street and not impounded. Date: (Tuesday) 1719 Rape 200 block Orchard St. Arrested: Gerig, Christopher M. on Probable Cause for Rape I and Sex Abuse I. He did not want to give a statement regarding his side of the incident. Gerig was lodged at MCCF Sex Offense 800 block E. Main St. Arrested: Harrington, Tyler Encouraging Sexual Abuse of a Minor 1/ Coercion/ Revenge Porn Tyler was arrested for Encouraging Sexual Abuse of a Minor, Coercion and Revenge Porn. He was transported and lodged at MCCF Hang-Up 4300 block Silver Falls Dr. NE A male called from the reservoir saying he was being threatened. The caller then hung-up and would not answer on call-back. I responded and found no evidence of a disturbance or anyone admitting to have called. UTL.

3 1851 ATL/Traffic 8800 block Silverton Rd. NE Caller reported following a black Chrysler LX into town on Oak Street that was unable to maintain lane/speed. Vehicle was followed through town and out Silverton Road. I was able to intercept the vehicle at Silverton Road and Howell Prairie while on the way back from the jail. No ETOH or other signs of impairment detected, but the driver, was DWS-Violation. Vehicle was towed and I gave the driver a courtesy ride after she was unable to contact anyone to come get her Barking Dog 300 block Norway St. After receiving two (2) callers reporting ongoing barking from a dog outside the residence, I responded and found the dog barking incessantly. I tried contacting the owner, but nobody was home. I spoke with multiple neighbors, some of whom went out of their way to come over to complain of the ongoing issue, and learned this has been an ongoing problem. After doing some research I learned another officer had warned the owner about this same issue in January. Later that night, I located the owner at her home and a citation was issued for the ordinance violation Suspicious Oak St. /N. Third St. Complainant reported seeing an intoxicated male with a wheelchair on the front steps of the church. I checked the area and found the male passed out on the front porch of the church. Since the caller wasn t a member of the church I didn t wake him up Suspicious 800 block N. Water St. Complainant wanted to report someone went through his garbage can and stole a bag of his garbage. Complainant wanted to report the incident in case he is a victim of Identity Theft. Date: (Wednesday) 1138 Animal 500 block S. Second St. Caller reported the dog did not have enough room in his kennel due to a dog house being inside. Dog owner advised the dog house was added due to complaints of the dog not having shade. I checked the dog out and he was happy and fine, though not a spacious kennel the dog could move around just fine. The owner advised the dog is out of the kennel with him more than the dog is in the kennel Stolen Bicycle 1300 block S. Water St. A grey bicycle Origin8 Amarok with 19 wheels and oversized tires was stolen from the complainant s shed. The bicycle was last seen within the month. No suspect leads at this time, serial number entered into LEDS as stolen Ordinance 100 block Ames St. While driving in the area, I was flagged down by a citizen who reported a boat on a trailer at this location that had been stored on the street for about a week. The citizen expressed concern about the boat also being a hazard due to its size because cars have to swing into the oncoming lane of travel to get around it. I made contact with the resident, who told me the boat belonged to his son. I told him about the complaint and he said the boat had only been parked there about 3 days. I advised him of the city's ordinance regarding storage of vehicles on the street. He said he would have his son move it.

4 1717 Property 500 block Norway St. Complainant called to report she lost her wallet either at Safeway or City Hall. She called back later to say she located her wallet. NFA 1731 FIR 1000 block N. First St. While driving in the area, I saw a male standing on the side of the roadway hitchhiking. I stopped, contacted identified the male. He explained that a friend had brought him to Silverton earlier in the day and he was trying to get back to his friend's house in Mt. Angel. He said he would check with another friend who lived in an apartment complex nearby to see if they could give him a ride. He was clear wants and verbally warned for hitchhiking Animal 900 block N. Second St. Complainant reported a loose dog in the apartment complex. She said this is not the first time the dog has been loose in the complex and it tends to be aggressive. She told me the dog was loose earlier and chased her cat. She said when she picked up her cat she noticed one of its paws was bleeding. She does not know if the dog bit her cat or if the cat was hurt while running from the dog. I attempted to contact the dog's owner, but she was not home. I left my business card with her roommate, but was not contacted before the end of my shift Disturbance 600 block Miller St. Units responded to what was reported to be a physical disturbance between a female and her adult daughter, who also lives at the location. Both parties were separated upon arrival. The daughter said she got upset when her mom accused her of doing drugs and the mom got upset when the daughter took her phone from her. Both said there was mutual pushing and shoving between them, but neither wished to pursue any charges. They agreed to give each other space and stay in separate parts of the house for the evening to avoid further conflict Suspicious B St. / Mill St. A subject took off after seeing police at a distance, similar to what happened with the night prior at Pine/James around the same time. One of the neighbors, who happened to be up and standing in front of her house, saw the person run through her yard southbound on N. 3 rd then into the Unger Funeral Home lot. We searched the area but were UTL. Date: (Thursday) 1611 Theft 300 block Westfield St. Complainant reported a male left the store without paying for $9.26 worth of food items from the deli area. A deli employee followed the male out of the store and thought he left in a silver Land Rover. I spoke to the RO of this vehicle, who was at the store around the same time as the theft occurred, but was determined to not be involved. Complainant said she would work on getting video footage to see if the suspect could be identified Found Property 306 S. Water St. Complainant reported finding a LG cell phone rose in color at Coolidge McClaine Park last Monday when she was on her walk. Since I wasn t able to unlock the phone to try to get a phone number or contacts, I placed it downstairs in property evidence.

5 1700 Hit & Run 300 block Westfield St. Complainant reported her vehicle was hit in the parking lot. We took the initial report from complainant to later find out by Mt. Angel that complainant s vehicle wasn t actually hit in the parking lot. Complainant actually hit another parked car in Mt. Angel this morning when she was picking up her granddaughter. Both involved parties exchanged information. NFA 1933 Disturbance 400 block Jefferson St. Complainant reported a dog from a house next door to where he was constructing a fence was let out in the backyard and came toward him aggressively, barking and trying to bite him through the existing chain link fence. He said he was startled and reacted by hitting the fence to scare the dog off. The dog's owner claimed his dog got a bloody lip as a result and was upset because he thought it was an unnecessary reaction and wanted complainant to apologize. No crime was determined to have been committed and both men apologized to each other for their behavior over the incident Missing Person Phone Contact Complainant reported a family friend who was last seen in our area on 01/10/17. Complainant stated the last known state that the friend was last seen at was in Colorado Springs six weeks ago by the friend s uncle. It was suggested to complainant to contact her friend s uncle to have him report her friend as a missing person through Colorado Open Door 800 block Sun Valley Ct. Open garage door owner notified. Date: (Friday) 0839 Trespass 300 block Westfield St. Property Owner notified us there was a truck and trailer in the parking lot again. The same individual had been told two weeks earlier by the tow company he was not allowed to park there. I arrived and found the same truck and trailer that I had warned previously on two separate occasions. The RO was contacted inside his travel trailer and told this was his third and final warning, and if found parked in the lot again, he would be arrested for trespassing. Vehice lock-out 400 block Grant St. Officers were unsuccessful unlocking the vehicle he locked his keys in Attempted Fraud 1100 block Mill St. Complainant stated one his client s has been subject to repeated telephone scams. I contacted the involved and recommended a trusted friend/ family assist overseeing her financial interests Suspicious 300 block Adams Ave. Complainant reported finding a political sign in his bushes and thought it was a threat towards him. He found out prior to my arrival that it was joke played on him by his neighbor.

6 1818 Trespass 1100 block Mill St. A resident saw who she thought was a male, who was trespassed from the property. Officers intercepted the vehicle the suspect was driving and discovered it the male driving the car was not the male who was trespassed Traffic Crime Mill St. / Jefferson St. Ivan Samoiloff was driving DWS Misdemeanor. He was arrested, cited and released and the vehicle was impounded MVA 400 block W. Main St. Complainant reported that her neighbor's vehicle had the rear driver's side taillight broken out and the pieces were all over the ground. She was unsure if it was a hit and run or vandalism. Upon arrival I met with the owner and complainant. The owner told me that a named male subject had just left and confessed to crashing into the vehicle on accident on his bicycle. The male subject said he would pay for the damages in any way he could. They reached a civil compromise on their own prior to my arrival. I suggested to the owner that he might consider having the male subject do yard work for him to work off the cost of the taillight. I cleared shortly thereafter with NFA taken Noise Complaint 300 block Monitor Rd. Complainant said there was loud music going on at the residence. The male resident was contacted and was told to keep the peace. He said he wouldn t play any more loud music Suspicious S. Third St. / Jersey St. I located a green Subaru sedan with its dome light on. Upon checking, the driver's side door was not shut all the way and was unlocked. The vehicle did not look rifled through and only had a temp tag, so I could not determine where the owner lived to see if they left the vehicle in its current condition. I locked the door and shut it, the dome light turned off. NFA taken Suspicious 700 block McClaine St. I located two subjects loading things into a white van near the covered area. Upon making contact I saw that they were cleaners and they were just finishing up. NFA taken. Date: (Saturday) 0815 Suspicious Vehicle 800 block W. Main St. An employee reported a maroon BMW parked in one of the gravel lots just inside the main entrance that appeared to be trying to hide out of view. Caller suspected the car may be stolen. I responded to the area and located the vehicle as it was travelling north on Westfield Street. I stopped the vehicle for an observed traffic violation as it turned off Westfield into the Dairy Queen parking lot. I contacted the driver and his female passenger. I explained the reason for the stop. I also told them about the call we received regarding their vehicle. He told me they had just parked there to "hang out" for a bit and understood why it may have appeared suspicious. He explained he recently purchased the car and had not gotten it insured or registered in his name yet, and was not sure if he was covered under his parents' insurance policy. He was cited and warned for a few violations and told not to drive the vehicle until it was insured and had valid registration stickers.

7 1525 Suspicious 1300 block S. Water St. Complainant reported her nephew was in violation of his probation by having alcohol in his possession and also suspected him of drug use. I went to the residence, but he was not there. I made contact with his uncle, who showed me the room he has been staying in the past few weeks. I saw a couple of open and partially consumed bottles of alcoholic beverage, as well as several unopened bottles. I did not see any evidence of drugs or drug paraphernalia, but the room was very cluttered. I spoke by phone with his PO and advised him of my findings. He said he was not going to place a detainer on him at this time, but would address the issue of the alcohol at their next meeting. He said to call back if any evidence of meth use was found and he would consider placing a detainer on him for that. I called complainant and advised her of this Warrant 100 block Sweden Cir. Devin Cloud was arrested for a Clackamas County warrant and transported to MCCF Warrant 800 block Jefferson St. Gregory Houghton-Anderson was arrested for a Marion County warrant and transported to MCCF. Date: (Sunday) 0946 Suspicious vehicle Caller reported someone sitting in a truck in front of new construction. I spoke with the male. He advised he's a framer for the house and about to get back to work. He even showed me the framing plans for the residence to confirm he was telling the truth. Nothing suspicious, caller informed Drug Complaint Complainant reported a possible drug exchange. He reported a white female wearing a light red hoodie received an exchange from a male who left on a motorcycle. He reported this occurred about minutes prior and both parties had left. We saw complainant s girlfriend pull into Wilco wearing a pink hoodie at the same time the exchange would of happened. We viewed Wilco video footage and it showed the female pull into Wilco parking lot and walk over to TNT. Complainant was in the passenger seat and went into Wilco. They both left 6 minutes later. We later found the female on Railroad. She said complainant was paranoid of her cheating on him, so he called the police on her. After further interview, her story made no sense. She consented to be searched, but nothing was found. It appeared they may have been living out of a storage unit. The manager was informed and he promptly changed their code and kicked them out Trespass 200 block Oak St. Complainant came to the PD. He explained a male has been texting employees and causing problems. He even called into the business to curse out an employee. They advised they wanted him trespassed. After talking, complainant advised he would call us next time he was there, so he could be formally trespassed AOA Reservoir Caller reported two males driving a gasoline outboard engine in the reservoir. I flagged down the driver. He advised this is the first time he brought a boat out to the water. He was warned and

8 educated about the $500 fine. I had them remove their boat from the water, which they did immediately Welfare Check 200 block W. Center St. Complainant called in to advise police a male wearing a tan jacket had walked out of the bushes on the side of the church with his pants around his ankles. I arrived on scene and contacted the male, who told me he did go to the restroom while in the bushes. He told me he had permission to be on the church property. I asked him to be more mindful and make sure his pants are pulled up. NFA 2103 Disturbance 600 block Mill St. Complainant called because he and his new wife were involved in a verbal altercation. She claimed he had an angry outburst due to his stroke-related dementia, but he claimed she was extremely intoxicated and it didn t happen. Although both had been drinking it was very clear who consumed a far larger quantity. Both agreed to separate for the night to let things cool off. They were advised to call back if the situation started escalating again.
