1 MINUTES OF MEETING OF THE ARCHITECTURAL AND HISTORIC REVIEW BOARD OF THE VILLAGE OF SAGAPONACK IN THE TOWN OF SOUTHAMPTON, COUNTY OF SUFFOLK AND STATE OF NEW YORK A regular monthly meeting of the Architectural and Historic Review Board of the Village of Sagaponack was held at 3:30 p.m. on Friday, December 16, 2011 at 3175 Montauk Highway, Sagaponack, N.Y. The meeting was called to order by Chairperson Sandford with a flag salute. Present were Board Members Vice Chairperson Tom White, Sean Selfe, Gideon Mendelson and Barbara Slifka. Also present were, Village Building Inspector John Woudsma and Pat Arancio-Remkus, secretary. Absent were alternate member Robert Barandes and Village Attorney Anthony Tohill. I. APPROVAL OF MINUTES MONTHLY MEETING The minutes from the November 18, 2011 AHRB meeting were not complete at the time of the meeting. A motion to approve the minutes from the October 21, 2011 was offered by Tom White and seconded by Barbara Slifka. It was unanimously approved. II. III. SOLAR PANELS/GATES/SIGNS OLD BUSINESS A. New Construction B. Additions/Renovations 1. Gregg & Alsou Saunders 201 Hedges Lane Applicant proposes construction of a 1 st & 2 nd Fl addition, 1 st Fl covered porches, pool and deck, pool house, detached 4 car garage Michele Wagner-Nebbia, architect, presented the application. She stated that because there is going to be an enormous amount of the foundation exposed on the west side of the house and the proposed rear addition, they are proposing to use a brick facade to 1

2 cover the foundation. She provided a sample of the brick that most closely resembles what they will use and noted that it is similar to Nassau brick. She showed pictures of other 4-square homes that have used brick on the foundation. Chairperson Sandford asked the Board if they were all Ok with this proposal to which the response was yes. Ms. Wagner-Nebbia noted that the brick will not be needed on the east side of the house as the grade is close to the siding and it may be covered by landscaping. It will be used anywhere the foundation is visible. Ms. Wagner-Nebbia also noted that she has changed the rough sawn 1 x 12 pine siding that the Board had already approved to 1 x 6 cedar because the scale of the 1 x 12 boards is too big for the scale of the addition and the garage. The scale of the siding on the house is a 7 exposure on the shingles. She wanted it to be similar in scale even though this is going to be a shiplap and a butt joint. She noted that the whole idea of it is to look smooth. Chairperson Sandford stated that the Board would be Okay with the 1 x 6 cedar/. Ms. Wagner-Nebbia stated that she also wanted to revisit the window style in the garage. In the attempt to simplify the structure, the last revision to the drawings was to eliminate a lot of the grills in the windows and make them bigger panes of glass. She noted that she did not like the look and investigated other designs. Chairperson Sandford stated that she is feeling uncomfortable noting that the Board had very specific design revisions to the windows, which Ms. Wagner-Nebbia had agreed to at last month s meeting. Chairperson Sandford asked Ms. Wagner-Nebbia if she had submitted the revised plans to which she replied yes. Ms. Wagner-Nebbia stated that she wanted it to look like an older building and in the attempt to simplify the grill pattern so much we have lost the character of what makes it look like an old building to which Sean Selfe responded that the AHRB does not want something that is similar to an old building. We want to see a difference. Ms. Wagner-Nebbia stated they were trying to create the illusion of something that looks as old as the house. Because we were forced to make the addition to the house to look different to define the addition and say this is the old 4 square and this is clearly the addition and you wanted to make the windows clearly different. I originally had the windows matching in the addition, but you wanted to make them different. A lot of the barns have the two over two. Chairperson Sandford asked Ms. Wagner-Nebbia what she is proposing now to which Ms. Wagner-Nebbia responded that she is proposing to put grills back in the windows of the addition and in the garage door to go with the rest of the windows on the garage, which is common in old dairy barns. 2

3 Sean Selfe stated that his point was that the AHRB wanted the addition to look different. When the light patterns were simplified you know it is more of this time. The massing might look reminiscent of an historic structure, but we need the four-square to be the building that is known as the historic building. That is the whole point of it. We don t want the addition or the barn to look like it is a part of it. Ms. Wagner-Nebbia responded that she believed it did not. It has a distinctly different look because it has the vertical siding instead of the shingles and it is flush and not cedar, it is more rustic, it is going to have cedar trim around the windows and all of the white trim has been removed. The whole addition is going to be all cedar including the soffits and fascias and the garage is going to be the same. She continued to explain that she is trying to make it look more like a barn. She stated that without any grills it looks like something is missing and she wanted to put the grills back in the dormers and back in the top of the garage doors so that the garage doors go with something else on the building. Gideon Mendelson asked what is being proposed for the bottom of the garage doors to which Ms. Wagner-Nebbia responded that it will be flush. She took the crisscross out. Sean Selfe stated that he understands what she is saying, but there is also going to be more volume in the walls to which Ms. Wagner-Nebbia responded that it just looks like the windows don t go. She is trying to create something that looks appropriate. She noted that even though it is not an old building, they are trying to create the illusion that it goes with the age of the house. Chairperson Sandford noted that a couple of things that were glaring were those x s on the garage doors in particular, which have been removed. Ms. Wagner-Nebbia noted that the windows on the garage doors were revised to look like the side windows, just two squares, and she believes they look a lot better. Chairperson Sandford stated that it faces west to which Ms. Wagner-Nebbia responded it is in the back of the property and it is going to be in an area were the taller trees and the hedges grow and eventually you will not see it. Chairperson Sandford asked for a motion to support the proposed changes. Barbara Slifka offered the motion and Gideon Mendelson seconded it. The motion was approved with a 4 to 1 vote with Board Member Sean Selfe voting nay. Chairperson Sandford asked Ms. Nebbia if she corrected everything else the AHRB had asked her to revise to which Ms. Wagner-Nebbia responded yes. She noted that she revised the plans immediately to reflect the requested changes and the Village should already have them. The Village does have the revised plans. C. Demolitions 3

4 IV. NEW BUSINESS A. Amendments B. Additions/Renovations 1. KLM Andros LLC 175 Ericas Lane Applicant proposes to renovate and add an addition to an existing 2 story single family residence Tom Hickey, architect, presented the application. Andy Johnides, builder, was also present. Mr. Hickey stated that the project is a very small addition to an existing 2 story house with a gambrel roof and a 1 story wing, which they propose to add a master bedroom and bath. He showed photos of the existing residence, which is not of historic significance, and is approximately 25 years old. Mr. Hickey stated the main project is above the single story volume, which is an extension with a bed and bath that was added approximately 8 years ago. They are going to remove the covered porch and are going to build up over the kitchen to match the architecture of the existing structure and it will have little to no affect to the front. Mr. Hickey stated that they will be re-doing the inside to open it up more. He noted that on the 2 nd Fl they will be extending the existing bedroom and adding a bath. That gave them an opportunity to connect the extended 2 nd Fl with the existing garage apartment. This created a larger and more accessible 2 nd Fl for the client. He stated that they will be using the existing characteristics and materials and complimenting that with their new design. They are extending the gambrel roof, which will give the back elevation a more asymmetrical and a more relaxed symmetry. The only other area where you will see this is in the front of the house where the volume of main roof continues past the front of the garage. Tom White asked what the area over the garage is to which Mr. Hickey responded that there are existing bedrooms above the garage. Andy Johnides added that they are not connected to the 2 nd Fl. Tom White asked how much additional square footage will be added to which Mr. Hickey responded that they will be adding 298 sq. ft. on the 1 st Fl and 455 sq. ft on the 2 nd Fl. Chairperson Sandford asked if there were any comments or questions. There were none. 4

5 Chairperson Sandford asked for a motion to approve the renovation of and addition to an existing 2 story single family residence. Gideon Mendelson offered the motion and Tom White seconded it. It was unanimously approved. 2. Daniels Lane LLC 549 Daniels Lane Applicant proposes to renovate and add an addition to an existing 2 story single family residence and construction of pool house and pergola Val Florio, architect, presented the application. He stated that the house is on a cul-desac on the south side of Daniels Lane and is not visible from any major road. He noted that it can be seen from the cul-de-sac on the south side of Daniels Lane, also known as Pheasant Crossing, and there is a new house on the western side. Mr. Florio stated that they are proposing a 1 story addition with a roof terrace to the east side of the house and a 2 story addition on the western side to make a larger family room and an addition to the master suite. He explained that the old wall feature on the front of the house, which is an elliptical two story space, was used as a reference when they added on to the eastern side of the home and also the back which is the north side. Mr. Florio noted that there are no other changes to the front of the house other than the addition of a covered porch. Currently there is a wood deck, which cascades down to the front yard. What we would like to do is introduce a masonry wall to re-enforce the front entry. There are two doors on the front of the house and it is difficult to distinguish the front and the side of the house. By moving the front door to the center of the porch and formalizing the front entry and giving it more importance. Chairperson Sandford asked about the stone to which Mr. Florio responded that they will be using stone just to step it up. He stated that currently there is no railing and there are six steps to take you down to grade. Chairperson Sandford asked about the roof deck to which Mr. Florio responded that only the railing can be seen from the south side of the house. There is a flat roof dormer which will be the roof deck. He noted that on the front of the building is a short section of balcony. It is very discreet and less obvious. Barbara Slifka asked where the house is to which Mr. Florio responded that the house is one street west of Potato Road and is at the very end of Pheasant Crossing. This was a developer house by the Charles Rich Co and was built in It is in need of some cosmetic repair. We are going to re-roof the house and re-side it. All of the addition will be in keeping with the style and will mimic the theme of the glass wall on the face of the house. 5

6 Tom White noted that there are a lot of windows. Mr. Florio stated that on the east side of the 2 nd Fl they will be removing existing wall to create a radial wall and increasing the master bedroom and repeating that at the back of the house to increase the size of master bath. He noted that there will be no changes to the western side of the house. It is a one story addition with a flat roof that has a terrace. It has no railing per se. The roof comes up to a rail height and the terrace is concealed within the roof. Chairperson Sandford asked about the pergolas to which Mr. Florio responded that the pergolas are already on the property. They are just a roof with columns. They may reposition them next to the new pool location. We may put some walls around these structures so they would be more like indoor/outdoor buildings. They are both identical in size so we paired them off and will put a trellis between them as per code requirement. For budgetary purposes we may not do any of this work. Mr. Florio noted that the lot allows for up to a 7,000 sq. ft. home and rather than max out the house, they cut it out so they can have some area left over for pool cabanas. There is also a covered porch so we also allocated some of the living space square footage and borrowed from that to make sure that we are within reason of the code allowance for covered porches as well. Gideon Mendelson asked about the view that is seen from the cul-de-sac to which Mr. Florio responded that the house behind has very tall hedges and the house borders Potato Road, which has 16 tall hedges. He explained that the rendering he has of the back of the building looks a little busy, but in reality, at eye level it is somewhat simplistic. It has a busy roof line on 2 nd floor. With the current roof line they tried to bring some continuity to the house in terms of introducing that existing element on three sides of the building. Mr. Florio noted that one thing they did change is instead of having seven windows on the gable end, they now have reduced them to five reducing the busyness of the overall look. Mr. Florio stated that from a functional perspective, this is a two-story space and you can not access any of those windows. They thought that within the master bedroom wing, which is on two sides of the building, that maybe a wider window and less of them would tone it down. There was too much going on. Mr. Florio noted that they are doing nothing architecturally significant. They are just adding more space. Chairperson Sandford asked if there were any comments or questions. There were none. Chairperson Sandford asked for a motion to approve the renovation and add an addition to an existing 2 story single family residence and construction of pool house and pergola. 6

7 Barbara Slifka offered the motion and Sean Selfe seconded it. It was unanimously approved. C. Demolitions D. New Construction Parsonage Lane LLC 79 Parsonage Lane Applicant proposes to construct pool house and pergola Eric Woodward, architect, presented the application. He presented the landscape architect s layout and noted that the house will not be visible from the road. Chairperson Sandford noted that the lot is deeper than it is wide. Mr. Woodward stated that the pool house is designed to be like the house, but smaller. It will be 20 tall, wood shingles, painted trim, wood windows and the side facing the pool has a large section of French doors. There is no 2 nd Floor inside; the windows are just bringing light into the area. Barbara Slifka noted that it looks enormous to which Mr. Woodward responded that it will be a 600 sq. ft. pool house. He showed the floor plan showing a storage area, stairs to the basement, a powder room, a TV area and an area to have a snack. There will also be an outdoor shower. Mr. Woodward noted that each elevation has a similar gable. It is a somewhat balanced 4- sided structure. There are different variations of how the roofs meet. Chairperson Sandford stated that some of the windows are 6 over one and then 9 and then all of these panes. She asked if this picks up details from the house to which Mr. Woodward responded yes. He reminded the Board that he has previously described the house as more of an American shingle style house rather than what he usually does. Mr. Woodward stated that it is most specifically related to the garage, which has a little window on both sides of the garage and a lower roof with curving shingles that go in. That is what the pool house does. Chairperson Sandford asked what the trim color will be to which Mr. Woodward responded that it will be a pale green called celedon. It is a very subtle color that almost looks gray. Tom White asked if it was necessary to have all four gables to which Mr. Woodward responded that you get light from four directions. He stated that it is a slightly busy house. 7

8 Chairperson Sandford asked for a motion to approve the construction of a pool house and a pergola. Gideon Mendelson offered the motion and Barbara Slifka seconded it. It was unanimously approved Roosters and the Sailors Knot LLC 231 Hedges Lane Applicant proposes to construct two story single family residence with pool house and pergolas Brian Brady, architect and Nina Whitman, owner, were present. Barbara Slifka asked what the name meant to which Ms. Whitman explained that it is an inside joke to her family. She explained that 27 is for the Hamptons, her youngest child is a very early riser, so they call her the Rooster, and her older child likes sailing the Sailor s Knot. Mr. Brady stated that this is Lot #6 of the Daniel Hedges Subdivision and it is the last lot of the flag lots off Hedges Lane. It is just over two acres and the house is oriented to fit parallel within the lot lines and it is centered in the lot. He noted that the house is very symmetrical. They wanted a two story, shingle style house and he is trying to make it not feel like a big McMansion sitting in a farm field so they grounded it with a base of stone. It is very quiet. There are subtle dormers in the front and they are trying to have it appear as if it has been there for a while. They will use red cedar shingles. Chairperson Sandford noted that there is a lot of stone to which Mr. Brady responded that that it is just at the base. Chairperson Sandford and Barbara Slifka commented that the chimney is also stone. Mr. Brady responded that the rendering is deceiving as the stone is softer in person. It is Ashlar stone from a quarry in Pennsylvania. Mr. Brady stated that there is a small pool house in the rear with two pergolas coming off of it. Gideon Mendelson asked if there were more doors in the back of the house to which Mr. Brady responded that that is actually a manor wall system with retractable doors that will go into the pockets on the sides creating an open air pavilion when they are open. Chairperson Sandford asked how big the main house was to which Mr. Brady responded that it is 6,492 sq. ft. Barbara Slifka asked if it faces the field to which Mr. Brady stated that the back of the house faces the reserve and the front faces the common driveway to the west. Chairperson Sandford noted that there is a lot going on. She noted the setting in of the wall of the gambrel. She asked how wide the trim was to which Mr. Brady responded that it is exaggerated on the rendering. He suggested they look at the plans too see that it 8

9 is not as pronounced as it seems on the rendering to which Chairperson Sandford responded that it looks like it is at least a foot. Gideon Mendelson stated that the AHRB looks for ways on how to clean or simplify something or eliminate something that is ornamental that does not bring much to the table and he noted that the detailing above the windows makes the elevation look heavier than they need to be. Chairperson Sandford stated that they seem to be trying to make that gambrel stand out. Gideon Mendelson noted that when you hide it with a shutter, it looks more pronounced. He stated that his personal feeling is that it would be stronger without the trim. Chairperson Sandford asked if he meant without the shutters on that smaller window and without the trim up top to which Gideon Mendelson responded that the shutters are not gnawing. He asked if the shutters work to which Mr. Brady responded yes. He stated that they are on hinges with tie backs and are sized for the windows. Gideon Mendelson stated that the crown feels unnecessary and too decorative to which Mr. Brady asked if the AHRB would rather see a flat piece of casing to which Gideon Mendelson responded or something more simplified. Tom White noted that it looks top heavy. Chairperson Sandford noted that the crown makes it look very heavy to which Mr. Brady responded that it formalizes the house. Barbara Slifka stated that she likes the windows without anything. Chairperson Sandford stated that a minor suggestion would be simplification, which we do favor. It seems very heavy. Gideon Mendelson stated that he appreciated what Mr. Brady was attempting to do, but he asked Mr. Brady to come back with a simpler proposal to which Chairperson Sandford added such as taking off the porch. Mr. Brady responded that it is going to need something. He noted that if he has a flat piece of stock or beading, it will look out of character. It will need some sort like a bead or something up there. Chairperson Sandford asked how wide the bead will be to which Mr. Brady responded that he would have to flash up there as well and he is going to have a piece of flashing across the top and he would rather not see the flashing coming over. He noted that is what the crown molding does, it hides that. Chairperson Sandford stated that the Board would like Mr. Brady to come back with a simplification of the windows. 9

10 Tom White noted the stone on the garage to which Chairperson Sandford noted that the windows in the garage are small and they raised the stone up. She noted that she can see they were looking for balance and Mr. Brady added that they also were trying to set the garage apart to make it feel like a separate type of building. Tom White asked what is over the garage to which Mr. Brady responded that there are bedrooms above the garage. Chairperson Sandford stated that the AHRB requests simplification of the head of the windows. She asked for a motion to approve the house with the exception of the head of the window detail. Barbara Slifka offered the motion and Gideon Mendelson seconded it. It was unanimously approved. 3. Beach Breeze LLC 53 Fairfield Pond Lane Applicant proposes to construct two story single family residence with attached 2 car garage Jeff Gardner, builder, presented the application. He stated that the house is approximately 5,000 sq. ft. and they will use natural cedar for the roof and the siding. The siding will be pre-dipped, light grey stained shingles, the windows will be Anderson windows and the trim will be white. Mr. Gardner showed pictures of a similar house he built in Southampton. Mr. Gardner noted that the property is currently a vacant lot that faces the road. He stated that there will be a two-car attached garage and the garage will not be visible from the road. Mr. Gardner stated that there will be two gambrels forward and two gambrels back on the main residence. Gideon Mendelson noted that it is very peaky proportionately. He asked what the height of the house is to which Mr. Gardner responded he did not see a height on the elevations. Gideon Mendelson responded that the height is Gideon Mendelson, speaking to Sean Selfe asked does that not look like a lot to which Sean Selfe responded yes, it is very narrow. Gideon Mendelson noted that there is a discrepancy on the drawings. He stated that the pushed back dormer and the roof on the garage are not lining up. He does not understand the relationship of the four elements. Gideon Mendelson stated that the plans and the elevations are not matching up. He noted that they will need the architect to explain. 10

11 Chairperson Sandford stated that a perspective would help. We can not see the three dimensions and the street views. She noted that the dormers look huge and we would like to have that explained. She also stated that they would like another alternative relating to the garage and the parking. Mr. Gardner noted that the applicants may ask for a gate at a later date. Chairperson Sandford asked for a motion to table the application to construct a two story single family residence with attached 2 car garage until the January 20, 2011 meeting. The motion was offered by Gideon Mendelson and seconded by Sean Selfe. It was unanimously approved. V. OLD BUSINESS Cont d. A. Demolitions 1. Parsonage Lane Properties 276 Parsonage Lane Applicant proposes demolition of western addition to a 1 1/2 story single family dwelling and 3 barns, a connecting deck and a ramp located on the east side of the property Eric Woodward, architect presented the application. Chairperson Sandford stated that she assumes that Mr. Woodward is thinking of the barns as three. She noted that the AHRB has viewed the property and stated that they are thinking of it as the potato barn - the long barn, the barn that faces east which has two barns pushed together and the smaller barn that is on the west. Mr. Woodward presented the Board with changes from what was originally presented at the November AHRB meeting based on comments made. He stated that the driveway will be revised and the hedges from the front of the property will be removed and replaced with a split rail fence. Mr. Woodward stated that at the November meeting he presented the use of this building continuing to be used as a residence and he was corrected by Michael Davis who said they intend to have only one house on the property. He noted that when it is restored in appearance, the kitchen will be removed and it will be used as an accessory structure. He wanted to reassure everyone that it is not a separate residence. He noted that part of the decision is to remove the existing driveway from the street and have one driveway that will service barn and house together. Barbara Slifka asked what the structure will be to which Mr. Woodward responded that the owners may make it into a home office. Mr. Woodward stated that there will be a walkway from the cottage to the driveway. The cottage will stay at its existing location with the modern addition removed. 11

12 Tom White stated that he knows the house and has been inside of it. He asked if the doorway was an old entry with access to the basement pantry to which Mr. Woodward responded that he has had progress on some fronts, but they have been trying to get the original drawings. He stated that they are hoping that the architect who did this work had plans drawn of the existing, but he has not been able to get his hands on them yet. Chairperson Sandford stated that inside the kitchen they noticed a straight line up to the north end of the kitchen. She noted that the cabinets are clearly old and there was an access to the basement to which Mr. Woodward responded that the straight line is further back. He stated that there was actually a notch taken out of the corner of the kitchen on the first floor. Mr. Woodward stated that given the practicality of the application, he would like to ask the AHRB to approve the demolition of the other buildings and the concept of the demolition of the cottage wing subject to him coming back with the plans. Mr. Woodward noted that it will be somewhat of an investment to actually draw the revised cottage. He assured the AHRB that it will not look as it does and it will be tasteful, appropriate to the building, but he does not have the plans today. He stated that in order to proceed, he was hoping to get a sense of the Board s concept on that. He also noted that they have a document that lists the areas and the ground floor area and they have followed up on Tom White s suggestion that if the applicant were willing to reduce the ultimate size of the new development by the amount of the cottage. What we were originally proposing for the GFA of the property as a 97,000 sq. ft. lot total GFA allowed is 8,692. In the previous document they showed that the existing structures they are proposing to save were listed in addition to that allowed GFA. Mr. Woodward explained that they are proposing to reduce that by 1825 sq. ft., which is the approximate total square footage we would restore. It is bigger than that now. We are going to reduce it to 1,825 sq. ft. and take that 1,825 sq. ft. off the total of the GFA. We still need to go to the ZBA to get permission to do this combination project and we are asking for your support so that we can apply to the ZBA knowing that there is some support for the restoration of the buildings and then come back to you with the detailed designs for the cottages. Chairperson Sandford stated that the AHRB had various discussions and stated that the current thinking of the AHRB is that they support demolition of the potato barn the long structure, and they support demolition of the house addition. She noted that there is an interest in the large barn to the east as there are very important post and beams, and the applicant should be made to recycle the lumber. Chairperson Sandford continued that in reference to the small barn to the west, the AHRB had the thought of whether it could be integrated into the new house in the back to which Mr. Woodward responded that he has not studied its frame to know whether there is an intact frame that might make a nice great room or something. 12

13 Barbara Slifka stated that it would add character to the new house. Chairperson Sandford asked if their thinking for the new house was in that direction to which Mr. Woodward responded that they were thinking more of a residential colonial in appearance to which Barbara Slifka suggested he consider rural farm rather than colonial. Mr. Woodward stated that there is one difficulty here. It would require some adjustment of these numbers because this is a two story space and that would use up a good deal of our GFA since anything over 15 would have to count twice. That would either eliminate a lot of the square footage that is usable or we would have to get a variance for the extra space. Chairperson Sandford asked if there is a way to use the wing that faces west to which Mr. Woodward responded that his feeling about barns is that when you renovate them, you should not fill them all in with rooms. You should have a barn that looks like a barn. I would not want to say that we could utilize that 2 nd Fl GFA by filling it in. So if we were going to have it as part of the house, it would be a pretty big penalty to pay for the GFA if we could not exempt ourselves from counting it. It is approximately 600 sq. ft. Tom White noted that there are lofts in barns. Michael Davis stated that it is a nice idea to try and incorporate the barn into the new house and as Mr. Woodward says it should be open. He stated that under the floor area allowance that we are given, it would be counted twice and he thinks that it would be too great a penalty bearing in mind that restoring these barns is an expensive job. He stated that he is all for it as long as it is not count as double space. Chairperson Sandford asked if the AHRB was Okay with this to which Gideon responded yes. Tom White responded that we are still in the conversation mode. Chairperson Sandford responded that she did not ask for a motion; she stated that she meant that particular point. Mr. Woodward stated that they are still looking into moving the cement silos to which Michael Davis noted that he has spoken with Dawn movers and they said it is doable. He noted that they go down 20 and they will be very expensive to move. The silos will be cut at grade and then moved. Chairperson Sandford noted that she can remember this complex since she was a kid and she feels it would be an extraordinary project to be able to keep it for the community and to have those views from Parsonage Lane and it has a uniqueness. It was one man s vision. Tom White asked if there were any plans for the view sheds on the east side of the driveway to which Mr. Woodward stated that the reserve sections are owned by same owner. 13

14 Chairperson Sandford asked if the owner of Luna Farm is the same person that owns the reserve to the east to which Mr. Woodward responded yes. They are still farm land preserved property, but still part of the. Michael Davis stated that if the property is sold, the owner would like to sell this lot with the reserve together so someone will continue to work it as a horse farm and hopefully continue to preserve it. Barbara Slifka asked if it will be sold as one piece to which Mr. Davis responded that he has tried to find one buyer for the whole thing without success, so he has persuaded the owner to list the other two lots behind, lots #2 & #3, separately. The intent is to keep this one lot together with the reserve. Chairperson Sandford asked for a motion to support the demolition of the house addition, the potato barn.. Tom White noted that we need to be more specific and use some other description that would separate it from the other barns. Mr. Woodward noted that he called it the east barn. Chairperson Sandford stated that we will call it the potato barn on the east side of. Barbara Slifka noted that it is a building. It is not a barn to which Tom White stated that is how it is noted on the survey. Tom White suggested that it be called the barn that travels north and south perpendicular to Parsonage Lane on the east border of the property to which Chairperson Sandford said that was fine. Chairperson Sandford asked should we just leave it just as the house addition including silo that captures it all, the large barn in the rear on the east side with a provision to recycle the post and beams and the framing. She continued that they have asked the applicant to work up a scenario where the small barn to the west can be integrated into the new proposed residence in the rear of the property. Chairperson Sandford asked for a motion to approve the demolition of the barn that travels north and south perpendicular to Parsonage Lane on the east border of the property, the house addition including silo, the large barn in the rear on the east side with a provision to recycle the post and beams and the framing and the applicant to work up a scenario where the small barn to the west can be integrated into the new proposed residence in the rear of the property. Gideon Mendelson offered the motion and Tom White seconded it. The motion was approved with a 4 to 1 vote with Sean Selfe opposing it. 14

15 Chairperson Sandford stated that the AHRB has been requested to write a letter in support of the project as stated with certain conditions. She noted that they usually do those letters in general and they do not get into the numbers. Mr. Woodward noted that we have not addressed this offer reducing the GFA totals to which Chairperson Sandford responded that we have worded it before and she will send it out attending to the zoning variance that is being requested. Chairperson Sandford asked for a motion to write a letter in support of the project to the ZBA as stated with conditions. Gideon Mendelson offered the motion and Tom White seconded it. It was unanimously approved. VI. MOTION TO ADJOURN MEETING Chairperson Sandford asked for a motion to adjourn the meeting.
