1 MINUTES OF MEETING OF THE ARCHITECTURAL AND HISTORIC REVIEW BOARD OF THE VILLAGE OF SAGAPONACK IN THE TOWN OF SOUTHAMPTON, COUNTY OF SUFFOLK AND STATE OF NEW YORK A regular monthly meeting of the Architectural and Historic Review Board of the Village of Sagaponack was held at 3:30 p.m. on Friday, September 21, 2012 at 3175 Montauk Highway, Sagaponack, N.Y. The meeting was called to order by Chairperson Sandford with a flag salute. Present were Board Members Vice Chairperson Tom White, Barbara Slifka, Robert Barandes, alternate member Nick Martin. Also present were Village Building Inspector John Woudsma and Pat Arancio-Remkus, secretary. Absent were Gideon Mendelson and Village Attorney Anthony Tohill. I. APPROVAL OF MINUTES MONTHLY MEETING Chairperson Sandford asked for a motion to approve the minutes from the July 20, 2012 & August 17, 2012 AHRB meetings. A motion was offered by Robert Barandes and seconded by Barbara Slifka. It was unanimously approved. II. SOLAR PANELS/GATES/SIGNS 1. Sagaponack Studios LLC 3654 Montauk Highway Applicant proposes installation of a sign This item was placed on the agenda because the applicant had added colors to the sign that were not included in the original approval. They have since removed the colors and the sign is now the same sign that the Board previously approved. This item is being removed from the agenda. 1

2 III. OLD BUSINESS A. Additions/Renovations 1. Joseph & Hilary Louchheim 509 Sagg Main Street Applicant proposes relocation and renovation of existing garage Joseph Louchheim presented the application. He stated that they will be moving the garage to the north 11 from the northern property line and flipping the structure so the opening faces the street. Chairperson Sandford asked if he is proposing two curb cuts to which Mr. Louchheim responded yes. Chairperson Sandford noted that the AHRB is not happy about two curb cuts on a property because if every resident on Sagaponack Main Street had two curb cuts there would be a lot of cars going in and out. She asked if he considered any other alternatives to which Mr. Louchheim responded that they have, but this is the plan that works best for them. They are not encouraging more traffic so the traffic coming in and out of their property is not going to change one bit. Chairperson Sandford asked then why the second curb cut to which Mr. Louchheim responded that it enables them to safely exit their property. Village Building Inspector John Woudsma stated that he did not know that was part of the application. Tom White suggested they consider a turn around that would allow you to back up rather than a second curb cut to which Chairperson Sandford responded that you are not allowed to park in your front yard. Village Building Inspector John Woudsma responded that a turn around would not constitute a parking field unless you tried to make it 20 or 30 wide. A turn around, a place to back a car into or pull a car into to be able to make a 3 point turn, would be permitted. Nick Martin asked if Mr. Louchheim s application is pre-existing, non-conforming to which Village Building Inspector John Woudsma responded that that house in certain ways is pre-existing, non-conforming. There is a site plan that shows an area for compliant parking. We are not requiring him to put it in unless things become a problem. 2

3 Chairperson Sandford asked Mr. Louchheim if he has considered the turn around to which Mr. Louchheim responded no. Tom White noted that they will be cutting out most of their front yard with two curb cuts to which Mr. Louchheim responded that he will discuss it with his wife. Robert Barandes asked if he will have gates at those curb cuts to which Mr. Louchheim responded no. Chairperson Sandford asked for a motion to approve the relocation and renovation of the existing garage. A motion was offered by Robert Barandes and seconded by Nick Martin. It was unanimously approved Hedges Lane LLC 235 Hedges Lane Applicant seeks approval of trim color Christopher Burnside presented the application. He showed the Board a sample of the color White Dove, which is not a bright white, and stated that is the color they would like to use for the trim. The Board liked the color. Chairperson Sandford asked for a motion to approve the trim color. A motion was offered by Barbara Slifka and seconded by Robert Barandes. It was unanimously approved. IV. NEW BUSINESS A. Amendments 1. Konstantin Glasmacher 526 Hedges Lane Applicant proposes amendment to building permit #P partial demolition, relocation and renovation of existing barn with one and two story additions with attached two car garage, 1 st & 2 nd Fl covered porches, unroofed patios and pool house with pergola. Relocation of existing shed - amendment to siding 3

4 Rich Anderson of Eric Woodward Architects presented the application. He showed the original proposal and the new proposal. He explained that they kept the barn as is with barn board siding. They did not want the barn to influence the entire structure so they propose to change the siding on the new part to clapboard. Chairperson Sandford asked if there will be new doors on the barn to which Mr. Anderson responded yes. Chairperson Sandford asked if the replacement doors will be in like and kind or will they be new to the barn. Mr. Anderson responded that the doors will be new because they are adding 6 panels in front of them so the old doors will be removed. However, they will be identical. Mr. Anderson noted that they are still going to keep the barn board siding on the existing barn and the clapboard would be on the new part. They are trying to delineate the old fashioned barn from the new. Robert Barandes asked if it will be left to weather to which Mr. Anderson responded that they will paint the siding on the barn a semi solid stain called dark red #0127 and the clapboard siding on the new portion will be beige #0194. Chairperson Sandford noted that there is a nice simplicity to it. Chairperson Sandford asked if any consideration was given to allowing the clapboard to weather naturally to which Mr. Anderson noted that they are still considering what to do with the siding. He noted that they will come back before the Board if they decide to do anything different from what was approved. Nick Martin asked how one would determine the difference on the outside corner between the two parts. Will there be a corner board or how will you joint them to which Mr. Anderson responded that with the clapboard you have to have a corner board. There may be a flush board on one side and stop the rhythm of the vertical or you may have a corner out of batten. Robert Barandes asked if there has been any consideration for allowing the clapboard to weather to which Mr. Anderson responded that the color has not been finalized. Barbara Slifka asked what color the roof is to which Mr. Anderson responded that it is red cedar shingles that will be left to weather. It will turn grey. 4

5 Robert Barandes noted that it is an odd set of colors. Barbara Slifka asked why they wouldn t do the whole house in red cedar to which Mr. Anderson responded that they are going to use red cedar, but they have chosen to stain it dark red. Nick Martin asked if they are bringing the element of the barn and the new part together wouldn t they want to connect the trim and column detail to match or connect as well or are they trying to contrast to which Mr. Anderson responded that Eric Woodward wanted to contrast. Nick Martin asked if the foundation will be painted white to which Mr. Anderson responded no. It will be grey stucco, beige siding, red cedar siding left natural and white trim. Chairperson Sandford asked for a motion to approve the amendment to siding. A motion was offered by Tom White and seconded by Barbara Slifka. Nick Maritn and Robert Barandes were opposed and Chairperson Sandford was for the application. B. Additions/Renovations 1. Jeff & Susan Goldenberg 62 Parsonage Pond Road Applicant proposes construction of a detached pool house with pergola and finished basement Zach Clanahan of Eric Woodward Architects, presented the application. He stated that they will be matching the cedar siding, the trim detail, the roof pitch and the blue stone patio. He explained that they will be removing the existing pergola and replacing it with a new pergola that will be narrower, elongated and attached to the new pool house. It will be 78 sq. ft. larger. Nick Martin asked if the pergola will be behind the house to which Mr. Clanahan responded yes. He also noted that there is a 15 high hedge that will shield it. Barbara Slifka asked what will be in the finished basement of the pool house to which Mr. Clanahan responded that there will be a recreation room. There will be no beds. Chairperson Sandford asked for a motion to approve the construction of a detached pool house with an attached pergola and finished basement. A motion was offered by Tom White and seconded by Robert Barandes. It was unanimously approved. 5

6 2. Maria Pia and Fabian Onetti 178 Parsonage Lane Applicant proposes renovation of existing two story single family residence Guillermo Gomez, architect, presented the application. He showed photos of the existing house noting that the new addition will match the existing as much as possible. He explained that they want to preserve the existing character of the house and delineate what is added from the existing. He used the same rhythm of windows and the pitch of the roof, which is 12.8 and there will be a 12.4 pitch on the shed dormers. The trim will be white, which will be the same as the existing. He noted that in the rear of the structure they are projecting the volume forward and they are adding a set of French doors. They will be projecting the roof lines and shed dormer line forward to add a little more square footage to the bedrooms on the 2 nd Fl. He stated that they will be adding more windows to the front porch to add more light to the kitchen, which is off of the porch. They will be adding picture windows to the bedrooms in the new addition, to take advantage of the view. Mr. Gomez stated that they will be demolishing the legal 2 nd home in the rear of the property and giving up the 2 nd C. O. in order to take advantage of the nice expansive garden. They will be adding bigger windows to the elevation that looks over the preserve. Barbara Slifka asked how much square footage will be added to which Mr. Gomez responded that they are removing 1 story frame house from the property and adding 3,496 sq. ft. to the main structure. He stated that they are trying to maintain the existing character of the main house. The existing house is relatively small and they are keeping the low pitch to maintain the existing height of the building. The height will be somewhere around where we would be permitted to have a maximum height of 32. Chairperson Sandford asked why there is not a separate demolition application for the structure in the rear of the property to which Village Building Inspector John Woudsma responded that a condition of the applicants ZBA approval is that they are required to demolish the structure after the renovation of the main residence. 6

7 Nick Martin asked if they have to comply with the new parking regulations to which Village Building Inspector John Woudsma responded that they would have to have compliant parking. Chairperson Sandford asked Village Secretary Pat Arancio Remkus to include demolition of a one story frame house what is being proposed. Chairperson Sandford asked Mr. Gomez how big the structure to be demolished is to which he responded that it is a one room chicken coop that someone had added a kitchen to. Nick Martin asked if they will need to remove the house in order to get the square footage needed for the house to which Mr. Gomez responded yes. Chairperson Sandford stated that in order to decide on a demo, the AHRB would need to visit the property to which Tom White agreed. Chairperson Sandford asked the remainder of the Board if they needed a site visit to which the response was no. Nick Martin noted that the applicant is in keeping with the vista and the style. Chairperson Sandford asked for a motion to approve the demolition of a chicken coop converted into livable space with the caveat that the applicant bring in photos of the existing structure to Village Hall. A motion was offered by Robert Barandes and seconded by Barbara Slifka. It was unanimously approved. Chairperson Sandford asked for a motion to approve renovation of existing two story single family residence. A motion was offered by Robert Barandes and seconded by Tom White. It was unanimously approved. C. New Construction 1. Slang Properties, LLC 441 Bridge Lane Applicant proposes construction of two story, single family residence with attached garage, fire pit, decks and terraces, pergola, finished basement and screen porch John Laffey, architect, and Michael Donnellan of Summerhill Landscape, presented the application. The owners of the property were also present in the audience. Mr. Laffey provided three views of the property and stated that at the last meeting the Board was 7

8 concerned about the scale of the house. He assured the Board that all of the mature landscaping will remain. He showed the Board a view as if one was driving through the gate, a view from the street, and a view from the side of the house. He stated that as per the suggestions of the AHRB, they have replaced the vertical board and batten on the tower. They have scaled down those elements and have gone back to a shingle detail. Also the AHRB commented about the roof. The roof had a small deck with a picket rail element and they have created a shingle style detail so the roof wraps around it and it is now like a Romeo Juliet balcony. He noted that the neighbor s house to the west is 28 6 tall and his landscaping is very open. There are no big trees. He stated that he is proposing big trees that will somewhat block the house and at the same time allow a view of the field across the street. He noted that every time you go up and down the stairs of the tower, which has windows in it, you will have a view of the field across the street. Also from the kitchen you will look through the dining room and onto the field and beyond. Mr. Laffey pointed out that the house tapers back according to the setbacks and the garage is 25 tall. He noted that the adjacent neighbor s attached garage is 26 tall. Mr. Laffey continued to explain that his house steps back 6 until it get to the tower element which is 31 9 tall. He noted that there is an old house down the street with a beautiful tapered bay window that is 32 tall. Barbara Slifka noted that the tower is massive and huge Mr. Laffey explained that it does not stick out much beyond the base of the floor plans. It may look big from the front, but from the side it tapers back into the house. It is meant to be pushed into the house to which Barbara Slifka responded that it was not pushed back very far. Mr. Laffey stated that his clients really wanted a tower. He noted that it is a very beautiful spot and they want to see a view of the field as they walk up and down the stairs. Chairperson Sandford asked what the color of the roof of the tower was to which Mr. Laffey responded that they would like to make it copper that will patina to a natural brown color which will match the shingles, which are eastern red cedar. 8

9 Chairperson Sandford stated that she understood Mr. Laffey s argument about patina, but she noted that she preferred to have it like the roof so it stands out less to which Mr. Laffey responded that if you want us to put a shingle roof on it that would be fine. Chairperson Sandford stated that the amount of white is a concern and much of it can be natural cedar. Mr. Laffey asked the owners if they would consider having cedar casings wrap around the window and 2 ½ feet of cedar shingle below them to which the owner agreed. Robert Barandes stated that the mass of this building on that particular street is shocking. It looks like a nursing home. He complimented Mr. Laffey on his previous work, but felt that this design was flat noting that it diverts from the nature of this community. Robert Barandes continued that he knows they are entitled to the square footage, and he understood the rationale for wanting to maximize a home and being able to enjoy it with your family, but when one looks at it with the scope of this community, it does not fit. It is odd for you to do that because you normally fit your homes within the community He also noted that the plantings in front seem odd. It appears that the house is being hidden behind the trees. Mr. Laffey stated that he was trying to even out the massing of the house with the plantings to which Tom White responded that the leaves are only there for a certain amount of months. Mr. Laffey stated that the house is not a box by any stretch of the imagination. The lower element of the garage protrudes out in front of the house by 16 and the tower occurs 5 into the house. The house has ungulates back and forth, it does follow the line of the street and it does finesse and step back. Nick Martin asked what might be a way we can resolve differences. He noted that legally Mr. Laffey has conformed to the square footages and setbacks and going to cedar is a nice way to transition it, but in terms of the massing are there other thoughts that you have. The main portion of the house is massed towards the street and is pushed against the front yard setbacks. He asked whether there would be some way of transitioning some of this square footage out of the front yard and perhaps resolve some of the discontent. Chairperson Sandford noted that it is an east west rectangle. 9

10 Mr. Laffey asked what if, from a massing perspective, they placed two gables at different heights. If they were to take the roofline down and make it a hip so the roof will fold back on it, it would reduce the verticality of elements. Or they could do a clipped gable and push the massing back. It is going to fold back about 14. They could have a shingled roof versus a shingle gable. Nick Martin stated that there is a lot of mechanical space and obviously an elevator leading to that space. If some of that massing in the middle were somehow resolved by bringing that roof across as a Juliet, it would be a good start. He was curious if the tower could have some of that square footage or somehow if that hip was lowered, you will still get incredible cathedral space in other areas and perhaps the massing wouldn t feel quite as obvious. We are working towards trying to find some solution that would make the Board happy and perhaps the first two ideas seem very good with hipping the two roofs in some manner. I see as an architect your issues and you have solved a lot of considerations. The client has quite an impressive program they are trying to fit in this house and created a nice area in the back and perhaps some of that square footage could be pushed away from the front façade. Nick Martin noted that, as we saw with the previous applicant, somehow he was able to keep the charm of the local heritage as an integral part of his design. I think part of what the Board is trying to do is keep what is special about Sagaponack in not doing some of the obvious moves of the large Mc Mansions that have been sweeping our area. Mr. Laffey noted that this house is only a 5,000 sq. ft. house and is not the largest house on the street. If you were to go back behind this house and go to Sagg Pond Court the neighbor in their back yard has an enormous house. Nick Martin asked what the distance was from the face of the façade to the beginning of the gable to which Mr. Laffey responded that it is approximately 29. Robert Barandes stated that none of the Board s comments have asked you to bring the ridge down it is just getting the appearance that we have on Bridge Lane to change slightly. He believes that Nick Martin has tried much better than he could to open you up to some thoughts and not deny your clients what they are entitled to, but perhaps allowing it to fit better in here. He thinks the clipped gables concept would give a flow that we would love to see you bring to fruition and bring back to us. Mr. Laffey stated that they can do all of these gables. He has changed the detailing on the roof to give it a built in sort of old carriage style house. As far as the actual...if you look at the drawings the house is not that wide in the middle. There is not a lot of roof area to give back. 10

11 Nick Martin asked if it was possible to lower the ridge so you can still stand to which Mr. Laffey responded no. Village Building Inspector John Woudsma responded that it has to have a 7 habitable, walkable hallway. Chairperson Sandford asked if the gables on each end will be straight to which Mr. Laffey responded no. The gables will be curved. All of the roofs are curved. Chairperson Sandford asked him if he really liked that because it reminds her of a pagoda to which Mr. Laffey responded that this house is sort of a saltbox and he was hoping to have a little more shingle style detail. He thinks there is an elegance to have the sweeping gables. Chairperson Sandford asked if he would consider straightening the gables. Chairperson Sandford noted that the gates are massive to which Mr. Laffey responded that they will come back for the gates. They would propose white columns and a simple country/rural style gate, a typical paddock gate. Mr. Donnelan stated that there are two maple trees at each side of the entry that will set the stage for any new plant material they will add and what will be added will match the existing trees as closely as possible. There is also a beech tree in the front of the residence that they will move to the corner to provide additional screening from the street. Any trees coming in are to match the same variety that exists which is a maple and we are planning on using a large scale as well, 28 in this particular area, so they don t look dwarfed by the existing planted material. There is a proposed hedge in front which will be 4 high. There are proposing some large trees around the tennis court area. There is a residence behind that they would like to screen from. Chairperson Sandford noted that the AHRB does not like two curb cuts to which Mr. Laffey responded that the owners have now decided to have only one curb cut. Chairperson Sandford asked how big the lot was to which Mr. Laffey responded that it is 1.24 acres. Nick Martin asked what style the house is to which Mr. Laffey responded that it is called eclectic tudor, but he feels it is more of an eclectic shingle style. 11

12 Chairperson Sandford asked for a motion to table the application to construct two story, single family residence with attached garage, fire pit, decks and terraces, pergola, finished basement and screen porch and asked Mr. Laffey to hipping the two roofs in some manner, consider straightening the gables, have a shingled roof versus a shingle gable, to shingle the roof on the tower and have cedar casings wrap around the window and 2 ½ feet of cedar shingle below them. A motion was offered by Robert Barandes and seconded by Tom White. It was unanimously approved. V. CORRESPONDENCE 1. Letter from the Southampton Town Landmarks & Historic Districts Board re: CPF Historic Preservation Easement Program Chairperson Sandford stated that Sally Spanburgh wrote a letter stating that her Board the Southampton Town Landmarks & Historic Districts Board was initiating with the Town Board to use CPF funds for easements on structures..houses as well as barns. The request was for each village in the Town to submit a priority list of such structures. As you know, Sagaponack does not have a Historic District, but our code can be quite specific. When the Board evaluates a structure for demolition, we reference criteria and discuss whether it has any historic significance to determine whether or not it would be demolished. We have decided that we would not want to do the entire village in advance. We would want to do it case by case. Chairperson Sandford noted that she brought this letter to the Village Board this past Monday noting that she explained to them that she wanted to be as inclusive as possible. The report that Chairperson Sandford sent to each Board Member via lists almost every structure that was defined in the 2000 Historic District Survey as being contributing. The other part of the report is a list of structures, mainly houses, outside of the Historic District. At the end of the report is a list of a few houses that have been changed so much, and some of them were within the Historic District, that she indicated that the Board would not recommend them for this. The due date for this is the last day of September. I will add a cover letter, but you see the title says it is a partial list. We can add to this or we can delete from this. We also do not know the complete details of the program. It seems to be true that an owner of a house would submit an application saying they want their entire house with an easement held by the town and they would be paid so much. That is a different issue entirely having to establish how much money. But who would decide if one was granted the easement would be a newly constituted board of five people not the Village and they would recommend yes or no. But the application and the research on the structure would be done by the homeowner, by us or a historic consultant that we hire or by the Southampton Town Landmarks Board. 12

13 Chairperson Sandford asked for a volunteer to survey the lower west side of Town Line Road, which is the only area left in the Village that has not been surveyed. Tom White volunteered to do the survey and have it done by September 30 th so that it could be included in the report. Chairperson Sandford stated that the Board would also need to add modern houses designed by great architects to the list. However, she wanted to speak to Ms. Spanburgh about this. Chairperson Sandford clarified that maybe what she really means is that houses by architects of modern design which are more than 75 years old. We do not want houses built in the last 10 years. Robert Barandes stated that perhaps any submission should have that introduction Chairperson Sandford just gave about the philosophy of the Town trying to restrict things. That is an important piece for us, but that introduction Chairperson Sandford just gave about how we are deciding maybe that should be an introduction of her letter because you do not want to be excluded from having availability of the funds and being reviewed, but you might want to reject it in certain instances because it might affect the Village adversely. Chairperson Sandford noted that she already told the Village Board that we are not going to have five structures. We are going to have more like 50. VI. DISCUSSION 1. Change of date for October meeting to October 22, 9:30 AM Chairperson Sandford asked for a motion to change the October meeting to October 22, 2012 at 9:30 AM. A motion was offered by Tom White and seconded by Robert Barandes. It was unanimously approved. VII. MOTION TO ADJOURN MEETING Chairperson Sandford asked for a motion to adjourn the meeting.
