1 MINUTES OF MEETING OF THE ARCHITECTURAL AND HISTORIC REVIEW BOARD OF THE VILLAGE OF SAGAPONACK IN THE TOWN OF SOUTHAMPTON, COUNTY OF SUFFOLK AND STATE OF NEW YORK A regular monthly meeting of the Architectural and Historic Review Board of the Village of Sagaponack was held at 3:30 p.m. on Friday, January 21, 2011 at 3175 Montauk Highway, Sagaponack, N.Y. The meeting was called to order by Chairperson Sandford with a flag salute. Present were Board Members Vice Chairperson Tom White, and Gideon Mendelson. Also present was Pat Arancio-Remkus, secretary and Village Building Inspector John Woudsma. Absent were Sean Selfe, Barbara Slifka, alternate Board Member Robert Barandes, and Village Attorney Anthony Tohill. I. APPROVAL OF MINUTES MONTHLY MEETING A motion to approve the minutes from the December 17, 2010 AHRB meeting was offered by Tom White and seconded by Gideon Mendelson. It was unanimously approved. II. OLD BUSINESS There was no old business. III. NEW BUSINESS A. ADDITIONS/RENOVATIONS 1. Frank Gallipoli 128 Town Line Road Applicant proposes a renovation of a 1 ½ story single family dwelling with new dormer on front of house Robert Marx, architect of Roger Ferris Partners, represented the applicant. He explained that the structure is a small cottage on a small non conforming lot close to the beach. He noted that they are trying to re-create the front porch of this cottage as it once had been. The original porch has been enclosed and their proposal is to remove the windows and door and open it back up. It will extend 8 out from the rear wall of the existing front porch room. They also propose to convert the 1
2 existing garage into living space and storage. They will add a shed dormer on the front and rear of the house for more light in the upstairs bedrooms Mr. Marx stated that on the south side they will replace all of the windows, removing the one-over-one windows and replacing them with four-over-one windows noting that the existing windows are not original and are only single pane. Chairperson Sandford asked how old the house was to which Mr. Marx responded that the lots are of pre-war time, approximately 1920s. He believes the house is from the 1950s. He stated that in the rear they will remove the skylights, replace the windows and add the dormer. He noted that the windows of the dormer will be smaller than the windows they will be replacing. Chairperson Sandford and Gideon Mendelson noted they liked the plan a lot. A motion to approve a renovation of a 1 ½ story single family dwelling with a new dormer on the front of house was offered by Gideon Mendelson and seconded by Tom White. It was unanimously approved. 2. Schwartz 717 Daniels Lane Applicant proposes renovation of two story single family dwelling Kevin O Sullivan, architect represented the applicant. He explained that they propose to replace all of the windows, which are single pane windows and not hurricane rated windows. He continued to explain that they propose to replace all of the vertical cedar siding, which is currently stained grey. They will be using 5 ½ Alaskan pine siding on the upper portion of the house and 2 ½ Alaskan pine siding on the exposed lower level, and all will be stained a dark mahogany stain. On the rear of the house, the ocean side, they will remove the cantilevered glass deck off of the 2 nd fl bedroom. He stated that the other 2 nd Fl deck will be renovated using a bronze handrail and an epai wood deck, which will be left to weather. It will go from brown to grey. The existing chimney, which is currently cedar, will be changed to stone lamination which looks like lime stone. He noted that the rest of the renovation is interior and that there will be no additional square footage added. Tom White stated that he feels the color is too dark. He asked if the applicants would consider a lighter color to which Mr. O Sullivan responded yes, but they want to focus on the clear elements of the structure. With a darker building, one would focus on the clear elements such as the windows. It gives a feeling of a skin 2
3 and it makes the building almost transparent The color will help catch the light from the front of the building Chairperson Sandford noted that it is a much darker color than currently exists. A motion to approve the renovation of two story single family dwelling as presented was offered by Tom White and seconded by Gideon Mendelson. It was unanimously approved. 3. Erica s Lane LLC 169 Erica s Lane Applicant proposes a two story addition, one story covered porch addition and 3 rd Fl balcony David Sherwood architect represented the applicant. He stated that this is a gambrel style house built in approx They propose to take the front (south) facing roof slope and raise the roofline up to create more space. They will be creating an attic space which leads to a covered balcony. Mr. Sherwood continued to explain that they propose to enclose the existing porch and make it into a mudroom, add a gambrel to the front of the house, which will extend to the end of the existing porch line, add a new 6 front porch and replace all the windows and doors as they are rotted. The new roof and siding will match the existing materials and colors. Tom White asked how much square footage will be added to which Mr. Sherwood responded they will be adding 400 sq. ft.. He stated that the existing chimney was built off center and then the space was enclosed. They will remove the existing chimney and re-build it in the center of the room. Chairperson Sandford noted that the street view will be of a more detailed house. Mr. Sherwood stated that the trim, windows and doors will be white and they will be using Pella windows and doors. The siding will be natural cedar. Gideon Mendelson noted his dislike of the oval windows and Chairperson Sandford and Tom White agreed that they do not like the oval windows. Mr. Sherwood stated that it is difficult to put rectangle windows in. The oval windows balance the symmetry. Chairperson Sandford asked what the chimney was made of to which Mr. Sherwood responded that it will be brick and the flu pipe will be terracotta. Mr. Sherwood stated they will be replacing the existing living room and dining room windows with French doors. 3
4 A motion to approve a two story addition, one story covered porch addition and 3 rd Fl balcony was offered by Tom White and seconded by Gideon Mendelson. It was unanimously approved. 4. Rafter 143 Ericas Lane Applicant proposes conversion of garage into living space and a new detached two car garage Sean Hinson, interior designer represented the applicant after Village Clerk- Treasurer Rosemarie Cary Winchell received verbal permission from Mrs. Rafter. Mr. Hinson stated that they propose to renovate the existing attached garage to create more habitable space for the principal structure. They propose to install new windows and doors to match the existing. They propose to re-build and waterproof the 2 nd Fl existing deck using wood paved lattice, cedar/mahogany posts and stainless steel cables. They propose to construct a new 2 car garage that will mirror the pool house with all natural cedar siding and cedar trim. The garage doors will be mahogany with glass. It will be wall to wall doors which will reflect what is currently in the pool house. A motion to approve the conversion of garage into living space and a new detached two car garage was offered by Gideon Mendelson and seconded by Tom White. It was unanimously approved. 5. Ronald Curtis 113 Parsonage Lane Applicant proposes conversion of existing two car garage into expanded pool cabana and mudroom, new one story four car garage with connected covered porch and connecting covered breezeway Todd Nagy, architect represented the applicant. He stated that the house is on the south side of Parsonage Lane and is 4 lots in from Sagg Main Street. The house is not visible at all from the street. It was built in They are proposing to convert the existing 2 car garage into a pool cabana, bedroom and living space and add an attached 4 car garage. There will be a mudroom into the house and they will be enlarging the bathroom, bedroom and cabana. The addition will be a one story structure. The rest of the house is 2-story. 4
5 They will be using red cedar shingles for the siding and roof, which will be left natural to weather. He noted that the garage building, which is one story structure, will have a covered porch added to the back of it. He stated that the garage door will be white aluminum with clear glass and the structure will be used to store antique cars. They will be removing the existing carport. A motion to approve the conversion of existing two-car garage into expanded pool cabana and mudroom, new one story four car garage with connected covered porch and connecting covered breezeway was offered by Tom White and seconded by Gideon Mendelson. It was unanimously approved. 6. Grossman 785 Daniels Lane Applicant proposes construction of new detached studio with covered porch Eric Woodward, architect represented the applicant. He stated that his client s house is located on the last private road on the south side of Daniels Lane and that it is a Futterman house. Mr. Woodward explained that the applicant is proposing construction of a private office space. It will have the same roofline and dormer style as the house. He noted that it will be a free standing, year round studio building with cedar shingles, a porch and a bathroom. Tom White asked what the height of the building will be to which Mr. Woodward responded that it is Mr. Woodward stated that the area will be re-landscaped in order to hide the studio. A motion to approve the construction of a new detached studio with covered porch was offered by Gideon Mendelson and seconded by Tom White. It was unanimously approved. NONE B. NEW CONSTRUCTION C. AMENDMENT 1. Rima Ogrin 679 Daniels Lane Applicant proposes conversion of detached storage building into pool house 5
6 Fred Smith, architect represented the applicant. He stated that they are proposing to convert an attached storage room located on the southwest side of the main residence into a pool house. He stated they will be matching the standard window pattern of the house. Ann Sandford stated that it makes sense to her. A motion to approve a conversion of an attached storage room into pool house was offered by Tom White and seconded by Gideon Mendelson. It was unanimously approved. 2. Kevin Norden 198 Wainscott Harbor Road Applicant proposes an addition of a dormer to front of house, re-design of rear chimney Kevin Norden stated that they had an issue with the upstairs bedroom. The angle of the pitched roof made placement of the only egress window too high. In order to get the window to meet code, they will need to add a dormer. They propose to do a shed dormer with cedar shake siding, which opens up the space, gives light and softens the tone of the house. With the original design there are large peaks. A motion to approve to approve the amended plans was offered by Gideon Mendelson and seconded by Tom White. It was unanimously approved. NOTE: The amended plans proposed a change of design to the chimney. However, no discussion was held either for or against the new design. 3. Sea Barn LLC 782 Town Line Road Applicant proposes re-design of the exterior Nilay Oza, architect represented the applicant. He stated that they are proposing to amend the exterior of the existing garage. It was originally to be clad in metal and will now be clad in mahogany which will fade to grey. They are trying to replicate what is currently on the Urban Archaeology building in Bridgehampton. Mr. Oza explained that they will be eliminating the metal exterior portion above the garage and replacing it with wood. There will be horizontal wainscoting siding on the upper portion and the lower section is to have the same finish as the garage. They will be reducing the size and lowering the windows which are to the north of the chimney. He noted that they will not be changing the ridge height. Chairperson Sandford asked why the chimney is not centered over the peak to which Mr. Oza responded that the homeowner did not want it that way. It would be too ordinary. 6
7 Chairperson Sandford asked if the window next to the chimney opened to which Mr. Oza responded yes, it is an awning window. A motion to approve the re-design of the exterior was offered by Gideon Mendelson and seconded by Tom White. It was unanimously approved. D. DEMOLITIONS 1. David Silvera 165 Daniels Lane Applicant proposes demolition of 1 story single family dwelling and shed David Silvera, owner presented his application. He stated that the existing house is an old ranch house that was built in approximately 1968 with nothing special or unique about it. Chairperson Sandford agreed that it is not the best ranch. She asked Mr. Silvera for a photograph of the house he is requesting to have demolished. He presented the photo. Chairperson Sandford asked what the lot size was to which Mr. Silvera responded that it is 43,000 sq. ft. a shy acre. Mr. Silvera showed the Board a sketch of what he is proposing to replace the house with. It is a 5,000 sq. ft. house with a pool and cabana. It will have cedar shingles and siding, a 2 car garage and a pergola. A motion to approve the demolition of a 1 story single family dwelling and a shed was offered by Gideon Mendelson and seconded by Tom White. It was unanimously approved Parsonage Lane LLC 79 Parsonage Lane Applicant proposes demolition of a one story single family dwelling and shed Eric Woodward, architect represented the applicant. He stated that it is a 3.6 acre property with a small cottage. The first floor is 782 sq. ft. and the second floor is 467 sq. ft. for a total of 1339 sq. ft. It was constructed in approximately 1913 and is a generic design. It may have even been built as late as Mr. Woodward explained that they propose to replace it with structures totaling 8,000 sq. ft. 7
8 Chairperson Sandford stated that this is the only house ever owned by an African American not a slave in Sagaponack. It certainly has historic heritage. Mr. Woodward stated that the architectural value is normal. He noted that in regards to the historic value, he could not find any reference to the house. He noted that Beverly Stewart was the only black owner of a farm in Sagaponack. Chairperson Sandford stated that Mr. Stewart perhaps rented from Paul Rosel and later, Mr. Stewart worked for the neighbor, Deshler and that property connected to the farm. She noted that according to the 1920 census Beverly Stewart was listed as a farmer. Mr. Woodward stated that it is somewhat significant but not historic. Chairperson Sandford stated that when his daughter passed away, the grandchildren inherited it. Mr. Thayer noted that Marjorie Stewart lived there. Lee Foster stated that the granddaughter, Audrey Stewart, lives in Ridge, NY and would be available if more information is necessary. Mr. Woodward noted that if one referenced the demolition criteria, it does not contribute to the character of the Village in a unique and special characteristic. The special quality of the house is minimal. It is a small house, but there are other small houses in Sagaponack. The option of finding another site for the house is not reasonable. Other sites are available, but the house is too small. To incorporate it into a larger house does not make sense if it were a guest room in a big house. Chairperson Sandford asked if you could buffer it off and have a larger house in back to which Mr. Woodward responded that you can not have two houses on one property. Chairperson Sandford asked if it could have an auxiliary use, perhaps a studio Gideon Mendelson asked what the condition of the house was to which Lee Foster responded that it is in rough shape Mr. Thayer stated that no one has lived in that house for 5 7 years. Chairperson Sandford noted that the grandmother died 3 4 years ago. Mr. Woodward showed the Board a sketch of the proposed house. Tom White stated that the Board should do more research on the house before rendering a decision. A motion to adjourn the application for demolition of a one story single family dwelling and shed until the February 18, 2011 meeting was offered by Tom White and seconded by Gideon Mendelson. It was unanimously approved. 8
