Approval of minutes from July 10, 2012 meeting On motion of Committee Member Ussery and seconded by Committee Member Smith, the minutes of the July 10, 2012 meeting were approved. 2. Presentation from Multivista (Brian Altus will address) Brian Altus from Multivista did a short overview of his services for the SPLOST projects. Periodic pictures will be made of the County SPLOST projects to first have the ability in the future to review construction when problems arise with the building; and secondly, to provide transparency to the citizens in regards to the progress of the project. Multivista is presently photographing Fire Station #109. Ms. Ross will send the Committee members addresses to Mr. Altus so the Committee members may have access to view the photos of projects. 3. Presentation of the New SPLSOT Web Page (Kevin Barrere, Janice Ross, Chris Floore, Amanda Deaton) Chris Floore reviewed screen shots of the new SPLOST Web Page which will be used by the citizens for transparent information concerning the SPLOST Projects and the collection of revenue and the spending of these funds. The new page is not operational as of now. Chairman Slagle stated that for the web page to be useful it must be up and running. He asked when it would be ready. After some discussion, the decision was made that the page would be functional by November 30, 2012.

SPLOST Project Coordinator Report (Len Hindsman to address) (Attachment A) Mr. Hindsman reported the following regarding project updates: Animal Welfare o o The Site Selection Team for Animal Welfare Center has met and selected a site on 4200 Section of Fulton Mill Road for the new Shelter. The Bibb County Board of Commissioners interviewed five architectural firms for the new Animal Welfare Center and have selected Dunwody Beeland Architects, Inc who will work in conjunction with Tevis Architects to design the shelter. Recreation Master Planner o Mr. Hindsman will meet with the Commissioners to interview the candidates for the Recreation Master Planner. The Commissioners are scheduled to make this decision at their first meeting in November. Juvenile Justice Center o Six firms were interviewed for the Construction Manager at Risk for the Juvenile Justice Center. Warren and Associates were chosen for this position. Mr. Hindsman has met with Warren and Associates, Architects, Engineers and Sam Kitchens to establish a time line and criteria for completing construction documents and establishing a guaranteed maximum price. Fire Station #109 o o o Mr. Hindsman reviewed the Fire Station which is located on New Forsyth Road just south of Bass Road. The Architect is Bob Brown of BTBB, Inc. and the Station is being built by Harmon Construction. Finance (Len Hindsman to address) Mr. Hindsman reported the receipts for the months of July, August and September are as follows: o July ,565, o August ,538, o September ,596, Bibb County Update (Attachment B) Steve Layson, CAO for Bibb County, gave the following report: Public Safety o The Sheriff s Office has the following cars on the Finance Agenda for approval by the Board of Commissioners at their meeting scheduled for November 6, 2012: 11 Marked patrol cars 5 unmarked investigator cars 1 crew cab pick up truck o The land for Fire Station #110 will most likely be discussed at the November 6, 2012 meeting of the Bibb County Board of Commissioners. Storm Drainage o Mr. Layson reported that Pamela Court s culvert has been a problem during heavy rainfall. Bids were accepted for replacement of the culvert. McCoy Grading was awarded the winning bid and work is underway to complete this project. Page 3 of 6

5 Economic Development o Mr. Layson reported that Bibb County has transferred $6,000,000 to the Joint Development Authority to secure the future of Robins Air Force Base. Debt Retirement o Mr. Layson reported that Bibb County has paid $2,654, towards debt service. Recreation o Mr. Layson reported that on October 31, 2012, interview will be conducted for the Master Recreation Planner. A candidate will most likely be chosen at the first meeting in November. Financial Report (Attachment C) 7. Update on City Projects (Attachment D) Chris Floore reported the following for the City of Macon: Second Street Corridor o Chris reported that Huntley Partners are beginning Phase II of the street design process. The City has held many public meetings to unveil a draft plan for the Second Street Corridor Police Vehicles o Chris reported that on October 16, 2012, 16 police vehicles were turned over to the Macon Police Department. Chairman Slagle commented on the excellent press coverage. Rose Hill Cemetery o Chris Floore stated that a new fence has been installed and the roof and overhang of the visitor s building have been completed. New & Pine Street Improvements o Chris reported that the City of Macon, the Medical Center of Central Georgia are working together to improve the roads, sidewalks and traffic flow along Pine Street between Spring and First Streets and New Street and Pine Street to Plum Street Lane. The SPLOST will fund $160,000, the Medical Center will fund $175,000 and GDOT s Transportation Enhancement Program will fund $700,000 for this project. Financial Report (Attachment E) Page 5 of 6
