2 Trail Boss Stan Kvistad Well winter seems to be holding on, so some rides have been moved around be sure to check before you go. The board has been working hard on trying to accomplish some goals for the Whistler Canyon trailhead, more information on this at future meetings. I appreciate all the effort that is being put forth on this effort. If anyone has any recommendations, ideas or would like to assist on this project, please feel free to contact a board member. See you at the next meeting. Well, winter is kinda slow going away but the good thing is the mud is deep! At this point I m wondering why do we make up a calendar? The last few years it s been cancellation after cancellation mostly due to fire but this year it s mud and snow! The Carter Mt. ride was X d due to snow. The horse spring coulee ride some were worried about mud but it was real good even if it was just Scout and I. So now the work party scheduled for Blue Lake has been swapped with Whistler Canyon so Saturday April 7 th the work party will be at the whistler canyon trail head. I ll have Cathy send this out to everyone s later on in the week. The scope of work will be the same clean up weeds and maybe get a brush hog to mow all around. We are trying to get together with the County as to what they would like to see there and what we (OVCHCH) would like to see. Dave Sunde is heading up a grant for an outhouse, shelter, picnic table etc. I was also trying to put together a little gravel packing up the first part of the trail but I don t know if that is coming together. 3 chance at Grants OVCBCHW Directors report Well this will be short and some may think harsh, after attending some of the meetings at Rondie. We really need to start working with, with other organizations to get a better A lot of the west side chapters are working together with local mountain bike and back packer groups to develop,trails for all groups to use this will give us all the use of a younger groups to help flag and design Trails for each of us to use and keep the equine separate and keep every-one happy and on the right trail system. We did approve the Trailhead news for one year After a-lot of discussions Dave Sunde and I did attended the grant righting session with Darrell Wallace For awile we thought their would not be very many at the session but it soon overfill the room we recived new information on up coming Grants.More to come when the BOD minutes come out Thank you Ted Sharr OVC Director 3

6 Conservation + Recreation: Announcing the FY 2018 Challenge Cost Share Program Round up some partners and grab your tools! The NPS Challenge Cost Share Program is celebrating the 50th anniversary of the National Trails and Wild & Scenic Rivers systems. Applications are being accepted until May 25. Challenge Cost Share ("CCS") projects are intended to build collaboration between the National Park Service and project partners. For FY 2018, the program will provide $386,000, to be matched 1-to-1 by non-federal funds and in-kind support. We anticipate supporting approximately 20 projects. The online application and complete information are available at: Project Goals: Applications are being accepted for projects that will advance any of the following goals: 1. Improvements in recreation opportunities, access and infrastructure; 2. Protection and restoration of trails or rivers/riverside lands; 3. Stewardship through public engagement; or 4. Increasing public use and awareness. Eligibility and Administration: Eligibility is limited to specific NPS-administered areas; these eligible areas are Parks, National Trails (National Historic, Scenic, and Recreation Trails), and Wild and Scenic Rivers (including Partnership Wild and Scenic Rivers). All projects are to be collaborative partnerships between NPS staff and a partnering nonprofit or educational institution. The NPS staff will submit the application, and the partner organization will receive and make use of the funds awarded for the proposed project. Qualifying Criteria: Every application must meet these Qualifying Criteria before further consideration: 1. Supports National Park Service Responsibilities - The project must benefit one or more national parks, National Trails, and/or Wild and Scenic Rivers. 2. Collaboration and Cost-Sharing - The project must be financially supported, equally, by NPS and partner(s). The partner(s) must commit to providing a total match equivalent to the level of CCS funding received. This match can consist of in-kind goods and services as well as cash from nonfederal sources. 3. Maximum Financial Support - The maximum CCS funding provided per project is $25, Timing - The proposed project should be substantially complete within nine months from the date that CCS funds are disbursed. 5. No NPS Salaries - CCS support may not be used for any ONPS staff salaries. Selection Criteria: Qualifying applications will be further evaluated based on the degree to which the each proposal meets the following criteria: 1. The project has clear and specific results. 2. The project focuses on advancing one or more of the Project Goals listed above. 3. The roles and contributions of project partner(s) and NPS are substantive and well-defined. 4. The anticipated benefits to the NPS, partner(s), and the public are clear. 5. The project's outcome provides lasting benefits. The Challenge Cost Share program is designed to cultivate shared efforts in the NPS mission with National Parks, National Trails, and Wild and Scenic Rivers and their partners. 7 OVCBCH Legislative Report Secretary Zinke Supports Grizzly Bear Restoration in North Cascades Ecosystem 3/23/2018 Date: March 23, 2018 Contact: SEDRO-WOOLLEY, Wash. Today, U.S. Secretary of the Interior Ryan Zinke traveled to Sedro-Woolley, Washington, where he announced support of Grizzly Bear Restoration efforts in North Cascades National Park and the surrounding ecosystem. The Secretary emphasized the cultural and spiritual importance of grizzly bears in tribal communities, the contributions grizzly bears make to the biodiversity of the ecosystem, and the ecological devastation that the permanent loss of grizzly bears would cause if nothing is done. Restoring the grizzly bear to the North Cascades ecosystem is the American conservation ethic come to life, said Secretary Zinke. We are managing the land and the wildlife according to the best science and best practices. The loss of the grizzly bear in the North Cascades would disturb the ecosystem and rob the region of an icon. We are moving forward with plans to restore the bear to the North Cascades, continuing our commitment to conservation and living up to our responsibility as the premier stewards of our public land. The National Park Service, the United States Fish and Wildlife Service, and other cooperating agencies developed a Draft Environmental Impact Statement and conducted numerous public meetings. Over 126,000 comments and correspondence were received on the alternatives. The comments will be analyzed and addressed to be included in the Final Environmental Impact Statement, which is tentatively scheduled for release in late summer of Dan Newhouse about Zinke's latest position supporting bears: I am disappointed that Sec. Zinke did not first speak with me about his support of reintroducing grizzly bears in the North Cascades, said Rep. Newhouse. I reiterate that I hold the same position that I took after listening to my constituents. Local communities in Central Washington thought reintroducing grizzly bears was a bad idea when proposed by the previous administration, and it would be just as bad an idea if entertained by the current administration. The federal government should listen to and respect the local community. 7

10 Minutes of the March 15, 2018 Meeting Okanogan Valley Chapter Of The Back Country Horsemen Meeting was called to 6:20 pm by President, Rob Bell. In attendance: 13 members. Rob led us in the pledge of allegiance. A motion was made by Dave and seconded by Gail to approve the minutes from the January meeting as posted on the website, the motion passed. Treasurer s Report: Ted said that we are solvent. He made a proposal to the membership that we move the accounts from Wells Fargo Bank to North Cascades Bank. Dave made a motion to move the Wells Fargo accounts to North Cascades, seconded by Stan, motion passed. Director s Report: Ted said there was nothing to report. We received another check for $2500 from the Lippman s to be used in the Pasayten Wilderness. We do not currently have a plan for the money but will control within our Chapter. Ted said that he talked to Tryg before he passed and he asked him to watch over Whistler Canyon. Trail Boss: Stan reported on chain saw certification which is not due for another year. He asked if everyone was in agreement to getting recertified this year with Ferry County so that we d be on the same schedule. He stated that Ferry Co was holding their first aid class on April 14 th and asked who would like to attend required every 2 years. Those who signed up are; Ted & Cheryl, Dave & Gail, Stan & Cathy and possibly Rob. He will contact Ferry County and give them a count. Cathy made a motion to have the Chapter pay for the first aid class, Gail seconded, motion passed. Stan said that Blue Lake ride may be cancelled due to trail conditions. He will restock the first aid kits. Legislative Report: See Gene s report in the April newsletter. Website: Dave reported that the website is in good shape. Volunteer Hours Report: Nothing to report. Newsletter: Ted asked that we please get our reports turned in on time. Stan is contacting advertisers. He is reformatting the Newsletter to show board members names & phone numbers. Stan also commented on the great job Ted is doing on the newsletter. Social Director: Gail reported that she will be handling the Valentine, Halloween & Christmas parties Cher will be taking care of the ice cream social. She said that the Valentine party was a huge success and thanked Nonnie for all of her past work as social director. Gail also made a statement that you do not have to be a member to attend meetings & events. Advertising: Linda passed out magazines on trail riding and she printed up some new fliers. She encouraged everyone to take some to put up at various businesses. 10

11 UNFINISHED BUSINESS Whistler Canyon was discussed at great length. Stan talked about putting up an outhouse and he will check into renting a brush hog go clean up tumble weed. He will set up a meeting with Dave, Ted, Rob and himself to meet with Perry from the County to discussed what we d like to see done and what they see happening. Gene suggested that we need to have a list of requests to take to the County. Life Flight renewal was discussed with possibly having everyone take out their own policy, the contract expires the end of May. Ted will check into savings, etc to be presented at April s meeting. Dave report on the second phase of the Carter Mountain Grant - $8 or 9,000 remaining. It was suggested that the grant be used on improvements to parking area. Catharine made a motion to use the grant money to improve the parking area off N. Pine Creek Rd., Gail seconded, motion approved. NEW BUSINESS Ted asked the membership to approve joining the Cattlemen s Assn. We have been a member in the past and Monte at Ag Tech in now the President and asked us to join. Gene made a motion that we join the Cattlemen s Assn., Cathy seconded, motion approved. Dave asked about joining WOGA, he will check with Marva at Rendezvous. Catharine suggested not riding Blue Lake and do clean-up at Whistler Canyon. Tom attended the WDFW meeting. Dave has a copy of the minutes for anyone interested. Cathy asked if anyone was interested in having a short program at our meetings. Some possible suggestion were, the new vet in town, Monte on weed control, Rob on barefoot trimming and Catharine suggested having another trailer backing clinic. Ted reported that Ken Carmichael wants to put on a joint Chapter program in our area on how to enhance membership. The class he conducted in Ellensburg was very well received.
