1 GARBAGE CONTRACT RESULTS IN LOWER RATES The Jackson Township Supervisors awarded a new 5 year contract to Waste Management for garbage collection services in Jackson Township. Several bid packages were sent out to various waste collection vendors and Waste Management came in as the low bidder. For 2012, the collection rate is $37.11 per quarter, down from $ in Rates for the rest of the contract are as follows: 2013-$38.22, 2014-$39.36, 2015-$40.53 and 2016-$ No level of service was reduced so the contract provides for unlimited curbside garbage pick-up including large items. Also the highly popular Landfill Passes will continue through this contract. Each household is entitled to one free pass per quarter for a trip to the Landfill for your household generated waste only. The Landfill Passes were started in lieu of a once a year Spring Cleanup. As part of the Contract, Waste Management also provides and services 2 recycling bins. One is located at the Municipal Building and the other at the Landfill. A new service of collection of hazardous household waste may be available in our area at sometime in the future. Currently the service has been available in the Pittsburgh area with a positive response from customers of Waste Management. serving. Last year there were more than 125 people who attended. The Veterans Monument has become a focal point of the Memorial & Veterans Day ceremonies and currently has 1,148 names of Jackson Township veterans listed on it. If you know of any veterans not listed on the monument, please complete a form and submit their name to Jackson Township, 513 Pike Road, Johnstown, PA Forms can be obtained at or at the Municipal Building, Senior Center, Water Authority or Sewer Authority. All names submitted must be verified for Veteran status and residency. This year's ceremony will feature special guest speaker, Ret. Army Sgt. Major Dale E. Hill who served tours in Viet Nam in 1967 and 1969, a tour in Saudi Arabia in 1991, Operation Desert Storm in 2005 and a tour in Iraq as part of Operation Iraqi Freedom. As in the past, the Johnstown VFW Post 155 will have their Honor Rifle Team in attendance. In addition special music will be provided by Corey Shirk. With Cambria County having a 911 system in place, the importance of having an address number on your home can not be emphasized enough. Consider this

2 real-life incident that recently happened in Jackson Township. A call was placed to 911 reporting that a man was undergoing cardiac-arrest. Jackson EMS was dispatched to the address. They were desperately searching for an address number on homes along the street and stopped at three homes that had no number. Fortunately the residents were home and they eventually got directed them to the correct address. "In life-threatening situations, every minute is critical" according to Tim Hofecker, President of the Jackson Twp. Vol. Fire Company. In an effort to serve you better, the Fire Company and Police Department are requesting that residents cooperate in posting their street numbers on their homes. When the police are called to a home for an emergency, time is always critical. That means finding that residence as quickly as possible. You should walk out to the street in front of your home and see if your house numbers can be easily seen. If they can be, then there is a greater chance of possibly saving a life! Here are some guidelines for making sure your home or business is properly numbered: 1. The numbers on residences should be at least 3 inches high and the numbers on businesses should be at least 4 inches high. 2. Numbers should be a contrasting color to the background. 3. Numbers should be placed on, above, or at the side of the main entrance, so that they can be easily detected from the street. 4. If the entrance is more than 50 feet from the street, or cannot be seen from the street, a second set of numbers should also be displayed on the mailbox or on a post at the street or end of the drive. 5. Remember - your mailman always comes the same way. Police cars and fire trucks may come from any direction. Be sure to mark both sides of your mailbox or mark your house number in such a way that it may be easily seen, no matter which direction they are approaching. 6. Reflective numbers or one of the new light-up signs are recommended. At the very least, any house number is better than none at all. Another concern to consider is that many Jackson Ambulance / EMS employees and Police Officers do not live in Jackson Township and not familiar with all of the streets or family names. This is all the more reason to have a house number clearly posted by your front door. If you still need another reason to post a number on your home, fines can range from $30.00 to $ according to the Jackson Township Police Department. The main concern of everyone is for the safety of the residents of Jackson Township. You never know when you may be the next one to call 911 for an emergency. Be sure your house number is posted and visible from the road so you can be found as quickly as possible as every minute counts. As a service to our residents, free reflective house numbers may be picked up at the Jackson Township Municipal Building. SWIGLE MOUNTAIN WATER PROJECT GROUNDBREAKING HELD The long awaited Swigle Mountain Water Line Project held a groundbreaking on Monday, October 17 th at the new Water Tank Site. Those attending included the Jackson Township Supervisors, members of the Jackson Township Water Authority, U.S. Rep. Mark Critz, PA Rep. Frank Burns, Col. William H. Graham of the US Army Corps. Of Engineers and a host of other local officials and media. Discussions for a possible water line started 15 years ago but the issue for such a line was how to fund it. The majority of the 2. 1 million project was paid for through grants including 1 million from the U.S. Army Corps. Of Engineers, $948,968 from PENNVEST and $128,648 from Bureau of Abandoned Mine Reclamation. Construction included installing 22,000 feet of new water line and a 278,000 gallon storage tank near the Jackson / Croyle Twp. boundary. The project now serves 42 homes and was greatly needed as this area as long been plagued by acid-mine drainage issues, faulty wells and frequent dry spells. As a bonus to Jackson Township, having a public water line could lead to some new homes being constructed along Swigle Mountain Road HERITAGE FESTIVAL JUST AROUND THE CORNER! The Jackson Township Heritage Festival has grown quite popular by advertising and word of mouth and is now considered a major event in the region. This is quite

3 an accomplishment since its humble beginnings. It's hard to believe that the Heritage Festival will be celebrating its 9th anniversary this year! Last year, from start to finish, the festival attracted thousands of people from Jackson Township, surrounding communities and many from throughout Cambria County and beyond. There were even quite a few people that came in from out of state for the weekend of food, fun and entertainment. fire eating, juggling and the star attraction, his pet monkey, Django who loves to give monkey kisses, takes quarters, shakes hands, poses for photos and plays catch among other thing. When not performing at the shows during the weekend, Jerry will be strolling the grounds with his pet monkey. You may also see him as Uncle Sam doing some serious stilt walking. New this year will be Unicycle Sam from Portage who will be entertaining those throughout the park on Saturday & Sunday. Last year Unicycle Sam showed up unexpectedly and the crowd loved him! The Heritage Festival will be held this year on Friday, July 20, Saturday, July 21 & Sunday, July 22. Although many details need to be worked out, some can be shared at this time. Returning this year on Friday evening will be the Johnstown Classic Rockers who will perform music from the 50's to the 80's and is comprised of some of the best musicians to ever play in the area. The Rockers will play from 6:30-10:30. In addition the 5th Annual Car Cruise-In will also take place beginning at 6 pm. Several car club enthusiasts are organizing this special event. Friday evening will have all the vendors open from 6 to 9 pm. In addition other attractions such as the Bounce Tent and Petting Zoo will be open Friday for the kids. Returning this year will be Jerry Brown, known as the "Monkey Man". Jerry will have 4 shows during the weekend as follows: Friday at 7:00 pm, Saturday at 4:00 pm & 8:00 pm and Sunday at 2:00 pm. These shows will be held in the Children's Area. His show features magic, The Second Annual Heritage Festival Parade will take place at 1 pm on Saturday, July 21st. The parade will feature bands, marching groups, floats, old cars, fire trucks and more! Line up for the parade will be between 10 and up to 1 pm at Griffith Avenue & Rose Branch Street. Trophies will be awarded in a wide variety of categories. Any groups interested in participating in the parade should contact the Jackson Township Mun. Building at Somerset Trust will once again be hosting a free catered luncheon with entertainment on Friday, July 21st at noon. The luncheon is sponsored by Somerset Trust and is for all of their "Horizon 50 Checking Account" customers (age 50 and older). The Jackson Township Volunteer Fire Company will be hosting a variety of events during the Heritage Festival. On Friday they will be serving up a Chicken & Biscuit Dinner. On Saturday there will be the Aaron Rusin Memorial Poker Run beginning as 12 noon followed by a Spaghetti Dinner. A Kids Battle of the Barrel & Bucket Brigade will take place at 2 pm. On Sunday at 3:00 pm there will be a Kids Peddle Power Tractor Pull. As in years past, there will be continuous entertainment alternating on two stages both Saturday & Sunday. Festival hours will be Noon-9 pm on Saturday and Noon-6:00 pm on Sunday. Entertainment on Saturday will begin from noon to 2:00 with Tree, an Irish folk music group. Returning once again will be the Bayou Bandits from the Harrisburg area. They will be performing from 2:30 to 5:00 and are known for their Zydeco music which

4 has a Cajun flair and has been a big hit at the Johnstown Folk Festival for many years. The Bayou Bandits perform through the US and are a real crowd pleaser! John Robertson will be returning to do a brand new magic & illusion show from 5:30 to 6:30. The Fabulous Flashbacks, a regular at the Festival will be returning from 7 to 11 pm to pack the house with their famous oldies show. Back by popular demand, a spectacular fireworks display is planned at 9:30 pm. Sunday will begin with Singer Hill Grace Brethren Church holding their morning service at 10:30 am. Everyone is welcome! Last year the service had over 280 people attending. In addition to a message from Pastor Drew Walther there will be special music and refreshments. The Masters who are based in Jackson Township will return to play from noon to 1 :30 pm to perform their awesome style of Southern Gospel music. Also returning from 1 :30 to 4:30 is Beavercreek, a real crowd pleaser who put on an excellent show with their own brand of Bluegrass Music. Clay Bowser will be back to entertain from 4:30 to 6:00. Clay plays a wide variety of music and even takes requests from the audience. Back by popular demand will be NOMaD (North of Mason & Dixon) who are considered Pittsburgh's hottest country band and recently released their 2nd CD self-titled "NOMaD". NOMaD always gives 200% in their shows to entertain the crowd! The free concert will take place from 6:30 to 9:30 pm to wind up the weekend in style! NOMaD has opened up for many of the most popular country entertainers including Brooks & Dunn, Toby Keith and Rascal Flatts and won first place in a band competition sponsored by Kenny Chesney. They released their debut CD called "Born and Raised" and their first two singles have charted nationally in the top 100. Their second CD, NOMaD, was released in the fall of 2011 and their first release "American Boy" is getting rave reviews. Over the past several years their lead singer, Dave August, even appeared in a movie titled "The Road" and most recently in a television commercial. In addition, they have appeared on several nationally syndicated radio shows and are destined for future fame in the country music business. As in past festivals, there will be plenty of activities and games for the kids. Usual favorites will include clowns, face painting, hay rides, games and Big Bouncy jumping area. The Jackson Heritage Festival will also have a wide variety of food, craft and vendor booths set up. The cost to have a booth is only $25 for crafters and vendors and $35 for food vendors for the two day event. RESTORES RUSTING TRACTOR TO LIKE NEW CONDITION The Jackson Township Road Department took on restoring a 1985 Ford Model FC 215M Tractor that was rusting away to like new condition. The Project began as the Winter weather was very mild and time was available

5 being that the roads didn't need plowed as in a normal Western Pennsylvania Winter. The Project began on December 6th and was completed on February 2nd. Work involved replacing some parts, painting and new decals costing about $500. Those working on the restoration project included Dan Ditchcreek, Tim Ford, John Sirko Jr., Bruce Baker and John Wallet. Congratulations on a job well done and for extending the life of this piece of equipment. Last year the Road Department took on the project of building picnic tables for the new pavilions at Mitchell Park. HERITAGE COOKBOOK PLANNED BY HISTORICAL COMMITTEE The Jackson Township Historical Preservation Committee is planning the 1st ever Heritage Cookbook. They are interested in finding the very best recipes in Jackson Township and every family has some favorites and many of them have been passed on from generation to generation. In this newsletter there is a form where you can submit your recipe and if there is any history associated with the recipe, feel free to include that as well. The Historical Committee would like to create this cookbook in the same spirit that "Firehouse Food" was created more than 50 years ago by the Jackson Township Fire Company Ladies Auxiliary. Recipes may be submitted up until May 30, 2012 and cookbooks will be offered for sale at the Jackson Heritage Festival. The Committee is seeking recipes of all types including soups, salads, appetizers, main dishes, side dishes, desserts, snacks, fish and game and anything else you may have that would add to the new recipe book. New School House at Mundy's Corners (Nanty Glo Journal- May 15, 1924) The Jackson Township Board of Education recently advertised for bids for the construction of a new school building at Mundy's Corners. Bids were requested for both two and four room buildings, but when the bids were opened all were rejected. The Board met again last Saturday evening and decided to erect a two room brick building and as soon as plans are ready will re-advertise for bids. The building will be located just above the corner, along the road to Johnstown. Altimus To Build School (Nanty Glo Journal - June 5, 1924) M. E. Altimus has the contract to build the new two room school building for Jackson Township at Mundy's Corners. The building is to be of brick and tile construction and will cost approximately $16,000 when completed. It is to be ready for occupancy by the opening of the school year in September. UPCOMING RECREATION EVENTS Listed below are some of the upcoming events and activities scheduled in Jackson Township over the upcoming months: 6th Annual Easter Egg Hunt This highly popular event will be held on Saturday, March 31st at 12:00 noon at Mitchell Park. There will be over 2000 eggs hidden filled with goodies as well as some coupons redeemable for special prizes! Making an appearance will be the Easter Bunny. The Easter Egg Hunt is sponsored by the Jackson Township Recreation Commission and Jackson Township Supervisors. Jackson Township Fishing Derby The 6th Annual Jackson Township Fishing Derby will be held on Saturday, May 5th at Woodland Park just off of Route 22 towards Ebensburg. Ages 12 and under are welcome and admission is FREE. Prizes will be awarded and refreshments will be available. Registration begins at 8 am with the Fishing Derby going from 9 am to 3 pm. 6 & Gun Club in cooperation with the Recreation Commission. Ohio Amish Country Bus Trip The Jackson Township bus trip to Ohio Amish Country on Saturday, May 5, 2012 is completely sold out. If you are interested your name can be put on a waiting list in the event of a cancellation. Stops on the bus trip include the Ho/mes County Flea Market, the town of Berlin, Sols Craft Mall and a stop for dinner at Der Dutchman Restaurant in Walnut Creek to enjoy Amish family style dining. Of course in Amish Country there is always lots of great sightseeing. Cost is $35 for luxury Lodestar bus transportation to and from Amish Country. Reservations are now being taken for the pavilions on a first come, first serve basis. If you wish to reserve for an upcoming special event you may have, just call to see if a specific date is available and then complete the reservation form. Three pavilions are available at Mitchell and 1 each at Leidy & Veterans Park. Other recreation facilities that can be reserved depending upon availability include baseball fields at Mitchell & Leidy and Volleyball Courts at Leidy. -Gospel In The Park John Lythgoe has scheduled a Gospel Concert at Veterans Park to be held on Friday, June 8th at 7:00 pm. The featured performer will be Randy Simpson of Carlisle, PA. Randy has sung in numerous quartets over the years and for the past 25 years has been touring the United States performing on his own. In March of 2010, Randy was named PA 's Favorite Southern Gospel Performer of the Year by the Pennsylvania Southern Gospel Music Association. There is no admission and a free will offering will be taken. Please bring your own lawn chairs for seating. John is hoping that this will be the first of many concerts at Veterans Park. For additional information, contact John Lythgoe at PAVILIONS READY FOR 2012 As warmer weather is coming, now is the time to reserve a pavilion if you are planning a special event this Summer or Fall. The two new pavilions at Mitchell Park were very popular last year and most every weekend was booked up with parties, picnics, reunions, receptions or other special events. Each pavilion can accommodate 96 people comfortably. For a very large group, both pavilions can be rented which would accommodate about 200 people. FIRE COMPANY NEWS & EVENTS Finally, Spring has arrived! The Jackson Township Volunteer Fire Company would like to remind residents about "Brush Fire Season". They know everyone is anxious to get their property in shape for summer, so please burn brush responsibly. Pick a day that is not windy or wait until after a rainfall and ALWAYS burn away from any structures. Thanks to the generosity of the residents of Jackson Township, the Fire Company is able to offer the very best fire and ambulance services available with new vehicles and equipment. This Fund Drive is different than the Ambulance Memberships. As in the past, the Jackson Township Fire Company and Auxiliary would like to express their sincere thanks and gratitude for the strong support received from the Community for their recent fundraisers and Lenten Fish Fries. They really appreciate the support of the Community to help keep the Fire Company operating in order to serve the residents of Jackson Township and surrounding communities. WATER AUTHORITY UPDATE The Jackson Township Water Authority System continues to expand with the completion of the Swigle Mountain Road Project in The extension down Chickaree Hill Road will hopefully be completed in 2012 once the Cambria County Redevelopment Authority installs a Pressure Reducing Station this Spring. The Pressure Reducing Station on Fords Corner Road was replaced in 2011 replacing the original one that was installed in Having a reliable source of public water is good for the Township and its residents; however, with any progress there is change and increased expenses. After months of discussion, options and debate, the Board voted at their January 24, 2012 monthly meeting to increase the water rates and lower the minimum usage as follows: $34.00 for Oto 2,500 gallons and $6.75 per 1,000 for any water over 2,500 gallons. The last rate increase was back in 2008 and prior to that in JTWA strives to keep their system updated and efficient. Karl Smith and David Smith have installed radio units to all but 120 homes. The Jackson Township Water Authority received several requests in 2011 for customers to schedule a meter change-out and there are several additional customer requests for a change-out in If you have not responded to these letters, JTWA is requesting that you please call the office to do so. JTWA has been more than lenient since this project started in To complete this project, Karl and David will work the second Saturday of the month (April thru July) for your convenience. If an appointment is not scheduled by July 1, 2012, our last and most regrettable option is to send out termination letters giving you 10 days to comply or your water will be shut off until the meters are switched. This upgrade will benefit all involved in many ways. The billing periods will be more precise and it will eliminate estimating water usage unless the meter should fail. JETSA PRESSURE TESTING DEADLINE NEARS On August 11, 2011 at the regular JETSA (Jackson - East Taylor Sewer Authority) Board Meeting, the Board Members passed a motion to extend the deadline from December 31, 2011 until June 30, 2012 to pressure test your entire sewer lateral. Your sewer service lateral can either be hydrostatically (water) or pneumatically (air) tested for leakage. If your sewer service lateral does not pass the pressure test, the lateral must be repaired. The owner must call JETSA for an inspection so that their maintenance personnel can witness and verify the results of the pressure test. Also at their August 11, 2011 Board Meeting, the Board Members passed a motion to surcharge any homeowner I business owner twenty-five ($25.00) a month per service lateral starting with the billing period of July 1, 2012 for not passing the pressure test and complying with the DEP consent order. This surcharge of twenty-five ($25.00) a month will be billed on your regular monthly sewer bill in addition to the regular sewer bill of $38.00 a month. Please note: This surcharge will only be charged to the homeowner I business owner who has not complied with the pressure test consistent with JETSA Rules and Regulations. There is no guarantee that this surcharge amount of $25.00 will not be increased. After June 30, 2012, PLEASE BE AWARE that the JETSA Maintenance Crew will be checking those home owners I business owners who have not pressure tested their sewer service lateral for illegal water entering the JETSA system. If illegal water is found, those owners will have thirty (30) days to correct the illegal sewer service lateral or face the penalty of a fine. JETSA does understand that there are some homeowners who are waiting for their contractor to return to complete the necessary repairs on the sewer laterals. If you have signed a contract with a contractor to repair your sewer service lateral and it will not be completed by June, 30, 2012, then you must supply the Authority with a copy of that contract. The Jackson - East Taylor Sewer Authority Board would also like to "Thank" those residents and businesses that have completed the pressure test on their sewer service laterals. The count is now at 750 laterals completed. The maintenance crews have noticed a tremendous difference in the flows on their meters and at the pump stations since those laterals have been repaired. Since those pumps are not running as often

8 now, that means a savings in maintenance fees and electric. JETSA would also like to inform it's customers to watch the bottom of their bills for important messages that may be printed on the bill, such as days the office will be closed. Also if anyone is interested in Direct Debit (automatic debit of your account for your sewer bill), please stop at the office and fill out the necessary paper work. SUPERVISORS REORGANIZE FOR 2012 The Board of Supervisors met on January 3rd to reorganize for the New Year. Bruce Baker was appointed to the position as Chairman and John Wallet as Vice-Chairman of the 2012 Board. Dave Hirko was reappointed as Secretary-Treasurer, Bill Barbin as Solicitor and Calvin Webb as Zoning Hearing Board Solicitor. Keller Engineers was appointed as Township Engineer. George Burkey was re-appointed as Zoning Officer and Middle Department Inspection Agency as Building Code Official. Barry Rouzer was re-appointed as Vacancy Board Chairman. There were several re-appointments to various Township boards and commissions. Rick Fetzer was reappointed to a three year term on the Zoning Hearing Board as well as John Letizia as an Alternate Member for a three year term. Al Gailey and Laird Rager were reappointed to a four year terms on the Planning Commission while Al Boring was re-appointed to a five year term on the Recreation Commission. New to the Recreation Commission is Mindy Evans who accepted the appointment for a five year term. Returning to the Water Authority with a five year term is John Wallet. Bruce Baker, John Wallet and Mark Westrick were appointed as Roadmasters. Dave Hirko was re-appointed as Driveway Encroachment Officer. The $upervisors appointed Tim Burkey to the position of Emergency Management Coordinator at the recommendation of the Jackson Township Fire Company. The Supervisors also set the meetings dates for the second Thursday of every month for 2012 at 8:00 am and the last Thursday of every month for 2012 at 7:00 pm except in December when it will be held on the 20th instead of the 27th. Somerset Trust and Ameriserv were again listed as Township depositories. JACKSON TOWNSHIP CONSIDERING FISHING POND Residents of Jackson Township and surrounding communities can look forward to fishing in their own fishing pond in the near future thanks to efforts of the Jackson Township Supervisors, Jackson Township Community Rad & Gun Club and the Jackson Township Recreation Commission. Currently the Jackson Township Community Rod & Gun Club sponsors the annual Fishing Derby but due to lack of a suitable location and parking to hold such an event within Jackson Township, the event is held at Woodland Park in Cambria Township. According to Bruce Baker, Supervisor, "If everything goes well, construction could begin sometime early this year." According to Baker, the pond would be in a wooded area adjacent to the old ballfield. Although the Supervisors and Recreation Commission are supporting the idea of a pond, residents and members of the Jackson Township Community Rod & Gun Club, John Lythgoe and Ed Westrick have been persistent in keeping the project moving forward. To date there haven't been any major obstacles in their way and a survey and design of the 2 to 3 acre pond should be finished by Spring. Once the pond is constructed it will not only be a great place to hold the Fishing Derby but will be a place people can enjoy year round. The Township Supervisors and Recreation Commission will be working alongside the Rod & Gun Club who will manage the pond. Once the pond is finished, future enhancements could include pavilions and benches and a possible enclosed structure. The pond will definitely be a great asset to our community and add to the variety of recreational activities available to residents of Jackson Township. SENIOR CENTER NEWS The Center is buzzing with many activities and events. The Center along with Conemaugh Priority Care will be hosting a Community Blood Screening on Saturday, March 24 th from 7 to 9 am. It is a complete multiphasic blood screen with lipid profile and TSH. Cost is $30.00 and if you want a PSA or Hemoglobin A 1 C, it's an additional $20.00 for each of those extra services. The Center sponsors these screenings twice a year as a fund raiser. A free tour of the Senior Life Facility in Ebensburg has been arranged for Monday, April 23 rd A Senior Life bus will pick up those interested at 10:45 am and travel to Senior Life in Ebensburg where you will have a chance to tour the facility followed by lunch and after lunch activities. The bus will return at 1 :30 pm. The Senior Life facility is located at the Cambria Common's Medical Complex located at 429 Manor Drive in Ebensburg. 9 5433. The Center will be sponsoring a "55 Alive" driver's classes for Seniors age 55 and older. The first class is two days for those that never have taken the course before. This session will be held on May 17th & 18th. The second class is a one day refresher for those who have completed the 2 day course in the past three years. To be eligible for a discount on your car insurance you need to take the course once every 3 years. Mr. David Larson will be the instructor. Cost is $12.00 for MRP members and $14.00 for non-members. You should check with your Insurance Company to verify any discount before signing up for the class. The Strong Bones People Class continues to meet every Monday and Thursday at 8:45 am and lasts 45 minutes. The class originally was sponsored by the UMWA Health & Retirement Funds and lasted for 12 weeks after which the group continued the class on their own. The Center is promoting several Programs that may be helpful to Seniors including the Senior Community Employment Program which helps to place Seniors age 55 or older with income guidelines into work places. The items then were contributed to Head Start, WIC (Women, Infants & Children), Salvation Army and Jackson Elementary School. For more information on any of the above events, contact the Senior Center at Just a reminder that Pennsylvania offers a Property Tax I Rent Rebate Program that benefits eligible Pennsylvanians age 65 and older, widows and widowers age 50 and older and those with disabilities age 18 and older. The program income limit is $15,000 to $35,000 (which excludes half of Social Security income) for homeowners and raised the maximum rebate for both homeowners and renters from $500 to $650. The deadline to apply for a Rebate on property taxes or rent paid in 2010 has been extended to December 31, If you are in need of work, age 55 or over and qualify within the set income levels, you may be eligible for the Senior Community Employment Program Service. Residents Cashing In On Scrap Metal Many residents are getting top dollar on scrap metal. This includes automobiles that may be sitting on your property. EMF Industries of Franklin Borough accepts old vehicles and pays for the scrap metal value which has been up dramatically this year. The phone number for EMF is JACKSON ADOPT-A-HIGHWAY LITTER CLEAN-UP PROGRAM Jackson Township groups over the years have participated in various litter clean-up programs sponsored by PennDOT and Pennsylvania Cleanways. While being a great program, PennDOT's Adopt-A-Highway program is for State Roads only. Now Jackson Township has a similar program where Township roads can be adopted as well. Your group of neighbors, church, business or organization is welcome to participate by adopting a Town ship road or street. By adopting a highway you would be required to perform a minimum of 2 litter clean-ups per year. Some groups may want to do more than that depending on the need. If your group wishes to adopt a road, Jackson Township will provide gloves, safety vests and garbage bags for the clean-up effort. Your group will also have a name plate posted on the road that you have adopted. At the time of the clean-up, release forms must be signed by those participating. Jackson Township currently has 14 groups involved in cleaning up various sections of 15 roads within Jackson Township on one of the 3 available programs. Troop 204 Boy Scouts LARGE CROWD TURN OUT FOR 6th ANNUAL LIGHT UP NIGHT Jackson Township's 6th Annual Light Up Night attracted a great crowd with favorable weather conditions. The event was held at Veterans Park in Vinco on Sunday, November 27th. Thanks to those from the Jackson Township Recreation Commission & Road Department for lighting up the park with thousands of lights. In addition to the fantastic lighting display, 21 Christmas Trees were cut and then erected by Supervisor Bruce Baker and the Road Department then various businesses, organizations and churches sponsored a tree for $1 O and then decorated it with lights and ornaments. Groups who sponsored trees were divided into two categories. The Business and Commercial Category had 6 entries including G. P. Porta-Johns, Janna's Hair & Tanning Salon, Mercik's Ideal Market and Somerset Trust Company. Over 300 ballots were cast with each ballot allowed to list a vote for their three favorite trees in each category potentially having over 1,800 total votes. The top five winners in this category earned a recognition plaque to display plus a cash prize. First place received $100, 2nd $75, 3rd-$50, 4th-$25 and 5th-$10. If you have any questions concerning battery disposal, please contact Eric Naugle at JACKSON POLICE RECEIVE AGGRESSIVE DRIVING GRANT The Jackson Township Police Department are in line to receive an Aggressive Driving Grant from PennDOT. According to Officer Phil Vaught, OIC, aggressive driving can include speeding, following too close, inappropriate passing and a host of other situations. Aggressive driving is the cause of many accidents throughout the year and those drivers are not only endangering their own lives but the lives of others as well. This Grant should be between $1,000 and $1,500 and will be used to reimburse Officers for their time spent enforcing the Aggressive Driving Program. According to Vaught, there are usually 3 "waves" of Aggressive Driving enforcement during the year. Speeding is often the greatest hazard and as an example, some drivers were cited and fined recently for traveling on Adams Avenue in Vinco in speeds of 60 mph and higher. The Police Department received a "Buckle Up" Grant of $1,000 last Fall and over 150 citations were issued. Very few of the citations issued were from not using seatbelts but a host of other issues including everything from driving without a license to drug related. The Jackson Township Police Department did such a good job that they were looked on as a favorable candidate for the Aggressive Driving Grant according to Officer Vaught.

13 PEDESTRIANS AND MOTORISTS URGED TO USE CAUTION The Township has received numerous comments on PEDESTRIANS walking late at night and not being visible due to wearing dark colored clothing with no flashlights, etc. With it getting dark earlier in the day, it will be harder to see youth, children or even adults walking along the streets. The Jackson Township Police Department is advising that those out walking after dark along the streets wear light colored or reflective clothing or carry a flashlight with them. These common sense practices will be beneficial for the safety of pedestrians and motorists alike. OTHER JACKSON TWP. NEWS -Who's New Around the Township We extend a warm welcome to William J. Motosicky Ill who was hired as a Part-Time Police Officer for Jackson Township. Also Tim Burkey was appointed to the position of Emergency Management Coordinator previously held by Chris Fedora. Frank "Buck" Alexander, long time employee of the Jackson Township Road Department retired in October. We wish Chris and Buck the best and thank them for their service to Jackson Township. diesel fuel as well as saving on labor and electric cost. The cost savings will be put to good use in the Spring when the Road Crew will be patching and sealing roads as weather permits. Line painting is also planned for Supervisors Support Nanty Glo Library The Supervisors unanimously approved at their October 27th meeting a contribution to the Nanty Glo Library for $500. to put towards their Annual Fund Drive. The Library estimates that approximately 700 people from Jackson Township use the Library. -Tax Structure Set For 2012 The Supervisors approved Resolution setting the tax structure for 2012 as follows: Real Estate Tax-3 and 3/4 Mills, Fire Hydrant Tax-1/2 Mill, Rescue Service Tax-1 Mill, Earned Income Tax-1/2 %, Real Estate Transfer Tax-1/2 %, Per Capita Tax-$5.00 and Local Municipal Services Tax-$ There are no local tax increases form Jackson Township for Jackson Adopts 2012 Budget Jackson Township began the new year with a surplus and is debt free. The Jackson Township Supervisors passed an approved a budget for 2012 of 2,139, The breakdown is as follows: General Fund-$881,182.80, State Fund-$372,000.00, Fire Hydrant Fund-$11,000.00, Rescue Fund-$35, , Capital Reserve Fund $773, and Senior Center Fund-$65, The Township Capital Reserve Fund is over $750K, up from last year despite receiving less in Landfill revenues from several years back. With this in mind, the Supervisors have reduced or cut line items in the 2012 Jackson Township continues to strive to provide services for residents at the least possible cost. -Mild Winter Results In Savings For Jackson Jackson Township has experienced one of the mildest Winter's to date and at the same time last year we would have received over 3 additional feet of snow! The temperatures have been mild and snowfall limited resulting in savings from purchasing less antiskid, salt, -Trick or Treat Night A Success Trick or Treat Night on October 2Jlh went off without a hitch for the 4 th straight year. Lots of children were out and about and treats were given out at the Municipal Building and Fire Hall. For 2012, a group of parents want to re-establish a parade event followed by trick or treating. More information will be published as it is known. -Jackson Township Honors Vets A tradition continued with the Senior Center heading up another Veterans Day Ceremony at Veterans Park. Nearly 120 individuals showed up to honor our veterans, past and present. Retired Major Jim O'Donnell from North Carolina and native of Vinco was the special guest

14 speaker representing the armed forces. Others participating were Menoher VFW Post 155 Honor Rifle Team, Jackson Township Troop 204 Boy Scouts & Cub Scouts and Pastor Drew Walther of Singer Hill Grace Brethren Church. Corey Shirk, a local resident and student at Penn State University, sang several special music selections and Wix-Pix Productions provided a first-class sound system along with recorded music before and after the ceremony. Senior Center President, Frank Singe/, acted as Master of Ceremonies. Light refreshments were served following the event. Special thanks go out to all those participating in the ceremony as well as those who took the time out of their day to remember and honor all veterans who have served or are currently serving in the military. -PBS Our Town Set To Produce Show In Nanty Glo & Surrounding Areas WPSU TV is set to feature Nanty Gia and the surrounding areas in their highly popular series "Our Town". The producers plan to interview residents about living in and around Nanty Gia as well as feature the history of the community. This would also include those from Jackson Township and Central Cambria School District. The first planning meeting was held on January 25 th and production and filming will happen in May. The "Out Town" series has filmed in over 60 communities throughout West and Central Pennsylvania. -4th Fire Company Open House A Success The Jackson Township Volunteer Fire Company held a very successful Open House on October 6th from 6 to 9 pm in conjunction with National Fire Prevention Week. There were approximately 300 people turn out for the event including lots of children. The event featured many fun activities including free fire truck rides and smoke trailer tours. In addition, the Open House gave residents a chance to meet and talk with the firemen and learn about fire fighting in general. Tours were also given of the Fire Department and everyone attending got a chance to check out the fire trucks and rescue vehicles. Free house numbers were also made available to those interested and there was a variety of free refreshments. The Fire Company appreciated all those who attended.. -Jackson Township Earns 2 nd Place Award Jackson Township earned a 2 nd Place Award in the 44 th Annual Township Citizen Communication Contest sponsored by PSA TS (Pennsylvania State Association of Township Supervisors). Categories included Newsletters, Most-Improved Newsletter, Annual Report, Other Publications, Cable TV, Electronic Newsletters, Social Media and Website. The 2 nd Place Award for Jackson came in the Social Media category. Taking first place was Cranberry Township in Butler County and 3 rd was Harris Township in Centre County. The great majority of award winners in the various categories were from the Philadelphia and Pittsburgh areas. The Social Media entry for Jackson consisted of printouts of pages from Facebook including Jackson Township, Police Department, Fire Department, Historical Preservation and the Heritage Festival and 5K Race Events. Judges for the competition were professionals from the communications field. Past awards in this competition for Jackson Township included Most Improved Newsletter, Electronic Newsletter, Newsletter and Website. This is the ]1h Award that Jackson Township has been awarded in the Statewide competition. -Supervisors Approve CDBG Funds The Jackson Township Supervisors approved the use of 2011 Community Development Block Grant Funds of $99,208 at their Sept. 29 th Meeting. Larry Custer of the Cambria County Redevelopment Authority filed the application on the Township's behalf. The amount is about 17% less than what Jackson received last year due to Federal Budget cuts. Two public hearings were held by Mr. Custer prior to the Supervisor's approval and items discussed included adding a pressure reducing valve on the Chickaree Hill Road water line and structural repairs to the top of the Jackson Township Senior Center building. This spring, construction should begin on a sanitary sewer project at the bottom of Chickaree Hill Road. The line would come up from Vintondale and serve about 8 families. This project was made possible from 2010 CDBG funds. -Youth Hunting Program Planned Chad Stiffey, resident of Jackson Township is helping to plan and organize the first ever Jackson Township Youth Hunt in conjunction with the Pennsylvania Game Commission. He also plans to coordinate the event with local hunting clubs. Stiffey, who is employed by the Pennsylvania Game Commission, volunteered to spearhead the event, but requested the support from the Recreation Commission and Supervisors. Stiffey said funding could be made available for the event by securing a grant through the Pennsylvania Game Commission. He said there is no need to have concerns about safety as this is a highly supervised event and similar events in other areas have been very successful. -Township Signs On With On Demand Energy The Jackson Township Supervisors signed a 3 year agreement at their September 29 th Meeting with OnDemand Energy out of Pittsburgh to lock in at a rate of 7.5 per kilowatt hour through This rate for electrical service will result in savings to approximately $2,500 a year. OnDemand had lots of local references of municipalities and authorities who had signed on with them and are one of 22 companies approved by the PUC to offer third party rates on electricity in Pennsylvania.

15 -Supervisors Approve Updated Cambria County Hazard Mitigation Plan The Supervisors approved a Resolution at their December 29, 2011 Meeting approving an updated Hazard Mitigation Plan. Cambria County Emergency Managment asked every municipality in Cambria County to approve the updated plan. The purpose of approving the update was so the County and it's municipalities would be up-to-date with all current rules and regulations with PEMA (Pennsylvania Emergency Management Agency) and FEMA (Federal Emergency Management Agency). If Jackson Township and Cambria County were not in compliance, aid to the Township or it's residents could be denied or delayed in the event of a disaster. -Supervisors Support Food Pantry Efforts A contribution of $1000 was given to the Miners Community Food Pantry to support their annual fund drive. According to Janet Reese, it takes about $1,500. per month operate the Food Pantry which serves 300 families or 1,400 individuals. Reese estimates that half of the families served are from Jackson Township. The Food Pantry has experienced delays in receiving a grant from the Department of Agriculture and they depend on contributions around Thanksgiving and Christmas holidays to continue operating. -Police Collect Items For Charity The Jackson Township Police Department collected items over Christmas for an organization called Cuddles for Kids. The organization donates new stuffed animals, children's books and toys to hospitals and children advocacy programs. Donated items were collected at the Police Station, Municipal Building and Senior Center. Officer Phil Vaught came up with the idea and was pleased with the outcome considering the short time span for collection and being a first year effort. Vaught hopes the collection effort will become an annual event. -Be Sure To Vote On Election Day Primary Election Day is scheduled for Tuesday, April 24th. This year should have a big turnout as citizens have an opportunity to vote for President. Be sure to get out and vote in this important election. Another race of importance will be that of the U. S. 12 th Congressional District. Currently Mark Critz holds that position left vacant by Congressman John P. Murtha, but through re-districting, it could be hard to keep a local representative from the Greater Johnstown area. -Contract With American Forestry A contract between American Forestry Consultants & Jackson Township was approved by the Supervisors at their September 29 th Meeting to provide professional service~ on the select timbering of Jackson Township properties. These would include up to 200 acres on properties the Township owns on Chickaree Mountain and near Loraine Road. "In select timbering, more trees are left behind than taken" according to Craig Ostheim of American Forestry. The timbering at Loraine Park will clear the way for the construction of a fishing pond that would be used for recreation and holding the annual Fishing Derby. The pond project will be a cooperative venture between Jackson Township and the Jackson Township Community Rod & Gun Club. -Waste Management Spreads Good Will for Christmas - Waste Management who operates the Laurel Highlands Landfill once again distributed turkeys for Christmas to those families in need. Churches in Jackson Twp. submitted a number of turkeys needed for families they considered to be needy. Approx. 46 turkeys were distributed to representatives of the Jackson churches. Brad Minemyer of Waste Management said "We are happy with the relationship we have with Jackson and we were more than happy to contribute the turkeys during the holiday season". -Supervisors Support ET J Baseball The Jackson Township Supervisors approved a donation of $1,500 to help support the 2012 season of the East-Taylor I Jackson Little League which is plays their games at Mitchell Park in Vince. ET J had an excellent turnout of those registering to play for this season. The Supervisors feel that recreation plays an important role in Jackson Township and especially any activity that benefits the children of the community. -JTPD T-Shirts Available The Jackson Township Police Department has T Shirts available for sell. They are available in black or navy blue and the large logo is on the back and a small one on the front. Pricing is as follows: $15 for Adult Medium, Large and X Large. $16.50 for 2X and $13 for Youth Medium & Large. According to Phil Vaught, OIC (Officer In Charge), the T-Shirts are to promote good public relations and any extra proceeds from sales will go directly to the Police Department for whatever is needed. The T-Shirts make great and unique gifts and can be purchased at the Municipal Building, Monday thru Friday from 8 am to 4 pm. If you are not able to stop by during those hours, please call the Office at Open Burning Laws In PA Many people often wonder what they can or can't burn in Pennsylvania. Burning is permitted if the waste is the result of normal household occupancy. Items that you are not permitted to burn include demolition waste, home insulation, shingles, treated wood, paint, painted or stained objects, furniture, tires, box springs, metal insulating rubber coating on copper wire, old television sets, appliances, automobiles, automotive parts and batteries. All of the items mentioned must be disposed of according to solid-waste regulations. Also, the

16 Pennsylvania State Burning Laws prohibit any commercial establishments from burning refuse of any kind. The PaDEP encourages everyone to be considerate of your neighbors by not allowing smoke, embers or ash to travel onto others properties. Jackson Township also has many options for recycling various materials and residents are encouraged to take advantage of those opportunities. Everyone also needs to pay attention to weather conditions and not to burn when it's extremely dry or windy. In the fall, this is particularly dangerous as there are lots of dry leaves on the ground and one flaming ember could set a forest on fire. You may also call the DEP's Bureau of Air Quality at (717) and request copies of this information. -Water Savings Tips With the spring and summer seasons upon us, the Jackson Twp. Water Authority would like to stress the issue of water conservation. Here are some great water saving tips for outside the home: Water Saving Tips Outside the Home 1. Use a broom, not a hose, to clean driveways, steps and sidewalks. 2. Wash the car with water from a bucket. If a hose is used, control the flow with an automatic shut off nozzle. 3. Water the lawn only when needed. If grass does not spring back after walking on it, it probably needs water. 4. Water the lawn or garden during the coolest part of the day. Do not water on windy days. 5. Set sprinklers to water the lawn or garden only. Do not water the street or sidewalk. 6. Use soaker hoses and trickle irrigation systems to reduce the amount of water used for irrigation by 20 to 50 percent. 7. Use mulch around shrubs and garden plants to reduce evaporation from the soil surface and cut down on weed growth. 8. In landscaping, use native plants that require less care and water than ornamental varieties. 9. Cover the swimming pool to prevent evaporation. 10. Adjust the lawn mower to a higher setting to provide natural ground shade and to promote water retention by the soil. -Dog Gone? Just a friendly reminder that if your dog is missing, please check with the Jackson Township Police Department by stopping in or calling first. Jackson Police are in charge of dog complaints and if a loose dog is reported and there is no way of identifying its owner, the dog will be brought back to the Township and housed temporarily. If noone contacts the Police about a missing dog, it will then be taken to the Humane Society in Johnstown by one of the Officers. -Jackson Twp. on Facebook Jackson Township is now on Facebook! Another group with over 500 members as well is called "Those who Jive or have lived in Jackson Township" where people can share memories of days gone by. The Jackson Township Police Department has a page where they share important safety and messages with the residents. The Jackson Township Volunteer Fire Department has a page where they share upcoming events and a group called "Jackson Township Historical Preservation" was established where people can share old photos and memories of the past history of not only Jackson Township but the entire region. This group has over 2,500 members and over 4,000 photos in nearly 110 photo albums. All of these groups are open to anyone who wishes to join so friends and family members from all around the United States and the world can join who have or have had connections to Jackson Township. In times of emergency, every minute is critical and it is important that emergency personnel be able to find you. If your house is not numbered, please stop at the Township Building at 513 Pike Road and we have free numbers we can give you. The Township also has mounting

If you are not able to stop by the Township Building between 8 AM & 4 PM, leave a phone message at with your name, address and telephone number where you can be reached in order that we can get the numbers to you. -Tire Recycling Available The Laurel Highlands Landfill offers recycling. Tires can also be put in a recycling bin for a minimal cost of $2.00 per normal-sized vehicle tire. This does not apply to any commercial establishments -What Do I Do With? Appliances - Waste Management will take appliances except those with Freon. Any appliances with Freon must be tagged that the Freon has been removed. Local appliance dealers and companies that do this are Krisay's (Johnstown) , R & R Appliance (Johnstown) , Griffith & Petz (Johnstown) and O'Connor's Plumbing & Heating (Johnstown) You can also take old appliances with Freon not removed to Spring & Fall Appliance Collection Events sponsored by Keep Cambria County Beautiful. Penelec also has an Appliance Turn-In Program. Automobiles - Contact Al Gillin at to have vehicle towed away at no charge in most cases. You may also take vehicles to EMF Development Company in Franklin and obtain scrap value for the metal. Building Materials - Take to the landfill for proper disposal. Car Batteries - Call Naugle Auto & Truck, Mundys Corner at or check local scrap yards. Contact area garages to see if they will accept used oil. Old Paint - If solidified, it can be set out for normal trash collection. You can solidify paint with non-clumping kitty litter or commercially available paint hardening products. When paint is not "runny", set outside next to trash cans with the lids off. Larger quantities of paint or paint products are accepted at the Solid Waste Authority's Annual Hazardous Household Waste Event. Pesticides - Solid Waste Authority Annual Hazardous Household Waste Event. Phone Books - Remove covers and covers go in the Magazine Recycling Bin. The inside section of the phone book goes in the Newspaper Recycling Bin. Propane Tanks - For larger tanks (grill size), trade in for a new tank at many convenience stores, etc. To recycle, bleed the tank empty, pop the valve out of the tank and take to the local scrap yard. Empty tanks can also be taken to Dale Oxygen in Johnstown or the Agway store in Ebensburg. Tires - Take to Laurel Highlands Landfill where tires can be recycled for $2.00 each. Phone is White Office Paper - There are big blue bin sites located for this at UPJ in Johnstown, St. Francis University in Loretto and the PaDEP Building in the Ebensburg Industrial Park. -Need to Sign Up For New Garbage Service? - Jackson Township's garbage contract provides for unlimited curbside garbage pick-up as well as any large items you have to dispose of with a few exceptions (i.e. - hazardous items, Freon, tires, etc.) If you are interested in signing up for garbage service you need to call The cost for 2012 is $37.11 per quarter, a reduction of $2.63 per quarter from 2011 as a result of a new 5 year contract approved in December, Jackson Township has a valuable source of information to help keep you informed. 18 could involve zoning, stormwater or planning. Also with the Pennsylvania State Building Code, inspections may be required as well. Be sure to allow plenty of time to get any necessary permits prior to building. By doing this, your project can be addressed in plenty of time before you actually begin construction. Just a reminder that all contractors performing home remodeling must now be registered with the State of Pennsylvania. This law was enacted in 2010 for the protection of residents from irreputable contractors and home remodeling / repair scams. Also if you are planning to pave or alter your driveway, a driveway permit is required. Roadmasters Bruce Baker, John Wallet & Mark Westrick said that driveway permits are not to inconvenience residents but are necessary to make sure there is a swale or pipe to direct stormwater. They also make sure that driveways are not higher than the road so snow plows don't catch the edge of the driveway. When a driveway enters onto a Township road, a safe sight distance is also very important. PennDOT requires permits for driveways entering onto State roads within the Township.
