In conjnction with the Inverness Conty On the Move Program, the Inverness Conty Recreation/Torism Deartment will again assist commnities by offering Winter Active or Winter Carnival activities - giving Conty residents a chance to articiate in indoor and otdoor recreational events. This 50/50 grant is available to any commnity in the conty to hel offset the costs involved. The idea is to encorage individals and entire families to articiate, to be hysically active and most of all to have fn!! VI. RESEARCH RESOURCE: a collection of Inverness Conty School Paers may be fond at the JINGLE BELL WALK Page 4 NSARM (Pblic Archives). Many names of early 1800s teachers are on docments from the Inverness Conty School Board as well as recordings of the names of stdents, their ages and their arents in a nmber of school districts. The docments are far from comlete, bt are very valable in giving an insight into a nmber of commnities. For examle, the reort of the School district no. 29, Whykokomah, lists the names of thirty-one stdents who attended school that year. Their fathers names are given as well, ls the amont that each hosehold contribted to the salary of the teacher, Archibald Cambell. The names of the families reresented on this docment are: McPhadden, Cambell, Carmichael, McLean, McDonald, Matheson, and Williams. The stdents ranged in age from fiveyears-old to nineteen. The salary of the teacher is shown as 40 onds in British crrency ls an additional 10 onds for boarding exense. Also, the reort states that 10 onds was raised to ay the exense of maintaining the school hose and roviding firewood. The names of the trstees are given as Henry Williams, Donald Cambell and Alexander Cambell, who state they find the work of the teacher satisfactory and his condct withot falt. This collection is of great interest. It wold be excellent if somebody wold ndertake to list all of the docments and rovide an index of the names and locations to assist researchers. In whatever way commnities come together to greet the holiday season, Inverness Conty On the Move wants to be there with bells on! 5 And the Silent Shall Seak A Christmas Story by Jim St. Clair In those days, no social services were available. Nor were there RCMP in or area. No telehone service, with an oerator to find the telehone nmbers of officials who cold hel in a crisis. In those days, we lived in isolation with only the telegrah and the mail service for long-distance commnication. In those days, commnities fond ways to meet the needs of individals and families. Hel in times of loss or need cold only be gathered throgh the awareness of all that no other soltions were resent. Ths, when a nearly nconscios woman, lashed to a large homemade raft, washed on the rocky beach below or hose, we knew we had to care for her as best we cold. The doctor was smmoned from Mary s Cove. Bt as there was no hosital within two hndred miles, the care of this nknown stranger so mysteriosly arrived on or beach, now came to s and to or neighbors. The doctor sggested that she had been involved in some terrible event, erhas a shiwreck. A srvivor, erhas lashed to the raft as a way of saving her life when someone with her cold hold on no longer. Bt, althogh the woman retrned to consciosness after several weeks of bed rest and of lacing water in her moth by droer, she did not seem caable of seaking. The doctor cold find no other disability or injry. There was no instittion to bring her to, nor any hosital that cold hel her - it seemed that we, as a family, were to become her caregivers. We called her Peregrina - from the word for wanderer. Her eyes indicated that she heard s as we tried to commnicate with her in several langages - English, Gaelic, French, and Danish. She made no resonse, bt stroked or arms as we broght her food and heled her to begin to stand. Or yongest sister, Rachel Amelia, seemed to have the closest commnication with Peregrina. She sat with her and sang to her in her high for-year-old voice. She even broght her toys. Peregrina gradally came to sit in a chair and welcomed Rachel Amelia to sit with her. She stroked her hair and eventally began to comb the yong child s tangled crls. In those days or lives were very bsy, as we lived in the newly bilt railway station on the main line between Sydney and the Strait of Canso. At least six trains a day arrived here with mch freight to be loaded and nloaded. Or living qarters were located on the second and third stories of the large bilding so we were always resent when the trains came from either direction. Often, we had to hel assengers with their lggage or even rovide meals as eole waited for relatives to come from a distance to meet them. Althogh we had learned to se the telegrah to commnicate with other stations on the railway line, and with offices in Moncton, Sydney and Halifax, we had no access to any government deartments. However, we sent messages abot the stranger who had arrived in sch a crios way. Bt, we received no resonse or information abot shis lost at sea or any other shiing disasters. So gradally, Peregrina came to be art of or daily lives. Or neighbors broght her clothes and food and even took her for rides in their bggies. 6 Contined from revios age...the SILENT fairly qickly. She always wished to sit with Rachel and to stroke her arm. Once there were seven of s in the family, and now with Peregrina there were eight. We always made certain that Rachel Amelia and Peregrina were far from the tracks when the trains were coming in - Rachel becase she had little fear and Peregrina becase we weren t qite sre that she nderstood abot the danger. Smmer assed into fall and fall into early winter. Gradally, Peregrina began to do small tasks she even learned to knit. And, eventally the rearations for Christmas began with fritcakes being baked and arcels arriving from far away laces. We lanned or Christmas evening dinner to take lace after the arrival and deartre of the evening train from Halifax to Sydney. The telegrah told s that it was a long train with a nmber of assengers who were going to get off the train at Pleasantdale, or station. In those days, kerosene lanterns hng on the otside walls of the station and also stood near the edge of the latform to light the way for eole as they alighted from the train. We also had several lanterns that we took with s in the evening when we went to the barn to see to or milk cows and horses and chickens. The barn was abot a hndred feet from the station. This night we t those lanterns on the latform as well so that there was lenty of light in those days before electricity. On Christmas Eve, or mother and or ant had reared a large meal to be served in the dining room on the second floor of the bilding, over the baggage room of the station. Or bedrooms were on the third floor and eole were coming and going looking for dishes and setting more laces than were reqired for or own family; as we exected visitors off the train, who were waiting for their friends and relatives to come from distances ot in the contry. Althogh we had taken Peregrina to the barn with s several times and were teaching her to milk the cows and feed the horses, she never went on her own. Rachel Amelia, as the yongest family member, had been cationed to never go to the barn alone. And she was a good child who wanted to lease. That Christmas Eve was a bsy evening with many eole arriving with their bggies and sleighs, for there had been a bit of snow earlier in the day. They were assing the time as they waited for the train with the telling of old stories. Or great-ncle Simon who lived way ot in the contry had lots of old tales and was resent as he waited for his daghter to arrive from New York with her new hsband. Uncle Simon was a favorite of Rachel s so she sat in his la as he told her a story abot how the animals soke to one another each Christmas Eve at the stroke of midnight. C est vrai, he said, as if by confirming the story in French, Rachel wold believe him. She asked how he knew and he said his father had told him. As he finished his story, Paa came into the room and Rachel annonced to him, Paa, the animals seak so we can hear them at midnight as they did when the baby Jess was born. And she smiled at him and reeated her statement to Peregrina who came into the room at the same time. Paa smiled at Rachel and stroked her hair and said, Uncle Simon knows lots of stories that seem tre. Bt I am not sre this one is exactly tre. Yes, it is, said Rachel, Uncle Simon told me in French and I believe him. Peole smiled, and Peregrina s moth seemed to trn at the corners jst a little bit, for the first time since we fond her on the shore. The train was late coming from the Strait of Canso and it was well after 1l:30.m. before it arrived. It was a good twenty mintes before it dearted again with great gsts of steam from the engine. There were greetings of Merry Christmas and Noël between the dearting assengers and the eole on the latform, inclding or Paa who was a genial station-master indeed, and eole thanked or mother and ant for the tea and cold meat and cookies that had been set ot for them in long trays on the dining room table. In those days, we cold hear the noise as the trains annonced their arrival at Smith s crossing two miles away - and it was a long whistle indeed which echoed over the contryside Bt finally, the sond assed away and all we cold hear was or sisters and or ant singing Christmas carols as they gathered arond the arlor m organ, which or ant layed with great gsto. Or mother annonced the feast was ready and we shold all come to the dining room. It was then that we noticed, all at once, that neither Rachel Amelia nor Peregrina was anywhere to be seen. Where cold they be? It was not like either one of them to be away from the main activity. Had they gotten on the train by mistake? Cold they be aslee? We looked bt there was no sign of either of them stairs or downstairs, in the baggage room, or in the assenger waiting room. Peole called bt there was no resonse. Where were Rachel Amelia and Peregrina - the child and the stranger withot the ower of seech? Or brother Aaron came in breathless and said that he had noticed that one of the lanterns, which shold have been on the edge of the station latform, was missing. And then he said from the doorway as he looked otside, Look at the footrints - they go toward the barn. As we heard the great clock on the landing of the stairs begin to annonce the hor of twelve midnight on Christmas Eve, we hastened ot the back door toward the home of the animals. Paa swng oen the great door of the barn. There, seated on the hay looking toward the cow stalls and the horse stable were Rachel Amelia and Peregrina. They were both smiling. Rachel, the little girl of faith said, It is vrai, it is tre. Peregrina and I heard them seak, Paa. They said Noël, Noël! And, before anyone cold answer - from the long silent lis of the mte stranger - came a sond, Noël, Noël, as from the deths of her inner self. On that evening of those days so long ago, we went back to the hose, knowing that a little child had led s, and that a silent erson cold indeed seak - on that Christmas Evening at midnight - a time of faith and hoe and miracles. 8 Commnity Access Program in Inverness Conty - Real Commnity, Real Access By Virginia MacIsaac CAP - or C@P - stands for Commnity Access Program; the key comonent in the federal government s initiative Connecting Canadians, which began in This year we celebrate the 10th year of CAP, and or Inverness Conty CAP gros have a lot to be rod of what they have accomlished dring the time they ve existed. The goal of Indstry Canada, the deartment that sorts CAP sites, was to have blic Internet access sites in 10,000 rral, remote, and rban commnities across Canada. In 2003 the initiative was directly focsed on addressing the so-called digital divide, a term which described those who faced challenges in nderstanding and sing Internet Technology (IT) In Inverness Conty there are 16 oints of access for sers. Forteen of these are rn by indeendent commnity societies or organizations, and two are oerated by the Eastern Conties Regional Library. That s a total of fifteen gros in the conty, working to rovide yo with an affordable lace to get basic comter instrction inclding word-rocessing, access to the Internet, and rinting. Working is the oerative word here, becase the theory behind the Commnity Access Program is that volnteers do the work. The Eastern Conties Regional Library, as a artner in CAP, volnteers its staff and eqiment to assist sers. Three of the commnity gros - located in Port Hood, Chéticam, and Whycocomagh - are art of Service Canada. Therefore, a aid emloyee at each of these CAP sites rovides technical assistance to sers to retrieve government forms and/or information on federal services sch as Emloyment Insrance. For the remainder of the work, the CAP sites rely heavily on volnteers to kee them oen. These volnteers ndertake many different tasks from learning the technology; caring for the eqiment; writing roosals; doing aerwork; aying bills; instrcting; romoting commnity rojects; coordinating and working on secific CAP rojects; attending meetings; and, being active members of the Inverness Conty CAP Network Society (ICCNS). The volnteers at all of the indeendent sites take on these resonsibilities. To assist in the oeration of CAP sites, Indstry Canada, throgh the Office of Economic Develoment in Halifax, offers sstainability fnding. Sites in Inverness Conty received from $0 direct dollars some years to $4200 in others. The fnding reaches the sites throgh the Inverness Conty CAP Network Society. According to the agreement with the Office of Economic Develoment, sites may se the fnding in three areas: Overhead - which incldes rent, ower, hone, internet, snow removal, janitorial, and heat; Eqiment and software related to Internet Technology; and Hman Resorces. Several years ago, Jack Tilsley and the committee at the Scotsville /Lake Ainslie site sed this fnding to rchase a satellite system to bring high-seed service to the site; something which wold otherwise have been a long time coming to the small commnities in the area. The Inverness Conty CAP Network Society also coordinates the Yoth Internshi Fnding that comes to the region from Indstry Canada. The CAP site gros are exected to aly for federal and rovincial smmer stdent fnding rograms and, if nsccessfl, may aly for the Regional fnding. Many high school stdents in Inverness Conty have volnteered at CAP sites, some of them are sbseqently hired for smmer work after gradation, and some come back to se the facilities as niversity stdents over the holidays. That is, that the more sccessfl a CAP site is - sch as, when a client learns how to se a comter and access the Internet they sally move on to rchase their own system - the sites qickly lose their sers. This is where the Digital Divide kicks in and CAPs retain their vale for those who are least likely to rchase a comter system or don t have access to high seed service. Challenges de to of lack of edcation, low emloyment oortnities, geograhy, langage, or hysical disabilities can often be overcome with artnershis and the se of CAP sites. The CAP site at St-Joseh-d-Moine is located in the Centre de la Mi-Carême. Several of the CAP sites are located in mlti-se facilities sch as this one. Some site managers are interested in new technology, and this also hels kee sers of the CAP sites interested. Some sites artner with organizations that have ongoing technical rojects, for examle, the SAERC commnity cable TV station led by teacher John Stb. Many stdents who have been associated with CAP learn early on abot careers and oortnities in the IT sector and go on to rse a career in that field. Adlt volnteers get basic training and can contine to teach themselves abot many asects of comters while at the sites. Many self-taght eole learn abot the inner comonents of a comter; networking comters; secial software featres of hoto-editing or video-editing; data-basing; or web design. It deends on what aeals to them. Fortnately, learning these things doesn t have to be a lonely rsit. The Inverness Conty CAP Network Society is offering free workshos at local CAP sites. The roject, named, Rn with I.T., is coordinated by Bernadette MacDonald and sonsored by Service Canada (formerly HRSDC). Workshos on MS Excel 2003 Basics, MS Word 2003 Basics, Downloading Msic Legally, and Setting PC Home Networks are being offered. Most workshos are two or three hors long. We are very fortnate to have an emloyee at or Service Canada site who hels ot with the CAP site. We also have a satellite site at LePortage Golf Corse. Being an Acadian commnity, we have to ensre that all of or information is in both official langages and that any staff we hire is bilingal. As well as working closely with or RWG, we also get some assistance from the rovincial RWG [Résea PAC], working secifically with the Acadian commnities across the rovince. With their assistance, we will be able to hire a erson for a 12-week eriod (Janary to March 2006). This will hel s offer more rogramming to the commnity. (The Inverness Conty CAP Network Society is the Regional Working Gro (RWG). Marina says, Use of the Glendale CAP site s comters and software made it ossible for the Glendale Gaelic & Historical Society to blish a genealogy book, Cis is Bain: A Genealogical History of Glendale and Neighboring Commnities, in This roject emloyed two eole and ran for one year. The Inverness CAP site has had a few homes, bt right now it is located in the brand new Visitor Information Centre on the main street. Francis MacDonald is the ICCNS reresentative for this site. He was also one of the technicians who worked on creating an informative website last year for the ICCNS and its CAP members. Jdiqe s CAP site is downstairs in the Jdiqe Commnity Centre where it is easy to get to. Dring the daytime, Monday throgh Friday, the site is sally oen, ls two evenings a week on Monday and Thrsday, dring Bingo and dring Cadet night the centre is oen. Stdents withot access to a comter or the Internet can work on school rojects, do research, scan, and rint. The commnity of Jdiqe was added to the Aliant-ALIN broadband roject, and the local gro recently rchased a high-seed accont. Several video and adio rojects have been done here. DVDs have been made at the CAP site, video school rojects, and a web site with lots of Jdiqe information is always being worked on. Mabo has two comters available to the blic in the lobby of Mabo Commnications on the main street. Coady & Tomkins Library, one is located in the library stairs and the other is downstairs. The Eastern Conties Regional Library oerates the one in the library location and the Margaree Develoment Association rns the other. Northern I.T. Technician, Jeff Brke, will be working ot of here at times, and will also be of service to the CAP sites in the northern half of the conty. The Meat Cove CAP site is in the very caable hands of Derrick MacLellan. Meat Cove CAP was reborn after a fire two years ago rined their comters. We re and rnning now, Derrick says. Althogh, we re still doing constrction on or bilding. Meat Cove has one of the bsiest centres in the conty dring the visitor season. They have also recently hooked to high-seed throgh a satellite system, art of ICCNS s latest roject, and he finds it great. It s been working really well for s, he told me. The CAP site at Pleasant Bay is located in the Family Resorce Centre and Library. Several of the comters were located in a resorce area otside of the library, making it qite inconvenient for the workers and sers. The Pleasant Bay Volnteer Fire Deartment will also benefit from this move becase they will have more room in their area as well. We have to thank George Fraser, the manager of the Whale Interretive Centre, for offering his office to s in order to be The Pleasant Bay CAP site is located in the lower level of the Whale Interretive Centre. The CAP site in Jdiqe is easy to access. It is located downstairs in the Commnity Centre. able to do the renovation in the first lace. Unfortnately, high-seed has not reached this area yet, bt comter technology still serves the commnity and individals in many other ways. Port Hawkesbry has two CAP locations to serve the blic and stdents of the area. One is in the SAERC/Eastern Conties Regional Library and is oen after school and in the evening. In smmertime, the CAP site is oen mainly in the SAERC -TV sace. The Port Hood CAP site is sitated conveniently in the middle of the commnity beside the Post Office. They have a ram installed at the rear for accessibility and have several comters for the blic s se. Port Hood s CAP site is also a Service Canada site, therefore, has a fll-time emloyee - Diana Hawley. Lots of commnity artnershis are ndertaken in this bilding, inclding JUMP Cable TV and a digital video roject - a docmentary on Angs L. MacDonald. Scotsville /Lake Ainslie s site is located inside the former school bilding now oerated by the Scotsville School of Crafts and the Lake Ainslie Weavers Association. Jack Tilsley and Verna MacMillan actively volnteer here and the centre has become a linchin in this commnity. Jack was voted the ICCNS volnteer for the region and attended the 10-Year Anniversary Celebration of CAP in Halifax this year. The St. Joseh d Moine CAP site is at Centre Lemoine. 13 No Need to Derive Yorself at Christmas!!! by Caroline Cameron, Inverness Conty on the Move...Coordinator If yo've decided to adot a healthy and active lifestyle, one way to hel yo stick with it is to allow yorself to slrge once in a while. If yo do, jst remember - everything in moderation, INCLUDING moderation! So, if yo lan to go ahead and really enjoy getting into the treats at Christmas, it will hel to go at it with a basic strategy! Here are some ideas to hel yo get throgh Christmas withot overindlging. To begin, I feel I have to debnk a favorite eating myth - that is, that eating healthy is not really indlgent. I say indlge in the good things. Since this is the time to t a little extra thoght into secial foods, yo can t a little extra thoght into Christmas treats that yo can eat with bravado. I had a revelation last Christmas not of the religios sort, bt a clinary one. I showed at a gathering with a frit tray and it was the FIRST late to be emtied. We love to get together and indlge, bt the Christmas scene is so loaded with sgar that we soon get trned off by a big sread of sweets and sqares - esecially when we think of how it s going to take effect when the sgar hits the children s blood systems. I woldn t think of sggesting a sgar-free holiday, bt there are a lot of ways to ti the sgar balance to the healthy side withot sacrificing taste. Strategy #1 - Go for frit-based desserts and add a simle seasonal toch. For examle, try these for dessert - A baked ale with a bit of candied frit, raisins and nts. How abot fried bananas (jst slice and fry in a tiny bit of btter) srinkle with cinnamon before serving. Stewed dried frits sch as aricots, or try canned frits warmed with a bit of sice (cinnamon, ntmeg, cloves) lxrios! Jello in festive colors with any combination of canned or fresh frit (bt remember, ineale is a no-no - for some reason Jello will not gel with ineale added). Jello is really easy and refreshing maybe add a dash of whied cream or ice cream to make it holiday secial. For arty treats try tting lots of frit ot with the cheese tray. Here's a knock-ot combination - slrge a bit - se fresh ineale, graes, orange slices, try different tyes of ales and ears (srinkle them well with lemon jice so they don t brown). All of these go nbelievably well with a whole assortment of cheeses (go easy on the cheeses, or serve more of the low-fat than fll-fat tyes). Try this simle recie: Baked Brie with frit bake a iece of brie cheese for degrees, remove from oven and srinkle almond slivers over it and serve with frit. Ymmy! For a healthy frit di try a c of lain yogrt seasoned with an eighth of a teasoon each of cinnamon and ntmeg and aroximately a teasoon of male syr. Make yor own trail mix by sing all of yor favorite nts and seeds sch as, snflower seeds, brazil nts, walnts, ecans, almonds, mkin seeds, and hazelnts (only add eants if yo are sre those who will be eating the mix has no allergies. Some eole are also allergic to almonds.) For dried frits add banana chis, cranberries, raisins, crrants, dates, aricots, ale. Strategy # 2 - Go for sbstance and go easy on the sgar don t forget how mch eole love the old standards. For examle, in the desserts category ale cris always comes a winner. For the toing add some qick rolled oats and dress it with a bit of frit, nts and sice. Instead of ale cris, try ear and cranberry cris and add some slivered almonds to the toing with the qick oats. How abot trying Cranberry sqares jst sbstitte the filling for date sqares with cranberry sace, ale slices, canned frit, add raisins and/or nts. Dress rice dding in holiday style add raisins or cranberrries! For Savory snacks Get fancy with veggies! Recies Baked Ale: Core and eel for ales, lace them in a baking an with a half c of water in the bottom. Fill centres with a mixtre of nts, raisins and brown sgar. Bake at 375 for 30 mintes. Page 14 Lemon Snow: 1 tablesoon gelatin, nflavored, granlated 1/2 c water, cold 1 tablesoon lemon zest, grated 1/4 c lemon jice, fresh 1 1/4 cs water, boiling 1/2 c sgar 2 egg whites (medim) 1/4 teasoon vanilla extract 1/4 teasoon lemon extract Lemon zest, grated, for garnish Soak gelatin in cold water. Meanwhile, combine lemon zest, jice, and boiling water in a bowl. Add softened gelatin and sgar; mix well. Chill ntil it is the consistency of nbeaten egg whites. Next, add nbeaten egg whites, vanilla extract, and lemon extract. Beat with a rotary beater ntil it is very flffy and holds its shae. Pile into 6 arfait glasses. To with a little extra grated lemon zest. Yogrt Frit Di: Take 175g of yogrt (any flavor) and mix it with 1 small container of Light Cool Whi. This can be served with fresh frit. Delicios! Veggie Dis Crry Veggie Di 1/2 c lain yogrt 1 ts crry owder 1 ts sgar a dash of black eer Mexican Veggie Di 3/4 c lain yogrt 1/2 ts lemon/lime jice 2 tbs. mild salsa. Cranberry Pear Cris Cranberries have been rated as one of the tonotch antioxidant containing frits. And in this dessert, it s dobly good with both fresh or frozen and dried ones inclded. Together with the heart healthy erks of oats, it s a fibre-acked tasty dessert. Serves 6 Toing: 3/4 c qick-cooking rolled oats 2 tablesoons whole-wheat flor ¼ c brown sgar 2 tablesoons choed, toasted nts, 1 teasoon cinnamon inch salt 2 tablesoons soft non-hydrogenated margarine Filling: 3 fresh or canned ears eeled, cored and thinly sliced 1 ½ cs fresh or frozen cranberries (if sing frozen, do not defrost) ½ c choed dried cranberries ½ c brown sgar 1 tbs all-rose flor Preheat oven to 375 F /190 C. Grease an 8 x 8-inch an Combine oatmeal, whole-wheat flor, brown sgar, nts and cinnamon in a bowl and mix well. With a fork or fingertis, work in margarine ntil the dry ingredients are moistened. Add flor, oat bran, wheat germ, baking soda, and baking owder; mix well. Stir in dried cranberries and chocolate chis. Dro batter by soonfls onto lightly greased baking sheets; flatten slightly with flored fork. Bake in 350 F/180 C oven for mintes or ntil light golden. Makes abot 3 dozen cookies. Ale Cider Heat Ale cider and add a srinkle of cinnamon. Eggnog Beat well together (er erson): 1 egg ¼ ts vanilla 1 c milk 1 inch ntmeg 1 ts sgar Cold Pizza Take one Pillsbry Pizza dogh and stretch it ot on a slightly greased cookie sheet and cook for 8-10 mintes according to ackage. Let Cool! While izza is cooking, mix ½ c of Light Miracle Whi with 4 oz. of room softened Light cream cheese. Add ½ a ackage of Hidden Valley Ranch Dressing (This is dry and other flavors in the series can be sbstitted for Ranch). Once the izza crst is cooled sread the mix on to. To with whatever choed vegetables yor hosehold likes - onions, fresh mshrooms, eers (red and green are nice for the holidays) and tomatoes. Grate some cheddar and mozza cheese. Ct into bite size ieces and serve cold. Smoothies - blender frit drinks Yo can se a base of bananas for a creamy consistency, or yogort, if yo re not a banana fan. Ice cbes give it an extra chill. From here on in, it's to yo to choose whatever frit yo like - frozen, canned, jammed or fresh strawberries, ineale, oranges, cranberries, rasberries, mango, eaches, ears. The Meat Cove Develoment Association resented a smmary of Projects comleted in 2004 and roosed rojects for Reresentatives reorted that, in 2004, the Welcome Centre increased its caacity in order to accommodate the increasing nmbers of visitors they receive each year. A Tearoom was oened within the Centre. It served an all day breakfast which roved to be a hge sccess with the torists, camers and residents of Meat Cove. The Centre is also home to a blic access internet site, a service which was greatly areciated by the more than 4500 eole who signed the gest book last smmer. This large nmber of visitors exceeded the Association s wildest exectations. And, althogh leased with the obvios sccess their efforts at increasing torism to the area have had, it did t some strains on the Centre s water system. This is something which will have to be addressed before next smmer s torist season begins. De in large art to the high cost of insrance, heat, lights, snow removal, telehone and Internet, the Welcome Centre cannot be oened fll time in the off-season. An otdoor stage was bilt adjacent to the Welcome Centre to accommodate the eole who come to the tearoom. Here they can sit otdoors and have tea/coffee, and read a newsaer while listening to the babbling brook and birds before setting off a on a daily trek over the excellent trail system arond the Meat Cove area. One of the last rojects worked on in 2004 was the constrction of an otdoor storage bilding. Installation of two large doors at the back of the of the Centre to make the deck and stage wheel-chair accessible. 6. Installation of signage arond the Cabot Trail romoting the Welcome Centre, Tearoom and Internet Site. 7. Increased arking area for the Centre to establish it as the beginning and ending oint for hiking, exloration, and beach access at Meat Cove. 8. Maintenance of trails, inclding clearing away debris, installation of new signs and bilding a change hose along the trail system. The Orangedale Imrovement Association (OIA) reorted on their year 2004 and lans for Their reresentative reorted that the Association had received fnding arovals to engage a consltant to comlete a Feasibility Stdy/ Bsiness Plan for the establishment of an Atlantic Priority Yoth Centre (roosed location Stoney Point, Inverness Conty.) The stdy was comleted December 14, They stated that the Yoth Centre is an innovative roject that wold address the rehabilitation of yoth at risk in the 16 to 18 age gro in the Atlantic Region. Many are yong eole from small, rral commnities and geograhically remote First Nations who have left their home areas and have not coed well with life in large cities. Others have remained in their home commnities far away from major rban centres bt have fallen into nrodctive and dysfnctional lifestyles. The objective of the roosed Atlantic Priority Yoth Centre is to redirect these yong eole and hel them achieve growth throgh develoment by way of the following rogram comonents: Edcation; occational skills; commnity living skills; life skills. From the research it is clear that the Centre is reqired; the rosective client nmbers are, nfortnately, mch larger than we wold wish. The jstice and social safety net systems increasingly favor treatment of riority yoth in the manner roosed by the Atlantic Yoth Priority Centre otion. While no one wants to miss ot on all of the delicios foods of the holiday season, by keeing a few tis in mind and making conscios choices, yo can enjoy all the great tastes the season has to offer and hoeflly avoid any nwanted weight gain or other health concerns come the New Year. The following are some easy tis to kee yo on track dring Christmas arties, Christmas day, and even at the trkey dinner! Give them a try; yo ll thank yorself Janary 1 st! When attending a Christmas arty (or several) this holiday season, remember there is no need to overindlge on high calorie foods to have a good time. Take this oortnity to mingle and catch with family and friends, jst don t do it next to the food table! When we stand next to a Cheese an frit tray. Go easy on the cheese and fill on frits! bffet and chat, we tend to ick at the trays of aetizers and sweets withot realizing how mch we have been consming. Yor best bet is to fill yor late once. Taste what yo like, jst don t over do it. If there are frit and vegetable trays, fill yor late with choices from these. The Develoment Commission is administering the fnding and they hoe that grades to the facility will allow it to be sed to a greater extent throghot the year ths increasing its contribtion to the economy of the area. Whycocomagh Provincial Park - Oortnities for enhancements to the Park that wold increase se by both locals and torists were discssed with Park staff. The Commission wrote to the Minister of Natral Resorces sggesting imrovements sch as interretative signage for the Salt Montain Trails and the installation of landry facilities. Althogh we did receive a rely from the Minister there was no commitment made regarding the imlementation of or sggestions. Commnity Beatification - With the assistance of the Inverness Conty Torism and Recreation Deartment s rogram Commnities-in-Bloom ls a 50/50 grant, we hired a worker who did an excellent job ctting grass along the roadways in the village. Flowers were also lanted at the intersection of Highway 105 and the village road and at both chrches. Sidewalk Constrction - Rodney MacDonald MLA, arranged to have the Deartment of Transortation fnd the land srvey for sidewalk constrction on the Village Road. The srvey was comleted in the early smmer and we reviewed it at or fall meeting. Winter Active - The Develoment Commission and the Whycocomagh Lions Clb organized winter activities dring one weekend in March. The activities were well attended and inclded sleigh rides, snowshoeing and cross-contry skiing at the Provincial Park. Sring Clean U - With assistance from the Deartment of Transortation and the Resorce Recovery Board, in May we organized a volnteer highway clean for Aberdeen, Bles Mills, Skye Glen and Whycocomagh. Local bsinesses donated rizes, which were sed as an incentive, and over 60 eole articiated and gathered tons of garbage! On less than one kilometer of highway throgh the village there were over tens bags of garbage and two bags of recyclables gathered. They hoe to make this an annal event and that more yong eole can be encoraged to articiate. For 2005 the Association has indicated that their lans inclde: Commnity Beatification - With the addition of Keltic Qay, the new Conference Center/Resort, in the village of Whycocomagh, they anticiate an increased nmber of visitors to the area. In order to make the village as esthetically leasing as ossible they lan to do a major clean. This will inclde tree ctting and trimming in overgrown areas, clean of the brook behind the firehall and installation of a small bridge over it to oen the area for walking. They also hoe to t icnic tables in strategic locations and rovide signage at the comer of the village road and highway 105 that wold indicate the services that are available on the village road. With the 50/50 Grant and the Commnities-in-bloom rogram they will contine to lant flowers in strategic locations and to have the grass ct along the roadways and blic areas in the village. They lan to contine with the following initiatives in 2005: Environmental School - In artnershi with the Whycocomagh Edcation Center they will contine to work on the lans for an environmental center at the school. They had received a very ositive recetion for the concet from MLA Rodney MacDonald. A roosal for fnding has been sbmitted to the aroriate government deartments/agencies for consideration. Whycocomagh Provincial Park - In Febrary members of the Commission met with Richard Hrlbrt, Minister of Natral Resorces, and Rodney MacDonald MLA and Minister of Torism, to discss imrovements for the Provincial Park. They discssed the need for landry facilities, tree ctting and trimming to imrove viewscaes, trail signage and the constrction of a walkway along the water. Their hoe is that this year will see the addition of landry facilities at the ark and next year some flly serviced caming sites. They will contine to investigate the ossibility of assisting the ark in the installation of directional and interretative signage for the Salt Montain hiking trails. Sidewalk Constrction - They await frther information regarding the cost of constrction and the fnding arrangement for a sidewalk along the village road. Once they have this information in hand they lan to conslt the homeowners for their int. Seniors Hosing - The Develoment Commission stated that they were leased that the annoncement of shared Federal-Provincial fnding for affordable hosing has created interest from the rivate sector, with resect to constrction of Seniors hosing in the village of Whycocomagh. In the interim they lan to contine to exlore otions and assist those interested in sch a roject in whatever way they can. The Develoment Commission thanked the Mniciality for their sort and stated that the Commnities-in-Bloom and 50/50 grant rograms have heled them kee their area looking attractive dring the Contined next age...
