11 Basic services: trash, lighting, vermin Public safety: Neither anarchy nor a police state Public transportation: better, easier, cleaner Neighborhood retail: sit down restaurant, groceries, variety Opportunities for youth: educational, economic, recreational Reclaim a proud heritage of entertainment and culture
12 Not enough residents to support the cultural and entertainment businesses you want Lack of resources to work at the scale you want Difficulty building the capacity of people in the neighborhood to accomplish key goals Distrust of outside forces Distrust of one another
13 Economic Development is a Strategy, Not a Wish. 1. Proudly declare your identity as the historic heart of African American culture and entertainment. 2. Make sure everything you do reinforces and contributes to that identity. This cultural memory is your greatest asset. 3. Don't talk about community needs. Talk about market opportunities. Speak the language that attracts the investment you want. 4. You don't have to do it alone. The right partners will amplify your efforts -- especially in securing major funding. 5. You don't have to shop there alone. The right businesses can attract customers from outside the neighborhood, bringing money into the community.
14 1. When in doubt, start with commercial. Develop businesses that supports your identity, while secondarily looking for opportunities to add residents. Don't wait for 10,000 new residents before putting in a restaurant. 2. Shock the market by not failing. Build a track record of success by focusing on key businesses that will work today, with operators that can succeed. 3. Learn to make new money. Don't just fight over who gets the same small grants. Cash flow is oxygen for your civic institutions, so identify things that people will pay for right now. 4. Get everyone together. Build a corridor-wide organization, composed of neighborhood groups and institutions, which can resolve conflicts and promote the shares agenda. 5. Build trust. Start with small, simple trust-building exercises you can do together. And demand such gestures from the city.
