4 Evaluation Process for Hybrid Alternatives Variations of the DEIS alternatives were developed to: Further minimize footprint impacts to the parkland Address operational comments from the community, DDOT and DHS Alternative 2B will be identified as the preferred based on the following: Least amount of parkland impact acres Best addresses traffic movements, efficient access for DHS, JBAB and the community, traffic safety and operations through the corridor DDOT identified 2B as its preferred Early support from FHWA Hdqtrs and Division offices and no design exceptions increases our likelihood for the design getting approved during the IJR process Protects the integrity of the design and the achievements obtained through the 106 process Interchange design process: Preferred Alternative GSA ROD/MOA/NCPC MP Approval FHWA ROD Interchange Justification Report to DDOT IJR to FHWA FHWA Approval Design Development Final Design MOA/NCPC Final Design Approval 4

5 DDOT Contributions to Minimization Effort Construction of ramps to Malcolm X within DDOT ROW allowed for a reduction of parkland impact (quantified in the interchange cross sections identified in slides 18-31) A typical Bridge Design (where the bridge crosses the loop ramp) allowed for removing impact for an order of magnitude of 50' linearly over a distance of a few hundred feet. Lower Design Speed (25 mph design speed when 35 mph is preferred) allowed for minimized loop and smaller footprint 5
