10 MESSAGE FROM TALEB RIFAI Secretary General, World Tourism Organisation On behalf of the World Tourism Organization (UNWTO), a specialized Agency of the United Nations, I am very pleased to welcome you to the World Tourism and Aviation Leaders Summit on Peace as a Vehicle for Tourism, along with the International Awards Ceremony of the Pacific Area Travel Writers Association (PATWA). I commend PATWA, a valuable Affiliate Member of UN- WTO, for organizing this seminar and for their longstanding work towards mainstreaming tourism in development policies and strategies, across the Pacific and internationally. I d like to thank all of you for supporting this seminar, whose topic is of utmost and timely importance. With over 1.2 billion people crossing borders to travel, tourism enjoyed its seventh consecutive year of aboveaverage growth in The sector continues to assist in advancing economies, preserving diverse cultures and environments, and forging lasting peace between populations, nations and regions. Tourism has become a cornerstone of development because of its significant impact on employment, reducing inequality, creating more prosperous and stable societies, and improving lives. Most importantly, its potential to broaden minds, build bridges between visitor and host, and help communities value their cultures and traditions, their environment, and their place in the world, makes tourism an undeniable pillar of peace. However, we must work together, across sectors and borders, to ensure that tourism contributes to protecting the planet and providing sustainable livelihoods to the millions of us on Earth, while continuing to promote global citizenship, tolerance and understanding. In many destinations tourism, with its rapid growth, is starting to be seen not as a sector of peace but as a phenomenon that local communities should fight against. In cities one can see signs on walls reading no more tourists. To combat this we need to manage the above-average rise in tourist numbers to ensure that tourism development brings income and fair opportunities to all, and also preserves natural and cultural capital. We forecast that by the year 2030, 1.8 billion people will be international tourists. With this in mind, sustainability is essential in order to safeguard our sector s rightful status as a vector of peace. We can only justify saying that the whole tourism value chain promotes peace when we are at peace with our natural resources and cultural heritage, our traditions and values, and the communities

11 that tourism impacts and when our sector is truly equitable and inclusive. In this vein I invite all of you to celebrate with us as we mark 2017 as the International Year of Sustainable Tourism for Development an important opportunity to celebrate the contribution of tourism to a more peaceful future for all. And for us to determine, together, the exact role we will have tourism play in the United Nations 2030 Agenda for Sustainable Development. Throughout 2017, activities and initiatives across the spectrum of tourism will celebrate its transformational influence on our global efforts to create a world that is cleaner and greener, more equal and more inclusive. I would like to invite all of you to join us in celebrating throughout the year. In his New Year s 2017 message Antonio Guterres, Secretary-General of the United Nations, emphasised that: From solidarity and compassion in our daily lives, to dialogue and respect across political divides; from ceasefires on the battlefield to compromise at the negotiating table to reach political solutions; peace must be our goal and our guide. It is up to us to ensure that tourism continues to be a bridge to peace among the planet and all of its people. 13 Dr. Mahesh Sharma stellt kostenlose SIM-Karte mit Startguthaben für Touristen in Indien vor Dr. Mahesh Sharma, Staatsminister für Tourismus und Kultur stellte letzte Woche das Angebot einer kostenlosen SIM-Karte mit Startguthaben für Touristen in Indien vor, eine einzigartige Initiative des Ministeriums für Tourismus. Die SIM-Karte können sich Reisende als Teil eines Willkommenspaketes bei Ihrer Ankunft in Indien am Flughafen abholen. Die SIM-Card ermöglicht es Touristen gleich nach Ihrer Ankunft Kontaktpersonen zu benachrichtigen, stellt Dr. Mahesh Sharma fest. Das Indische Ministerium für Tourismus hat bereits Anfang letzten Jahres eine rund um die Uhr verfügbare Informations-Hotline eingerichtet. Unter der Nummer können Touristen in zwölf Sprachen durchgehend Information zum Reisen in Indien erhalten. Der Minister hat das Willkommenspaket mit der SIM- Karte am 15. Februar Vertretern aus der Reisebranche symbolisch übergeben. Shri Vinod Zutshi, Sekretär des Tourismusministeriums, Shri J.S. Deepak, Sekretär des Ministeriums für Kommunikation, und hochrangige Mitarbeiter waren ebenfalls anwesend. Die Initiative wird umgesetzt in Kooperation mit dem Telekommunikationsunternehmen Bharat Sanchar Nigam Ltd., (BSNL). Dieses stellt die SIM-Karten zur Verfügung. Das Angebot gilt zunächst am Indira Gandhi International Airport (T3 Terminal), New Delhi. Zukünftig Dr. Mahesh Sharma Union Minister of State for Tourism & Culture Government of India wird es ebenfalls an 15 weiteren internationalen Flughäfen verfügbar sein, die am e-tourist-visa Programm teilnehmen. Um die SIM-Karte zu erhalten, wird eine Kopie des Passes und des e-visums benötigt. Das Angebot gilt ausschließlich für Touristen, die mit einem E-Visum einreisen. Die SIM-Karten haben ein Guthaben von 50 Rupien und 50 MB Datenvolumen und können gleich nach Erhalt aktiviert werden. Die Initiative hat zum Ziel, Touristen die Kommunikation mit Angehörigen zu ermöglichen, als auch die kostenlose 24/7 Helpline zu erreichen, zum Beispiel bei allgemeinen Fragen zur Reise in Indien oder auch bei medizinischen Notfällen. Weitere technische Informationen zum Guthaben und zur Aktivierung der SIM-Karte: Die SIM-Karte hat ein Guthaben von 50 Rupien und 50MB Datenvolumen Die SIM-Karten sind nach ihrer Aktivierung entweder 30 Tage gültig oder bis zum Ablauf des E-Visums, sofern dieser Zeitpunkt früher liegt. Die Karte wird zu diesem Zeitpunkt automatisch deaktiviert. Nach Erhalt einer Kopie des Passes, einer Kopie des E-Visums und nach Unterzeichnung der Geschäftsbedingungen wird das Willkommenspaket inklusive der SIM-Karte übergeben. Nach dem Einlegen der SIM-Karte in das Handy zur Aktivierung eine SMS in dem folgenden Format an senden: ACT <Visa Nr.> < Ablaufdatum des Visums DD-MON-YYYY>, zum Beispiel < > <16-Feb-2017>. Nach einer Stunde erhalten Sie über eine SMS die Information zur Aktivierung der SIM-Karte zusammen mit Ihrer Telefonnummer. Abgehende Telefonate können sofort nach Erhalt der Karte getätigt werden. Destinations keep benefiting from solid peace, because peace guarantees safety and security of travelers. The world is awash with premium and creative tourist products and services. When a destination is peaceful, investment grows on the basis of Visit-Trade and Invest, with everything staring with visiting. Vinod Zuthi IAS, Secretary, Ministry Of Tourism, Government of India, said The sustainable development goals are integral in achieving peace in our time, and peace are independence and mutually reinforcing. Peace is essential for the growth to tourism. Every tourist likes to go to a country which is peaceful in terms of safety to areas which has no conflict and no disturbance. The subject of the seminar is therefore very apt and relevant.

This facility has been made available at 16 key airports in the country. e-tv fee has been revised in four slabs of 0, USD 25, USD 48, and USD 60; previously e-tv application fee was USD 60 for all the countries. 21 Goa was given PATWA International Award for Best State for Leisure and Entertainment from Vinod Zuthi, Secretary, Ministry Of Tourism, Government of India Mahesh Sharma - Minister of Tourism, Vinod Zutshi, Secretary, Tourism of the Government of India and Meenakshi Sharma als (FTAs) during the period January July, 2016 grew by 10.0% for comparable time periods in The country witnessed a 11.63% growth in the number of Domestic Tourist Visits and 4.4% growth in Foreign Tourist Visits (FTVs) to States/ UTs in 2015 compared to Rise in medical tourists: The number of foreign travelers coming to India for medical treatment has increased. 96,856 medical visas were issued during the six months period from January to June The number of medical visas, which grew by 35% in 2014 over 2013, jumped to 77% in 2015, for comparable time periods. A National Medical & Wellness Tourism Board was constituted on October 5, 2015 to help foreign tourists get better access to Indian healthcare facilities. Enabling worldclass infrastructure development: By launching two new schemes, Swadesh Darshan and PRASAD in 2015, the focus is on developing world-class tourism related infrastructure. Rs crores has been sanctioned for projects under Swadesh Darshan and PRASAD over the last 18 months. Development of Niche Tourism: Cruise Tourism: A Task Force on Cruise Tourism was constituted on November 24, 2015 to help develop the vast coastline of the country and promote cruise tourism. Golf Tourism: To target high-end tourists and promote golf tourism in India, eight golf events have been approved by India Golf Tourism Committee (IGTC) during the year (till December 2015) and Rs lakh released for the same. Skill Development: During the last two financial years and until May 31, 2016, 163,524 persons were imparted training under Hunar se Rozgar Tak & Skill Testing and Certification schemes of the Ministry. An Indian Culinary Institute (ICI) has been set up in Tirupati and the first academic session commenced in September with a 3-year BSc course in Culinary Arts. The ICI is offering 30 seats for its Tirupati campus for the academic session In addition, 12 Institutes of Hospitality Management in the North Eastern States have been sanctioned. In 2014, Tourism & Hospitality contributed 6.7% to India s GDP 8 and sustained a total of 36.7 million direct, indirect, and induced jobs in the country, which is more than the jobs created in banking, automotive manufacturing, chemicals manufacturing, education, financial services, and mining sectors.9 In the last two years, the Ministry of Tourism has undertaken several initiatives to provide a further boost to the sector such as launch of new schemes like Swadesh Darshan and PRASAD, revamping of existing schemes such as Hunar se Rozgar tak, extending e- Tourist Visas to more countries, developing a Mobile Application for Tourists, introducing an Incredible India Tourist Helpline, and undertaking various skill development initiatives such as setting up of Indian Culinary Institute, approval of new Institutes of Hotel Management etc. FDI Policy 100% FDI is permitted through automatic route for all construction development projects such as construction of hotels and resorts, recreational facilities, city and regional level infrastructure. Although FDI in sector is subject to lock-in period of three years based on certain conditions, special dispensation has been given for construction of hotels and resorts, recreational facilities, hospitals, educational institutions, Special Economic Zones, old age homes and investment by Non Resident Indians. Furthermore, conditions regarding minimum capitalization and area restriction have also been removed.
