6 OVERFLIGHT PERMITS RUSSIA Overflight Permit Required for PRIVATE and NON-SCHEDULED COMMERCIAL operations. - AIP states 72 hours lead time required for processing - Short-notice processing can be achieved (ask your service provider) - Must fly published airways; no random routing (RR) - Operator must match the name displayed on the aircraft registration - Expensive airspace in terms of navigation fees - Documents to be in English Overflight Permit (Recommended) Russia is fairly strict on amending permits; it is best to stick to your original proposed schedule. 7 LANDING PERMITS RUSSIA Landing Permit Required for PRIVATE and NON-SCHEDULED COMMERCIAL operations. - AIP states 72 hours lead time required for processing - Short-notice processing can be achieved (ask your service provider) - You may have to confirm parking and airport slots prior to landing permit issuance - Operator must match the name displayed on the aircraft registration - Documents to be in English Landing Permit (Recommended) Russia is fairly strict on amending permits; it is best to stick to your original proposed schedule. Slots There are many slot-controlled airports due to congestion and traffic.
8 FLYING INTO AND WITHIN RUSSIA RUSSIA Westbound Slots (Recommended) Track Advisory (TA) assigns a route of flight, altitude, and 10-minute gateway ETA window when entering Russian airspace using the Westbound Pacific Organized Tracks (PACOTS) and the Russian Far East Tracks (RFE) systems. When Oakland Center publishes westbound PACOTS (around 1100 UTC daily), you can submit your track request options (TKF) to Oakland Center. This slot is valid for flights that enter the gateway fix between 1900 UTC UTC, departing from West Coast area airports, and operating between FL270 and FL400. At 1550 UTC, Oakland Center compiles all TKF messages into a Gateway Reservation List (GRL), which is transmitted via Type B message. Flight crews and dispatchers should use the release times, altitudes, and track assignments for flight planning purposes. Changes in the flight will result in a new slot reservation.

11 UUWW VKO - Vnukovo Airport, Moscow, Russia RUSSIA On Arrival The aircraft will taxi to the parking area at Terminal 3 (Vnukovo III) and will be met by an agent. The agent will escort passengers off of the aircraft and will load the passengers into a plane-side vehicle, where they will be transferred to the terminal building, with their luggage, for CIQ processing. The agent will take all service requests, including catering, cleaning, etc. and will load the crew into a separate vehicle to be transferred to the terminal building, with their luggage, for CIQ processing. The agent will prepare all necessary documentation, including landing cards, and will accompany both the passengers and crew through the entire process. CIQ formalities are estimated at approximately 5-8 minutes per person (depending on workload). Passsengers will be escorted through the VIP lounge area, where they will be picked up by their ground transportation provider. The crew will then do all post-flight checks and will be subsequently transferred to their hotel or destination.

The crew will be taken to the terminal for CIQ formalities, including a signed General Declaration. The estimated completion time is 8 minutes per crew member. The agent will transfer the crew from the terminal to the aircraft, and the crew can do all pre-flight inspections. When the passengers arrive at the VIP lounge, they will be met by the agent, who will take them through the same CIQ formalities. The estimated completion time is 5-8 minutes per passenger. The passengers will be delivered to the dedicated VIP departure lounge until the crew says they are ready for boarding. The passengers will be escorted to the aircraft and allowed to board. The aircraft doors can be closed when the embarkation is complete. The aircraft is allowed to depart.

22 OVERFLIGHT PERMITS CHINA Overflight Permit Required for PRIVATE and NON-SCHEDULED COMMERCIAL operations. - Must be submitted at least four (4) working days prior to the operation along with a clearly defined schedule Overflight Permit (Revalidation) A minimum of three (3) working days is required for the revision process for overflight permits. Also, China is notorious for changing the routing on your permit. That said, if they do happen to change your routing you MUST fly that route with NO deviations. 23 LANDING PERMITS CHINA Landing Permit CAAC requires all requests (including revisions) for landing permits must be submitted together with the sponsor letter no earlier than five (5) working days prior to the operation and no later than one full working day before 0400Z. Keep in mind: the chances of CAAC granting a permit with only 24 hour notice are slim, and it is entirely CAAC s discretion. Landing permit validity is good for only the approved schedule. Landing Permit (Revalidation) One China landing permit cannot be changed (revised) more than twice. If it is revised more than twice an entire new permit request must be generated and the process started over again. All revisions take a minimum of two (2) business days to process. 27 ZBAA PEK - Beijing Capital International Airport, Beijing, China CHINA On Arrival Upon touch down, the aircraft will taxi to the parking bay where a local CIQ officer will be on hand awaiting its arrival. With the agreement of CIQ officer, the crew will be allowed to open the cabin door, then passengers will be escorted off the aircraft and transported to the FBO for the customs and immigration process. At the same time, the agent will arrange all the service requested by the crew. Separate transportation will be made available for passengers and crew to the FBO. The time taken to clear the entire procedure will vary depending on the number of passengers and the amount of luggage accompanying their arrival.
28 ZBAA PEK - Beijing Capital International Airport, Beijing, China CHINA On Departure Upon the arrival of the crew to the airport, the agent will be on hand to meet and assist the crew in transiting from the FBO all the way to the aircraft. The agent will accompany the crew throughout the customs and immigration procedures, which we expect to take an average of 5 minutes (total) per crew member (this may however vary in peak periods). The crew will then be guided through the security checks and onto the awaiting vehicles that will transport them from the terminal building to the aircraft. Ramp supervisors will be with the crew to assist and coordinate the completion of all services in a timely manner. Furthermore, upon the arrival of the passengers, the agent will be awaiting their arrival at the agreed meeting point where all their luggage along with the passenger s passports will be collected. The passengers will have a rest at a dedicated VIP lounge until the crew declares the readiness of the aircraft for passenger embarkation. Then the agent will escort passengers through the customs and immigration procedures, when the security check completed. All passengers together with a local CIQ officer will be transported to the aircraft, after the officer checks the aircraft to make sure no extra person on board, the aircraft doors can be closed. The crew will contact local ATC for startup clearance and depart accordingly.

Upon the doors opening, the agent will present him/herself with the aircraft service crew and will make a record of all the internal service requirements as per the cabin crew on hand (i.e., catering including the cleaning of catering equipment, interior cleaning, dry cleaning of linen, toiletries etc.). At the same time the passengers will be escorted off the aircraft and directly to HKBAC lounge terminal building. The customs and immigration process just takes one (1) minute to walk. HKBAC staff will accompany both passengers and crew throughout the entire customs and immigration procedure. The time taken to clear the entire procedure will vary depending on the number of passengers and the amount of luggage accompanying their arrival. In addition, the declaration of any special items or goods to customs can also add time in completing the process. HKBAC staff will be on hand to assist and guide both crew and passengers regarding the completion of all the necessary documentation such as landing cards. Transportation would be provided for both the passengers and crew from the airport to the hotel or any other destination.

37 ZSPD PVG - Shanghai Pudong International Airport, Shanghai, China CHINA On Departure Upon the arrival of the crew to the airport, the agent will be on hand to meet the crew at VIP lounge and collect crew passports to help them finish the outbound clearance. At the same time the agent will accompany the crew throughout the security check and then transport them from the VIP lounge to the aircraft. If there are any special goods, they will need to declare it - though our representative will be there to assist and provide the necessary guidance in completing all documentation (including the completion of the General Declaration signed by the captain). Ramp supervisors will be with the crew to assist and coordinate the completion of all services in a timely manner. Furthermore, upon the arrival of the passengers, an agent will be awaiting their arrival at the VIP lounge and will collect passenger passports and luggage then clear the outbound clearance. Once the crew declares the readiness of the aircraft for passenger embarkation, all the passengers will be escorted to the aircraft from the VIP lounge and the passports will be returned to the crew and passengers at the aircraft by immigration officer, and the aircraft doors can be closed upon completion. The crew will contact local tower for startup clearance and depart accordingly.

The agent will escort the passengers off of the aircraft and will load the passengers into a plane-side vehicle, where they will be transferred to the terminal building, with their luggage, for CIQ processing. The agent will take all service requests, including catering, cleaning, etc. and will load the crew into a separate vehicle to be transferred to the terminal building, with their luggage, for CIQ processing. The agent will prepare all necessary documentation, including landing cards, and will accompany both the passengers and crew through the entire process. The crew will then do all post-flight checks and will be subsequently transferred to their hotel or destination.
49 ZMUB ULN - Chinggis Khaan International Airport, Ulaanbaatar, Mongolia MONGOLIA On Departure When the crew arrives at the airport, the agent will meet and assist the crew. The crew will be taken to the terminal for CIQ formalities, including a signed General Declaration. The estimated completion time is eight (8) minutes per crew member. The agent will transfer the crew from the terminal to the aircraft and the crew can do all pre-flight inspections. When the passengers arrive at the VIP lounge, they will be met by the agent, who will take them through the same CIQ formalities. The passengers will be delivered to the dedicated VIP departure lounge until the crew says they are ready for boarding. The passengers will be escorted to the aircraft and allowed to board. The aircraft doors can be closed when the embarkation is complete. The aircraft will be allowed to depart.
