If less than 400 USG is needed, operator will pay a 12% charge of remaining volume. If no fuel needed, a 12% charge of 400 USG will apply. 19 Cabotage Any commercial air operation, scheduled or non scheduled, between two or more points within Mexican Territory to carry passengers, cargo, and or mail, by an operator with a registration different from Mexico is prohibited. 14 CFR Part 135 (Charter) Operating a flight that drops passengers from the US to MMSD, then repositions to MMTO to pick up passengers and take them to the US is considered Cabotage and is prohibited. Mexican ATC Agency will reply to request within 5 to 10 business days, sending you navigation balance and/or outstanding fees. 21

23 How To Obtain These Fees: First you need to classify your aircraft according the wingspan. 27 How to Determine the Kilometers Flown SENEAM has already determined a list of pre-calculated distances based on the most used routes. This information has been published in four issues of the Official Gazette of the Federation: February 15, 2002: February 27, 2004: October 28, 2010: April 15, 2015: If the route is not listed, then you have to calculate SENEAM manually. 27

In addition to the ordinary requirements, operators must inform DGAC the entry and exit airports, the estimated period of time the aircraft will be in Mexico, and the temporary base of operations. 34

35 NOTAM A0313/08 Cozumel (MMCZ) Clearance takes between 60 to 90 mins depending on traffic, it is a busy airport with acceptable facilities. Tapachula (MMTP) Clearance might take over 60 minutes, but there are less traffic issues. Airport facilities are standard and traffic is normally medium. 35
