2 Purpose The Tanzania National Roads Agency (TANROADS) in collaboration with The World Bank (WB), The German Development Cooperation (GTZ), The International Road Federation (IRF), The Association of Southern Africa National Roads Agencies (ASANRA), and The African Road Maintenance Funds Association (ARMFA) are organizing the Regional Seminar on Performance-Based Management and Maintenance Contracts. The objective of the seminar is to facilitate sharing and exchange of experiences, best practices and innovative solutions on contracting performance-based management and maintenance of roads (PMMR). Description The Performance-Based Management and Maintenance of Roads (PMMR) Contracts define minimum conditions of road, bridge, and traffic assets that have to be met by the Contractor as well as other services such as the collection and management of asset inventory data, callout and attendance to emergencies, and response to public requests, complaints and feedback. Payments are based on how well the contractor manages to comply with the performance standards of service levels defined in the contract and not on the amount of works and services executed. Therefore, the choice and application of technology and the pursuit of innovative materials, processes and management are all up to the Contractor to achieve the product defined in the performance contract. PMMR is a new way of effectively and efficiently preserving road assets that is rapidly evolving around the world replacing the traditional method-based contracting of road. For more information on Performance-Based- Road Management and Maintenance Contracts visit: The Seminar Outcomes Upon participation in this seminar, participants will be able to: i) Explain Benefits of the PMMR Compared with the Traditional Method-Based Contracts; ii) Apply Techniques on How to Utilize Micro-Enterprise in PMMR Routine Maintenance; iii) Explain Changes Required by Road Administration, the Consulting and Contracting Industry for Effective Implementation of PMMR; iv) Apply Techniques for PMMR Procurement; and v) Discuss How PMMR is Implemented in Different Parts of the World. The Seminar will be conducted back to back with the Workshop on Performance-Based Management and Maintenance Contracts. A two-day Regional Workshop will be held from 28 th 29 th February Please find attached brochure on the Workshop. Targeted Audience The seminar is targeted for Senior Officials and Chief Executives of Road Agencies/ Departments and Roads Fund, contractors, consultants, road sector policy and decision makers, development partners, researchers and academia, students, road users, and other interested parties. 2
3 Seminar Accreditation The Seminar is accredited with the Tanzania Engineers Registration Board (ERB). Professionals who will attend this Seminar will earn 24 Professional Development Units (PDUs) Sponsors The World Bank (WB) is a vital source of financial and technical assistance to developing countries around the world. The World Bank is made up of two unique development institutions owned by 185 member countries: The International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA). The World Bank has pioneered in the development and implementation of the Performance Based Contracts worldwide. Also, the World Bank has been a major financier of road infrastructure projects in developing countries. The World Bank carries out projects and provides a wide variety of analytical and advisory services to help meet the development needs of individual countries and the international community ( The German Development Cooperation (GTZ) for over thirty years, GTZ s key tasks have included developing its partners potential and capacities in this respect and moderating the commitment processes of learning and change. GTZ sees capacity development as a mean to strengthen the performance capabilities of individuals, organizations and societies people as to increase their learning capacity and acquire the skills that enable them to assume roles in societies by becoming more efficient through a better organizational and leadership culture and political and social framework conditions. Capacity Development empowering partners, promoting potentials is the slogan for holistic competency development, which GTZ regards as the key to sustainable development. GTZ also addresses the United Nation Millennium Declaration and its Millennium Development Goals (MDGs) ( The International Road Federation (IRF) is a unique global platform that promotes together public and private entities committed to road development. IRF together with its members and associates, the IRF promotes social and economic benefits that flow from well planned and environmentally sound transportation networks. Ever since its establishment in 1948, the IRF has been active in the advocacy of all issues relevant to the road industry, from financing to technology and development to safety. It serves as a catalyst for public and private partners to organize, promote and develop international road programs ( The Association of Southern Africa National Roads Agencies (ASANRA) was established with the essential purpose of enhancing regional policy coordination and road transport systems integration in order to improve intra-regional road transport efficiency and lower transport costs. ( African Road Maintenance Funds Association (ARMFA) is an organization that brings together Road Fund Boards of Africa. It aims at developing a network for the exchange of information and experiences on the practices of financing road maintenance in Africa and the operation of the funds themselves; encouraging the promotion and strengthening of ties between road maintenance funds in Africa; and ensuring the sustainability and the harmonious development of road maintenance funds. 4 Tanzania National Roads Agency (TANROADS) is an Executive Agency responsible for management, development and maintenance of the trunk and regional network in Tanzania. The aim of TANROADS is to provide cost effective and sustainable maintenance and development of the primary network comprised of all trunk and regional network to support the socio-economic development of Tanzania ( Seminar Venue and Dates The Seminar will be held from 25 th 27 th February 2008 at East African Hotel, Arusha, TANZANIA. ( Location and Access Located in East Africa, Tanzania is the land of the highest mountain in Africa, the Kilimanjaro towering at 19,340 feet (5,895m); it is home to the worlds famous archaeological and historical sites - Olduvai Gorge (cradle of mankind); with more than 20 national parks and game reserves, abundant wildlife, bird species, the flora and fauna makes Tanzania one of the top safari destinations in Africa. Tanzania is the origin of the world's famous migration of millions of wildebeests from Serengeti plains crossing the border to Kenya. Ngorongoro crater, the eighth wonder of the world, is another spectacular scenery Tanzania is endowed with. It is at Africa's internationally acclaimed park - Gombe National Park, along Lake Tanganyika where you will witness the home of "The People of the Forest", the chimpanzees. In addition, Tanzania boasts of the Selous Game Reserve, which is Africa's and the worlds largest protected wildlife area. The coastline stretching 1,424km provides white sandy unspoilt beaches such as those found in the islands of Zanzibar, Mafia and Pemba. With coral reefs that make superb dive sites, visitors enjoy many aquatic sporting activities. Arusha is the main tourist hub of Tanzania, located north of the country. It is the gateway to the Northern parks of Serengeti, Ngorongoro Crater, Tarangire, Lake Manyara and Mt. Kilimanjaro. Arusha is served by the Kilimanjaro International Airport (JRO) with Daily Direct Flights from Europe and other places worldwide. The town is located a mere 40kms from the Kilimanjaro International Airport. Direct Daily flights from West African Countries: Kenya Airways and Ethiopian Airlines. Flying via Dar es Salaam International Airport (DIA): If your first port of entry into Tanzania is through Dar es Salaam, please book a local connection to JRO. Many different airlines fly directly to DIA, including British Airways, Swiss Air, Emirates, Qatar Air, Kenya Airways, South African Airways, etc. Local connections are possible with Air Tanzania, which operates two daily flights and, Precision Air, which operates three daily flights from Dar es Salaam to JRO. This enables passengers to have smooth connections with international flights through DIA. If you require assistance in booking local air tickets, inform the Regional Seminar Administrator. Flying via Nairobi: If you fly via Nairobi, there are two options of arriving in Arusha. Nairobi is about 360kms from Arusha town. You can connect regional flights to JRO, please book with your travel agent. Precision Airways has five daily flights from Nairobi to JRO. OR you can travel by shuttle to Arusha. Shuttle buses leave from Stanley hotel in Nairobi and from the Jomo Kenyatta International Airport, Kenya at 8.00am and 2.00pm daily. You can use Riverside, Impala or Davanu 4
5 shuttles. NB: Shuttle pick up from the airport can be arranged if flight arrival details are communicated to the organizer early enough. The trip takes 5 hours including border checks. Arusha being the main tourist hub, flights are normally fully booked. So early bookings are recommended. Delegates will be provided with transport from/to the JRO airport upon arrival and departure. Information on Visa Requirements Fee for all nationals is $50. A list of Tanzania embassies abroad can be found at: Nationals of commonwealth countries are not subject to pay visa, except for the following countries, who should apply for visa from their nearest Tanzania embassies/high commissions: United Kingdom, Canada, Bangladesh, India, Pakistan, Australia, New Zealand and South Africa. Visas for nationals of the following countries: Nigeria and other West African Countries, Elitrea, Ethiopia, Egypt, Tunisia, Sudan, Somalia, Morocco, and all refugees, will be processed in Tanzania prior to arrival in the country. Delegates from these countries should therefore submit to the seminar administrator: 1) passport copies showing full name, nationality, passport number, date of issue and expiry, 2) expected port of entry in Tanzania (if available). All other nationals should consult the nearest Tanzanian embassy, or in case of any problems contact the Seminar Administrator. Dr. Gunter Zietlow is honoured International Road Federation (IRF) Man of the Year 2003 in merited recognition for his pioneering activities and achievements in the realm of performance-based road management and maintenance contracts and road maintenance funds in Latin America. To date, in Latin America, over 60,000 km of roads are being maintained under performance-based contracts. Dr. Gunter Zietlow develops Performance-Based Perogrammes. Also, he designs and delivers Performance-Based Contracts (PBC) trainings for developing countries ( Resource Persons from the World Bank are: Cesar Queiroz (Consultant). C. Queiroz has performed several Performance-Based Contracts (PBC) projects in Europe.
