3 CAPSCA An International Civil Aviation Organization (ICAO) global initiative to improve preparedness planning and responses to public health emergencies that affect the aviation sector CAPSCA Africa started in 2009 and now has twenty six member States 3

4 CAPSCA CAPSCA provides multi-sector seminars and workshops on preparedness planning, and arranges assistance visits to international airports. During the visits, some training is provided and preparedness plans that have been developed locally and/or nationally are reviewed, and improvements suggested 4

6 Highlights Uganda joined during the last (3 rd ) CAPSCA Africa meeting. Four States joined since last meeting Burkina Faso Botswana Ghana Swaziland 6

7 Highlights Two State/Airport Assistance visits implemented since last meeting: Mozambique, Maputo Airport United Republic of Tanzania, Julius Nyerere International Airport; Dar es Salaam Requests for visits received from: Ghana Uganda Postponed due to schedule conflicts. Uganda rescheduled for January 2014 Visits now on cost recovery basis. 7

8 States to take advantage of any extensions by WHO beyond the normal implementation date of June 2012 in order to fully meet obligations at designated points of entry under the IHR (2005) by June (No information received on any requests to WHO for extensions beyond 2012) 8

9 Aircraft operators, their handling companies and service providers are urged to make use of guidelines on the IATA website to assist training of relevant staff. Training in public health emergency response should be included for all personnel who have a role to play in implementation of a preparedness plan for public health emergencies. (Not in evidence in States visited. To be ascertained during future CAPSCA Assistance visits). 9

10 States encouraged to develop Memoranda of Understanding or (less formal) Letters of Agreement to formalize collaborative arrangements between the Public Health and Aviation sectors, making use of material from the IHR (2005). States encouraged to share such documents with other States by sending them to ICAO for posting on the CAPSCA website. (No MoUs or LoAs formalizing cooperation between the Public Health and Aviation sectors received) 10

11 State CAAs to make an extra effort to establish a working relationship with their counterparts in the public health sector at national level. ICAO should continue to strengthen links between the ICAO Regional Offices and WHO Regional and national offices. (Efforts continued from ICAO at HQ and Regional Office levels) 11

12 State CAAs should develop national regulations that incorporate ICAO health related Standards and Recommended Practices (Only one State out of the two visited had developed national regulations incorporating ICAO health related Standards and Recommended Practices) 12

13 Airport operators should consider requirements as stated in the IHR (2005) and related guidance material as well as Airport Council International guidelines when planning the location and facilities for assessment of travellers and possible subsequent isolation and quarantine requirements. (More awareness of IHR requirements on the part of airport authorities needed) 13

14 Dissemination of information concerning an affected aircraft from the aerodrome ATC unit serving the destination to other stakeholders is to be determined by the State, utilizing existing procedures as far as possible. (To be ascertained during future CAPSCA Assistance visits) 14

15 Air Traffic Services Contingency Plans for Public Health Emergencies (developed in accordance with ICAO Annex 11 and Procedures for Air Navigation Services Air Traffic Management) should be harmonized with the airport Emergency Plan and the national aviation Public Health Emergency Plan. (Not in evidence in States visited To be ascertained during future CAPSCA Assistance visits or ICAO ICVM visits) 15

16 Stressed the importance of exercise, table top and real life, for testing the inter-related components of various preparedness plans in the aviation sector, e.g. National Public Health Emergency Plan for Aviation, Aerodrome Emergency Plan, Air Navigation Services Emergency Plan. 16

17 States encouraged to explore the possibility of obtaining the support of Regional Economic and other groupings to facilitate regional harmonization of preparedness planning. Meeting expressed support for the continuation of the CAPSCA Project beyond 2012 when the grant from the Central Fund for Influenza Action ends. 17

18 Ghana provisionally offered to host the next CAPSCA Africa regional meeting, with a back up of Gabon. The meeting expressed its appreciation to both States. Neither Ghana nor Gabon was eventually able to host the present meeting. CAPSCA Africa is grateful to Burkina Faso for graciously accepting to host the meeting. 18
