3 PROJECT SELECTIO AD PRIORITIZATIO PROCESS OVERVIEW ICREASED CAPACITY PROJECTS The project selection and prioritization process used by the etropolitan Plannin Oranization (PO) beins with the identification of transportation needs for all transportation modes based on the obility 24 Lon-Rane Transportation Plan (LRTP) that was adopted December 9, 24. The transportation projects that were identified in the PO s "eeds" plan are prioritized to assist in the development of the Cost Affordable Plan. The transition from the "eeds" Plan to the Cost Affordable Plan, in a priority order, is determined by applyin a number of technical evaluation criteria includin: Level of service and traffic data analysis Discussion amon plannin and enineerin staff reardin the results of technical evaluations and analysis (Level of Service, traffic volumes, etc.) Application of the quantitative roadway project prioritization criteria (project status, Conestion level (LOS), Safety (Crash data), Sociocultural effects, Emerency evacuation routes, ulti-modal connectivity (transit, trails/sidewalks), Truck route, and Access to major development areas or activity centers. priorities are reviewed for input by: Public input at lare includin advertised public comment periods and public hearins, input from the PO's various standin committees includin the Citizens Advisory Committee (CAC), Technical Advisory Committee (TAC), Bicycle/Pedestrian Advisory Committee (BPAC) and at PO Board meetins. Local overnments who are votin members on the PO. Florida Department of Transportation (FDOT) District 7. The final List of Priority s is updated and formally adopted by the PO Board on an annual basis. Chanes or modifications to the List of Priority s if necessary can be undertaken throuhout the year. ITERSECTIO PROJECTS: The criteria for prioritizin new intersection projects include, but are not limited to, projected conestion over the next five years (conestion is estimated by dividin approach volumes by the number of approach lanes), total crashes for the past three years, sinificance in supportin reional mobility, and the availability of riht-of-way for future capacity expansion. To view a more detailed description of the Selection Process as well as Prioritization process/procedures utilized or employed by the PO please refer to "Executive Summary" in the currently adopted Transportation Improvement Proram (TIP). 5 ITELLIGET TRASPORTATIO SYSTE (ITS) / ADVIACED TRAFFIC AAGEET SYSTE (ATS) Intellient Transportation System (ITS) or Advanced Traffic anaement System ( ATS) type projects were developed throuh efforts in coordination with FDOT and Pasco County Enineerin Services/Traffic Operations and TAC/CP Committee members. The projects under ATS provide for automated traffic sinal use throuh the installation of cameras at key sinalized intersection locations and the addition of demand responsive sinal timin controllers that automatically adjust timin based on time of day and traffic demands. The system is tied into existin and/or planned systems and includes hihways both on and off of the State Hihway System. The system is housed at the County s Traffic Operations Center located at the West Pasco Government Center in ew Port Richey. ATS is a technoloy used primarily to improve the flow of vehicle traffic and improve safety. Real-time traffic data from cameras, speed sensors, etc. flows into a Transportation anaement Center (TC) where it is interated and processed (e.. for incident detection), and may result in actions taken (e.. traffic routin, Dynamic essae Sinin (DS)) with the oal of optimizin or improvin traffic flows. The FAST Act also made other chanes to the federal fundin prorams, includin chanin the name to the Block Grant Set -Aside proram. 17 Tampa Bay Transportation anaement Area (TA) Leadership Group 27 Top Priorities Approved by consensus June 2, 27 Interstate odernization s Status: Fundin is requested for reconstruction of two interchanes, I-275/SR 6 and I-275/I-4; interstate modernization includin technoloy; reevaluation of Tampa Interstate Study EIS; and for locational studies for transit centers in the Gateway and Fletcher/Fowler areas. Environmental impact studies are underway, and construction is funded for the Howard Frankland Bride replacement. Reional Transit Catalyst (s) which may include: a. Central Avenue BRT, St. Petersbur downtown to beaches; b. Westshore ultimodal Center with fixed uideway connections to downtowns and airports; c. Further development of the Reional Transit Feasibility Plan; d. Reional Express Bus - opportunities include SR 6/Gulf-to-Bay Blvd, the Veterans Exwy/Suncoast Pkwy, the Gandy/Selmon Exwy corridor, the SR /56 corridor, and as a part of Tampa Bay ext; and expansion of reional farebox system to adjoinin counties; e. 18 Tampa Bay Transportation anaement Area (TA) Leadership Group 27 Top Priorities for ulti-use Trails Approved by consensus June 2, 27 Duke Enery Trail - The trail is partially funded with two aps needin desin and construction. The north ap is from John Chestnut Park to Briht House Field and the south ap is from Belleair Rd to the San artin Bride. Once completed, the Duke Enery trail will link with the Pinellas Trail to create a 7-mile loop that includes a connection to Hillsborouh County via the Courtney Campbell Trail. Starkey Trail Connector - Connection from Pinellas Trail to the Starkey Wilderness Trail throuh the Brooker Creek Preserve. Approximately eiht miles bridin a vital ap between Pasco and Pinellas Counties. The entire trail has been broken into six phases. Phase I is funded with immediate potential for extension throuh Waterset Community. Request/Status: fundin for PD&E and desin of Phases III and IV. Bypass Canal Trail A 7+ mile trail southward from Flatwoods Park, on the banks of the Bypass Canal per areement with the Southwest Florida Water anaement District. Usin existin parks in Temple Terrace and the Florida State Fairrounds areas as trailheads, the corridor expands future access to the Old Fort Kin and Withlacoochee State Trail. Request/Status: Hillsborouh County requests fundin for the desin and construction of the next phase. Orane Belt Trail The approximately 37 mile lon trail would extend from the Starkey Trail (C2C connector) in the Trinity area of southwest Pasco County to the existin Withlacoochee State Trail trailhead (connects to Good eihbor/south Sumter Connector) at U.S. Hihway 3 in Trilby in northeast Pasco County. The planned trail alinment enerally follows the historic Orane Belt Railroad line that crosses Pasco County in a southwest to northeast direction. The Orane Belt Trail is scheduled for a route study which will determine exact alinment and preliminary enineerin funded ($.9) in 27. Request/Status: Pasco County requests $5.5 for riht-of-way acquisition and construction Tampa Bay TA Leadership Group Purpose There is a role for a TA-focused roup, not currently performed by any existin transportation oranization. That role includes developin reional consensus priorities for the TA, especially in the allocation of federal & state funds. The roup will focus on major cross-county transportation markets and traffic movements, and on helpin the Tampa Bay metropolitan area speak with one voice in discussions of reional transportation prioritization issues and financial resources.
