2 The SARMAN Advisory Council meets several times a years to coordinate Provincial Search and Rescue activities Search and Rescue Manitoba (SARMAN) HISTORY In Manitoba all search and rescue activities are performed by a province wide organization called Search and Rescue Manitoba or SARMAN. This organization was initiated because of a shared vision between the Office of the Fire Commissioner (OFC), the Royal Canadian Mounted Police (R.C.M.P.) D - Division and our provincial Emergency Measures Organization (EMO). Their submission of a joint application for funds to the National Search and Rescue Secretariat s, (NSS) New Initiative Fund (NIF) was successful and as a result, a comprehensive search and rescue program for the province was born. The involvement of Search and Rescue volunteers was set up and coordinated through the Office of the Fire Commissioner on behalf of the provincial police agencies and the SARMAN Advisory Council. (see: Advisory Council below.) SARMAN Advisory Council The mandatory Search and Rescue training for all provincial volunteers is delivered through the Manitoba Emergency Services College, (MESC) which is run by the Provincial Office of the Fire Commissioner. Merry Christmas Thee SARMAN Advisory Council is represented by the following agencies or associations which have a direct role and/or responsibility in the delivery of Search and Rescue services in Manitoba: Royal Canadian Mounted Police, D, Division (RCMP) Winnipeg Police Service (WPS) 2012 Dakota Ojibway Police Service (DOPS) Brandon Police Service (BPS) Manitoba Justice, representing the small police agencies of Manitoba. Parks Canada (PC) Department of National Defense, Domestic Operations MB. (DND) Canadian Coast Guard (CCG) Canadian Coast Guard Auxiliary (CCGA) Office of the Fire Commissioner Manitoba (OFC) Manitoba Emergency Measures Organization (EMO) Civil Air Search & Rescue Association (CASARA) Search & Rescue Manitoba Volunteer SAR Network (SARMAN) Province of Manitoba SAR Dog Association SARMAN Volunteer Association Over the years the SARMAN VA has transformed itself from a virtually untrained group of volunteers, into a highly trained and dedicated Volunteer Search and Rescue Network that is a valuable resource to the Province of Manitoba. SARMAN VA is available to support the Police Agencies which are the authority responsible for lost or missing persons within the Province of Manitoba. Across the majority of rural Manitoba the RCMP are that policing authority. The memorandum of understanding (MOU) that was developed between the RCMP and the OFC provides for the OFC, through the Manitoba Emergency Services College (MESC) to develop and deliver ground search and rescue training to the SARMAN VA network, as well as to coordinate the response of this network to support the RCMP and other policing Authority s. 5 4 V O L U M E 1 I S S U E 5 T H E L O C A T O R Riding Mountain, National Park 2012 PROVINCIAL GSAR EXERCISE On September 28th and 29th the OFC and Parks Canada hosted a Provincial Exercise at Camp Kippechewan on the west side of Clear Lake in Riding Mountain National Park. The exercise was attended by 100 SARMAN members, with teams as far south as Pembina Valley and as far North as Clear Water. The exercise began with a night exercise on Sept 28th and continued on throughout the day on Sept 29th with a large scale scenario. 4

8 7 News Release - Parks Canada Press Release Issued By Parks Canada Prior to the Provincial Exercise Search and Rescue Exercise in RMNP SAR training makes Manitoba safer Wasagaming, Manitoba, September 11, 2012 Parks Canada will host a provincial Search and Rescue (SAR) exercise at Riding Mountain National Park (RMNP) from September 28 to 30, This annual event brings together Manitoba s SAR teams so that they can rehearse for real life search and rescue situations should they arise, and also gives them the opportunity to work together with team members from other jurisdictions. This advance familiarization with each unit s strengths and capabilities can translate into valuable time saved during a real life SAR event. The exercise is designed to give participants an opportunity to put their skills to the test, enhance existing skills and develop new skills, as well as work with partners. The event is being coordinated by the Manitoba Office of the Fire Commissioner with the assistance of the RCMP "D" Division SAR Team, the South-Central Mutual Aid District Volunteer Search & Rescue Manitoba (SARMAN) Team, and the RMNP Visitor Safety Program. In addition to volunteer SAR teams from across the province, the Department of National Defence, the Civil Aviation Search & Rescue Association (CASARA), and an RCMP unmanned helicopter will participate in the search and rescue exercise. SAR teams will be observed on the ground, in the air and on the water during this exercise. The aerial component will include low flying aircraft and the deployment of military SAR technicians parachuting in to a mock aircraft crash site. There are approximately 25 to 30 large scale ground SAR operations in Manitoba annually, in addition to numerous smaller operations, marine SAR operations and aviation searches. Though encouraged to ask questions, members of the public are asked not to interfere with the exercise. Parks Canada works to ensure Canada s historic and natural heritage is protected through a network of 44 national parks, 167 national historic sites, and four national marine conservation areas. Parks Canada takes Visitor Safety seriously and trains to respond effectively when emergencies arise. 10 9 Recent SARMAN Missing Person Searches Two separate Missing Person incidents were reported on November 10th, 2012 At the time of this Newsletter the SARMAN tasking log is at 17 incidents which is on par with the past few years. Teams take part in approx. 24 per year or roughly 2 incidents per month. At the time of this Newsletter Brad Lambert is still believed to be missing. Attempts to locate his truck have met with neg. results #1 Missing 23 yr old hunter was reported in the Ste Rose Area. This male was able to find his own way out of the bush. SARMAN teams not required. #2 A 10 and 11 year old were reported missing to police however were both located a short time later by an RCMP dog team. No SARMAN teams were required. Tasking # Missing Hunter and his son lost in the Sandilands Provincial Forrest on November 11th, Approximate location of missing persons obtained from cell phone GPS. Numerous SARMAN teams deployed. Missing persons located by SARMAN team from North East just after midnight. Fatal plane crash occurred on November 18th, 2012 in Snow Lake, Manitoba. Several SARMAN teams were on stand by but not required. Crash site was close to the Snow Lake airport and was handled by local resources. Tasking #12-17 Hunter reported missing November 15th in the Hadishville area. Search conducted by several teams over the following week. No sign of M/P s vehicle in any of the areas he was thought to have gone. Still Missing this date. LOCATED Details to follow Winnipeg Hunter Brad Lambert missing for a week Hundreds of community volunteers, friends and family have extended the search for a missing Winnipeg man across southeast Manitoba, all the way to Kenora, Ont. Norman Brad Lambert, who commonly goes by Brad, has been missing since a hunting trip Nov. 15. The 46-year-old was last seen having lunch in Marchand. His sister Sue Lambert believes he was wearing hunting gear at the time. Sue Lambert flew to Manitoba Monday to help with the search, which so far has been assisted by up to 100 volunteers. People are rallying groups together. There s a lot of people tracking it and have been out, especially in the beginning in the hunting area, going out on ATVs and doing all the trails. She says that after a week without word from Lambert who failed to show up at work at a Manitoba government office last week they ve expanded the search. Now, basically, we are just trying to cover all of southeastern Manitoba with missing posters pictures of him and his truck. Just to appeal to the public at large: Not just the hunting community, Lambert said. We ve been searching that area for the week and we ve found nothing. So we d just like to expand the search. He could be anywhere. Now, she says, We need to find his truck to work on how to find him. Lambert is six feet tall and 240 pounds; he has brown hair, grey on the sides. He was driving a black Ford F-150 with Manitoba licence plate FGK 157. (His truck is like the one in the photo, but has chrome trim around the windows.) T H E L O C A T O R N E W S L E T T E R 9

Right/Front Project Lifesaver Manitoba Coordinator Sgt Randy Antonio - Winnipeg Police Service Project Lifesaver Manitoba - Electronic Search Specialist Graduates The Winnipeg Police Service Ground Search and Rescue Unit and their Volunteers with Winnipeg Search and Rescue Provided with Training, Certification, Equipment and Support to Help Those Who Wander September of, 2012 Project Lifesaver Manitoba have taken a major step towards bringing the Project Lifesaver program to the Winnipeg area. Designed to track and rescue those with cognitive conditions who tend to wander, this service answers a critical need for protecting people at risk of wandering, including those with Alzheimer s, autism, Down syndrome and dementia. Project Lifesaver International, the leading organization in electronic search and rescue (SAR) programs, has approved the creation of Project Lifesaver Manitoba after instructors attended the Winnipeg Police Academy and conduct mandatory training. The two lead instructors, Denise Wallace (Area Commander) and Barry Pauluk (President) are members of Lakehead Search and Rescue out of Thunder Bay ON. Lakehead SAR is a member of the Ontario Search and Rescue Volunteer Association (OSARVA). Both Denise and Barry are recognized inter-agency instructors and donated their time to provide training to the Winnipeg SAR responders responsible for running the Manitoba program. Project Lifesaver International will continue to provide certification, ongoing management and support to Project Lifesaver Manitoba. 10

12 11 Project Lifesaver Manitoba George Ehr and Randy Antonio sample equipment Instructor training graduates along with PLMB coordinator Their training includes teaching public safety officials how to use the equipment and how to gain the trust of and communicate with people who wander, as well as to ensure that caregivers are well versed in the program all of which are essential to a successful rescue. Clients enrolled in the service will wear a wrist-watch sized radio transmitter on their wrist or ankle. The transmitter constantly emits a Radio Frequency signal, which can be tracked regardless of where the person has wandered even into a densely wooded area, a marsh, a concrete structure such as a garage, or a building constructed with steel. When a loved one goes missing, caregivers notify locally trained agencies and they are dispatched to the wanderer s area and the average rescue time remains around 30 minutes. We are pleased that we have reached this stage and will soon be able to offer the Project Lifesaver technology to clients in Winnipeg and surrounding areas. After this initial phase I am looking forward to assisting other Manitoba agencies develop their own response programs while supporting them through the newly created provincial organization. We are grateful for financial support from the New Initiatives Fund which is administered by the National Search and Rescue Secretariat. - Sergeant Randy Antonio, Ground Search and Rescue Coordinator Winnipeg Police Service and the founder of Project Lifesaver Manitoba. Project Lifesaver develops public outreach programs to educate others about the issue of wandering, and they constantly work toward developing public policy and effective law enforcement response to help save lives and bring loved ones home. This service will be available in the Winnipeg area starting in January of Families and caregivers can enroll their loved ones by contacting Project Lifesaver Manitoba who will provide information on the enrollment requirements, process and associated enrollment fees. 15 14 V O L U M E 1 I S S U E 5 T H E L O C A T O R SARSCENE , Toronto Ontario The 2012 SARSCENE Conference was held in Toronto, Ontario from November 17th to 19th. SARSCENE was Co-hosted by the NSS and the Toronto Police Service. As a result of federal cutbacks over the past year, the organization of this years conference was delayed and scaled back. This resulted in the dates of the conference being moved back from previous years. Luckily the weather held and the SARSCENE games went off without a hitch. Our SARMAN defending champions from North East finished a respectable 4th place just out of the medals, however the team represented us well and all of the members enjoyed the event. In addition to the team from North East, two teams from MANFF also attended the games and also finished respectfully. Although the Conference was held in a different location than the host hotel, shuttles were available all day long to move delegates back and forth. The Awards banquet was held in the host hotel which was the downtown Sheraton Hotel. The banquet was well atended and was enjoyed by all those in attendance. A complete list of the presenters and topics is listed on the SARSCENE website at: The Guest Speaker for the Opening Ceremony was Bill Carr who spoke on Deep Service - a call to a higher level. Bill is a comedian as well as a motivational speaker, in addition to the opening plenary Bill also conducted a work shop on communication in the service industry. You can see part of Bill s presentation by running his name on YouTube. Bill s presentation was definitely one of the highlights of SARSCENE as many people referred to parts of his presentation for the remainder of the conference. The write up for his presentation described it the best when it stated, Bill helps his audience explore how each individual, at every level of an organization, and the organization as a whole, can re-craft and reframe their work life and personal life to be one of deep service. You will laugh, you will think, and you will change. Perception drives performance. When our lives are seen from a service perspective, it deepens our understanding of our place and mission in the world.
