This study shows the union scale of wages and hours of labor for more than 40 trades in 39 important industrial cities throughout the United States. The 39 cities covered are those included in the Bureau's study of retail prices (Bulletins Nos. 105, 106, 108, 110, 113, and 115), and within these cities live one-fifth of the total number of people in continental United States. Data, as far as available, are shown for each of the six years, 1907 to The wage scales published in this report are all for time rates. In some localities certain trades have piece-rate scales which it was not deemed practicable to publish. In other localities there were nominal time rates which have not been published, as they were not representative of actual earnings under prevailing piece rates and bonuses. The trades for which data are presented are listed in the table below. This table shows the per cent of change in hours per week and in rates of wages per hour between 1907 and For the purpose of computing the per cent of increase or decrease in hours of labor and rates of wages and also for the purpose of computing relative hours of labor and relative rates of wages for any trade, the hours of labor and the rate of wages in the particular trade in 1907 has been considered equal to. Thus a trade for which the scale of wages was 25 cents an hour in 1907 and 35 cents an hour in 1912 shows an advance of 40 per cent, while a trade for which the scale of wages was 50 cents an hour in 1907 and cents an hour in 1912 shows an advance of 20 per cent. The advance per hour in both instances was 10 cents, but, by reason of the different level of wages in 1907, the advance was in the first case 40 per cent and in the second case 20 per cent. 5

For each trade the hours per week and the rate of wages per hour in 1907, are considered the base or. In arriving at the relative hours or rate of wages per hour for each trade, the relative for each city was first computed and then the relatives for all cities included were combined by giving to the relatives for each city a weight equal to the approximate number of union employees in the trade in the city. Stereotypers, night work The 39 cities included in this report are important industrial cities representing 32 States. In a general way the city selected in each section of the country was the city having the largest population in that section; but, in addition, two smaller cities were included Fall River, which is a textile center in Massachusetts, and Scranton, which is situated in the anthracite coal region of Pennsylvania. Within the 39 cities live one-fifth of the total number of people, twofifths of the urban population, and approximately one-third of the total number engaged in gainful occupations (not including those in agricultural pursuits) in continental United States. The data for 1907 to 1912 were in every case furnished by officials of local unions to special agents of the Bureau of Labor Statistics, and wage scales, written agreements, and trade-union records were used whenever available. Two general tables present the detailed information for 1907 to The scales of wages and hours here presented for each locality are those which have been accepted by all or a part of the employers in the locality. Union scales in practically all cases establish minimum wages (that is, wages below which union men will not work) and maximum hours of work (that is, hours above which union men will not work at the usual rate of pay). In each of these tables the rate of wages per hour, when the union scale provides for other than an hourly rate, was computed by dividing the wage per day or week by the number of hours per day or week. The rate of wages and the hours of labor entered are for May 15, and where a different number of hours is worked for more than three months during the year, this fact has been noted in connection with the entry.. The first of the two detailed tables arranges the information by cities, and shows under each city the data, as far as available, for each trade. In this table the 39 cities are arranged alphabetically. The second detailed table arranges the information by trades, and shows under each trade the data, as far as available, for each city. In this table the cities are arranged alphabetically under geographical divisions. In the tables the trades have been arranged alphabetically under the following general trade groups, although some of the trades, such for instance as sheet-metal workers, include employees outside the general group.
