7 EXECUIVE SUARY Conex erolinx oeraes a comrehensive ransoraion sysem of bus and commuer rail lines in he Greaer orono and Hamilon Area (GHA). he sysem includes he rail nework, which is an essenial ar of erolinx s service o he area commuers. ransi currenly rovides commuer rail service on seven corridors in he GHA, using convenional diesel elecric locomoives and nonowered bi level coaches in ush ull configuraion. In lae 2008, erolinx ublished a Regional ransoraion Plan he Big ove a mulimodal vision for regional ransoraion o srenghen he economic, social and environmenal susainabiliy of he Greaer orono and Hamilon Area. he Big ove ses ou a fas, frequen and exanded regional raid ransi nework as a key elemen of he lan. he lan includes esablishing Exress Rail and Regional Rail services a seeds and frequencies ha are yically rovided by elecrified sysems. As an inerim sage rail services are being develoed o rovide more frequen 2 way all day service (as envisioned in he 2020 sraegic lan). Elecrificaion Sudy erolinx has iniiaed a sudy of he elecrificaion of he enire ransi rail sysem as a fuure alernaive o diesel rains now in service. he elecrificaion sudy is examining how he fuure rail services will be owered using elecriciy, enhanced diesel echnology or oher means when imroved services are imlemened in he fuure. he sudy will assess he benefis and coss of a full range of echnology oions, including enhanced diesel, elecric and alernaive echnologies. he sudy will consider he exising ransi nework, he roosed nework exansions o S. Caharines, Kichener/Waerloo, Allandale, Bloomingon, Bowmanville, as well as he fuure Pearson Air Rail Link. In June 2006 he growh lan for he Greaer Golden Horseshoe was released. he Greaer Golden Horseshoe is one of he mos imoran regions in Canada and is among he fases growing areas in Norh America. he region exends from Niagara Falls o Peerborough. Currenly home o over eigh million eole, he region is execed o have anoher 3.7 million eole and 1.8 million more jobs by his 25 year growh lan will guide urban develomen in he Greaer Golden Horseshoe and rovides a framework for he governmeno coordinae lanning and decision making for long erm growh and infrasrucure develomen. he lan recognizes ha while growh can be good for our economy, urban srawl has an adverse effec on he economy, our healh, he environmen and qualiy of life. Since he lan recognizes he imorance of ransi, boh inra and iner ciy, he esablishmen of erolinx was one of hese iniiaives. 2.2 erolinx he Big ove erolinx was creaed by he Governmen of Onario o develo and inegrae a muli modal ransoraion lan for he Greaer orono and Hamilon Area (orono, Hamilon, Durham, Halon, Peel and York). erolinx has develoed a Regional ransoraion Plan (RP) called he Big ove, which will guide fuure ransoraion develomen in he GHA. he erolinx RP includes he consrucion of over 1,200 kilomeres of raid ransi more han rile wha exiss now. his will rovide 80 er cen of residens in he region wih access o raid ransi wihin wo kilomeres of heir homes. his will faciliae he reducion in average commue imes and ransi riders will have access o jobs ha were reviously difficulo reach by ransi. he Big ove idenifies new ransoraion iniiaives ha amouno wo billion dollars annually over he nex 25 years he larges ublic ransi exansion in half a cenury. In develoing he evaluaion framework ha will guide he Elecrificaion sudy, he various lanning and sraegic documens noed above were considered. 16 3 HE RANSI NEWORK Overview Figure 1 shows schemaically boh he rain nework and he Bus nework. he level of rail services oeraed on he nework has been develoed incremenally over he years o meehe growing demand on he sysem, given he engineering and financial consideraions resened o ransi. he seven rail corridors are: A Lakeshore Wes; B Lakeshore Eas; C ilon; D Georgeown; E Barrie; F Richmond Hill; and G Souffville. ransi rain Services 2010 he rain service is available a all saions during eak rush hour eriods. During weekday off eak hours, rain service is available only on he Lakeshore line beween Oshawa in he eas and Aldersho in he wes and on he Georgeown line beween Union Saion in he eas and Bramalea in he norhwes. On weekends, rains run beween Oshawa in he eas and Aldersho in he wes. Service is rovided hrough a combinaion of direc and conraced oeraions. oeraes all saions and erminals, while rains are conrolled, oeraed and mainained hrough conraced hird aries. Locaed in downown orono, Union Saion is he hub of s commuer rail sysem and is also a rimary hub for VIA Rail. he wo organizaions share faciliies a Union Saion. Union Saion is also used by oher iner and inra ciy oeraors such as Onario Norhland and is conneced o he orono ransi Commission (C) subway sysem. All rail lines and 96% of rain ridershi is eiher o or from Union Saion. he varying and unique oeraing and service demands of hese users, combined wih raid demand growh and he hisoric naure of Union Saion, have consrained s abiliy o exand rail, bus and cusomer service caaciy a Union Saion. Work is currenly underway o revialize Union Saion, including imrovemens o he rain shed roof, sair and elevaor access, and rack and signal imrovemens. and he Ciy of orono are he rimary sonsors underaking he major imrovemen services on he concourse levels. ransi Bus Services 2010 Buses rovide frequen exress service beween he municialiies surrounding orono, including service o 14 bus erminals, and also serve locaions as far as 100 kilomeres (60 miles) from downown orono. ransi connecs wih municial ransi sysems in he Greaer orono and Hamilon areas. 19 3.2 Rolling Sock 2010 All ransi rail corridors have seen significan growh in recen years and many rojecs have been imlemened in erms of imroving he infrasrucure and roviding addiional caaciy, on each of he lines. he imrovemens in infrasrucure caaciy have been mached by a coninual rocess of urchasing new rolling sock o sulemen, and gradually relace, he exising flee. he rolling sock currenly used is in he same formaion for each roue of he nework: i is comrised of a diesel locomoive a one end, a cab car ahe oher end, a wheelchair accessible coach (he fifh car from he locomoive) wih a se of bi level assenger coaches, running in ush ull formaion. he flee of diesel locomoives is made u of wo classes: he F59 and he more modern and more owerful P40. he higher ower of he P40 locomoives (4000 HP) allows he rains o be lenghened u o 12 coaches and sill be able o meehe seeds necessary o fulfill he imeable. here are 41 ses of bi level rolling sock in acive service on any given weekday. hey are formed of 10 coaches exce on he Lakeshore and ilon lines where 12 coach consiss have been inroduced. I reresens a reasonable scenario for fuure service which incororaes exising aribues and roosed enhancemens of s rail nework, rolling sock, rail infrasrucure and service levels consisen wih he 2020 service vision. he Reference Case, reared secifically for his sudy, includes a high level service conce (no a lan), which is one ossible oucome, subjeco deailed feasibiliy, assenger demand and caial/oeraing funding. he Reference Case rovides a consisen basis and assumions for comaring fuure echnology and nework oions as ar of he elecrificaion sudy. 4.2 Assumions his sudy has made a number of assumions abouhe nework, service level and available infrasrucure o enable a consisen and idenifiable aroach o be aken when comaring alernaive echnologies. he Reference case which is resened in Aendix B was comiled during meeings and workshos wih reresenaives from ransi and erolinx.
