Locaed prominenly wihin he Inner Harbour in he hear of he downown, providing access o he busy Harbour Air Sea Plane Terminal and he popular proposed David Foser Harbour Pahway, and as he Ciy s signaure venue for culural evens and fesivals, Ship Poin represens an imporan opporuniy for enhancing Inner Harbour vialiy and becoming one of he Ciy s preeminen public spaces and desinaions. A he same ime, he seawall a Ship Poin, ogeher wih inland pavemen areas of he sie, are showing signs of disress and require srucural remediaion and repairs over he shor erm. Planned public realm improvemens including he David Foser Harbour Pahway and associaed Special Places, and he small plaza o be consruced by Harbour Air on he former locaion of heir emporary erminal building, ogeher wih programming for special evens and he poenial for oher uses o help acivae he area, will inform he ype and phasing of srucural upgrades required. 5 INTRODUCTION PLANNING FOR SHIP POINT ROCK BAY From March 07 o January 08, he Ciy will be working wih an inegraed consulan eam led by a landscape archiecure and urban design firm, PWL Parnership, o develop an inegraed maser plan and implemenaion sraegy for Ship Poin. VICTORIA WEST NORTH PARK Building on he vision and objecives for Ship Poin esablished by he Harbour Vialiy Principles (04), and in coordinaion wih oher key public places wihin he Inner Harbour and he Downown, he maser plan and implemenaion sraegy will inegrae sie design wih srucural resoraion o advance previous sudies ino a schemaic level of design including deailed phasing and Class C cos esimaes. The consulan eam will work closely wih sakeholders a key sages of he process wih evens planned in each phase, including sakeholder workshops and a public open house o receive inpu and feedback on he draf opions and preferred concep. DOWNTOWN HARRIS GREEN The projec will include close collaboraion wih a range of sakeholders such as he Greaer Vicoria Harbour Auhoriy, Harbour Air, Songhees Naion, Esquimal Naion, Downown Vicoria Business Associaion, Vicoria Downown Residens Associaion, Tourism Vicoria, he Province of Briish Columbia, businesses operaing on and around Ship Poin, marine users and special even and fesival organizaions. 7 HISTORY AND HERITAGE Ship poin sie is locaed wihin he radiional erriory of he Songhees and Esquimal Firs Naions. Hisorically Vicoria s harbour was a working harbour, wih heavy indusry, fishing flees, ransporaion, cargo and oher marine dependen indusries. This sie embodied hese uses hroughou is hisory, focusing mainly on he movemen and sorage of maerials and he producion and sorage of cemen, indusries ha drove he developmen of he harbour, Vicoria and Vancouver Island. The hisoric Inner Harbour Precinc, including he Ship Poin sie, embodies he wholesale supply and rade neworks which fueled he developmen and mainenance of he mines, logging camps and salmon canneries which drove he early economy in he province. Ships in he harbour doing business wih hese mercanile buildings would have been moored wih shore ies as evidenced in he iron ring sill in place in he shoreline rocks. This secion of Wharf. would also have played hos o he housands of prospecors lined up a Cusoms House, locaed a he Norh end of he sie, waiing heir chance a heading o he Fraser River and Klondike gold fields in he lae 800 s. The hisory specific o Ship Poin begins in 874 wih he consrucion of he Dominion Cusoms House locaed a he exreme norhern end of he sie. Designed by Thomas Seaon Sco, a Federal Works Deparmen archiec, he Cusoms House was buil on a prominen piece of land jus souh of he spo where he Hudson Bay Company had esablished For Vicoria in 84. The Cusom House gained i s nickname, he Malaha Building, from he HMCS Malaha organizaion which occupied i from 954 o 964. Early phoographs and fire insurance maps show ha he sie was bare o he souh of he Cusoms House, wih a few very small buildings along he shoreline ending in he Vicoria Dock Co. wharf and warehouse a he souhern end. Beween 90 and 9 his shoreline was developed o include he Evans Coleman and Evans wharves, freigh shed and warehouse and he Grand Trunk Pacific Railway freigh shed. In 909 he Grand Trunk Pacific offered freigh and seamship service beween Prince Ruper, is Pacific erminus, and he souhern ciies of Vancouver, Vicoria and Seale. The building and wharf on he sie would have housed goods ranspored beween hese ciies and was in operaion unil a leas 95, when he now bankrup company was bough ou o creae he Canadian Naional Railway. The primary use of he sie has been he producion and sorage of cemen beginning wih Evans, Coleman and Evans in 9, afer hey go ou of he freigh business. The firs cemen producion in Vicoria came in he early 900 s couresy of Rober Buchar a Todd Inle and subsequenly in 9, from he Porland Cemen Consrucion Company of London, managed locally by Mr. H.K.G. Bamber. Boh were drawn o Vicoria because of he rich deposis of limesone. In he early par of he cenury, Vicoria was he Porland cemen supplier for much of he Pacific Norhwes. By 947, he company had changed names o Evans, Coleman and Johnson, and expanded Norh up he Gorge waerway a he sie of he presen Lafarge plan sie and merging wih Ocean Cemen someime afer his. Ocean Cemen merged wih he BC Cemen Company in 957, becoming he larges cemen producer in he Pacific Norhwes, producing 8 million bags of cemen a year. The Ship Poin sie coninued o produce, ship and sore cemen unil 97, when he demoliion of he buildings on he sie was approved by Vicoria s ciy council. The sie was fully cleared in 974 by he Oliver Equipmen Service and Supply Co. and several plans were submied o ciy council, one of which was by prominen archiec Arhur Erickson. The sie sis a around 8m below Wharf ree below a large reaining wall and is bounded on he wesern side by he quay wall. The surface of he sie is mosly asphal paving and is used as a car park. The sie also provides access o he Harbour Air Floaing Sea Plane Terminal and also he Flying Oer Bar and Grill via a wharf ramp. Ship Poin and he adjacen waer lo is owned by he Ciy. The adjacen wharf is owned by he Greaer Vicoria Harbour Auhoriy. OPTION : IMPLEMENT EROSION CONTROL MEASURES/REPAIR WALL This approach would likely involve he insallaion of a rip-rap and geoexile erosion conrol embankmen a he oe of he exising wall wih he aim of prevening soil loss from beneah he wall. I would require regulaory approvals o place maerial in fron of he wall and would involve working wihin he marine environmen. The wall repair would be limied o re-poining and localized rebuild where significan displacemen has occurred.
