1 2.6 BUILD ALTERNATIVE OPTIONS As set forth in a 21 June 2001 Resolution of the CTB, with approved amendments by the CTB on 15 July 2004, the Adopted Location Corridor (ALC) proposed alignment, would extend within a corridor that generally parallels I-581 and U.S. Route through Roanoke, Franklin, and Henry counties, Virginia. This mile-long corridor would comprise part of Virginia s link in the planned I-73 addition to the NHS that would extend between Sault Ste. Marie, Michigan and Myrtle Beach, South Carolina. The new limited access highway would be constructed to freeway design standards within the study area and would ultimately connect with other segments of I-73 alignments in West Virginia and North Carolina. In its 21 June 2001 resolution, the CTB resolved that the proposed limited access highway be designated as Virginia Interstate 73. On July 15, 2004, the CTB rescinded and amended the June 21, 2001 action as follows: Amending action approving Segment Alternatives 376, 287A and 399, as Segment Alternatives, to be rescinded Amending action approving Segment Alternatives 118 and 118B, as a connector to U.S. Route 200, to be rescinded. Approval of Segment Alternatives 375, 118, 118B and 118C, and designation of these Segment Alternatives as a Limited Access Highway and add them to the Interstate System of Highways as a part of Virginia I- 73. The Build Alternative would include all improvements in the No-Build Alternative, plus a new interstate with full access control. No turn lanes, cross traffic, or driveway access would be permitted on the new interstate. The Build Alternative would be built to interstate (freeway) design standards with a minimum of four travel lanes (two in each direction) (see Figure 2.6-1A). The I-581 portions of I-73 would have a minimum of six travel lanes to accommodate forecasted increases in traffic. Four primary options were considered as routes or alignments for I-73. Each option uses a combination of segments that are representative of various potential combinations. Each option is described briefly below. Option 1 (see Figure 2.6-3a through 2.6-3d) would be the most eastern alignment, beginning on I-81 in Botetourt County near Exit 150 and continuing south through western Bedford County and northeastern. Option 1 would continue southerly through eastern Franklin and Henry counties. The alignment would rejoin U.S. Route in. Option 2 and its three variations (see Figure 2.6-4a through 2.6-4d) would follow I-581 south then turn easterly south of State Route 24 to cross the Blue Ridge Parkway. At Route 116, Option 2 would continue southerly in a route parallel to and east of U.S. Route. The Option 2 alignment would rejoin the U.S. Route alignment for a short distance in southern. It would then depart from the U.S. Route corridor, north of the Franklin/ line, and extend to the southeast crossing existing U.S. Route 58 east of Laurel Park. This option and its variations would use much of the existing U.S. Route 58 alignment until rejoining U.S. Route south of Martinsville. The Option 2 variations continue south to the North Carolina state line on a new route west of existing U.S. Route. South of Ridgeway in, Option 2 would rejoin the existing U.S. Route. Option 3 (see Figure 2.6-5a through 2.6-5d) would follow the existing alignments of I-581 and U.S. Route and include the of existing U.S. Route to full interstate standards. The three variations of this option would leave the existing U.S. Route alignment in locations where topographic or other constraints present a challenge. These variations use both existing U.S. Route bypasses east of Rocky Mount and west of Martinsville in the alignments. Option 4 (see Figure 2.6-3a through 2.6-3d) would be a western alignment that would begin in western Roanoke County on I-81 at existing Exit 132 (Dixie Caverns interchange). The alignment would extend east and turn to the south near the western edge of the City of Salem, crossing the Blue Ridge Parkway and continuing south into. Option 4 would continue south on the west side of existing U.S. Route through Roanoke and Franklin counties and into. This option would rejoin U.S. Route east of Martinsville, then diverge south of Martinsville before returning to the U.S. Route alignment south of Ridgeway for the remainder of the corridor Final Environmental Impact Statement

18 In most cases, I-73 would be a four-lane divided highway typical section. Exceptions are I-581 and the portion of U.S. Route between Elm Avenue and Route 419. Potential interchanges were assessed at strategic locations along the mainline of each of the build alternatives. Criteria for location selection of interchanges included roadways that had one or more of the following characteristics: Functional classification of the intersecting roadway. Functional classification indicates the significance of the roadway to the locality, the region, the state, and the nation. In general, the higher the functional classification, the more significant contribution the roadway makes to the transportation network. Potential interchanges for all NHS roadways (including I-81, U.S. Route, U.S. Route 460, Route 40, and U.S. Route 58) were included for assessment. Urban and rural arterial designations as well as state primaries were likewise targeted for interchanges. This included Route 24, U.S. Route 221, Route 57, Route 87, and others previously mentioned. Traffic volumes along intersecting roadway. High volume urban and rural roadways were provided interchanges where safety and geometric conditions warranted. This included existing I-581 interchanges at Peters Creek Road, Hershberger Road, Orange Avenue (U.S. Route 460), Elm Avenue (Route 24), Route 419, and others mentioned above. For high volume interchanges, the need to provide access to immediate land uses and linkage to the adjacent transportation network must be balanced against the practical and safety concerns of controlling access adjacent to off and on ramps. To the extent possible, control of local access within 100 feet of urban access and 300 feet of rural access must be maintained to assure safe ramp junction movements. Linkage with other communities, recreational areas, employment areas and economic development areas. To fulfill the purpose and need, interchanges were located to serve and access areas that are currently or forecast to be developed for recreational, employment or economic development. This included interchanges at Routes 697, 641, 619, 605, 890, 108, and 684. Each new interchange location as well as interchange type is tentative at this point and based on preliminary information that is subject to change as the design is refined and the traffic analysis is updated. The following subsections discuss each of the four basic build alternative options and their variations in more detail Build Alternative Options Considered But Not Selected Build Alternative - Option 1 Option 1 (see Figures 2.6-3a through 2.6-3d) would begin at a modified interchange with I-81 at approximately Exit 150, just north of Cloverdale in Botetourt County. It would extend southeast, crossing existing U.S. Route 460, the Blue Ridge Parkway, and the Blue Ridge Mountains near the community of Blue Ridge. Through Bedford County, the alignment would stay east of Greens Knob and Horsepen Mountain, crossing Route 24 west of Stewartsville. It would then turn southwest and enter south of Explore Park and Prater Creek. The route would stay west of Lynville Mountain. From there it would continue south crossing the Route 116 and staying west of Kennett and then continuing south in the vicinity of Red Valley, Burnt Chimney, Redwood, and Patti. It would turn to the southwest around Fork Mountain, then back southeast, running east of Figsboro and Laurel Park. The interstate would remain east of the existing U.S. Route 58 Bypass and Ridgeway before connecting into the existing U.S. Route immediately south of the North Carolina state line. The approximate length of Option 1 would be 79 miles (126 kilometers). Fifteen potential interchange locations would include two in Botetourt County, two in Bedford County, five in, and six in. An undercrossing at the Blue Ridge Parkway south of Route 640 would be proposed in Botetourt County. Railroad crossings would be generally in bridge structures to meet clearance requirements of the railroads. It would continue southeast to Red Valley and turn south, passing to the east of Hodgesville and Sydnorsville. Option 2 would rejoin the U.S. Route corridor north of the Franklin/ line and would generally follow the same alignment as Option 1a east of Martinsville. After crossing existing U.S. Route 58, however, Option 2 would turn to the west connecting with the existing U.S. Route 58 Bypass, and continuing to a point just west of the interchange at existing U.S. Route Business. At that point, proposed I-73 would parallel U.S. Route to the west of Ridgeway and connect back into existing U.S. Route south of Ridgeway. I-73 will cross under the parkway with a wider road section that includes frontage roads (see Figure 2.6-8) Build Alternative - Option 4 Option 4 (see Figures 2.6-3a through 2.6-3d) begins at existing exit 132, the Dixie Caverns interchange, travels south, turning to the east along the western edge of the City of Salem. Option 4 crosses existing U.S. Route 221 and the Blue Ridge Parkway south of Cotton Hill Road and connects briefly into the existing U.S. Route corridor just north of Boones Mill. It then continues south, staying west of Boones Mill and Rocky Mount. Option 4 approaches existing U.S. Route along the Route 608 corridor, but remains for its rest of 2-60 Final Environmental Impact Statement

29 its length west of existing U.S. Route. North of the intersection at Route 605, this option turns to the west, remaining west of the existing U.S. Route until approximately Fieldale. This alternative would stay west of Oak Level Road and would cross between the communities of Stanleytown and Bassett west of Cromwell Road on Route 57 and at Route 680 (Columbus Drive) on Alternate Route 57. At Fieldale, Option 4 connects into the existing U.S. Route Martinsville Bypass and follows the U.S. Route Martinsville Bypass around the southwest side of Martinsville, departing the U.S. Route Martinsville Bypass just west of its connection with U.S. Route Business. Option 4 parallels U.S. Route to the west of Ridgeway and connects back into existing U.S. Route south of Ridgeway then south across the North Carolina border. This option includes segments (north to south) 371, 378, 394, B, 192A, 321, 237B, 389, 349, 393 and 398.
