15 14 SECTION COST OF FOOD PRODUCTS Fill out for every population center in which research is conducted from 1 October to 1 November I. The costs of products in form A. should be recorded by the observer only from stores in the population center where research is carried out (exclude stationary markets). Selection of stores They may be any store, except specialized ones (stores for veterans, invalids, military personnel, etc.). Among these, there shouldn t be expensive stores where the price level is substantially higher than the average prices in this population center. If the observer is a resident of the population center where the research is conducted, then the prices of products in form A. should be recorded by him from the stores of the population that his family usually uses. If the observer is not a resident of this population center, then the prices of products in form A. should be recorded by him in those stores that are usually used by the observed families of some one area of observation. The task of the observer is to get information, which means the costs of as many products as possible in form A. Therefore, during the indicated week it is necessary to go to the stores a few times, but no more than 3 times. If some of the products listed in form A. are not sold in the stores chosen for the research, then the observer should go to those stores (given that they exist) where the listed products are for sale. Furthermore, these additional stores should be chosen so the price level is only slightly different from the price level in the stores where the prices were already recorded. Only in cases where it is impossible to find some products in form A. in the stores with the same price level, can the prices of these products be recorded in the expensive stores, that is, those with substantially higher price levels.

If the products are sold in packages of less than or more than 1 kg or 1 liter, the observer should calculate the cost of the product for 1 kg or 1 liter. If during one of the visits to the stores several kinds of the same product are available for different prices, the observer should record the price of the cheapest and the price of the most expensive product. After this the line in form A. will be considered filled out and the observer should not return to it any more. If during one of the visits only one kind of the given product is available, its price should be written down in the column The price of the cheapest item of those available. After this the line in form A. will be considered filled out and the observer should not return to it any more. If during all 3 visits, including the visits to the additional stores, some item is absent from the stores, then the line corresponding to it in form A. will be left empty. II. The cost of products from form B. should be recorded by the observer only from stationary markets in the given population center. If the population center has several markets, then the cost of products in form B. should be noted from one of them that has average prices. At the market territory one should pay attention to traditional market trade, in other words, to products sold by private individuals, collective farms, state farms at the counters or from cars. One should not pay attention to the trade of stationary stores on the market territory, or trade by stores conducted from cars or temporary counters. Rules for recording prices of products at the market are the same rules as for recording prices in other stores.
