5 1. Introduction Amtrak s emergency repair work at Penn Station will cause disruptions to LIRR Service. MTA has developed a multi-pronged mitigation plan to support travel in this time. The following document provides a list of roadside and traffic management actions that New York State Department of Transportation is taking to support the mitigation plan. This document complements other demand management, outreach and marketing efforts undertaken by NYSDOT including traffic and park and ride information at 511NY. Please contact John Bassett (john.bassett@dot.ny.gov) for more information or updates to the playbook. 2. 6 2.1 H.E.L.P Program Expansion Enhance the Emergency Local Patrol (HELP) program hours of operation and number of trucks which provide roadside emergency services on major State highways. Summary of Strategy Region 10 DOT will increase the number of HELP Trucks deployed in Nassau/Suffolk counties in the morning and evening peak travel periods by approximately 50 percent (from 15 to 22 trucks). DOT will double the HELP trucks on the LIE and Increase the number of trucks on other roads, including the Meadowbrook, Southern State and Northern State Parkways. DOT will expand the coverage of HELP services from State highways to include the Nassau County controlled LIE service roads. The peak hours of operation will be expanded to include 6:00 to 10:00 morning peak; 3:00 to 8:00 evening peak. DOT is working with NYPD to expand the HELP services that operate in Queens; NYPD operates City HELP services. Region 11 NYPD agreed to provide additional/revised HELP service along I-495. Extension of the HELP services along the LIE to 8:00 PM for the 2nd shift. Transfer two of the four HELP trucks (including the operators) currently operating on the VWE to the western portion of the LIE (from College Point Blvd. to the exit to Van Dam St.). The remaining two trucks would cover the entire VWE. 9 2.2 Pre-deployment of maintenance crews and tow trucks Pre-deploy highway maintenance staff and equipment at strategic locations to quick-clear debris, perform emergency maintenance or other tasks necessary to ensure the flow of traffic during the morning and evening peak travel period. Summary of Strategy Steps: DOT will strategically deploy crews along the LIE and other State highways in the morning and evening peak DOT will increase the number of crews deployed during the evening peak to address new travel patterns. Pre-deploy tow trucks at strategic locations on Long Island to quick-clear vehicles experiencing mechanical failure or involved in incidents, including one heavy duty tow. o DOT has executed agreements for seven tow trucks, including one heavy duty wrecker. o Tow trucks will be deployed beginning 6:00 AM on July 10 th along the LIE and other State highways. o DOT has coordinated with NYPD to secure two additional tow trucks in Queens. Add 2 additional tow trucks to patrol the LIE in Queens to help clear incidents during the peak hour periods to supplement the existing franchise towing operation. 11 2.3 Traffic signal timing adjustments Evaluate traffic signal timing on major thoroughfares and adjusting as necessary. Summary of Strategy Steps: Signal timings will be adjusted on the following corridors: o I-495 North Service Road - NY112 west to NYC Line o I-495 South Service Road - NYC Line east to NY112 o Route 25A from Willis Ave to NYC Line o Route 27 from West of limited access section (Near NY 109) to NYC Line o Route 25 from NY 110 to NYC Line o Route 106 from NY 25 to NY 24 o Route 107 from NY 24 through overlap section with NY106, to NY25 Details These corridors are marked on the following Figure 2 Figure 2: Signal Timing Adjustment Corridors on Long Island 11

12 Details on Signal Timing Plans The signal coordination will be set up for an enhanced westbound AM progression from 5AM to Noon and an enhanced eastbound progression from Noon to 9 PM. (Rt. 106 and Rt. 107 are northsouth roads and will be set for enhanced progression to (AM) and from (PM) the Hicksville Train Station. Rt. 25, Rt. 25A, Rt. 27, Rt. 106 and Rt. 107 will run a midday signal timing plan in the downtown areas from 11AM to 2PM 12

13 2.4 Messaging on Static and Variable Message Signs Deploy variable message signs to inform motorists of traffic restrictions, location of temporary LIRR bus services and the status/capacity of parking facilities. Summary of Strategy Steps: DOT will operate more than 100 fixed and portable variable message signs for this event; locations have been finalized and a map has been developed. Signs will be deployed to identify and provide status of supplemental bus and ferry services; park and ride lots; and enforcement of the HOV lane. DOT will also fabricate and post static signs to guide pedestrians from the Long Island City station to temporary ferry services. 28 PVMS Identification Codes The following Table 2 shows the portable variable message sign identification codes, as they appear in the API, and the park and ride lot they are located at and displaying messages for. ICF staff input these codes into the park and ride lot database to populate the info box message for each park and ride lot on the park and ride lot map, to display in real-time the messages as they appear on the portable message signs. 30 Message Library 1. HOV Enforcement Information The information on HOV enforcement will be delivered on Fixed VMS and Portable VMS signs starting Friday, June 23rd and running through the event. Region 11 removed the 6 PVMS they were renting for the enforcement messages (Effective 8/1/2017) Full size overhead VMS on I-495 There are 11 WB and 14 EB full size 3 line VMS signs on 495. Most of these signs default to travel time indications, which is removed for incidents and other safety campaigns. For this event, NYSDOT will keep travel time on every other overhead sign in each direction, and run the following message on the remaining signs (6 Eastbound and 5 Westbound) ALTERNATE R11 Display for EASTBOUND LIE VMS: R11 should display the appropriate message for EB LIE (using the rules that apply to Nassau County) as drivers approach the HOV lane in Nassau County. This should only be on VMS that are for drivers approaching the R10 section of the LIE. HOV RULES CARS 2+, M CYCLES, BUSES, CLEAN PASS Two Line VMS Signs over the HOV Lanes on I-495 There are also two line VMS signs over the HOV lane in the EB and WB direction. There are 4 signs in each direction (total of 8 signs), which will run the following message unless needed for an incident: 30

31 For Region 11 HOV Lanes Only: I-495/LIE HOV / BUS LANE 3+ OCCUPANTS Two Line Slip Ramp VMS Signs on I-495 Service Roads There are 2 line slip ramp VMS signs on the 495 Service Roads. Eastbound 10 signs and westbound 13 signs which will run the following message: One Line Slip Ramp VMS Signs on I-495 Service Roads There are 1 line slip ramp VMS signs on the 495 Service Roads. Eastbound 11 signs and westbound 11 signs. NYSDOT will run the following message on these signs: Portable VMS Sign on I-495 In addition, NYSDOT will deploy a PVMS on WB LIE just east of NY112 (Exit 64) as the HOV lane begins at Exit 64 and the first VMS sign is west at Exit 62. This sign will have the following message: 2. Parking Availability Park and Ride messages The Portable VMS signs can display the following messages based on the location 31

32 2.5 HOV Enforcement Ensure strict enforcement of HOV requirements to optimize capacity of lane Summary of Strategy Steps: NYSDOT has coordinated with the Lake Success, Nassau County, and Suffolk County Police Departments for enhanced enforcement of the HOV lanes VMS and PVMS messages will warn drivers of the HOV Lane rules, points and violations (See Section 2.4) Details Enforcement: Lake Success, Nassau County, and Suffolk County Police will be responsible for issuing summons for violations of the HOV lane regulations. VMS Messaging: Starting Friday, June 23rd, messaging shall remind motorists of the HOV regulations, points, fines. When the event begins and HOV lane rules are in effect (M-F), messaging will remind motorists that HOV rules are STRICTLY ENFORCED. Reduced HOV Lane Enforcement Messages : (Effective 8/1/2017) o Region 11 removed the 6 PVMS they were renting for the enforcement messages o Both Region 10 and Region 11 will only messaging sporadically for HOV lane enforcement. Regions will post on handful of random signs through the day o Permanent VMS will focus on traffic management messages with periodic enforcement messaging rotated among the signs For more specific detail on HOV enforcement messaging, see Section

33 2.6 Park and Ride Lot monitoring and messaging Monitor Park and Ride Lots for status and utilization Summary of Strategy Steps: DOT will provide the information on status and utilization of eight supplemental MTA bus commuter parking and an additional six park and ride locations maintained by the DOT. DOT has setup dedicated PVMS signs at these fourteen park and ride lots. The PVMS sign will inform drivers of the occupancy of the park and ride facility with a message indicating Open, Near Capacity and Full. NYSDOT s Transportation Management Center for Long Island, INFORM in Hauppauge, will be the primary communication hub for NYSDOT to collect and transmit information received from NYSDOT field monitors reporting. Status updates from NYSDOT and MTA staff will be sent every thirty minutes to executive management and key staff via an official group which will include the following addresses: o NYSDOT Long Island - INFORM dot.sm.r10.lirr.s@dot.ny.gov o MTA Emergency Operations Center Cordell Rogers Cordell.Rogers@nyct.com Mark Holmes Mark.Holmes@nyct.com MTA LIRR s Emergency Operations Center in Jamaica will be the operational hub for MTA information received from MTA/LIRR field monitors. NYSDOT Region 11 will have a representative at this facility. Details Monitoring Process: NYSDOT Region 10 and MTA staff will report to their assigned lot and begin reporting no later than 5:30am during the dates of active AMTRAK Penn Station construction. Upon arrival, the site monitor must notify INFORM of their start of duty and provide an approximate lot capacity percentage by phone and , and the MTA EOC via only. The Assigned staff will logoff at the end of the shift Beginning at 5:30, staff will report to INFORM and the MTA every 30 minutes via only on the availability of open spots in their assigned lot. When a lot reaches the key thresholds of 50%, 75% and 95% at capacity, NYSDOT and MTA site monitors will alert the parking monitoring desk at INFORM via and phone, and the MTA EOC via only. A lot will be considered full at 95%. s will be sent to the groups above at the following times: o o Every half hour with the approximate lot utilization percentage starting at 5:30 AM The shall contain the lot location in the subject line, as shown below: Subject: Commack Rd Ex 52 25% Full Phone calls shall be made to the parking monitoring desk at INFORM at and s shall be sent at the following times: o Arrival at lot, no later than 5:30 AM 33

34 o When lot reaches 50% o When lot reaches 75% - considered (Near Capacity) o When lot reaches 95% - considered (Lot Full) o Log off at end of shift, at 11AM NYSDOT will provide parking lot capacity updates every half hour starting at 5:30. They will provide numerical updates instead of percentage updates in increments of 25 (i.e. 425 spots remaining at Roosevelt Field; 625 spots remaining at Belmont etc.) o The initial sign message every morning will be: OPEN o Once the lot reaches 75% capacity, Inform will begin posting numbers (for the MTA lots ONLY) 50 SPACES OPEN o Then, every half-hour, INFORM will update the sign with the newest number until the lot is essentially full: 35 SPACES OPEN 25 SPACES OPEN FULL Update to the Monitoring Process from 8/2/2017 Because of the minimal use of the parking lots, NYSDOT will no longer be reporting on parking lot status every half hour. NYSDOT will instead report on parking lot status at 9:00 am effective Wednesday 8/2. o The Two exceptions are Commack Road (Exit 52) and Patchogue-Holbrook Road (Exit 61) Counts will be every half hour beginning at 7:15 am and ending at 8:45 am o Counts at the other parking lots will only be once per day (around 8:30-8:45 am) 34
