Dennis Horazak, Board Secretary WLCA Passes 2018 Budget The WLCA Board of Directors approved the operating budget for 2018 at their October 23 rd meeting. The budget includes a 13.5-percent increase in assessments to $185 per quarter. The 2018 budget is balanced, with $2.3 million in revenues covering $2.3 million in expenses. The complete budget is available to residents at [resident login] > Financial Info >WLCA Budgets > 2018 Approved Budget. WLCA had its last deficit budget in 2017 when $163-per-quarter assessments produced $2.0 million in revenue; expenses were $2.2 million, and surplus cash from previous years provided the difference. In fact, WLCA had been able to avoid assessment increases since 2013 by using the surplus cash. However, that surplus has dwindled while expenses have increased. Also, WLCA no longer collects rent from 30 foreclosed homes that were rented until they were sold, and no longer receives assessments from The Crest homeowners, which disassociated from WLCA in This combination of facts resulted in the need for increased assessments. 2 10/25/17 Page 2 / 9 Responding to feedback received about this year s surprise fee increase, the Finance Committee is working on WLCA s first multi-year budget to help project future finances and warn of fee increases farther in advance. Discussions might consider minor changes. Movie in the Park Saturday October 21 st, sunset The movie Trolls will be shown at the Recreation Center. Bring your own chair and/or blanket. Board meeting Monday October 23 rd, 6:30 pm - October board meeting includes approval of the 2018 budget. Agenda will be posted on the WLCA website during the week before the meeting. ARC meeting Tuesday October 24 th, 7:00 pm Trunk or Treat Sunday October 29 th, 3 PM to 6 PM - This is trick or treat for cars at the Recreation Center. Here s the deal. You register with Madeline Sanchez by October 1 st ( below). You decorate the open trunk of your car for Halloween, then drive to WLCA, park your car, open your trunk, and hand out treats to the tricksters from other cars who come by to visit. There will also be a hayride, a train ride, a corn maze as well as food trucks. NewStream docx Page 2 of 9

Partner contributions will cover actual costs, and all proceeds will be donated to Waterford CAN, Inc. (501c3), which distributes food to the local elementary school food pantry and other local food pantries. 4 10/25/17 Page 4 / 9 Hurricane Irma Debris Removal By Ken Zook and Dennis Horazak Contractor Debris Pick up This is how we are handling the cleanup and what role you play in that process. First and foremost, please do not take your yard debris and throw it into conservation areas or on common property. All that does is drive up the costs of the association to clean it all up. FEMA is already hard at work in Waterford cleaning up the debris and now are going around and trimming the trees of hanging limbs. FEMA does NOT clean up HOA property. So please do your part and stack your debris in front of your home and know that in time, FEMA contractors will be around to get things picked up. Be patient and remember that this storm made a mess everywhere, and while you may get tired of looking at the piles of stuff, FEMA contractors are doing the best they can and working as fast as they can to get around. Vegetative debris must be separated from construction materials, household hazardous waste (e.g., paint) or large electrical goods (e.g., refrigerators) when placed on the curb. Debris Drop-Off Sites for Orange County Residents Tired of waiting for FEMA? Unleash yer loppers and get er done! Residents are encouraged to take debris to a citizen site designated by Orange County. As of October 3 rd, eleven (11) citizen drop-off sites are open in Orange County. Residents of Orange County may bring vegetative (trees/yard waste) debris to any locations from 7 a.m. to 7 p.m. Monday through Sunday. Residents will need to provide proof of Orange County address to gain access. Irma Damage from Adjacent Properties For those that have been calling the WLCA office and making reports about trees down in conservation areas, we appreciate that. Understand that when a tree falls in a conservation area, that is where it stays. Conservation is all about nature doing its thing. Waterford cannot and will not remove trees from conservation areas. Once they are down, that is the best place for them to decay naturally. We have had some calls where trees in conservation have snapped in half and pretty much the same rules apply. We are keeping a running list of these type of issues and will address them as soon as we can. We are still focusing on the main streets of Waterford and then we will start the second phase of pond tree removals and conservation needs. If you experienced damage from trees in conservation areas or have limbs hanging, know that Waterford Lakes follows the "Trim Thy Neighbors Plants" policy. For example, if a tree tips over in a storm and pulls up your fence, regardless of who owns the tree, you are responsible for the repairs. If your neighbor's tree fell on your home or your car, your insurance would take care of the bill. Same concept for hanging limbs. If a tree limb is hanging from a neighbor's tree into your yard, you can take care of it. If your neighbor's plants are growing into your yard, you can remove them from your yard. You can check out the Waterford Lakes policy, which is based on Florida law, at [resident login] > Policies >Trimming Neighbors Plants. Whose Job Is it Anyway? We live in the midst of traffic jams and bureaucratic mazes, so it s no surprise that we often don t know who can help us with which types of problems. We hope the alphabetical list below will provide some of the answers. If you know of others, please let us know so we can share. By Dennis Horazak, 10/27/2015 Alligators Florida is alligator country, and they re allowed to be here, same as you, unless they become physically threatening. If the alligator is away from you, leave it alone. Most likely the alligator will just stay where it is. If you are close to the gator, move away. Alligators are very fast in the water, but they can also run pretty fast on land, especially if they have the munchies. An alligator can outrun a human for short distances. The Florida Game and Fresh Water Fish Commission ( ) will not come out until an alligator has grown to 6 feet or longer, or until it becomes aggressive toward humans. Animals, dead - Contact Orange County for removal of dead animals in the road and sidewalk areas of Waterford Lakes. Dial 311 (cell) or (landline) to report the problem and be as exact as possible as to the location. Animals, pets (unleashed pets, pets tied to trees in the sun without water, etc.) Call Animal Control at Dial 311 (cell) or Animals, wild - For all problems with wild animals, you must hire a private nuisance trapper. Orange County Florida Animal Control will only assist in problems involving dogs and cats, but will NOT assist in any situation involving wild animals, such as raccoons, squirrels, and snakes. 6 10/25/17 Page 6 / 9 Crime (break-ins, burglary, lost property, theft, vandalism, vehicle burglary, etc.) - If it s happening right now, call and stay on the line. If it happened before now like you just got home and your home has been broken into call the Orange County Sheriff s Office non-emergency number at HELP (4357). If nobody answers, call Or you can file a crime report on-line. Crime reporting on line Go to and click on E-Reporting to report nonviolent crimes online, such as lost property, theft, vandalism, and vehicle burglary. Click on Property Crimes and Robberies in Your Zone to find out what types of crimes are occurring in your area. Go to - to check individuals for warrants. Dig, but call before you do Power, phone, and cable lines are buried everywhere. Dial for the Sunshine Network 811, or go to and soon technicians will fill your lawn with little flags. Disaster Plan The Waterford Lakes Disaster Plan is posted within the WLCA website. ( > Documents > WLCA Long Range Planning Committee > Disaster Plan.) The plan includes guidance for neighborhoods and residents. Entrances, Neighborhood Contact your neighborhood association. Contact Orange County's Crime Prevention Unit or Neighbors with unkempt yards Contact your neighborhood association. If the problem is an Orange County Code violation, your neighborhood association should kick it upstairs to the county. Neighbors, nosy You re on your own. Neighbors, unruly (Also see Students, rowdy) Your neighborhood association and WLCA do not have jurisdiction over neighbor behavior. Call the Orange County Sheriff s Office non-emergency number at HELP (4357), or if nobody answers, call If you and your neighbor are having a dispute, call Orange County Bar Association Citizen Dispute Settlement at Ponds, retention The ponds throughout Waterford Lakes are variously maintained by Orange County, WLCA, or neighborhood associations. To find out who maintains which pond, check the maps in Appendix D of the WLCA Disaster Plan. (See Disaster Plan. ) Power Outage Go to the Duke Energy website at > Report an Outage. 7 10/25/17 Page 7 / 9 Speeders Report the tag number to Orange County Sheriff s Office non-emergency number at HELP (4357), or if nobody answers, call If UCF students are speeding and you report their tag numbers (or even better, student tag numbers) to Orange County Sheriffs and ask the sheriffs to report them to UCF, the sheriffs will report them to UCF, and UCF can discipline the offending students.
