3 District Director s Report Ken Rollins District 1 Change of Watch: Kudos to the Clover Island Yacht Club and their IOBG Chapter for making everyone feel welcome and for the best time. The trips to the upper reach and through the locks were fantastic. Our thanks to the individual Captains for the use of their boats for the day. Thanks also go to the Richland Yacht club for putting on the Friday night Burger Burn and for the opportunity for Rita & I to meet a group of very nice people. I would like to thank my wife Rita and the members of District 1 for their support over the past year. I d also like to wish President Art Kovarnik the best and all my support. IOBG Annual Meeting: Here it is 2007 already. Rita & I are spending our first winter in Arizona and enjoying every day. We haven t seen rain since we left Washington on September 27, Attending our first IOBG Annual Meeting at Long Beach, CA. was a grand experience. The camaraderie of members and yacht clubs was a good thing to see. I would like to thank Carol & Phil Promessi and all the supporting clubs for making my first Annual Meeting a memorable one. As the new District 1 Director I plan to attend as many Chapter meetings as possible and carry their IOBG concerns to the International level. If I don t know the answers to your questions I ll find them out and get back to you as soon as possible. District 1 Fund Raising: District 1 IOBG has a fundraising event in progress. They are sponsoring a raffle for 2 people to Alaska in support of Make A Wish, Wishing Star and the IOBG Humanitarian Foundations. Raffle will end April District 1 IOBGA is continuing their support to the IOBG Humanitarian; Make a Wish and Wishing Star Foundations. District 1 s IOBGA and Corinthian Yacht Club of Tacoma are continuing the 4th Annual Race for the Stars Sailboat Regatta for The 2006 regatta earned a total of $4, The total was divided equally between the three foundations. 4 President s Report Art Kovarnik I want to thank Clover Island Yacht Club and Richland Yacht Club for getting my year off to a great start with the Fall meeting and installation. They did an outstanding job and had over 200 at the dinner. The food was terrific and the entire weekend was a lot of fun. We inducted 8 members at the meeting and 2 more following. Keep up the good work of recruiting new members. One of the goals this year is to raise funds for Wishing Star and Make a Wish Foundation to benefit children with life threatening illnesses. I am requesting each chapter sell raffle tickets for a cruise for two to Alaska. All proceeds after paying for the cruise and printing will go to the charities. The tickets are $5.00 each and the drawing will be April 14, The winner will determine the cruise date. Contact Bob Weber or myself at for tickets and instructions. Your help and support of this worthwhile cause is appreciated. With any luck we would like to keep this fundraiser on going and getting bigger and better each year. I m sure we can with all you helping. District 1 was well represented at the October IOBG meeting in Long Beach and on the cruise that followed. This was my first International meeting. I learned just how many activities IOBG is involved in such as the Humanitarian Foundation. I am proud to part of this organization. Upcoming events: District 1 will have an officers boat for the Opening Day of boating season at Seattle Yacht Club. Thanks to Bill and Lea Hickman for volunteering their boat again. Also I.O.B.G.A. will have a boat for Opening Day. I am looking forward to the Spring meeting in Seattle hosted by Totem Yacht Club on April 13, 14 & 15. I d like to thank Roxanne Parish for all the hard work and time she s given as our Supply Officer. Thank you Roxanne. Our new Supply Officer, Larry Enger of the Richland Yacht Club, will have apparel and other items on hand or you can contact him directly with your order at You can also go to the following web site to see what is available: Larry is not only a new Supply Officer but he is a new member to our family at I.O.B.G. so lets help him as much as we can. International has their way they would like supplies handled and we are going to comply with their request. It will be a learning experience for us all. To start with, only the Supply Officer will be placing any orders for resale with International. We ll have a few samples of things that can be ordered and we will start building an inventory to have at meetings. This will take some time so be patient. Thanks to Kingston Cove for hosting the July 2006 Summer Picnic. A good time was had by all. This coming Summer Picnic will be hosted by Brownsville Yacht Club at Brownsville Marina July 20, 21 & 22nd. Come by boat, RV or car there s room for all. Has a nice sound to it, doesn t it... ha-ha... The hotel is located next to the new Tulalip Casino and better yet...it is also next to the Seattle Premium Outlet Mall. Wow, 144 premium outlet stores right there... What a weekend this is going to be. Good friends, good entertainment and great shopping. What else do you need? (Okay...there will be meetings too...) 8 2nd Vice President s Report Jim Hinckley Make a Wish / Wishing Star Foundations need our help. Our "Cruise to Alaska" project is off the ground and running, however we need to have everyone ratchet it up a notch and really push to get the remaining tickets sold. Currently we are in the black, but after the expenses there is not much left for the two foundations. Arrangements were made with the Holland America Cruise Line to participate in the prize donation by funding all but $700 of the Cruise to Alaska. There are no date restrictions. Dates are only limited to times that Holland America cruises to Alaska. The prize donation from the cruise line will reduce our expenses immensely, allowing roughly $12,000 to be distributed to each organization provided all tickets are sold, and I think they will be. The proceeds from every ticket sold from here up to the time of the drawing in April, will go directly to Make a Wish and Wishing Star Foundations. If you need tickets, contact Robert Weber of Des Moines Yacht Club, and if you have tickets get them sold and contact Robert for more. Spokane Yacht Club, Clover Island Yacht Club, and RBAW all had booths at their respective Boat and RV shows and did an outstanding job of selling tickets "For the Kids", however we still have over half of the tickets left in our inventory. In any rate, please make sure that all ticket stubs, unsold tickets, and monies for sold tickets are turned into Robert Weber by the April meeting. The drawing for the winner of the cruise will be held at our Spring Conference on Saturday, April 14, See you all in Seattle.

9 Fall Change of Watch September 2006 Many hours of planning turn into moments of pure pleasure. It all started back in October 2005 when 50 rooms at Clover Island Inn were blocked out for District 1 s annual Change of Watch to be held September 15-17, rooms were actually reserved. The weekend started out on Friday afternoon with registration of guests and bus transportation provided for our guests to the Richland Yacht Club. Even though the bus was an hour late, more than 100 people made the trek by waiting for the bus, private auto or taxi to attend the burger burn and cocktail hour. This was the first time that many of our guests had seen Richland Yacht Club s facilities and I heard nothing but great praises from the guests as they consumed over 200 burgers and beverages during the evening hours. Everyone was back at the hotel by 2100 hours that evening. After the morning meetings, Clover Island Inn staff served 145 guests at a sit-down luncheon. At 1400 hours 18 guests traveled up the Columbia River on a chartered jet boat to White Bluffs. They were treated with sightings of deer and local fishermen catching salmon. The captain shut down the boat and gave a running history of the Hanford Reach. Another 53 guests were transported from Clover Island Yacht Club to and through Ice Harbor Dam and back to the Clubhouse. This was a first for several guests and they were in awe at the site of the locks with over a 100-foot lift. And still a third group decided to try their hand as wine connoisseurs as the motel bus and private cars transported them to Bookwalter, Griffin, and Tagaris wineries. While all the above activities were taking place, the Clover Island Yacht Club was being transformed into an island paradise that could only be found in Hawaii. After all it is an Island Thing. While the clubhouse was going through its makeover, one could observe over 200 pounds of pork was being barbequed over an open spit for two days. All the seating was outside the clubhouse and during the cocktail hour the guests were treated to entertainment provided by a 20-piece steel drum band. The music was outstanding and it gave one a feeling of when is the cruiseship pulling away from the dock? Well over 200 people were served that evening to a great luau menu consisting of barbequed pork, teriyaki meatballs and pineapple bits, shrimp and rice, fresh fruit, Hawaiian rolls, and dessert. Following dinner, the guests brought their chairs back into the clubhouse whereupon the 8 new IOBG inductees entertained them to a story about their Search for their new Kahuna and all the trials and tribulations that they endured to include sacrificing their Virgin Goddess. Nice job inductees. Following the skit, the installation of officers in IOBG and IOBGA, and the raffles, the dancing to Moulton s Motions began. Sunday morning a Recovery Room was set up to help our guests before there long trek back home. All in all, the Fall Change of Watch was a huge success with many, many individuals responsible for helping IOBG make it happen. Thanks all of you so very much. District 1 was honored to have special guests from California and British Columbia, Canada. Carol and Phil Promessi, District 19, Pittsburg, California. Carol is President of the International Order of Blue Gavel. She was installed as President of IOBG at the annual convention in Long Beach, CA in October Ted and Saundra Johnston from Monterey, California, guests of Art and Carol Kovarnik. Art is the current President of District 1, and Jack and Janice Cornett-Ching, District 24, from Penticton, BC. Jack is the Past President and Janice is the current Vice President of District 24 and they belong to Summerland Yacht Club. Thank you so very much for attending District 1 s Fall Change of Watch. This is just a synopsis of the entire weekend and on behalf of District 1; I want to personally thank Richland Yacht Club, Clover Island Yacht Club, as well as the Staff at the Clover Island Inn for all of your assistance and support.

12 General Meeting Minutes Pieter Rooker, Secretary as submitted by Jim Hinckley Fall General Meeting September 16, 2006 Kennewick, WA President Ken Rollins called the meeting to order at 0940 Hours. Mike Claggett read Sail Away in honor of Dr. Dave Edelman, Clover Island Yacht Club, and Don Hein, Clover Island Yacht Club, Fox Island Yacht Club, and Carver Cruisers. Gene Currier led the membership in the Flag Salute. Flag officers and Trustees were introduced. International guests included Ev Roberts; District 5, - International Past President, Marion Hughes; District 1 International Past President, Carol Promessi; District 19 International President Elect and her husband Phil, Jerry Rudd; District 1 International Second Vice-president; Mary Eiffert; District 1 Executive Secretary; Mike Parish. District 1 Northwest Vice President District Director, District 51. Other guests included Jack and Janice Cornett-Ching of District 24. Janice is current Vice President of District 24. Jack is Past President of District 24 and District 1 Past Presidents included Fritz Bohren 1889, Mary Eiffert 1991, Bill Hickman 1994, Marion Hughes 1996, Dave Garinger 1998, Al Friedman 1999, Mike Claggett 2001, Jerry Rudd 2002, Pat Loftus 2003, and Gene Currier Twenty-one clubs were represented at the roll call. The following inductees were introduced to the membership and subsequently sworn in by Past International President Marion Hughes: Keith Michel, West Seattle Yacht Club, Bruce Schnabel, Richland Yacht Club, Larry Enger, Richland Yacht Club, Dale Parkins, Spokane Yacht Club, Andy Gano, Carling Yacht Club, Bruce Carson, Viking Yacht Club, Janice Meyers, Viking Yacht Club, and Colae Deaton, Spokane Yacht Club. First Vice President: Art Kovarnik reported that the spring meeting will be held in Seattle April 13-15, Totem Yacht Club will be the hosting club and the event will take place at the Best Western Executive Inn across from the Space Needle. Brownsville Yacht Club will host the summer picnic. Second Vice President: No report Secretary Minutes: Motion was made by Mary Eiffert and 2nd by Mike Parish to accept the minutes as printed in the District 1 newsletter. Treasurer s Report: Membership renewal applications were passed out to the membership. It was stated that another renewal form would be included in the next District newsletter. A treasurer s report was presented outlining the activity for the last 5 months with an ending balance of $15, (*All expenses of the Fall Retreat were not available at the time of printing) Northwest Vice President s Report: No report District Director s Report: No report Supply Officer s Report: Roxanne reported that the new apparel is not on the web site, however ordering can take place from printed forms. District 1 has minimal inventory on hand. Ordering must go through a Supply Officer and Roxanne resigned as District 1 Supply Officer. District 1 Executive Secretary: Louise Condon passed out the correct version of the new membership application. International Executive Secretary: No report

13 Newsletter Editor: Mary stated that some members were having trouble downloading the newsletter. Unless you have broadband or DSL downloading can take several hours. Old Business: General Meeting Minutes Continued... 1) Raffle: A permit has been issued by the State of Washington allowing District 1 to raffle off a Cruise for Two to Alaska as a source for a fundraiser. The proceeds will go to Make a Wish / Wishing Star equally. Robert Weber has agreed to be in charge of the ticket inventory and the funds collected. The drawing will be held April 14, Five Thousand tickets have been printed. Tickets will be sold for $5 each. 2) Mary Nye stated that the Queen Size Quilt is a special raffle with the proceeds going towards defraying expenses for Jerry Rudd s International Inaugural Convention held in Seattle in October Tickets cost a $1 and the drawing will be held April 14, New Business: President Ken Rollins started a discussion on whether District 1 should obtain a small utility trailer that was totally covered. The idea was to have a vehicle for storing and transporting supplies from meeting to meeting. After much discussion on the pro and con s of the idea no conclusion was reached and the matter was dropped. Roxanne Parish has resigned as the Supply Officer for District 1. President Rollins asked for anyone interested in becoming the new Supply Officer, to contact him or Art Kovarnik, the incoming President. RBAW: Dave Kutz reported that RBAW was now 50 years in existence and started out as an Interclub on May 14, The annual meeting will be held November 4, 2006 with guest speakers emphasizing insurance and safety. A full report was submitted. NBF: Dave Kutz submitted a report for Marlene Barrington who was unable to attend the meeting. Marlene is the current President for NBF. Dave pointed out that the second phase of Operation 21 has been approved and is now operational. Handouts of changes made regarding Marine Radio Operations and Channel Frequency changes were passed out. Dave Kutz stated that boating fatalities in 2006 have already surpassed the number of fatalities in Gene Currier is on a Boating Safety Commission for the State of Washington and has information on the breakdown of accidents available for those who were interested. It was also emphasized that everyone is going to have to show proof of boating proficiency or take a course in boating safety and navigation. Election of Officers: The nominating committee presented the following slate of officers. Hearing none Mel Roberts moved that the slate of officers be elected as the new officers of District 1. Louise Condon seconded the motion. The motion passed. Good of the Order: None Passing of the Gavel: President Rollins gave a short recap of his term thanking everyone for their support and passed the gavel to incoming President Art Kovarnik. President Kovarnik accepted the gavel, thanked Past President Rollins, asked for support from the membership, and upon hearing no new business declared the meeting adjourned at 1110 Hours. 14 District #1 is hosting the International Order of the Blue Gavel 2008 International Conference 2008 International Conference Co-Chairman Mary R. Nye Jim Hinckley In October 2008, Jerry Rudd (Totem Yacht Club) will be initiated as the 2008 International President. IOBG members from all around the United States, New Zealand, Japan, Canada and England could be visiting us in Seattle for the 2008 International Order of the Blue Gavel conference. This is our chance to showcase our District and the Pacific Northwest. Although the International level of the Blue Gavel will be contributing a small portion to Jerry s inaugural expenses, District #1 will be having two exciting fundraisers to help raise money for this exciting event.

15 2008 Conference Fundraisers: by Mary R. Nye The first one is a raffle of this beautiful Nautical/Sailboat Quilt. I purchased the cover of the quilt and proceeded to redo it over the past few months. It has been hand-quilted and reinforced for rugged use on boats or in your RV. Another idea would be to use it at home on your bed...i like that one the best. I think it would look so nice in some District #1 member s home...don t you think??? (Just in case you didn t get to see it at the last few meetings...i included a picture for you.) Raffle tickets go on sale at the Spring General Meeting in April for just $1 per ticket. Tickets are unlimited...buy as many as you like. Remember, your chances go up with every additional ticket you purchase. Your name will be printed on each ticket entry so don t worry about keeping track of your tickets. I ll do that for you... All proceeds go to the 2008 IOBG Fundraiser. I ve donated the Queen size quilt...do you have $1 to donate? $5? $10? The quilt will be on display at the Spring meeting and the drawing will be held on Saturday evening. Want to buy some tickets earlier???? Just send me a check made out to : 2008 IOBG Mary R. I ll put your name on as many tickets as you want and then send you a copy of the tickets. I have to keep the original tickets for the Saturday night drawing. 16 I have been working with the Seattle Mariners and Centerplate Asso. of SAFECO Field on a fundraising project to raise funds for District #1 s contribution to Jerry Rudd s 2008 Presidential Conference. District #1 members will have an opportunity to staff one of the Beer/Concession stands at SAFECO Field during the Mariners 2007 season. Our organization must provide at least 4-5 people per game/booth and in return will be paid $60 per worker PLUS a percentage of the booth s profits. That means $240-$300 per night without adding in the percentage of the profits. That could mean $3,000 for the ten game series...what a fundraiser! If we have more than 5 people willing to work that night, SAFECO Field will pay $60 to each additional member with no limit of how many members want to work. I just need to know a few weeks in advance to let them know who to expect. All the money is paid directly to 2008 IOBG as a non-profit organization and fundraiser for Jerry Rudd s inauguration as the 2008 International President. What an impressive contribution from District #1. Some District #1 members are already in the process of getting their Food Handler s and Alcohol Server s Permits for the start of the Mariner s Baseball season. We will have more information about the Food Handlers and Alcohol Server s Permits at the Spring meeting in April. This is a fantastic fundraising opportunity to staff one of the booths at SAFECO Field beginning April 4th. Our booth will require a minimum of 4-5 people per game, so check your calendar and be ready to sign up for the remaining games at the Spring General Meeting in Seattle on April 14th. There are 10 games that District #1 was been scheduled to work. 18 International Order of the Blue Gavel Auxiliary 2007 Spring Meeting April 13 15, 2007 The Best Western Executive Inn Seattle, WA President s Report Angelica Rooker Once again it is time for our Spring Meeting, time to renew old friendships, make new friends and have fun. COME JOIN US FOR A WEEKEND OF FUN AND EDUCATION. On Friday afternoon we will have our registration and social hour. On Saturday, April 14th we will have a person from the Seattle Power Squadron give us some information on techniques necessary in case of emergency on the water. Come and find out how we can all turn an emergency situation into a survival experience with a little bit of planning. The Saturday before our Spring Meeting, April 7th, is our Fourth Annual "Race for the Stars". The Corinthian Yacht Club of Tacoma is hosting the sailboat race and providing the use of their deck at Tyee Marina Dock II. Our Auxiliary is hosting the barbecue and putting on a raffle and auction fundraiser. Money raised goes to the IOBGHF to benefit "Make a Wish" and "Wishing Star" Foundations. Your Flag Officers have been working hard on the "Race for the Stars". Your help is needed to make this a successful fundraiser. Please go to your local merchants for gifts. In order for this event to be profitable we need merchandise. We feel that the "Make A Wish" and "Wishing Star" Foundations are worth the extra work to support such wonderful charities. Just a couple of reminders: Encourage your outgoing Commodores' First Mates to join IOBGA and past members to come and join the fun. Tell your sailor friends about the "Race for the Stars".
