1 CITY OF FENTON NEWS & VIEWS OCTOBER NOVEMBER 2018 MAYOR S CORNER Dear Neighbors, It's definitely cooling off outside as I write this letter. Things are going really well in the City. Our new Parks and Recreation Director, Darren Dunkle, has started with us and our City Administrator, Lisa Peck, is getting more familiar with our City as each day passes. We have now filled the missing three positions that had been vacant since March and April. I believe we made good choices in the selection of the new hires and look forward to working with everyone as the City of Fenton continues to progress and grow. The biggest topic on a lot of people's mind these days is the Gravois Road Project. Since we are using MoDOT grant money to fund 80% of the project, we have to use their lowest qualified bidder. So, MoDOT has a list of qualified and approved contractors, and the one that comes in with the lowest bid price gets the contract for that job. Now, there is a completion deadline of November 1st in the contract. If they go past that date, there will be a daily monetary penalty as liquidated damages. So, there is incentive for the contractor to finish on time. The next phase of Gravois Road is progressing nicely with easements and such and is still projected to start in Spring of There have been some issues with our recycling and trash pickup in various areas throughout our City. We are working to resolve these issues as our original trash company, Christian Environmental, got bought out by Meridian. Our Public Works Director, Matt Budd, has been in constant contact with Meridian. On the recycling issue, we are waiting to see what will happen. China used to take most of our recycling products and has since stopped, causing a problem with where to go with the recyclables. One of the three plants in St. Louis that collects the recyclables has stopped accepting recyclable products. Part of the problem with single stream recycling (where you can put everything in one bin; cardboard, glass, plastic) is the contamination. We are all going to have to work together in making sure only what belongs in the recycling bin goes in there. More to come on this as we get additional information. The City of Fenton approved an agreement between Sunset Hills and Kirkwood for the I-44 Shared Use Trail over the Meramec River. This will be a great addition to our City s trails, connecting ours HOLIDAY LIGHTING to the City of Kirkwood s Park and giving us access to even more trails in the CEREMONY future. The Board approved a contract to update and upgrade our website, which is sorely past due. We also contracted with Trane in Fenton to perform an Energy Audit on all of our buildings to see where we could save money through a multitude of avenues. This is being done free of charge and they will also let us know which rebates are offered through AmerenUE to show where the best value is in energy savings. I would like to recognize and thank Jim Boyle for his ten years of service to our City in the Planning and Zoning Department and congratulate him on his retirement. I also want to recognize and thank Jason Schellhamer for his five years of service to our City in the Maintenance Department. Ken Karpowicz was appointed and confirmed by the Board to be an alternate for our City s Board of Adjustment. Welcome Ken and thanks for stepping up to help your City! The Fenton Days Parade and event turned out very nice. It's always a pleasure to see everyone s smiling faces as I walk in the parade and then see you hanging out at the event. Mayor Voyles will throw the switch to light up City Hall at 6:15 p.m. We will get into the holiday spirit with refreshments, music from the Rockwood s Uthoff Elementary School Choir and a visit from Santa. City Hall Holiday Hours City offices will be closed the following days for Thanksgiving: Thursday, November 22 (Thanksgiving Day) and Friday, November 23

Consideration of amendments to Ordinances 3081 and 3445, as amended, (which established the rezoning of the Fenton Logistics Park development from IP-1 to PID ) pertaining to required buffer areas when adjacent to BP-2 and IP-1 Districts. The polling places will open at 6:00 a.m. and close at 7:00 p.m. The St. Louis County Board of Election Commissioners will notify all registered voters by mail of their respective polling place. Candidate filing will open on Tuesday, December 11, 2018 at 8:00 a.m. and will close on Tuesday, January 15, 2019 at 5:00 p.m. Forms for filing will be provided by the City of Fenton, Office of the City Clerk, 625 New Smizer Mill Road. If it is not working, please get the number off the pole and contact Public Works at (636) or publicworks@fentonmo.org. If you give us the pole number and the street address, staff will then contact Ameren Missouri to have the light repaired.
3 PAGE 3 RESIDENTIAL WATER SERVICE LINE REPAIR PROGRAM In November 2000, St. Louis County voters passed a proposition that authorizes a water service line program for County residents. A program fee of $1.00 per month is collected on residential water bills. This fee pays for the repair or replacement of leaking and/or broken residential water service lines. The water service line carries water from the main, located near the street, to the inside of the house. It is usually located in the front yard. It may be located in the side or rear yard, and/or it may pass through a neighboring property. It should be at least 42 inches underground. Water leaks are not always evident, however; some signs may include: Presence of water in the yard or street. Very low water pressure. Unusually high water usage bill. If you think your water line is leaking, contact Missouri American Water Company. A water company inspector will confirm the leak and will leave a repair notice. Residents who have received a repair notice should contact St. Louis County s Water Service Line Repair Program office at (314) to obtain an application. St. Louis County will solicit bids from participating licensed plumbers and will pay the plumber directly for the repair. To be eligible under the program, the program fee, included on the water bill, must be paid. This program does have some exclusions. The program will not pay for: Repairs necessary as a result of freezing, earthquakes, or other acts of God. Repairs on the inside of the house. Water meters. Landscaping or ornamental structures. The location or relocation of shut-off valves or stopcocks. The elective replacement of old or lead lines. 5 PAGE 5 PARKS & RECREATION UPCOMING PROGRAM OFFERINGS For detailed information, including program fees and registration requirements, please call RiverChase of Fenton at (636) or visit our website at SENIOR (55+) LUNCH AND BINGO Join us at 10:30 a.m. on Wednesday, November 14 for an hour of bingo followed by turkey with all the fixings for lunch. Fee: $7.00/person. INDOOR SOCCER LEAGUE (AGES 3 5) This 5-game league is a perfect way for your kiddo to meet new friends and burn off that winter energy while playing the game of soccer. This game-only league will be played 4 on 4 with no goalie. Games will be 45 minutes and held at RiverChase West Gymnasium on Saturday mornings. Players will receive a numbered uniform shirt. Shin guards are required. Space is limited, so make sure to sign up early. You must sign up by January 13. League begins February 2. Fee is $40 for Resident/Members and $45 for Non-Members. *Parent coaches are needed and will receive a FREE registration credit at the end of the season. FALL LEAF PICKUP PROGRAM The City s Fall Leaf Pickup Program will begin the week of October 22 and will run through the week of December 17. Leaf pick ups will start at 7:00 a.m. on Mondays and should take 2 to 5 days depending on the amount of leaves being removed. PLEASE DO NOT RAKE LEAVES INTO THE STREET. Leaves should be raked to the back of curbs to avoid washing into the storm sewer system. Leaf piles containing debris or items other than leaves including, but not limited to, animal waste, lawn clippings, trash, tree limbs, etc. will NOT be picked up. If the unacceptable items are removed, the leaf pile will be picked up the following week. If you have questions, please contact Public Works at (636) Our goal for your Halloween night is for everyone to have fun and get lots of treats, but most importantly, we want everyone to have a safe Halloween. Please use our safety tips to ensure that your children are ready for Halloween. Have a flashlight with you so you can be seen more readily. Always travel in a group. Best of all, have a parent with you whenever possible. Look both ways before crossing the street. Look out for vandals; report them to the police. Only visit within your neighborhood and only visit people you know. Wear a sensible costume, light-colored or reflective, so you can be seen. Earn the respect of your neighbors; respect their rights and property. Eat the goodies you collect only after being inspected by your parents. Never eat or drink anything from an original wrapper or container that appears to have been
