The established lawful use of the site is C2 Residential Institutions and thus planning permission is required for an alternative use. Evidence would be required to demonstrate that there is no current or future demonstrable need for the services currently provided at the centre, in order to comply with Development Management Policy DMC1 Protection of existing community facilities and Policy DMH9 Hostels, staff and shared accommodation (including student housing), specialist and supported housing. A feasibility study has been prepared by DLA Architects, which considered an alternative residential use of the site to establish the potential massing and density that could be accommodated.
