1 LOGISTICAL INFORMATION NOTE AS OF JUNE 2016 FOR ALL PARTICIPANTS ATTENDING THE 2016 MINISTERIAL MEETING ON DIGITAL ECONOMY, CANCUN, QUINTANA ROO, MEXICO June 2016 In this document, you will find information about: 1. 2 1. Arriving In Cancun Cancun International Airport ( is the primary airport in Cancun, situated 10.5 kms away from the conference venue, the Moon Palace Golf & Spa Resort. Once you disembark from the plane you will need to go through immigration services. A passport and valid visa, if required, must be shown. A special immigration line will be available for Ministerial participants. Please ensure that you have a copy of your approved registration (document with the number and barcode). When you clear immigration, there will be information desks available to guide you to the shuttles to take you to Moon Palace Golf & Spa Resort. For all participants hosted at the host hotel Moon Palace, Airport-Hotel-Airport transportation service will be provided. Shuttle service will be provided June. No matter the time of arrival, you will be provided with airport-hotel-airport transfer. Please ensure that your arrival time has been entered in the registration system. 2. Conference Venue The Ministerial conference will be held at the Moon Palace Golf & Spa Resort which is conveniently located in Carretera Cancun-Chetumal Km. 36.5, Riviera Maya, Cancun, Q.R., Mexico. If you have booked a room at the hotel, you will be staying in a room in the Sunrise or Nizuc Section of the hotel unless you are travelling with a Minister or Head of Delegation. If you are travelling with a Minister or Head of Delegation, you will be in the Grand Section of the hotel. The Ministerial will take place in two different areas: the Convention Centre and the Arena. These buildings are on the property and attached to each other. You enter the Ministerial through the Convention Centre. Convention Centre The Convention Centre will hold a number of events taking place during the Ministerial which can be found in Section 7 of this document. You will also find in this building on the main floor the Press Conference Room and Bilateral Rooms. 2

4 The Arena The Arena is where the Ministerial portion of the week will take place including the events outlined in Section 4. Please note that the rooms have changed since our previous communications. The Opening and Closing will now take place in Halls E&F, the Panel Sessions in Halls A or B and the Expo in Halls C & D. There will also be listening rooms in Halls G & H where you can work and listening the sessions at the same time. The Arena Floor Plan 3. Registration Participants need to check-in at the Convention Center before they can gain access to any parts of the Ministerial and Related Events. Registration will be immediately upon entering the Convention Center and clearly marked. Registration will be open everyday from 20 June - 23 June from 07:00-18:00 (except 23 June where it will close at 13:00). Don t forget to bring your passport and registration confirmation with the barcode print out with you. At registraiton you will receive your conference badge. Your badge is your passport to the Ministerial; please wear it where it is visible at all times. In case of loss, please go to the Ministerial Information Desk, located in the Conference Centre. 4

Ministerial Events The Opening and Closing Ceremonies The Opening Ceremony on 22 June from 09:00-13:00 and the Closing Ceremony on 23 June from 15:00-16:00 will take place in Halls E & F of the Arena. There will sections reserved for Ministers, Heads of Delegations, and other VIPs. Open seating is on a first come first serve basis. If there are no seats available, you can watch the session in Halls G or H. Staff will be on site to direct people to their seats. Panel Sessions Panel sessions will take place in Halls A & B. Except for the first few rows which will be clearly marked as reserved for VIPs, the seating in these rooms is open. Open seating is on a first come first serve basis. The Official Ministerial Reception and Gala Dinner All participants are invited to a welcome reception and gala dinner. Welcome Reception: This event will take place in the Tradeshow area, Halls C & D of the Arena, on the Tuesday, 21 June at 19:30. The reception will begin with short speeches and will be followed by informal networking, cocktails and finger foods. Gala Dinner: This dinner will take place in the 2 nd floor of the Convention Centre. Hackathon awards will be present during the dinner. There will be assigned seating for VIPs, all other seating is open. Those who will be assigned a seat will receive their table a couple of days before the event. Interpretation There will be interpretation services available in English, French and Spanish during all the Plenary, Panel and Closed Sessions. 6. Social Media Twitter During the Ministerial we will be tweeting in English and in Spanish We encourage you to follow these accounts and to use 5

6 the hashtag #OECDdigitalMX on your social media accounts in the lead up to, and during, the week of the Ministerial. The agenda includes the Twitter handles of all the Ministers and speakers that have one. Wisembly The Ministerial will use Wisembly ( a web and mobile device application which allows for audience participation in real time by sending questions and comments via the web, SMS, or Twitter. Selected questions and comments will be displayed on screen in plenary sessions and the moderator will integrate these as much as possible into the debate. There will be information cards in the rooms to reming you how to connect. Webcast The Ministerial Plenaries and Panel Sessions will be webcast. The Closed Session will not be webcast. Related Events Hackathon Building on the theme Connected Communities, Connected Lives, an app development competition, or "hackathon", will take place from 20 June - 21 June. Teams made up of youth from will compete within the following app categories: - Cultural Heritage - Smart City - Social Inclusion - Entrepreneurship Stakeholders Forums Business, labour, civil society and the Internet technical community will each have a one-day conference on 21 June in the Convention Centre near the VIP Room. You are welcome to attend these Forums. 6

7 Tradeshow In parallel to the stakeholder forums on 21 June and the Ministerial on June there will be a tradeshow/expo in Halls C & D of the Arena that will showcase companies and initiatives related to the digital economy from Mexico and around the world. The tradeshow will be open on Tuesday, 21 June and Wednesday, 22 June from 08:00 to 21:30 and on Thursday 23 June from 08:00 to 17:00. Launches During the week the following reports will be launched in the Press Room at the Convention Centre: - Global Commission on Internet Governance Report Release: Tuesday, 21 June at 11:30 - Broadband Policies for Latin America and the Caribbean: A Digital Economy Toolkit by the OECD and Inter-American Development Bank: Tuesday, 21 June at 18:30 - Open Government Data Review of Mexico: Wednesday, 22 June at 11:15 You are welcome to attend the launches. ITU Roundtable As an additional side event to the Ministerial, the OECD and the International Telecommunications Union (ITU) are holding an Innovation Dialogue session. An expert panel and participants will discuss the organic ecosystem approach and policy experimentation frameworks to build on the innovation policy evidence. The session aims to facilitate an open and informal dialogue between participants to exchange ideas about mechanisms to develop new collaborative networks. 20th Anniversary of the OECD Centre in Mexico for Latin America s Program Roundtable OECD Mexico Center will have several events during the week to to commemorate their 20th Anniversary. To attend these events an invitation is required. 8 7. Documentation Biographies of the speakers and background papers can be found on the OECD website. Under the "Themes" menu option you will find information on every panel. Under the panel descriptions, there are links to past work of the OECD in this area, the speaker bios and the background document(s) that support the panel. Shorter Discussion Papers for each panel have been shared with speakers and will be available in English, French and Spanish at the venue. A printed version of the agenda (current as of 10 June) will also be made available. The most recent version of the agenda in all 3 languages can be found on the OECD website. The Declaration will be available online and in print on 23 June in the three languages. 8. Dress Code The standard dress code is business during the conferences and business casual in the related events. Lightweight clothing are recommended due to the high temperatures at this time of the year (26-32 C; F). Guayabera* is accepted during the Gala Dinner. If you want to buy one, a shop will be available within de venue. 8

9 *The guayabera is a men's shirt typically distinguished by two vertical rows of closely sewn pleats that run the length of the front and back of the shirt. The shirt is typically worn untucked. Guayaberas are very popular in Mexico 9. Other Information Mobile phones If you wish want to buy a Mexican phone card, we recommended you to get it at the airport. There are few shops availables at the main gate. Sim cards are not available at the Moon Palace Hotel. Visit of the President of Mexico Mr. Enrique Peña Nieto, President of Mexico, will be at the Venue on the afternoon of Thursday, 23 JuneFor security reason, the venue will be closed and access will be denied during certain times. Information will be communicated to you at the event. Application An Application for the event has been developed with information such as: the agenda, speaker bios, on site services, bilateral room bookings. 9

10 State of Quintana Roo declared Zika Virus Free With the recent Zika virus health declaration by WHO, the state of Quintana Roo remains virus free. The World Health Organization made the health emergency announcement in an attempt to signal the seriousness of the outbreak. Quiet Spaces Moon Palace has a space visitors can use to undertake prayer or personal reflection or to use for health requirements or rest. Medical Facilities The Moon Palace Resort has a doctor on site and emergency services on call if required.
