Prioritization 4.0 New Projects The deadline for submittal of new projects for consideration in P4.0 is October 31, Cape Fear RPO is limited to 11 new projects for each mode. Proposed new projects are listed in the attached draft list of new projects. Staff requests a recommendation to adopt the attached draft list of P4.0 project submittals, and requests the flexibility to make minor modifications as staff deems appropriate. 8. Prioritization 4.0 Local Methodology The deadline for submitting our local methodology for prioritizing projects in P4.0 is April 1, Staff is developing a revised methodology and will schedule a meeting with the subcommittee to discuss. 2 III. NEW BUSINESS 9. Lake Waccamaw Bike/Ped Planning Grant The deadline for NCDOT Bicycle and Pedestrian Planning Grant applications has been extended to Nov. 20. The Town of Lake Waccamaw is seeking RPO support for their application. Staff requests a recommendation to adopt the attached draft resolution of support. 10. Comprehensive Transportation Plan Needs Transportation Planning Branch will be requesting our list of CTP needs before the end of the calendar year. Staff requests a recommendation to adopt the attached draft list of CTP needs. IV. Note: item 12, Redesignation of NC 133 Brunswick County was addressed before item 9 due to a scheduling conflict of an affected party. This is not reflected in the order of the minutes.
5 5. Acceptance of the minutes Mr. Byrd made a motion to approve the minutes, Mr. Robbins seconded the motion. The motion carried. 6. Public comment No public comment. II. OLD BUSINESS 7. Prioritization 4.0 Project Modifications Staff reviewed the proposed modifications as they were presented in the packet, and the RTCC recommendation to approve the list. Regarding modification of the intersection at US-74 and NC-87 near Delco, there was some question about the proposed modification. Mr. Serkin explained that the long term plan is to redirect US-74 around Delco and the intersection. Mr. Byrd noted confusion and an unsafe situation at the intersection, as there is a 45 miles-per-hour speed limit going west, and a 55 miles-per-hour speed limit going east. Mr. McCoy wanted to go on the record that the US-17 safety improvements are very important to Pender County. Mr. Russ made a motion to accept the Project Modifications as presented, Mr. Helms seconded the motion. The motion carried. 8. Prioritization 4.0 Project Deletions Staff reviewed the proposed deletions list, which was simply project H090293, and the RTCC recommendation to approve the list. The project is a variety of safety and traffic flow improvements along US-17 in Brunswick County. Mr. May asked if it had any relation to attempts to change the current planned alignment of I-74 through the Green Swamp. Mr. Serkin replied that it was not and instead was due to its prohibitive cost and that many of the improvements needed in the RPO had already been made. Mr. Maxwell made a motion to approve the proposed deletions, Mr. Phillips seconded the motion. The motion carried. 9. Prioritization 4.0 Alternate Criteria Staff reviewed the proposed alternate criteria, the supporting RTCC recommendation, and reminded the RTAC that it needed to be adopted if the Alternate Criteria was to be considered at Region C, and Divisions 3 and 6. Mr. Serkin noted that approval would eliminate the need for a September 2015 meeting. Mr. Byrd made a motion to adopt a resolution in support of the proposed Alternate Criteria, Mr. Helm seconded the motion. The motion carried.
6 10. Prioritization 4.0 New Projects Staff reviewed the list of proposed new projects, and informed the RTAC that this item did not require action at the time of the meeting. Mr. Phillips asked if the land to be purchased for project A was for the planned terminal building. Mr. Serkin replied that he believed the funding was for new hangers, and not a new terminal. Mr. May was concerned about proposed changes to H090306, which would take the widening elements of the project out of Chadbourn town limits. He noted that traffic has been backing up in Town for decades, and felt that the project was needed. Mr. Maxwell expressed that CSX should pay for improvements to the Castle-Hayne to Wallace rail corridor. Mr. Caster expressed strong local support for the Antenna Farm Rd project. No action was necessary, no action was taken. 11. Prioritization 4.0 Local Methodology Staff reviewed action taken so far on the Local Methodology, which included the formation of a subcommittee of RTCC members. No action was necessary, no action was taken. III. NEW BUSINESS 12. Redesignation of NC 133 in Brunswick County Staff forwarded a request from NCDOT to redesignate NC 133 in Brunswick County from Dosher Cutoff to the new Long Beach Road Extension. Mr. Phillips noted that traffic has been a problem in that area for a long time and that he was in support of anything which addresses those problems. Mr. Maxwell echoed support for the project. Mr. Maxwell made a motion to approve A RESOLUTION IN SUPPORT OF THE REDESIGNATION OF NC 133 IN BRUNSWICK COUNTY TO THE NEW LONG BEACH RD EXTENSION (R-3324), Mr. Caster seconded the motion. The motion carried. IV. REPORTS/UPDATES The committee was updated on various projects and on-going issues. V. OTHER 13. 7 CFRPO P4.0 New Projects SPOT ID A Mode Aviation Route / Facility Name ACZ - Henderson Field From / Cross Street To Description There are currently no airport owned hangars available for lease on the airport. The existing hangars that are privately owned are old and dilapidated. This project will include site preparation for and construction of 8 t-hangars. (includes Project Request Numbers: 2483 ) Cost to NCDOT $ 945,900 Proposed Action or Modification ADDITION: Resubmit as new project. ACZ's #3 project. All Counties Pender A Aviation ACZ - Henderson Field In order to accommodate corporate jet traffic, the runway needs to be extended to 5,500 lf. This project will follow or be completed simultaneously with Phase I depending on funding availability. Land acquisition for this project is underway and is scheduled for completion by late The draft environmental assessment for this project was completed in late 2012 and is under agency review. (includes Project Request Numbers: 2476 ) $ 1,186,200 ADDITION: Resubmit as new project. ACZ's #1 project. Pender NA Aviation ACZ - Henderson Field Apron Expansion Phase II and Partial Parallel Taxiway - Apron has remained % full. Additional apron space needed to service transient traffic and future tenants. Expansion exceeds system objectives. $ 1,352,970 ADDITION: Submit as new project. ACZ's #2 project. Pender A Aviation CPC - Columbus County Municipal Construction of a new terminal building. Project would include construction of a new terminal building that could also serve as a disaster recovery center for southeastern North Carolina during natural disasters such as Hurricanes. CPC is far enough away from the coast that this airport with a 5,500' runway length could allow emergency aircraft to land and use the facility as a command station. (includes Project Request Numbers: 2387 ) $ 1,766,700 ADDITION: Resubmit as new project. CPC's #4 priority. Columbus A Aviation CPC - Columbus County Municipal Construction of one new hangar (1-8 Unit T-Hangars) located on the west side of the terminal area. The airport utilized the FY 08 Rural Airport Grant and Vision 100 Funds received to construct the hangar taxilane to this new hangar. (includes Project Request Numbers: 2383 ) $ 506,340 ADDITION: Resubmit as new project. CPC's #2 priority. Columbus A Aviation CPC - Columbus County Municipal Removal of Existing 40'x90' Forest Service Hangar and construction of a new 40'x90' Hangar. This will allow for expansion of the aircraft parking apron in order to provide adequate room for aircraft to maneuver in the terminal area and meet the minimum number of parking positions. (includes Project Request Numbers: 2384 ) $ 204,210 ADDITION: Resubmit as new project. CPC's #3 priority. Columbus A Aviation CPC - Columbus County Municipal Widening runway to100' and overlay pavement to provide 60,000 lb. dual wheel strength. Project will allow CPC to better and more safely serve corporate jets already landing at the Airport. (includes Project Request Numbers: 3043/2386 ) $ 1,572,840 ADDITION: Resubmit as new project. CPC's #1 priority. Columbus NA Aviation SUT - Cape Fear Regional Jetport East Apron Rehabilitation and Expansion - Apron remains full and over capacity regularly. This project will include the east apron rehabilitation area that was excluded from the previous construction project and provide an expansion of the apron to offset the 26 aircraft spaces that will be lost due to FAA safety changes. (PC#3402) $ 2,060,000 ADDITION: Submit as new project. SUT's #1 priority. Brunswick A Aviation SUT - Cape Fear Regional Jetport Purchase 26 acres for west apron expansion and hangars. The Airport needs additional land in order to build new hangars. The existing T- hangars are completely full and they currently have 40 people on a waiting list. (PC#2176) $ 1,800,000 ADDITION: Submit as new project. SUT's #2 priority. Brunswick A Aviation SUT - Cape Fear Regional Jetport West Side Apron Expansion - Phase II - The new terminal building will be moved to the west side of the Airport. The expansion of the west side apron will provide apron space for corporate jets and/or transient aircraft within close proximity to the new terminal building. (PC#2175) $ 3,720,000 ADDITION: Submit as new project. SUT's #3 priority. Brunswick A Aviation SUT - Cape Fear Regional Jetport Corporate Hangar - The construction of a new corporate hangar could accommodate corporate jets and/or provide additional hangar space. 10 RESOLUTION ENDORSING THE APPLICATION FOR A NORTH CAROLIA DEPARTMENT OF TRANSPORTATION BICYCLE AND PEDESTRIAN PLANNING GRANT BY THE TOWN OF LAKE WACCAMAW WHEREAS, the Rural Transportation Advisory Committee is the duly recognized transportation decision making body for the Cape Fear Rural Planning Organization (CFRPO), as authorized under NCGS ; and WHEREAS, the North Carolina Department of Transportation (NCDOT) has established a Bicycle and Pedestrian Planning Grant which provides funding to projects that will result in comprehensive local bicycle and pedestrian transportation plans; and WHEREAS, the Town of Lake Waccamaw is applying for funding from the NCDOT for a bicycle and pedestrian plan; and WHEREAS, the Rural Transportation Advisory Committee of the CFRPO feels it to be in its best interest to endorse said project; NOW THEREFORE, BE IT RESOLVED that the Rural Transportation Advisory Committee of the Cape Fear Rural Planning Organization hereby endorses the planning grant application by the Town of Lake Waccamaw and if the grant is awarded, will offer to provide technical assistance for the duration of the planning process. 12 STATE TRANSPORTATION IMPROVEMENT PROGRAM DEVELOPMENT The State Transportation Improvement Program (STIP) is the North Carolina Department of Transportation s (NCDOT) 10-year construction schedule for projects. The schedule is updated every two years based on a datadriven process called Prioritization, as well as the latest state and federal financial situation and the status of preconstruction activities. Schedule development must adhere to the Strategic Transportation Investments (STI) law which mandates ongoing evaluation and improvement to ensure the process continues to be responsive to North Carolina s diverse needs. Developing a STIP is accomplished though ongoing collaboration with our regional planning partners metropolitan and rural planning organizations and public input is a key component. 13 STATE TRANSPORTATION IMPROVEMENT PROGRAM DEVELOPMENT STRATEGIC TRANSPORTATION INVESTMENTS LAW Passed in 2013, the Strategic Transportation Investments Law (STI) allows NCDOT to use its funding more efficiently and effectively to enhance the state s infrastructure, while supporting economic growth, job creation and a higher quality of life. This process encourages thinking from a statewide and regional perspective, while also providing flexibility to address local needs. STI established the Strategic Mobility Formula, which allocates available revenues based on data-driven scoring and local input. It was used for the first time to develop NCDOT s the State Transportation Improvement Program (STIP), which schedules the projects that will be funded during a 10-year period. While federal law requires it to be updated at least every four years, NCDOT updates the STIP every two years. PRIORITIZATION NCDOT uses a transparent, data-driven method for prioritizing transportation investment decisions. Through the process, called Prioritization, potential transportation improvement projects are submitted to NCDOT to be scored and ranked through the Strategic Mobility Formula at the statewide, regional and division levels, based on approved criteria such as safety, congestion, benefit-cost and local priorities. These scores and other factors are used to determine whether a project receives funding. Project prioritization occurs every two years. The current round of Prioritization is referred to as P4.0, because it is the fourth iteration of this process. REVENUE DISTRIBUTION HOW THE STRATEGIC MOBILITY FORMULA WORKS The Strategic Mobility Formula funds projects in three categories: Division Needs Regional Impact Statewide Mobility Division Needs Projects in this category receive 30 percent of the available revenue, shared equally over NCDOT s 14 transportation divisions, which are groupings of local counties. Project scores are based 50 percent on data and 50 percent on rankings by local planning organizations and the NCDOT transportation divisions. Highway projects in this category are analyzed according to five criteria: Congestion (15 percent) Benefit/cost (15 percent) Safety (10 percent) Freight and military) (5 percent) Accessibility/Connectivity (5 percent) Regional Impact Projects in this category receive 30 percent of available revenue. Projects on this level compete within regions made up of two NCDOT transportation divisions, with funding divided among the regions based on population. Data makes up 70 percent of the project scores in this category. Local rankings account for the remaining 30 percent. Regional Impact projects are analyzed according to five criteria: Congestion (20 percent) Benefit/cost (20 percent) Safety (10 percent) Accessibility/connectivity (10 percent) Freight and military (10 percent) Statewide Mobility Projects in this category receive 40 percent of available revenue. The project selection process is based 100 percent on data. Statewide Mobility projects are analyzed according to six criteria: Congestion (30 percent) Benefit/cost (25 percent) Economic competitiveness (10 percent) Safety (15 percent) Multimodal and military (5 percent) Freight and mobility (15 percent) Alternate Criteria To provide more flexibility, STI allows regions and divisions to develop alternate criteria tailored to their individual needs. To do so, the metropolitan and rural planning organizations and the NCDOT divisions within the region must unanimously agree on the criteria.
