1 Item #7 Winston Salem Urban Area Metropolitan Planning Organization (MPO) February 2015 Public Involvement Drop In Meeting Bryce A. Stuart Municipal Building Lobby 9:00 a.m. to 1:00 p.m., Thursday, February 19, 2015 Plans for Public Review and Comment: Draft 2040 Metropolitan Transportation Plan Street and Highway Project List Draft State Transportation Improvement Program MPO Supplement 2014 Federal and State Obligated Funds 10 members of the public stopped by to ask questions, review the maps and make comments The comments received were: What is the plan for Trinity Church Road? What is the status of the Northern Beltway Western Section? I am interested in the Urban Circulator? What is the status of this project? I live near the Ebert Stratford Connector project, what is the timeframe for this project? What will be the changes to the Interstate 40/Clemmonsville Road and Thomasville Road Interchange? Will there be local connections to the new interchange? I would like to see Reidsville Road (US 158) widened I would like to see greater use and ease of use for bus systems allowing for easier access from outer reaches of the city and less cars on the streets I am thrilled to hear about more greenway connections!

Plan Martha, The Winston Salem MPO staff had a meeting on February 9th with the Planning Director for Stokes County, David Sudderth, the City of King Engineer, Scott Barrow, the RPO representative for the Piedmont Triad COG, Liz Jernigan, and the NCDOT staff from Statewide Planning and Division 9 on the 2040 Metropolitan Transportation Plan (MTP) to discuss removing the Stokes County Connector from the fiscally constrained long range plan. The outcome of the meeting was that we agreed that the project should be removed from the 2040 horizon year. The reasons for deleting the project from the 2040 MTP are: It has languished in the Transportation Improvement Program as an unfunded project It scored poorly in the Strategic Transportation Investments data driven project selection process It has public opposition. Based on these factors, we have taken the first step to remove this project from our transportation planning documents. The reason you see the Stokes County Connector project showing up on the base map for the horizon years is that it will remain in the Comprehensive Transportation Plan (CTP) until the next update with the NCDOT, the Winston Salem MPO and the RPO. We had hoped to do a simultaneous update of the 2040 MTP and Winston Salem Urban Area CTP, but the timing is too compressed to accomplish this before September when the Air Quality Conformity document, the Transportation Improvement Program and the 2040 MTP must be approved and adopted for Federal funding purposes. Thanks for checking in on this. We always appreciate your efforts to review our documents and comment. Sincerely, Wendy Wendy Miller, ASLA Transportation Principal Planner City of Winston Salem 100 East First Street, Suite 307 Winston Salem, NC wendym@cityofws.org 1
4 Phone Fax Original Message From: Martha Hartley Sent: Wednesday, February 18, :42 PM To: Wendy Miller Cc: Mo Hartley Subject: Metropolitan Transp. Plan Hi Wendy, We were reviewing the 2040 Metropolitan Transportation Plan online and were surprised to see that the Project Map shows that in Stokes County, Mountain View Road is now called the "Stokes County Connector" and this "connector" includes several miles of new construction through the countryside north of King to connect to the proposed intersection at Trinity Church Road and Hwy 52 (I 5887). We thought we understood from you that this had been removed from plans? Would appreciate your insight. Thank you, Martha Hartley 2
