4 Two years after introducing a Five-Year Provincial Roads Plan, the Department of Transportation and Works has clear evidence the plan is working. Contractors are starting road construction as soon as weather conditions allow. In 207, the first year of the plan, contractors hired by the department paved more than 600 lane kilometres. In 208, contractors paved more than 800 lane kilometres. Both totals surpassed amounts of paving completed in previous years. 2
5 Why it works Early tenders Tenders for road work are issued early in the year so that contractors can be better prepared for the upcoming road construction season. They can plan their work with consideration for our vast geography, make informed investments in their equipment, keep their employees working in the province and start improving roads as soon as the weather allows. Early starts Did you know? Tenders for this coming road construction season began being issued in December 208. Issuing tenders earlier in the year and starting work as soon as the weather allows, as opposed to mid-summer, means some projects are getting completed in May and June and more work is completed by the end of the construction season. Last year, we announced 75 per cent of the projects planned for This year, we ve added the remaining 25 per cent based on emerging issues, input from engineers, and input from residents. We ve also added another 25 per cent to two of the three following years and added 25 per cent of the projects for Year Previous Announced Updated Percentage % 00% % 75% % 50% % 25% % 25% The Ranking Process Engineering assessments and thresholds have been developed in consultation with the department s engineers, drawing on metrics such as the International Roughness Index, rutting depths, provincial bridge inspections, road classification, Annual Average Daily Traffic volumes and other advanced pavement data collected using the Automatic Road Analyzer unit. The ranking involves an assessment of measures such as reliability, safety and usage. Each measure is given a weighting, with significant value assigned to the reliability of the infrastructure to address issues before they become significant safety concerns. 3
6 Public Consultation To inform the 209 edition of the plan, a public consultation was held from September to November 209. Through this process, 326 submissions were received from the general public identifying various roads related issues. These submissions were considered in the development of the plan. Did you know? Road projects included in the plan are based on factors such as safety, traffic volumes, advice from the department s engineers and input from the general public. Asphalt Testing An asphalt testing pilot project began in 207 to examine the asphalt specifications best suited for our province s climate and environment. Five sections of the between Foxtrap and Holyrood were paved using different types of liquid asphalt. Each section is approximately one kilometre in length and is monitored twice annually in the spring and in the fall to determine how well it is performing based on factors such as traffic volumes and weather conditions. In further consultation with the Heavy Civil Association of Newfoundland and Labrador, a sixth test section was added in 208 using specifications from the association. Data from the test strips were monitored in spring and fall 208. Multiple years of monitoring are required to draw conclusions and there has been little deviation in mixes and compaction from when these sections were paved so far. Cameras The Department of Transportation and Works currently has 35 highway cameras throughout the province that allow residents and visitors to check highway conditions before they travel. The department continues to expand its highway camera network with a recent installation at St. George s. Cameras for Rocky Harbour, Lumsden and Stephenville will be installed in the coming months, while new cameras will be installed on the Argentia Access Road and Hearts Content Barrens this spring. 4
7 Brush Clearing and Moose Awareness The Provincial Government allocated more than $4 million over the last two years to clear brush from alongside provincial highways. This has resulted in over 800 hectares of brush clearing, making it easier for motorists to spot animals near the highway, especially near heavily forested areas. Brush clearing also makes highway signs easier to see, increases visibility in areas with turns and hills, and provides more space for snow removal. The Department of Transportation and Works funded SOPAC (Save Our people Action Committee) with $27,500 in 208 for a moose reporting hotline as well as public education through social media and radio advertising. Brush clearing is an important part of keeping highways safe and government will continue its work with SOPAC and its investments in brush clearing in
8 Federal-Provincial Cost-Shared Projects The Government of Newfoundland and Labrador partners with the Government of Canada to avail of infrastructure programs such as the Investing in Canada Plan to invest in important transportation links in the National System, regional trunk roads and local roads. Beginning this year, work will begin on the Burin Peninsula to repave sections from Garden Cove through Swift Current towards Kilmory Resort and upgrade McGettigan Boulevard in Marystown. Work will also begin on Route 430 to upgrade and resurface sections from Western Brook to Green Island Cove and widen a section from Deer Lake to Cormack. Did you know? Lane kilometres is a term used by the road construction industry across North America and provides a clearer understanding of the amount of asphalt used and time and money spent paving roads. For example: paving all four lanes on a 0 kilometre section of highway for a total of 40 lane kilometres would use more asphalt, cost more money, and take longer to complete than a two lane 0 kilometre section of road. Labrador Investments Road improvement projects will continue on the Trans-Labrador this year. Over the past three years, we have invested approximately $85 million to completely pave the Trans-Labrador. Matched investments from the Government of Canada will result in a total combined investment of more than $7 million. There are approximately 80 kilometres of highway left to be paved. By the end of this year, all remaining road construction contracts are anticipated to be awarded. The work could be complete by the end of 2020 depending on weather conditions and contractor productivity. In addition, 22 kilometres of road was re-paved between the Quebec border near L Anse au Clair towards L Anse au Loup. This work will continue for another 22 kilometres towards Pinware in
9 Team Gushue 208 was a milestone year for the Team Gushue with the opening of the the section from Kenmount Road to Topsail Road in December. The new section extended the highway 4.2 kilometres from Kenmount Road to Topsail Road. To complete the new route across the City of St. John s, it was necessary to construct five concrete overpasses, 6 ramps, a roundabout at the Blackmarsh Road interchange, and Brier Avenue a new road linking Old Penneywell Road to the highway. Work on the final section of the highway to connect it with the Robert E Howlett will begin in 209. Rural and Local Roads Beginning this year, the Provincial Government will invest $04 million, including $52 million from the Federal Government, over the next 0 years to upgrade local roads in need of repair in rural areas of the province. Criteria for these projects will be similar to criteria used in the 5 Year Roads Plan, with an emphasis on supporting areas with lower traffic volumes but vital to local industries such as tourism, agriculture and the fishery. The multi-year plan for this funding will be announced this winter. Veterans Memorial In June 208, the Provincial Government and Federal Government invested approximately $4.8 million in funding for improvements to the Veterans Memorial. Work to construct four climbing lanes on the highway commenced in 208. This funding also included the creation of additional ramps at the Valley Road interchange on Route 70 in Carbonear. This work will be completed in 209, including the addition of centre line rumble strips on Veterans Memorial. Digital speed signs warning motorists travelling above the speed limit will be installed on the highway this spring. The department is also working with advocacy groups to install distracted driver prevention signage along the highway. 7
10 Disaster Mitigation and Adaptation Fund The Department of Transportation and Works has submitted an application to the Government of Canada for the replacement of five key provincial highway bridges under the Disaster Mitigation and Adaptation Fund. This fund is designed to help provinces manage the risks of disasters triggered by natural hazards. This includes replacing bridges with larger capacity structures to mitigate risks of washouts during major rain events. Federal funding approvals will be released in spring 209. Trade and Transportation Transport Canada s National Trade Corridors Fund supports trade corridor-related infrastructure projects throughout Canada and has called for submissions that focus on trade diversification projects in line with the objectives of the federal Export Diversification Strategy that was announced in the federal 208 Fall Economic Statement. The department is identifying provincial projects that align with these objectives to be submitted for consideration of the fund in 209. Disaster Financial Assistance Arrangement The Government of Canada provides financial assistance to provincial and territorial governments through the Disaster Financial Assistance Arrangements (DFAA) when hit by natural disasters. In 209, the department will be concluding work on the Swanger s Cove Bridge that was washed out in the Thanksgiving rain storm of 206 and continuing projects on the west coast as a result of the January 207 rain storm. 8
