PUBLIC FORUM Craig Morrison Hospital Creek stormwater issues on Back Road Spoke about the July 2017 flooding issues and asked what was being done about this. Mr Morrison thanked Jules Witt for meeting with him on site prior to the meeting to discuss what preventative measures would be done in the short term and long term. Mr Witt advised that a submission would be put into the LTP for addressing this issue and having a budget provided for this work. Exploratory work needs to be done to quantify the amount of work that needs to be done to correct this issue. ORC have maintained the lower end of Hospital Creek in the past by spraying and this needs to be cleaned out to prevent flooding but need to look at cleaning the entire creek. Drains will be included in ongoing maintenance going forward which would involve an annual inspection. Policy agreement needs to be reached between CDC/ORC to ensure that issues don t fall through the cracks in the future. 1. WORK IN PROGRESS The Service Delivery Administrator submitted a report that updated the Community Board on progress in relation to issues that had been raised at previous meetings. 2.1 Gabriel s Gully Walkway A report providing an update on the project was included in the agenda. The fence and the signage are the most important things to get done in order to open the track to the public. Councillor Blackmore will follow this up. Moved E Ritchie/Q Currall and resolved: That the Lawrence/Tuapeka Community Board approve further funding of up to $3,000 excluding GST from the Projects Fund for the completion of the Gabriels Gully walking track. 2.2 Signage Main Street Signage completed just waiting to be installed. 2.3 Extension of Cycle Trail The Mayor and CE had a positive meeting with Shane Jones (NZ First) regarding an application to the Tourism Growth Fund. 2.4 Future of Old Lawrence Swimming Pool This project is due to be officially opened in September. The NZTA safety team are currently assessing the request from the Community Board to replace the chevrons with low plantings and will advise of their decision in due course. 2.5 Peace Gardens The next newsletter is to be written for autumn so that the community is informed before the trees are removed. No trees are to be removed prior to this. 2.6 Proposed Toilet Redevelopment Community Board members have inspected the toilets and agreed that the stainless steel urinal needs to be replaced with individual pans, 4 new toilets (flat to the wall for ease of cleaning) and stain the woodwork around the roof. A meeting with Clutha Development recently pointed out that there is a lack of parking around these toilets so there is a chance for a submission to the LTP for another block of toilets somewhere else in the town perhaps at the end of the rail trail. 2.7 Parking Signs in Lawrence An option for signage is to place one at either end of Lawrence pointing out the distance to both the Information Centre and Toilets. 6 6 2.8 End of Cycle Trail opposite Police Station The road widening work has been programmed and is a work in progress. 2.9 Zig Zag Track One planting concept has been received but still waiting on a further concept before this can proceed. Blue Mountain Nurseries are still to provide a planting concept Sign Relocation and Speed There has been no response from NZTA regarding the sign relocation Rubbish Bins A two bin system (both rubbish) is the preferred option. The Community Board would prefer to have two 120 litre bins and get them emptied on a daily basis. They would like these bins installed outside the Night n Day shop. Moved Councillor Blackmore/P Tansley and resolved: That the Lawrence/Tuapeka Community Board requests Council staff purchase two 120 litre rubbish bins in the 2018/19 financial year with the location to be confirmed. A vote was held with the result - For 5 Against 1 Mel Foster asked for her name to be recorded as she would have liked the bins to be purchased/made locally or at least sourced from within Otago Maple Trees Awaiting Autumn for planting CDC/ORC Flood Event Work The Lismore Street culvert replacement work is underway Picnic Tables Steep Street/Gabriels Gully Road A new picnic table has been ordered with an estimated delivery time of 3 weeks Trees Steep Street Domain An was circulated to the Community Board for comment. The arborists report had not been received by this meeting Dust Issue - Tuapeka Transport CDC staff will discuss access options with Tuapeka Transport. 7 2.17 Newletter There was discussion about items to be included in the newsletter. Proposed items could include Peace Garden trees, Zigzag Track, Campervan parking, Toilet upgrade and Steep Street trees. Mel Foster will continue organising the newsletter on behalf of the Community Board. SERVICE DELIVERY UPDATE The Group Manager Service Delivery submitted a report on activities in respect to the Service Delivery Department. Comment was made about the gravel roads on Mt Stuart as they are heavily corrugated. This area has been identified for traction seal and will be prioritised as part of the minor roading improvements programme. The Group Manager Service Delivery reminded the Community Board to advise people to put in service requests if they were concerned about any of the roads in the area. After discussion it was agreed by the Community Board that both trees identified in the arborists report should be removed as they detract from the heritage look of Lawrence. Councillor Blackmore challenged the community to provide a tree planting plan if they would like to see more trees planted in Lawrence. PART ROAD STOPPING REID STREET AND THURSO STREET, LAWRENCE The Group Manager Service Delivery submitted a report advising the Community Board of a request to stop part of this unformed road area. A vote was held with the result For 5 Against 1 Councillor Blackmore asked for his vote to be recorded. There was considerable discussion about the proposal, in particular the fact that Thurso Street is located close to the 100km area, with Board members voicing their concerns about the safety aspects. 9 However it was pointed out that this proposal is still to go through a consultation stage and if any objections are received then it may not be approved. The overall feeling from the Community Board was that they are reluctant to stand in the way of a potential development so gave their approval for the report to go back to Council Late Item Long Term Plan Submission The Group Manager Service Delivery advised the Lawrence/Tuapeka Community Board of the issues raised in the LTP document that was sent out this week and asked them to encourage their community to submit to the plan. The Lawrence/Tuapeka Community Board will hold a meeting to organise their submission to the LTP. The meeting closed at 4.56pm. 11 LAWRENCE/TUAPEKA COMMUNITY BOARD WORK IN PROGRESS UPDATE FOR THE MEETING HELD 30 MAY Issue Gabriel s Gully Walkway Comments Fencing materials have been purchased and are onsite. The contractor is due to start work on the fence before the end of May. Signage Central Lawrence Info Sign. Extension of Cycle Trail The Community Board have advised that they would like to be provided with updates from the Clutha Development Trust regarding progress on the extension of the cycle trail to Milton and Waihola. Future of Old Lawrence Swimming Pool The Arches project commenced on 3 January Peace Gardens Trees in the Peace Gardens have become overgrown and need to be looked at by an arborist with the view to removing one or two and trimming the remainder. Public Toilet Upgrade The LTCB would like to see a refurbishment of the public toilets. Parking in Lawrence/Signage E Ritchie and M Foster tabled a report on parking and signage issues in Lawrence. End of Cycle Trail opposite Police Station The Community Board is concerned about the damage done to this grassed area by vehicles especially when the ground is very wet. Zig Zag Track The Community Board would like more plantings and tree maintenance done in this area. Lawrence/Tuapeka Community Board 30 May 2018 At the time of printing this agenda the sign had still not been installed. A submission has been made to the LTP from the Community Board supporting council funding for this project and also supporting an application to the Regional Growth Fund. NZTA have been approached to remove the chevrons and replace these with low plantings. NZTA advise that this is currently with their safety team to assess. Community Board members have inspected the trees and noted that an oak tree and some wilding sycamores need to be removed. Feedback from the community is welcome and is requested by the end of May. An internal upgrade of the toilets, including replacing the urinal, lighting, toilet bowls/cisterns has been included in a submission to the LTP by council staff. Parking signs have been installed with mixed comments received. Another option is to have a sign that states that the Info Centre is?? metres away at either end of Lawrence. The widening of the road in this area has been programmed and is a work in progress. 2 planting concept options were being obtained by the Chairman with one received to-date. Work in Progress Update

12 Issue Sign Relocation and Speed Residents would like the Engine Braking sign moved from its present site to further back. Vehicle speed through Lawrence is also an issue and would like to have a portable speed sign set up temporarily to monitor this. Rubbish Bins The LTCB have agreed on a wooden facade 2-bin option outside the Night n Day shop. Maple Trees Replacement trees in rest area at Beaumont end of Lawrence. CDC/ORC Flood Event Work Progress report on flood clean-up. Comments A submission to the LTP for funding to upgrade the track has been made by the Board. Options are being considered by the State Highway Network Controls team. A supplementary No Engine Braking sign installed below the NZTA Lawrence sign is a possibility. Moving the signage closer to the town boundary could be considered. NZTA have requested the Network Controls Safety Engineer to put a special application together to seek funding for 2 sites in Lawrence one in each direction. No indication of time has been given. A staff submission for funding for the rubbish bins has been made to the LTP. Replacement trees will be planted in the autumn. Council staff are currently looking at tree options for this area. The Lismore Street culvert replacement is currently underway. 12 A report on the Lismore Street stormwater drain is included in the Service Delivery Update report. Picnic Tables Steep Street/Gabriels Gully Road Popular area for picnics but lack of tables in this area. At a meeting on 24/1/18 the LTCB agreed to purchase a new table and install it on the existing slab. Trees Steep Street Domain The Steep Street Domain trees are causing shading issues in the Ross Place/Irvine Street area. Dust Issue Tuapeka Transport Ltd A local resident is concerned about the Lawrence/Tuapeka Community Board 30 May 2018 Additional capital works are planned over the next 2 years as part of the LTP. The new picnic table was installed on the existing slab on 18 May A copy of the arborist s report is attached for discussion. A submission to the LTP for funding has been made by the LTCB. A submission has been made to the LTP for the installation of kerb and channelling across the Work in Progress Update

13 Issue level of dust being generated from this business. Boarded up Shop Ross Place Concern that this premises has been in a state of disrepair for some time and is detracting from the heritage features of the main street area. 13 Comments front of the yard along with screening plantings to help reduce the dust nuisance. CDC s Building Control Manager has advised the following: The owner of the unfinished shop has building consent for the property and unfortunately the Building Act does not have timeframe limitations on building consents. Therefore unless the unfinished building becomes a danger or is being utilised and becomes unsanitary then we are not able to action any recourse. The Building Control Manager further advised: The only decision that the BCA can make without an application for a CCC being submitted is to refuse the CCC, no application has been made as building is not completed, so no timeframes have or can be agreed on. The building act has no requirements on completion time frames for a building consent and to enforce such would result in the BCA acting outside of legislation. 14 14 Arboricultural Assessment Site Address: Client: The Proposal: Report Compiled By: Steep Street Tree Reserve Lawrence. Jules Witt Clutha District Council. Arboricultural assessment and tree maintenance review of trees and vegetation in the Steep Street reserve Lawrence. David Glenn Date: April Introduction 1.1 Delta Limited has been engaged by Jules Witt to carry out an arboriculture assessment related to the strategy of reserve and tree maintenance of Steep Street reserve. 1.2 The purpose of this report is to provide an arboricultural review based on visual inspections of trees that are in with in the reserve. 1.3 A visual tree inspection (VTA) was carried out of trees located within the proposed works area including a walk through with the community to review works already undertaken to date. 2.0 Site Description 2.1 The site is composed of 9 hectares on the south facing hill providing a green back drop to Lawrence 2.2 The area belongs to DOC however has been managed by the CDC through mainly community interests groups in recent years. 2.3 The site contains an abundance of some native and mostly exotic trees. The trees range in age from semi mature to mature.

15 Use of the reserve 3.1 The reserve is widely used by both the local community and the extended passing community for a variety uses from exercise to picnics. A road (Steep St) passes directly through the reserve and multiple access tracks have been formed throughout the reserve to enable people to access many parts of the reserve rather than just the edge of the reserve. 3.2 The vegetation borders a creek and along the first part of the creek (by the war memorial) the reserve has been opened up with willows encroaching the creek removed and extended the grass area available to use as picnic area. 3.3 The larger mature trees appear to shade parts of Lawrence main street especially the side of the street immediately opposite the creek. 3.4 It The formation of tracks and pathways through the reserve has greatly enhanced the reserve use and the addition of a fitness trail and the use it gets supports the community value the reserve gives. 3.5 As the reserve is progressively improved and managed this should continue. 4.0 Arboricultural Assessment of vegetation. 4.1 A wide range of trees make up the tree population of the reserve with no one species dominant and although there is a mix of native and exotic trees the native trees appear mostly younger and the exotic trees mostly the older trees. 4.2 The exotic trees are largely European deciduous trees such as Silver birch, English Oak, Sycamore and Ash with a few Beech with not many of the trees being individual specimen trees as the trees have largely grown as a copse of trees drawing many of the trees through to similar height as they have competed for space. 4.3 It likely that not many of the tees have been specifically planted with mostly the vegetation appears to be consisting of vegetation spread by seed. 4.4 This specifically applies to the Sycamore Hawthorne and Holly trees which have dispersed throughout the reserve in particular the Sycamore dominates the edge of the reserve especially alongside the creek. 16 The Sycamore Hawthorne and Holly are all noted for spreading throughout woodland reserves in new Zealand and in various parts of NZ the regional councils have designated them noxious plants or undesirable in the landscape. 4.6 The Sycamore is possibly the worse of the three trees for spreading as it is a prolific seeding tree which colonises wood land of this type at the expense of all other trees. It is difficult to grow an understorey of vegetation around Sycamore especially as they gain maturity(age and Height). 5.0 Current Tree Strategy and maintenance 5.1 The current management practice has been to remove the dead and fallen trees and trees with obvious defects (splits and root heave ) although this has been a gradual process and done in a way that is sympathetic to the remaining reserve. 5.2 It appears to be well understood that clearing out of undesirable vegetation results in the generation of a wide range of further weed species including the ones already noted (Sycamore,Holly and Hawthorne) 5.3 The dead and fallen trees that have been removed have reduced the risk of trees falling on to tracks and made it safer to users of the reserve and have allowed the construction of further paths with in the reserve and enabled the dividing up of the reserve and making it more accessible and usable to the community. 5.4 Where possible spraying of weed species has been undertaken to further control the impact of invasive weed species. 5.5 The removal of the invasive willows along the edge of the creek have greatly enhanced the look of the reserve and allowed the stream to be unimpeded by the willows and it has helped create a picnic area along the creek edge. 5.6 While there are a few mature forestry trees such as pine I would not expect there to be a profitable return from the felling and reinstatement of the entire reserve as the few mature forestry trees are of poor unmanaged quality and would be difficult (and expensive) to extract. 5.7 Where possible bulbs(daffodils) have been planted and cultivated to enhance the reserve especially at the entrance. 17 Conclusion 6.1 It would be proposed to continue in the format that the reserve is being managed with a couple of exceptions. It needs noted that the more work that is done in the reserve the more maintenance will be required to care for the reserve and keep it from being recolonised by undesirable species. 6.2 In managing these types of reserves especially with wide spread public access I never recommend the poisoning of the mature weed species as this leads to a complicated expensive management program as they break up and fall apart. 6.3 It can appear that the shortcut to the invasive tree management is to kill the seed source trees however it is rarely successful as the trees often break up over a long period of years making it unsafe to be around and they continually disrupt any remedial planting that has been undertaken 6.4 The continued progressive removal of dying and dead trees is good with trunks either removed for firewood or left as eco piles to provide for wild life bugs and birds to utilise. 6.5 The practice of spot spraying the invasive weeds should continue with the use of the products Banvine on the Holly and Ivy and Triumph gel on other stumps and saplings that are cut but not dug out. This will ensure that there is no further regrowth from these sources. 6.6 The major work I would recommend for consideration is the removal of the perimeter mature Sycamore trees alongside the creek from about behind the St john building toward the Transport yard at the junction with Irvine Street. There are several advantages to completing this work. The removal of these mature seed source trees will limit the further progression of the sycamores. Further as the sycamores mature they give the appearance of dominating the reserve and also the main street where they considerably add to shading and oppressive canopy issues. Sycamore are noted for large leaves and often the leaf drop is of particular concern to the public at large. The area of the creek prior to the sycamore was willows and the removal of these has vastly improved the reserve and I would expect a similar response for the removal of the sycamores. 6.7 I would recommend to remove a strip of sycamore at least 20 m wide into the reserve. 6.8 It is unlikely this will improve the entire overall shading effect of the reserve on some parts of the town as some of the shading is occurring because the trees on the ridge or skyline are now nearly 20m plus tall and this has effectively raised the ridge by approx.20m. Any trees or vegetation grown on the upper bank of the ridge will have Page 4 of 7

18 18 this effect and the only practical way of remedying this would be to remove the trees off the top of the ridge so that it is simply the ridge causing the shading not the trees on the ridge. I would not recommend this as it would have a detrimental effect of the aesthetics of the reserve and would require expensive measures to reinstate. I have considered the prospect of reducing the trees height on the ridge however this would be very costly and again leave unattractive and arboriculturally spoiled trees to look at. 6.9 I would not recommend any specific work to other Mature trees at this time with in the reserve at this time but would further recommend they be inspected at least every two years to establish of further works is required. RECOMMENDATIONS 1 That the Lawrence/Tuapeka Community Board receives the Service Delivery Update report. REPORT 1 Roading Crushing is currently in progress at Lyders quarry, with 9,800 tonnes of maintenance metal programmed for the Lawrence/Tuapeka area in May and June Waters Maintenance of the 3 Water schemes has been running as normal with no out of the ordinary breaks, leaks or blockages on the schemes in the past month. Lismore Street Stormwater Drain This drain spans over numerous private properties and discharges into Hospital Creek waterway. Due to reports of blockages which did not allow the stormwater to drain away during rain events, the drain was cleaned with a root cutter and high pressure water blaster prior to obtaining video footage of the pipe s condition. The stormwater drain is made of 150mm diameter earthenware pipe which is in very poor condition with collapsed sections, tree root intrusion, disjointed pipes and pipework that has subsided in places causing detritus build up. CDC are looking at future replacement options to best suit the property owners and catchment requirements as maintenance cleaning on this pipe will not relieve the current SW issues. Cycle tourism is one of the few opportunities on offer to boost the economy of this rural community with a rich history in gold mining. Unfortunately the gold is long gone and funding projects of this scale is an onerous task for our region. Outside support is vital to the success of this project and we ask that You consider our request to the Provincial Growth Fund favourably. RECOMMENDATIONS 1. That the Lawrence/Tuapeka Community Board receives the Corporate Services Report. REPORT 1 Funding Schemes 1.1 Creative Communities New Zealand Funding Scheme The fourth and final funding round for 2017/18 closed on 4 May and attracted two applications and one late application. The committee will meet on 24 May to assess the applications and distribute funding. The funding rounds for the 2018/19 financial year will be decided at this meeting. 1.2 Telford Bursary Applications for the 2018 Telford Bursary closed on 18 May Five applications were received. The Telford Bursary Committee, comprising of Councillors McNab, Cowie and Ludemann, will meet in June to consider the applications. 2 General Grant Allocation Council provides general grants to assist organisations providing projects/activities which benefit the residents of communities within the Clutha District. General grants are limited to the following categories: Reimbursement of Council fees and charges. Reimbursement of rents for properties leased from Council.
