4 2 West Otago Community Board Minutes of a meeting of the West Otago Community Board held in the West Otago Community Centre, Suffolk Street, Tapanui on Wednesday, 24 August 2016 commencing at am. PUBLIC FORUM Carmen Hope Otago Regional Council Candidate Carmen introduced herself as one of the candidates standing for Otago Regional Council, Molyneux ward. She spoke about her background in asset planning and water management. Frank and Shirley Shearing, Motorhome Friendly Scheme Shirley introduced herself as the secretary of the Clutha Valley Motor Caravan Association. The NZ Motor Caravan Association has 67,000 members, 63,000 being active members. Nationally tourism brings $650 million in revenue. The Motorhome Association contributes $211 million. The Motorhome Friendly Scheme was introduced in In order to comply, towns have to provide: A legally compliant freedom camping bylaw Public dump station Access to potable water at a dump station Refuse and recycling Access to medical facilities Shopping Certified self-contained parking area West Otago Community Board 24 August 2016 Minutes

5 3 In order to be fully self-contained campervans must have fresh water for 3 days and be able to contain waste water for 3 days. The Group Manager Planning and Regulatory Services gave a broad outline of Council s bylaw and policy, explaining that it is to be reviewed later in the year. This will involve talking to all the communities in the district. Mayor Cadogan requested that the NZMCA provide input into the policy review currently being undertaken. 1. CONFIRMATION OF MINUTES The minutes of the meeting of the West Otago Community Board held on 13 July 2016 were presented for the Board s confirmation. Amendments: Add under the apologies: Councillor Kennedy left the meeting at 11.20am Councillor Kennedy returned to the meeting at 11.26am Moved J Herbert / S Wink and Resolved: That subject to amendments, the West Otago Community Board confirms as a true and correct record the minutes of the meeting held on 13 July WORK IN PROGRESS UPDATE The Corporate Services Administrator submitted a report updating the West Otago Community Board on progress in relation to issues that have been raised at previous meetings. 2.1 West Otago Swimming Pool The second Opus report has been obtained. This was in order to assess the beams in order to obtain quotes. The first report was on the roof structure, but didn t include beams. 2.2 Duncan/Station Road Intersection The Board asked when this was going to happen. Steve Gordon agreed to take the matter back to Council staff and provide an update. 2.3 Projects Information Sign Nith St, Heriot No further progress. 6 Christmas Tree for Centre of Tapanui No further progress Welcome to Heriot Sign Marty Grounds, local graphic designer has taken a design and refined it. John Herbert presented this design and asked for feedback. The Board liked the design and suggested some minor changes Cellphone Tower Booster B Hanna is to follow this up Tapanui Playground Councillor Kennedy has met with Council staff and will get more ideas on safety matting from other Councils and will seek community involvement. 2.4 Tapanui Signage The Board would like to have some input into any new signage and for it to be more personalised and specific to West Otago. 2.5 Tapanui Inground Lights The Board agreed that the lights look fantastic. The tree has been decorated with lights and more will be added. This item can come off the work in progress report. 2.6 Sections in Dorset St Waiting for work to commence. This item can come off the work in progress report. 2.7 Freedom Camping The Group Manager Planning and Regulatory Services gave an update on what is happening in the area of freedom camping. He advised that Council has been trialling enforcement officers in the Catlins. They have 3 volunteers at present. Over the summer a student will gather basic information and conduct a survey of campers in the area. Dept. of Internal Affairs is looking at freedom camping management approaches throughout the country. Council will be keeping abreast of central government initiatives. Most commercial campervans now have a GPS installed showing where they can or can t go. West Otago Community Board 24 August 2016 Minutes

7 5 2.8 Motorhome Friendly Town The NZ Motor Caravan Association has leased an area to park in Tapanui, therefore the Board agreed to wait and see what is happening district wide with the Freedom Camping bylaw before pursuing Motorhome Friendly Town recognition. 2.9 Water Moa Flat Water Reservoir John Herbert spoke about water issues at Moa Flat. He advised that the intake of water is inadequate. The Capital Delivery Manager will take this back to Council Glenkenich Scheme The Group Manager Planning and Regulatory Services advised that the boil water notice will be lifted on Thursday 25 August Paterson Creek Flooding Issues The Capital Delivery Manager outlined the plan with respect to correcting flooding issues. The upstream effects of running water into the pond will be looked at in the future. New 300ml pvc pipes are to go in at Paterson Stream. The Contract is up for tender. Council will send out updated information to the stakeholders on the plans to be put in place. COMMUNITY SERVICES UPDATE The Community Services Supervisor submitted a report advising the West Otago Community Board of activities in the area. 3.1 New Toilets It was observed that there appeared to be a drainage problem with the new toilets. CORPORATE SERVICES REPORT The Corporate Services Administrator tabled a report that covered activities of the Corporate Services Department in the past period including funding schemes. BUILDING CONSENTS STATISTICS The Regulatory Administrator submitted a report on building consents for June & July Moved Councillor Kennedy / S Wink and Resolved: That the West Otago Community Board receives the Building Consents for June & July report. 8. REASONS TO MOVE INTO PUBLIC EXCLUDED Moved A Robertson /B Robertson and Resolved: That the West Otago Community Board resolves to exclude the public on the grounds contained in Section A2 (a) of Appendix A of the Clutha District Council s Standing Orders. GENERAL BUSINESS 9.1 Health & Safety Laws J Herbert has not heard back about the incomplete paperwork from Fulton Hogan. This matter is to be added to the Work in Progress report. 9.2 Crookston War Memorial The Board has not heard back from Mr Sim, therefore this matter is to be added to the Work in Progress report. 9.3 Visit by Todd Barclay MP. B Hanna advised that Todd Barclay, National MP is visiting West Otago next Monday and will listen to issues. She will meet with him and invited other members of the Board to join her. 10 8 9.4 Blue Mountain College S Wink spoke about the great feedback the college received for welcoming guests to the Pete s Dragon premier and the haka performance. In addition she commended the Youth Council for the work they undertake and for their part in organising and winning the successful Friday Night Fives competition on Friday night. 9.5 Fibre-optic Cable The sink holes are becoming worse. 12 WEST OTAGO COMMUNITY BOARD WORK IN PROGRESS UPDATE FOR THE MEETING HELD 28 September 2016 Issue West Otago Swimming Pool Maintenance work required. Support West Otago Swimming Pool. Comments Fundraising continues 10 History The project committee has received the OPUS report outlining work to be undertaken, therefore the fundraising committee is looking at raising $500,000 as a mid-term target to encompass these tasks. Duncan Road / Station Road Intersection This corner has been discussed before, but needs to be looked at again Projects Welcome to Heriot sign. Christmas Tree for centre of Tapanui. Signage at school Cellphone Tower booster Tapanui playground Progress since the last meeting: Work has commenced on configuring the intersection. Advanced warning flexible columns are to be erected, followed by road widening and kerb island installation. The trees on Duncan Road will be trimmed. Diagrams are attached. Information Sign Nith Street, Heriot John Herbert is obtaining a price for poles and has consulted with the Heriot Community Centre and the Heriot Rugby Club. Once they confirm that the signage is correct, the project can go ahead. History: The Community Board is investigating the possibility of erecting a sign for the Heriot Community Centre, including information on where AED defibrillators are located. The Community Centre is happy for the existing sign to be used. John Herbert has contacted Marty Grounds for quotes. It is also suggested that a similar sign be placed at the PGG store. Signage at School John Herbert is waiting for a quote from Steve Hughes from Alexandra for the rock column supports and a quote from Ideal Print for the signs. 13 Issue 11 Comments Tapanui Playground (Bushyhill St) Councillor Kennedy is obtaining prices for safety matting. History: Councillor Kennedy is working with Council staff on play equipment options and fencing for the proposed junior playground in Bushyhill Street. Tapanui Signage The Welcome to Tapanui signs are faded. Could they be repainted and shifted? Freedom Camping Freedom Camping is becoming an issue in the district Motorhome Friendly Town Investigate the possibility of becoming a motorhome friendly town. Crookston Monument The Crookston Cemetery Trust has approached the WOCB seeking support in erecting a war monument at the cemetery. The Board would like to have some input into any new signage and for it to be more personalised. History The Community Support and Development Advisor has advised that there will be a standardisation of signage to achieve consistent district image. This will include a policy update, but is some time away so in the interim, signs should be tidied up versus replacement. No progress since last meeting. History: The Group Manager Planning and Regulatory Services updated the meeting on 24 August on the freedom camping bylaw in the Clutha District. Central Government, through Internal Affairs is doing a nationwide review of the freedom camping bylaw. History The Clutha Valley Motor Caravan Association spoke at the meeting on 24 August about the Motorhome Friendly Scheme. The bylaw would need to be amended for Clutha to be motorhome friendly. No progress since last meeting. History Mr Gordon Sim, Crookston Cemetery sexton and trustee has asked for support in erecting a monument at the Crookston cemetery to the fallen and served soldiers in the Crookston area. The Board has agreed to financially support the project in conjunction with financial input from the Crookston community, (minutes of 13 July 2016). 14 Issue Shanks Road Large sink holes have appeared on shoulder of the road due to water running down the fibre-optic cable. This has been lodged as a service request, but is to be kept on the WIP report. Comments 12 Council staff have inspected the sink holes, and have contacted Chorus and are waiting for a response. This has been referred to the Group Manager Service Delivery. Water Services: Moa Flat Rural Water Scheme: The flow into the raw water pond was restored to 32 litres per minute on 31st August. The water level has since risen by 1000mm over 20 days. Council staff have been in discussions with the Rural Water Service chairman and will arrange a meeting with Fulton Hogan staff, council and RWS reps to discuss this. FUNDING SCHEMES Creative Communities New Zealand Funding Scheme Applications for the first funding round for the 2016/17 year closed on 26 August 2016 and the Assessment Committee met on 7 September. Only two applications were received. Funding was approved as follows: Applicant Project Amount Approved Quentin Currall Lawrence Scottish Country Dance workshops for youth. $ Kidzway Early Learning Wall beautification at the Centre. Centre $1, The next funding round closes on 25 November GENERAL GRANT ALLOCATIONS Council provides general grants to assist organisations providing projects/activities which benefit the residents of communities within the Clutha District. General grants are limited to the following categories: Reimbursement of Council Fees and Charges Reimbursement of rents for properties leased from Council Reimbursement of hire charges for community centres and community halls 2.1 Reimbursement of Fees and Charges For the period 17 August 2016 to 19 September 2016 no reimbursements were made for Council fees and charges. 2.2 Reimbursement of Rent or Lease For the period 17 August 2016 to 19 September 2016 no reimbursements were made for rent or lease. 3. RATES REBATE SCHEME Listed below are details of applications received for the rates rebate scheme for the period 1 July 2016 to 19 September 2016 with comparative figures for a similar period last year. SPORT NEW ZEALAND RURAL TRAVEL FUND Applications for the 2016 Sport NZ Rural Travel Fund will close on Friday 18 November The purpose of the fund is to provide a travel subsidy for 5 to 19 year olds in school and sports club teams competing in local competitions, where distance is a barrier to participation. Sport NZ has agreed to provide a $9,500 Rural Travel Fund for the 2016/17 year. Attached to this report is a copy of the information form and application form. 22 20 Sport NZ Rural Travel Fund Information for Applicants INTRODUCTION 1. The Sport NZ Rural Travel Fund is designed to help subsidise travel for junior teams participating in local sport competition. 2. Applications will be for travel expenses that will be incurred for the period 1 January 2017 to 31 December ELIGIBILITY 3. Application for the Rural Travel Fund is open to rural sports clubs and rural school teams with young people aged between 5-19 years who require subsidies to assist with transport expenses to local sporting competitions. 4. Funding cannot be provided for the purpose of travel to regional or national events. 5. School club teams and sport club teams are defined as: A school club team participating in regular local sport competition out of school time18, that excludes inter school and intra school competitions played during school time. A sports club team participating in organised sport competition through club membership outside of school time. CLOSING DATE FOR APPLICATIONS 6.
