PUBLIC FORUM Gordon Duthie re Ross Place flooding Advised that he had conducted a survey of 18 main street businesses to gauge their feelings since the flood event of He stated that while they were happy with CDC s response immediately after the event they were now unhappy with progress and the lack of communication from CDC since. Mr Duthie did say that it was pleasing to see drain clearing happening on Back Road and hoped that it would go some way to alleviating residents concerns. However he would like to see some form of communication regarding a plan, timeframe and future-proofing to ensure that this type of event doesn t happen again. E Ritchie entered the meeting at 3.05pm. 1. LAWRENCE/TUAPEKA COMMUNITY BOARD MINUTES The minutes of the meeting of the Lawrence/Tuapeka Community Board held 11 July 2018 were presented for the Board s confirmation. 5 2. WORK IN PROGRESS The Service Delivery Administrator submitted a report that updated the Community Board on progress in relation to issues that had been raised at previous meetings. 2.1 Gabriel s Gully Walkway Fencing has been completed with the installation of stiles and signage still to be done. 2.2 Extension of Cycle Trail Eion Mills has resigned from CDC and is now working fulltime on this project to ensure its completion. 2.3 Future of Old Lawrence Swimming Pool Smaller chevrons are being installed, and the lighting has been completed. The official opening is scheduled for October. 2.4 Peace Gardens There has been no feedback from the community regarding the removal of the oak tree which is too close to the boundary and needs removed. It was agreed that the additional trees to be removed would be marked so the community are aware that others are also being considered. 2.5 Proposed Toilet Redevelopment The TLCC have decided not to go ahead with the miners cottage look for the toilets, however they would like to tidy the garden up and install a mining feature instead. It is anticipated that once this has been tidied up it will be added to the greenspace maintenance schedule. An internal refurbishment of the toilets was previously approved in the 2018/19 budget, therefore the outside will also be included in this project. 2.6 Parking Signs in Lawrence Mel Foster was to discuss signage options with Suze Watt from Downer. This is a work in progress. 2.7 End of Cycle Trail opposite Police Station The road widening work has been programmed and will be undertaken in the Spring when ground conditions have improved. 2.8 Zig Zag Track A quote for concept plans has been received from a landscape designer which has been circulated to the Board for comment. It is hoped the tree removal requested by Powernet can be delayed until the concept plans have been received. 5 Lawrence/Tuapeka Community Board 22 August 2018 Minutes
6 2.9 Sign Relocation and Speed NZTA and Downer are currently looking at these issues and will advise of options in due course Rubbish Bins Following consultation with the Community Board one set of the Queenstown style bins have been ordered. Signage is currently being worked on Maple Trees The 3 maple trees planted by council s contractor have been relocated after concerns that they may obstruct the power lines when they mature CDC/ORC Flood Event Work Major drain cleaning behind Ross Place is currently underway which should alleviate the flooding issues in this area. Awareness of private drains needs to be raised with property owners to ensure that drains are not blocked by private structures. M Foster left the meeting at 3.54pm, rejoined at 3.56pm 2.13 Trees Steep Street Domain The Board will have an onsite meeting to discuss the tree removal Dust Issue Tuapeka Transport Ltd Rationalising the entry points is currently being discussed with the transport company. This will be followed up by council staff Boarded up Shop Ross Place The Board agreed to approach the owner to ask if they could help in some way to enable the completion of the building. It was agreed at the meeting on 30 May that the Chairman would contact the owner and he was to follow up on this Cemetery Trees The Community Board are to meet with the contractor and council staff to have an on-site meeting before proceeding further. 8 8. ROAD METALLING UPDATE The Operations Manager submitted a report providing information on the road metalling program for the Clutha District. This report was presented to the Service Delivery Committee meeting on 26 July The Operations Manager also advised that independent testing is currently being undertaken at all the quarry sites to ensure they are meeting our requirements. Any issues with these tests will be followed up by council staff. Tree shading of roads was also identified as an issue so the Community Board are requested to forward any areas of concern to council staff to follow up. There was also discussion about imposing fees on car rally events using the roads especially if the same roads are used year on year. Council s Roading policy is up for review this year and would be an ideal time for groups to provide submissions on this issue. 11 LAWRENCE/TUAPEKA COMMUNITY BOARD WORK IN PROGRESS UPDATE FOR THE MEETING HELD 3 OCTOBER Issue Gabriel s Gully Walkway Extension of Cycle Trail The Community Board have advised that they would like to be provided with updates from the Clutha Development Trust regarding progress on the extension of the cycle trail to Milton and Waihola. Lawrence Arches The Arches project commenced on 3 January Rea Street parking Peace Gardens Trees in the Peace Gardens have become overgrown and need to be looked at by an arborist with the view to removing one or two and trimming the remainder. Parking in Lawrence/Signage E Ritchie and M Foster tabled a report on parking and signage issues in Lawrence. End of Cycle Trail opposite Police Station The Community Board is concerned about the damage done to this grassed area by vehicles especially when the ground is very wet. Zig Zag Track The Community Board would like more plantings and tree maintenance done in this area. Sign Relocation and Speed Residents would like the Engine Braking sign moved from its present site to further back. Comments The fencing has been completed with the installation of stiles and signage still to be done. There have been no further updates at this stage. Smaller chevrons have been installed and the lighting has been completed. The official opening is scheduled for October. Concerns about parking raised by a neighbour. Please see the attached report for further information. The oak tree on the boundary has been confirmed for removal. Additional trees will be marked prior to their removal. 13/9/18 - Suze Watt (Downer) is to follow up with Nick Rodger (NZTA) regarding signage. The widening of the road in this area has been programmed and will be undertaken when ground conditions have improved in the Spring. This item was covered under a separate report in the agenda of 22/8/18. The LTCB agreed to provide funding for concept plans to be developed and the landscape architect has been engaged to do this work. NZTA and Downer are currently looking at these issues and will advise of options in due course. Work in Progress Update
12 Issue Vehicle speed through Lawrence is also an issue and would like to have a portable speed sign set up temporarily to monitor this. Rubbish Bins The LTCB have agreed on a wooden facade 2-bin option outside the Night n Day shop. CDC/ORC Flood Event Work Progress report on flood clean-up. Comments No timeline has been provided by NZTA. The Queenstown style bins have been ordered with signage to be finalised. Major drain cleaning has been completed behind Ross Place which should alleviate future flooding issues. 12 A community meeting with council staff in attendance was held on 18/9/18 to discuss the ongoing storm water issues and there were a number of action items from this. Trees Steep Street Domain The Steep Street Domain trees are causing shading issues in the Ross Place/Irvine Street area. Dust Issue Tuapeka Transport Ltd A local resident is concerned about the level of dust being generated from this business. Boarded up Shop Ross Place Concern that these premises have been in a state of disrepair for some time and is detracting from the heritage features of the main street area. Cemetery Trees Trees have been identified at the back of the Lawrence cemetery by the contractor that may need to be removed. Oak Trees Peel Street Complaint received about these trees Further information is included in the Service Delivery Update report. The Board had an onsite meeting on 28/8/18 to discuss which trees should be trimmed/removed. See the Service Delivery Update report for further information. At the meeting on 30/5/18 the LTCB resolved to approach the landowner to ask if they can provide assistance to enable the completion of this building. This item was to be followed up by the Chairman. An on-site meeting was held with the contractor and council staff on 28/8/18 where it was agreed that identified plantings would be either removed or trimmed. Policy on Trees on Road Reserve to be given to resident from Service Centre. Work in Progress Update
13 13 REA STREET PARKING Rea St, the previous site of the old Lawrence swimming pool and now home to the `Lawrence Arches, has attracted complaints from a neighbouring property owner for haphazard vehicle parking and consequent damage to his fence. Whilst events at the location are rare the Board would like to take some measures to ensure vehicles only parallel park on the east side of the street. We would like to see the parking area on this side reshaped and gravelled to encourage parallel parking. On the west side of the street there is ample room to angle park but we feel if parking spaces were painted on the road we would achieve more efficient use of the space than at present. The Northern Contract Manager has discussed options with the LTCB Chairman and these include the addition of painted lines to encourage angle parking and tidying up of the roadside verge on the opposite side of the road. As an interim measure the LTCB plan to erect a temporary fence along Mr Packwood s boundary to keep parked vehicles away from his fence for the Lawrence Arches opening ceremony being held on 27 October It is the Lawrence/Tuapeka Community Board s recommendation that angle parking spaces are painted on the west side of Rea St and that the east side of the street is graded and gravelled to facilitate better parallel parking. 14 14 Lawrence/Tuapeka Community Board Item for INFORMATION Report Service Delivery Update Meeting Date 3 October 2018 Item Number 3 Prepared By File Reference Jules Witt Group Manager Service Delivery REPORT SUMMARY The report advises the Lawrence/Tuapeka Community Board of activities in respect to the Service Delivery Department. RECOMMENDATIONS 1 That the Lawrence/Tuapeka Community Board receives the Service Delivery Update report. REPORT 1 Roading 1.1 Tuapeka Transport Entranceway, Irvine Street, Lawrence Council staff have had preliminary discussions with Tuapeka Transport about making their large entranceway on Irvine Street safer. This would normally involve reducing the wide entranceway down to two nine metre long vehicle crossings the exact detail would need to be worked through with the property owner. Council would normally expect the operator to pay for the new vehicle crossings as they are required as a result of their business. If new kerb and channel is needed adjacent to any new crossings then this may be able to be funded as a minor improvement project from existing roading budgets if other projects are reprioritised. There is limited ability for any screening on the road reserve area as any plantings would need to be low growing so they don t impact on traffic visibility. Any other sort of screening would need to be back from the vehicle entranceways and would most likely need to be on the Tuapeka Transport yard property. The edge of the legal boundary is estimated to be less than 4 metres from the edge of the road. It would be helpful for the Community Board to provide direction for staff so any preferences for screening (or not screening) can be raised during discussions to progress the improvements to the entranceway. 15 Waters 2.1 Lawrence Township Stormwater Update At a public meeting held on Tuesday 18 September 2018 the community were updated on progress regarding the ongoing drain maintenance and removal of obstructions from Hospital Creek. Capacity and maintenance issues with Wetherston and Hospital Creeks was discussed with ORC earlier in the year and we are waiting for feedback from them regarding the timeframe for these works. Future capital upgrades have been confirmed through the recently adopted LTP. As these upgrades have been identified as high priority within the district they have been budgeted in Year 2 of the LTP. 16 Hospital Creek The main Lawrence drain running parallel to Ross Place has been cleared of a large volume of sediment which allows it to handle greater flows during heavy rainfall. There is some remaining work to be done at and around the Gabriel s Gully bridge and at the fire station end of the channel. Staff are now assessing Hospital Creek where it flows between house properties upstream from Colonsay Street. This may need community board support in getting property owners to clear the debris within the channel that may lead to flooding in the town. 3 Lawrence Service Centre An engineering investigation of the retaining wall at the back of the property has been completed to consider options to make this safe. Any remedial work will require a building consent and an engineer s design so Stantec have been asked to measure the site and produce preliminary design options. One option currently being investigated involves removing the shed from the top of the wall, removing the wall and tapering the ground from the boundary line back up to the rear of the Service Centre building. 17 4 Waste Minimisation Council s annual Second Hand Sunday event will be held on 7 October from 9am. The event works like a garage sale, but no money changes hands. It is all about encouraging people to give away their unwanted stuff instead of paying to throw it in landfill. As per previous years advertising has been placed in the local papers and on Facebook encouraging residents to register their address. Council will then advertise the list of addresses the week prior to let others know who has items to give away. Participants from previous events have reported that most items put out at the kerb have been given a new home by others who are out looking Service Requests There have been 5 Service Requests lodged by Community Board members since the last meeting on 22 August were roading related and were for potholes and signage, 1 was footpath related and 1 was for a wandering dog. 22 22 CLUTHA DISTRICT COUNCIL Address all correspondence to: The Chief Executive Our Reference September 2018 Nick Manning General Manager Government and Industry Affairs Crown Fibre Holdings Level 10, PWC Tower 188 Quay St AUCKLAND Dear Sir At a recent meeting of the Lawrence/Tuapeka Community Board, dismay was expressed at the fact that mobile phone service in the Waitahuna area of State Highway 8 has been overlooked for upgrading under the Mobile Black Spot Fund. Both Spark and Vodafone have transmitting towers that service Lawrence and further south, the Milton area, but a large area of extremely poor or nil coverage exists through the Waitahuna area in-between. Looking at coverage maps from both providers would indicate general 3G reception across the area but the fact that the highway runs up narrow valleys means there is no useful service from either company with Vodafone being particularly bad. Local Fire Service volunteers regularly attend crashes on the winding road, often exacerbated by ice through the winter, and without the ability to triangulate exact locations, there is often confusion around where the accident is when 111 callers have to drive on till coverage is reached. The Waitahuna township has nil coverage from either company and the pending extension of the Clutha Gold cycle trail from Lawrence to Milton is further impetus to provide better cell phone coverage of the area. 25 2 General Grant Allocation Council provides general grants to assist organisations providing projects/activities which benefit the residents of communities within the Clutha District.
